CHAPTER 3 SECURING NUCLEAR ARSENALS: A CHINESE CASE STUDY Mark A. Stokes INTRODUCTION Nuclear warhead stockpile security has long been a concern of the major powers. Of particular concern is the potential theft of nuclear warheads and associ- ated materials, or a breakdown in command and con- trol authority over their use during periods of domes- tic instability. Since the inception of its program in the 1950s, the Chinese Communist Party (CCP) has granted nuclear warheads special political signifi- cance. The value of nuclear weapons resides not only in their international deterrent/coercive significance, but also in the domestic power and political legitimacy that a faction enjoys with control over the means of mass destruction. Domestic instability in the People’s Republic of China (PRC) during the initial stages of nuclear warhead production could serve as an illustra- tion of how one nuclear power has absorbed lessons from threats to the security of a warhead stockpile. China’s Great Proletarian Cultural Revolu- tion, which began in 1966 and ended by 1976, is the prominent case in which political instability could have resulted in the loss of control of China’s limited nuclear weapons stockpile. The domestic chaos that characterized this period coincided with a signifi- cant deterioration of relations with the former Soviet Union. Perceived domestic and external threats likely shaped the highly centralized approach to securing the 65 national nuclear warhead stockpile that the Chinese People’s Liberation Army (PLA) continues to employ until today. During the initial stages of China’s program, its system of storage and handling nuclear warheads was relatively integrated with its civilian nuclear research and development (R&D) and production complex. -

Internal Ex-Post Evaluation for Technical Cooperation Project conducted by China Office: January, 2019 Country Name Project for Capacity Development on Mental Health Services for Reconstruction Support of People's Republic of China Sichuan Earthquake I. Project Outline In the disaster-affected area hit by the Sichuan Earthquake on May 12, 2008, reconstruction works were steadily being implemented with focus on infrastructure development. Programs on mental health and psychosocial support for those affected were also started right after the Earthquake by various governmental agencies and other organizations in and out of China. However, it was said that the average incidence rate of post-traumatic stress disorder (PTSD) in the quake-affected area was estimated as more than 10% (at the time of ex-ante evaluation) and cases of secondary damage including suicide were continuously reported. This indicated that there had still been Background urgent needs of the metal health and psychological support. What still remained as challenges were: how to cope with the lack of mental health care workers, how to ensure the quality of care program, how to secure the sustainability of care provision system, and what to do with the lack of comprehensive coordination and management. It was confirmed that these challenges were aggravated over the time. It was also pointed out that the self-care of mental health care workers should be given full consideration as it was often the case that they themselves were the disaster victims. In the disaster-affected area hit by the Sichuan Earthquake (Sichuan Province, Gansu Province, and Shaanxi Province), the project aims to establish the appropriate and sustainable community-based psychosocial support system(1) through human resource development of mental health care workers in multi-sectoral areas (education, psychology, social work and medicine) as well as strengthening of collaboration and cooperation among sectors with focus on affected people, thereby having the concept of established support system well accepted in those project areas. -

However, quantitative syntheses of X-ray detective rate studies for KBD are rare. We performed an initial systematic review and meta-analysis to assess the X-ray detective rate of KBD in China. Methods: For this systematic review and meta-analysis, we searched five databases (PubMed, Web of Science, Chinese National Knowledge Infrastructure (CNKI), WanFang Data and the China Science and Technology Journal Database (VIP))using a comprehensive search strategy to identify studies of KBD X-ray detective rate in China that were published from database inception to January 13, 2018. The X-ray detective rate of KBD was determined via an analysis of published studies using a random effect meta-analysis with the proportions approach. Subgroup analysis and meta- regression were used to explore heterogeneity, and study quality was assessed using the risk of bias tool. Results: A total of 53 studies involving 14,039 samples with X-ray detective rate in 163,340 observations in total were included in this meta-analysis. These studies were geographically diverse (3 endemic areas). The pooled overall X-ray detective rate for KBD was 11% (95%CI,8–15%;Z = 13.14; p < 0.001). -

A cross-sectional study contained 368 stratified randomly selected children aged 4–14 years was conducted with 24-h retrospective questionnaire based on a pre-investigation. Food and hair samples were collected and had Se contents determined with hydride generation atomic fluorescence spectrometry. Average hair Se content of 349.0 ˘ 60.2 ng/g in KBD-endemic counties was significantly lower than 374.1 ˘ 47.0 ng/g in non-KBD counties. -

THE DIARY OF A MANCHU SOLDIER IN SEVENTEENTH-CENTURY CHINA The Manchu conquest of China inaugurated one of the most successful and long-living dynasties in Chinese history: the Qing (1644–1911). The wars fought by the Manchus to invade China and consolidate the power of the Qing imperial house spanned over many decades through most of the seventeenth century. This book provides the first Western translation of the diary of Dzengmeo, a young Manchu officer, and recounts the events of the War of the Three Feudatories (1673–1682), fought mostly in southwestern China and widely regarded as the most serious internal military challenge faced by the Manchus before the Taiping rebellion (1851–1864). The author’s participation in the campaign provides the close-up, emotional perspective on what it meant to be in combat, while also providing a rare window into the overall organization of the Qing army, and new data in key areas of military history such as combat, armament, logistics, rank relations, and military culture. The diary represents a fine and rare example of Manchu personal writing, and shows how critical the development of Manchu studies can be for our knowledge of China’s early modern history. Nicola Di Cosmo joined the Institute for Advanced Study, School of Historical Studies, in 2003 as the Luce Foundation Professor in East Asian Studies. 14C DATING OF SOIL ORGANIC CARBON (SOC) IN LOESS-PALEOSOL USING SEQUENTIAL PYROLYSIS AND ACCELERATOR MASS SPECTROMETRY (AMS) Peng Cheng1,2,3 • Weijian Zhou1,2,4 • Hong Wang5 • Xuefeng Lu1,2,4 • Hua Du1,2 ABSTRACT. The chemical extraction of soil organic carbon (SOC) fractions from soils often does not produce satisfactory results for radiocarbon dating. In this study, a sequential pyrolysis technique was investigated. The soil was pyrolyzed at tem- peratures of 200, 400, 600, and 800 C to partition organic carbon into pyrolytic volatile (Py-V) and pyrolytic residue (Py-R) fractions. The preliminary results show that the 14C dates of both fractions become progressively older as the pyrolysis tem- perature is increased. In addition, the ages of the Py-V fractions are consistently younger than the corresponding Py-R frac- tions extracted at the same temperature. Experimental results of known-age paleosol samples indicate that the Py-V fractions obtained between 600 and 800 C yield the most reliable ages. This technique provides a new approach to improve the accu- racy of 14C dating of loess-paleosol sequences. INTRODUCTION Loess-paleosol sequences are valuable natural archives that preserve high-resolution continental proxy records of past climate. In order to understand these records in a global context, it is critical to establish accurate age models for individual sequences. In samples from the Late Quaternary, radiocarbon has been used with some success to date loess-paleosols; however, these deposits often do not contain ideal dating materials such as wood or charcoal (Zhou et al. 1992; Wang et al. 2003).
