THE FUGITIVE ECONOMIC OFFENDERS BILL, 2018
THE MINISTER OF STATE IN THE MINISTRY OF FINANCE
(SHRI SHIV PRATAP SHUKLA) moved that leave be granted to introduce a
Bill to provide for measures to deter fugitive economic offenders from evading the process of law in India by staying outside the jurisdiction of Indian courts, to preserve the sanctity of the rule of law in India and for matters connected therewith or incidental thereto.
SHRI BHARTRUHARI MAHTAB opposing the motion for introduction of the Bill, said: This Bill is on the premise that anyone can be prosecuted or his property can also be acquired without his being found guilty by the court of law.
These provisions violate the fundamental rights of the citizens of this country. The
Supreme Court in 2016 had specifically in a landmark judgement by a Constitution
Bench clearly stated that no individual can be penalized without being convicted. There is every possibility that if it becomes a law, it is going to be misused against any citizen of this country.
SHRI SHIV PRATAP SHUKLA: This Bill cannot be opposed at this stage. It has been already approved under rule 72(1). Therefore, we cannot have any confrontation in this regard.
The Bill was introduced.

fast track courts for conviction of rapists in the country.
8. SHRI SUSHIL KUMAR SINGH laid a statement regarding need to
implement development programmes under additional central
assistance for Left Wing Extremism affected districts.
9. SHRI RAMESHWAR TELI laid a statement regarding increasing
man-animal conflicts.
10. SHRIMATI RAMA DEVI laid a statement regarding need for early
construction of approach road to road over bridge connecting Belsand
of Sitamarhi district and Tariyani block of Sheohar district, Bihar.
11. SHRI RAM PRASAD SARMAH laid a statement regarding need to
accord Scheduled Tribe status to Gorkhas.
12. SHRIMATI POONAM MAHAJAN laid a statement regarding
urbanization in India.
13. SHRI S.P. MUDDAHANUME GOWDA laid a statement regarding
need to handover possession of land of HMT Watches, Tumkur in
Karnataka to ISRO. 14. SHRIMATI RANJEET RANJAN laid a statement regarding need to
enhance monthly emoluments paid to cooks engaged in Mid-day Meal
Scheme and make their jobs permanent.
15. SHRI KODIKUNNIL SURESH laid a statement regarding need to
rejuvenate river and canal systems of Upper Kuttanad Region in Kerala.
16. SHRIMATI M. VASANTHI laid a statement regarding need to
convert level crossing No.78 between Mettur and Pavoorchatram in
Tenkasi Parliamentary Constituency, Tamil Nadu into a manned level
crossing.
17. SHRI A. ARUNMOZHITHEVAN laid a statement regarding need to
provide pension benefits to ex-employees of Neyveli Lignite
Corporation Limited.
18. PROF. SAUGATA ROY laid a statement regarding need to appoint an
eminent person as a permanent Vice-Chancellor of Visva Bharati
University, West Bengal.
19. DR. KULMANI SAMAL laid a statement regarding need to establish
Sub-Regional Science Centres at Keonjhar, Jeypore and Khanda Pada
in Odisha.
20. SHRI B. VINOD KUMAR laid a statement regarding need to establish
an Indian Institute of Information Technology at Karimnagar,
Telangana. 21. SHRI M. B. RAJESH laid a statement regarding need to set up a rail
coach factory at Palakkad in Kerala.
22. SHRIMATI KOTHAPALLI GEETHA laid a statement regarding
need to rehabilitate displaced tribals affected by Polavaram project in
Andhra Pradesh.
23. MOHAMMED FAIZAL laid a statement regarding implementation of
UJJWALA Yojana and Housing for All Scheme in Lakshadweep.
24. SHRI TEJ PRATAP SINGH YADAV laid a statement regarding
need to set up Skill Development Centres in Mainpuri Parliamentary
Constituency, Uttar Pradesh.
