INTRODUCTION

I, the Chairperson, Standing Committee on Social Justice and Empowerment (2016-17) having been authorized by the Committee do present on their behalf this Thirty-ninth Report on 'Demands for Grants for the year 2017-18' pertaining to the Ministry of Minority Affairs.

2. The Committee considered the Demands for Grants (2017-18) of the Ministry of Minority Affairs which were laid on the Table of the House on 09 February, 2017. After obtaining the Budget Documents, Explanatory Notes, etc., the Committee took evidence of the Ministry of Tribal Affairs on 28 February, 2017. The Committee considered and adopted the Report at the sitting held on 16 March, 2017.

3. The Committee wish to express their thanks to the Officers of the Ministry of Minority Affairs for tendering oral evidence and placing before them the detailed written notes and post evidence information as desired by the Committee in connection with the examination of the Demands for Grants.

4. For ease of reference, the Observations and Recommendations of the Committee have been printed in thick type in the body of the Report.

REPORT

CHAPTER I

INTRODUCTORY

1.1 The Ministry of Minority Affairs was carved out of Ministry of Social Justice &

Empowerment and created on 29th January, 2006 to ensure a more focused approach towards issues relating to the six notified minority communities namely Muslim, Christian, Budhist,

Sikhs, Parsis and Jains. The mandate of the Ministry includes formulation of overall policy and planning, coordination, evaluation and review of the regulatory and development programmes for the benefit of these minority communities.

1.2 The vision of the Ministry is to improve the socio-economic and educational conditions of the minority communities through affirmative action and inclusive development so that every citizen has equal opportunity to participate actively in building a dynamic nation, to facilitate an equitable share for minority communities in education, employment, economic activities and to ensure their upliftment. The following schemes are implemented by the Ministry of Minority

Affairs:

A. Empowerment

I. Educational Empowerment

(i) Pre-Matric Scholarship scheme.

(ii) Post-Matric Scholarship scheme.

(iii) Merit-cum-Means based Scholarship Scheme.

(iv) Maulana Azad National Fellowship for Minority Students.

(v) Interest subsidy on educational loans for overseas studies

CHAPTER II

GENERAL PERFORMANCE OF MINISTRY

2.1 The Demand for Grants of the Ministry of Minority Affairs for the year 2017-18 are given under Demand No. 66. The detailed Demands for Grants of the Ministry were laid in Parliament on 9th February, 2017. There is financial outlay of Rs. 4078.49 crore for Centrally Sector

Schemes and Centrally Sponsored Schemes for the year 2017-18.

2.2 Ministry have furnished the following statement showing the BE, RE and Actual

2.3 When the Committee enquired about the reasons for less expenditure incurred i.e., Rs.

1443.39 crore (upto 28.02.2017) against RE to Rs. 3827.25 crore under Plan and Non-Plan

2.4 The Ministry also informed as under:

"As regards, the implementation of Scholarship Schemes for the year 2016-17, it is stated that the revamped version of National Scholarship Portal (NSP) i.e. 2.0 was launched on 1st July, 2016. The dates of applying online on the portal and verification of applications were extended on several occasions to facilitate maximum possible verifications at various levels and the process still continues. The States/UTs have now started finalizing payment folders with digital signature for sending to the Ministry of Minority Affairs for disbursal of scholarships under DBT mode. The Scholarship schemes are exempted from 33% and 15% restrictions in the last quarter and last month of the financial year." 2.5 It is evident from the above statement that the Ministry could merely spent Rs. 1443.39 crore (upto 28.02.2017) against RE to Rs. 3827.25 crore under Plan and Non-Plan Scheme during 2016-17.

2.6 The Ministry of Finance have allocated an amount of Rs. 4195.48 crore (Plan and Non-

plan Schemes) for different schemes in Annual Plan 2017-18 as against the demand of Rs.

6718.77 crore made by Ministry of Minority Affairs. When the Committee asked the reasons for

curtailing the funds for the year 2017-18, the Ministry in their written submission stated as

under:

"Funds to the tune of Rs.4078.48 crore under various schemes were allocated to this Ministry on the basis of actual trend of expenditure for the last three years and detailed discussions held with the representatives/senior Officers of this Ministry in the Pre- Budget discussions meeting held on 08.11.2016. No reasons for curtailing of funds were intimated by the Ministry of Finance."

2.7 When the Committee asked to furnish quantum of funds which could not be utilized

during the year 2014-15, 2015-16 and 2016-17, the Ministry informed that funds for the year

2016-17 would be surrendered in the last week of March, 2017. However, the position of funds

unutilized surrendered by the Ministry for the year 2014-15 and 2015-16 is given below:

2.9 When asked which Schemes/programmes of the Ministry likely to be affected due to reduced BE, the Ministry stated the following schemes will be affected due to curtailment of funds:

(a) Merit-cum-Means scholarship (b) Pre-matric scholarship (c) Post-matric scholarship (d) Multi-sectoral Development Programme

SCHOLARSHIP SCHEMES

2.10 The Ministry of Minority Affairs are implementing following three scholarship schemes for the educational empowerment of students belonging to the notified minority communities:-

(i) Pre-matric scholarship;

(ii) Post-matric scholarship; and

(iii) Merit-cum-Means based scholarship

A. Pre-matric Scholarship Scheme:

2.11 Pre-Matric Scholarship is awarded to students from the minority communities who fulfill the eligibility criteria for studies from class I to X in government schools/institutes and private schools / institutes recognized by an appropriate authority. 30% of the scholarship is earmarked for girl students. The scheme was launched w.e.f. 1.4.2008 as Centrally Sponsored Scheme with funding pattern between Centre and States in the ratio of 75:25. From 2014-15 onwards the scheme is made Central Sector Scheme with 100% Central funding.

2.12 The students who secure 50% marks in the previous examination and whose parents’/ guardians’ annual income does not exceed Rs. 1.00 lakh, are eligible for award of the Pre- matric scholarship under the scheme. Under the scheme, 30 lakh Fresh scholarships are proposed to be awarded every year in addition to the renewals. 30% of scholarships have been earmarked for girl students for fresh scholarships. 17

2.13 The Ministry have furnished the following statement showing the BE, RE and AE under the scheme for the last three years as well as BE for 2017-18 of the Pre-matric scholarship :

B. Post-matric Scholarship:

2.14 The scheme of Post-matric scholarship for students belonging to the minority communities was launched in November, 2007. It is a Central Sector Scheme. Post-matric

Scholarship is awarded for studies in (from class XI to PHD) in a government higher secondary school/college including residential government higher secondary school/college and eligible private institutes selected and notified in a transparent manner by the State

Government/Union Territory Administration concerned.

2.15 Students who secure 50% marks in the previous year’s final examination and whose parents’ / guardians’ annual income does not exceed Rs. 2.00 lakh, are eligible for award of scholarship. Under the scheme, 5 lakh fresh scholarships are proposed to be awarded every year in addition to the renewals. 30% of scholarships have been earmarked for girl students. In case sufficient numbers of girl students are not available, then eligible boy students are given these scholarships as fresh.

C. Merit-cum-Means based Scholarship

2.17 The Merit-cum Means based Scholarship Scheme is a Central Sector Scheme launched in 2007. 100% scholarship expenditure is being borne by the Central Government. Scholarships are awarded for pursuing professional and technical courses, at under-graduate and post- graduate levels, in institutions recognized by appropriate authority. Under the scheme, 60,000

Fresh scholarships are proposed to be awarded every year in addition to the renewals. 30% of these scholarships are earmarked for girl students, which may be utilized by eligible boy students, if adequate numbers of eligible girl students are not available as fresh.

2.18 To be eligible, a student should have secured admission in any technical or professional institution, recognized by an appropriate authority. In case of students admitted without a competitive examination, students should have secured not less than 50% marks. The annual income of the family from all sources should not exceed Rs.2.50 lakh.

2.20 To improve transparency in scholarship schemes, a new and revamped version of

National Scholarship Portal (NSP) 2.0 has been launched for various Ministries of including Ministry of Minority Affairs for extending scholarships during 2016-17. All the above three scholarship schemes of this Ministry are on NSP 2.0 portal. The scholarships are transferred in the bank accounts of students in Direct Benefit Transfer (DBT) mode. Wherever

Aadhaar numbers are available, the bank accounts of students are linked to Aadhar, the scholarship is transferred to such accounts.

2.21 The Committee note that under the Pre-matric scheme ‘nil’ expenditure has been incurred during the year 2016-17 against RE of Rs. 931.00 crore. Under Post-matric Scheme out of Rs. 550 crore just 4.99 crore has been utilized upto 28.02.2017. Similarly Rs. 0.11 crore expenditure has been incurred during the year 2016-17 against RE of Rs. 395.00 crore under

Merit-cum-means scholarship.

2.22 In this context, the Committee enquired about the reasons for 'Nil'/very low utilization of funds under these three scholarship schemes during 2016-17. The Ministry replied as under :

"As regards, the implementation of scholarships for the year 2016-17, it is stated that the revamped version of National Scholarship Portal (NSP) i.e. 2.0 was launched in 1st July, 2016, while the last date of applying online on the portal was extended several times to facilitate maximum possible eligible applicants and the last date for applying was 30.11.2016. Thereafter, the date of verifications was also extended on several occasions to facilitate maximum possible verifications at the level of Institutes, Districts and States/UTs and the process still continues. At present the last date of verification at Institute and State Govt level is 28.02.2017 and 2nd March, 2017 respectively. The States/UTs have already been given the verified data for preparation of payment lots of National Scholarship Portal (NSP) 2.0 for issues of beneficiary I.D. against applicants. Such data is simultaneously being sent on Public Financial Management System (PFMS) to State/UTs for generating payment files/folders with digital signature for sending to the Ministry of Minority Affairs for disbursal of Scholarships under DBT mode. Further, although, as per the budget norms, expenditure up to 33% of budget provision only can be spent during the last quarter of financial year, for scholarships 20

there is an exemption granted by the Ministry of Finance without any limit for expenditure in the last quarter during 2016-17. Thus, this Ministry is hopeful of releasing the entire scholarship amount under Direct Benefit Transfer (DBT) mode by March 2016-17."

2.23 Regarding quantum of amount involved in pending/non-receipt of UCs and amount of unspent balance with States/UTs during 2014-15, 2015-16 and 2016-17 (as on January, 2017) has furnished by the Ministry is as under:

2.24 The Committee further enquired about the achievement in financial and physical targets for the year 2017-18 in Pre-matric, Post-matric and Merit-cum-Means based Scholarship keeping in view the fact that almost nothing could be used during 2016-17, in this context

Ministry stated that :

"This Ministry has already taken up the relevant issues on several occasions with the States/UTs Governments for timely verification of applications and generation of payment files. Simultaneously, the matter of implementation of schemes was regularly discussed with the Cabinet Secretariat and NIC, the agency maintaining the NSP 2.0 to

sort out the pending issues. Several review meeting are convened at various levels including at the highest level to review the day-to-day problems and solutions of National Scholarship Portal (NSP) 2.0 and disbursement of scholarship under Direct Benefit Transfer (DBT) mode. The problems faced by the students and State Governments in accessing the portal have all been brought to the notice of the NIC and all such issues are being resolved and regular discussions/meetings are being held to sort out pending problems. Further, the technical glitches on National Scholarship Portal (NSP) 2.0 are likely to stabilize during 2017-18. Besides, the Ministry is also in the process of issuing notification under Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidy, Benefits and Certificates) Act, 2016, which will ensure maximum coverage of applicants under Aadhaar, thus facilitating smooth disbursal of scholarships, in a transparent manner to the eligible minority beneficiaries. It is stated that this Ministry is hopeful of releasing the entire scholarship amount during the year 2016-17. The Ministry can start disbursement of the scholarships as soon as it starts receiving the payment proposals from the State Governments after they have verified the applications and digitally signed the payment folders. The NSP 2.0 portal is maintained and run by the NIC under Ministry of Electronics and Information Technology (MietY) and all problems and issues faced by the stakeholders with regard to it are being continuously discussed with NIC to find solutions."

Drop out rates among Muslim Stundents

2.25 The Committee in their earlier report, DFG (2016-17) had asked to conduct a study to know the reasons for drop out rates among all minority communities including muslims at all levels of education viz-a-viz other communities. The Ministry in their Action Taken note informed that "the Ministry will commence a study to know the reasons as desired by the

Committee". The Committee further in their 32nd Action Taken Report on DFG 2016-17 desired to know the progress made in this regard by the Ministry.

2.26 The Committee again desired the status of the study to know the reasons for drop out rates among Muslim students. The Ministry in their written submission have stated as under:

"National Productivity Council (NPC), an organization under Department of Industrial Policy & Promotion (DIPP), has been approached for a quick study “to examine the reasons for high drop-out rates among all minority communities including Muslims at all levels of education vis-à-vis other communities”, as per the direction of the aforesaid Standing Committee attached to the Ministry. The scope of study in the Terms of Reference (ToR) is being framed in consultation with the NPC, which has been asked to submit the proposal for enabling the Ministry to commission the study."

2.27 The Committee note that against the RE of Rs. 3827.25 crore under Plan and Non-

Plan Scheme, the Ministry have utilized an amount of Rs. 1443.39 crore during 2016-17

(as on 28.02.2017). The Committee are constrained to note that the expenditure under

Pre-Matric Scholarship Scheme was 'NIL' during 2016-17 while the allocation was

Rs.931.00 crore. Similarly, only Rs.4.99 crore (as on 28.02.2017) were spent against the allocation of Rs.550.00 crore in 2016-17, under Post-Matric Scholarship Scheme. Again as regards, Merit-cum-Means Scholarship Scheme expenditure incurred has been only

Rs. 11 lakh (as on 28.02.2017) against the allocation of Rs.395.00 crore. The Secretary,

Ministry of Minority Affairs, citing the reasons for nil or low utilization of funds on these

Schemes, informed the Committee during evidence that, "The present system introduced by the Central Government is to bring all the scholarships of all the Ministries into one

National Scholarship Portal which would serve about 16 Ministries which include

Ministries of HRD, Social Justice, Tribal Affairs, etc. What this portal does is that it verifies the entire details of a student viz., his name, bank account number, his identity at various levels, at district level, institutional level, State level, etc. Further there were some teething and technical problems in the Portal which continued till recently and now the payment files have been generated. Once they are generated, money will not go to the State Governments but directly to the accounts of the students". The Committee are not convinced with the reply of the Ministry keeping the fact in view that these are not only flagship Schemes of the Ministry for the educational empowerment of minority students but equally vital for them having a direct bearing on their future. The Committee expected the Ministry to be extremely sensitive towards the future of these minority students and ought to have forethought alternatives to mitigate the problems caused to the students. The Committee exhort the Ministry to be more careful and thoughtful in future while dealing with these educational Schemes for minority students which ease the path of their education and mainstream them into the society.

2.28 The Committee are dismayed to note that the Ministry also could not utilize the funds allocated to other important Schemes like Multi Sectoral Development Programme for Minorities Concentration Districts, Seekho and Kamao Skill Initiative, Hamari

Darohar, Upgrading Skill and Training in Traditional Arts/crafts for Development

(USTTAD), Free Coaching and Allied Scheme for minorities and Maulana Azad National

Fellowship for minority students in the year 2016-17. The Committee also note that

Rs.640.00 crore and Rs.84.08 crore were not utilized by the Ministry in the year 2014-15 and 2015-16, respectively and hence surrendered. The Ministry owe an explanation for such under utilization of funds on these Schemes year after year. Such consistent failure to utilize the allocated fund has also contributed to reduction of Ministry's share in overall budget allocations. In view of the fact that the overall fund utilization scenario would have been far worse had the proposed allocation been approved and granted by the Ministry of Finance, the Committee recommend that the causes of persistent under- utilization of funds should be identified and necessary corrective/remedial measures taken for ensuring optimal utilization of funds during the 2017-18 fiscal.

2.29 The Committee earlier in their 30th Report on Demands for Grants (2016-17) had desired that a study to know the reasons regarding dropout rates among all minorities communities including Muslims at all levels of education vis-a-vis other communities should be conducted. The Committee have been informed that the National Productivity

Council (NPC), an organization under Department of Industrial Policy and Promotion

(DIPP) has been approached for the study and the scope of study, its terms of reference are being framed in consultation with the NPC, which has been asked to submit the proposal for enabling the Ministry to commission the study. The Committee deprecate the delay by the Ministry of about almost one year in starting the process of such study.

The Committee strongly feel that this process could have easily started much earlier. It surprises the Committee that crores of rupees are being spent on the educational

Schemes for minorities by the Ministry without knowing the reasons of high dropout rate among minority students. The Committee, therefore, desire the Ministry to conduct the study at the earliest and in a time bound manner. The Committee may be apprised about the outcome of such study after three months of presentation of this Report.

CHAPTER III

FREE CHOACHING AND ALLIED SCHEME

3.1 The “Free Coaching and Allied Scheme for the candidates belonging to minority communities” was launched by the Ministry w.e.f. 17.7.2007.

3.2 The objective of the scheme is to assist candidates of economically weaker sections belonging to minority communities by providing opportunities for enhancing their knowledge and capabilities for employment in government sector through competitive examinations/process of selection, and for admission in reputed institutions. It also provides for remedial coaching for students in institutions for successful completion of their courses. The scheme is implemented directly by the Ministry of Minority Affairs with 100% Central assistance to the selected coaching institutes. The Scheme provides for earmarking 30% of the target for girls. Beneficiaries' annual family income should not exceed Rs. 3.00 lakh per annum.

3.3 Ministry have furnished the following statement showing BE, RE & Actual Expenditure for the last three years along with BE for the year 2017-18 under the Scheme:

3.4 During the year 2016-17, BE was Rs.45 crore which was reduced to Rs.40 crore at RE stage and the actual expenditure was Rs. 25.49 upto 31.12.2016. When enquired about the

26 reasons for reducing RE as well as low expenditure incurred under the scheme, the Ministry stated as under :

"During 2015-16 allocation of 16,427 students were made to institutions and 1st instalment was released during that financial year along-with allocation letter. However, for release of 2nd instalment several documents were required to be submitted by the organisations including outcome of the coaching programme that delayed the release of second instalment. Last year entrance exam of NEET was held in two phases and results were declared very late i.e. in August, 2016 and counselling went even up-to October- November, 2016. As a result, there was delay in submission of required documents by the organisations /institutions as well as forwarding of Inspection Report by State Governments. Apart from this, directions have also been received from NITI Aayog that no grants should be released to any NGOs/Institutions unless it is registered on the NGO Darpan Portal. Accordingly all the institutions/organisations were requested to comply with the directions of NITI Aayog. This process also delayed the release of grants to the NGOs. Due to delayed submission of inspection report by State governments and other required documents by the organisations/institutions fresh allocation for the year 2016- 17 was also got delayed due to which the target could not be achieved till December, 2016. Since the expenditure upto December, 2016 was only Rs. 25.45 crore which was below 67 % of total budget allocated under the scheme, therefore, keeping in view of the direction of Ministry of Finance that only 33% of BE/RE can be expended during last quarter of a financial year, RE was reduced to Rs. 40 crore under the said scheme. "

3.5 The Ministry informed "during the year 2016-17, 4750 students have availed benefit of the scheme and in addition award of fresh coaching programmes have also been made to 43

NGOs/organizations/institutions during the month of February, 2017 for imparting coaching to

12290 students for under coaching programmes.

Till 28/2/2017 , total funds amounting to Rs. 33.32 crore have been released to 45

NGOs/institutions/organizations under the scheme during the year 2016-17."

3.6 As the objective of the scheme is to assist candidates of economically weaker sections belonging to minority communities by providing opportunities for enhancing their knowledge and capabilities for employment in government sector, the Committee desired the data pertaining to the number of students who got jobs in private/public sector after completing their coaching

27 under the scheme at the time of the examination of Demands for Grants for 2013-14 and

2016-17.

3.7 When the Committee wanted to know about the said data, the Ministry in their written reply stated as under:

"Coaching under the scheme to minority candidates is not only provided to job oriented courses but also for entrance examinations for professional courses like Engineering, Medical, etc. Most of the coaching programme are for preparation of entrance examinations of Medical and Engineering which are 4-5 years courses. The existing empanelled institutions are running this scheme only since 2013-14 hence the data of students who got job under the scheme is not available at this stage. In case of coaching given for group A & B services mostly the coaching are given for qualifying the preliminary examinations pertaining to above services. Although, the implementing organizations maintain, inter-alia, all personal data of the participating beneficiaries, it keeps track of students only for a limited period. Further, once the students leave the organization, many of them change their mobile numbers. It becomes very difficult even for the local organizations to keep a track of its students. As such, Ministry of Minority Affairs does not collate the information regarding the number of students who got jobs after completing their coaching for Group A & B services. Nevertheless, as desired by the Hon’ble Committee, the organizations/institutions have been directed to furnish the number of students who got jobs after completing the coaching under the Free Coaching and Allied Scheme. Information from 14 organizations have been received in this regard. As per information received out of 2925 students taking coaching from 2013-14 to 2015-16, 485 had finally got the jobs in Government Sector/PSEs Sectors." Details are given below:

3.8 The Committee further enquired the reasons for enhancing BE for the financial year

2017-18 of Rs.48 crore when the Ministry could utilize only 33.32 crore (upto 28.02.2017)

during the year 2016-17, the Ministry in their written replies have submitted as under:

"During F.Y. 2016-17 allocation of 17040 students have been made to eligible institutions for conducting coaching programme for 2016-17 to whom grants would be released during the next financial year i.e 2017-18. Moreover, new component of the scheme which, at present, is being implemented on pilot basis in few states only , is proposed to be expanded other parts of the country. Therefore, more funds will be required under the scheme. The scheme is to be reviewed and revised from the next Financial Year and necessary modifications would be made so that the scheme runs smoothly. In additions the scheme is proposed to be implemented online through a dedicated portal. At the same time necessary measure are also proposed to be taken to strengthen the monitoring of the scheme." 3.9 The Committee were informed that for focused preparation in class XI & XII with Science

subjects (PCB/PCM), a new component was included in this scheme from financial year 2013-

14 on Pilot basis. The Committee asked to furnish the State/UT-wise details about the schools/

colleges/institutions to whom grants released under the scheme along with No. of students

benefitted under the Scheme since its inception, the Ministry have furnished the following

statement:

3.10 The Committee noted that during the year 2013-14, 2014-15, 2015-16 and 2016-17 the number of students benefited such as 454, 1450, 1450 and 1100 respectively in six

States/UTs i.e. Karnataka, Maharashtra, Telangana, Andhra Pradesh and West Bengal respectively the new component under Free Coaching and & Allied Scheme. In this regard, the

Committee asked the reasons for implementing the new component of scheme only in six

States, the Ministry in their written reply informed as under:

"A new component under Free Coaching & Allied Scheme has been added from 2013-14 for focused preparation of Minority Students at classes 11 & 12 with Science (Physics, Chemistry, Biology and/or Mathematics. The Scheme has been launched on pilot basis in 10 States/UTs, viz , , Assam, West Bengal, Maharashtra, Karnataka, Tamilnadu, Kerala, Andhra Pradesh and Delhi. Proposals were called from the institutions/organisations from these States for selection under the new component of scheme. However, only 10 institutes functioning in Karnataka, Maharashtra, Andhra Pradesh/Telangana , Kerala and West Bengal were found finally eligible for award of coaching programme under the scheme. During 2015-16, proposals were again called from the remaining States viz. Delhi, Uttar Pradesh, Tamil Nadu and Assam for empanelment of new institutions/ organizations under this component but none of institutions/organisations could meet the prescribed minimum qualifying marks. Proposals were not called for from State of Bihar as Model Code of Conducts was in force at that time. Hence the new Component is still being implemented only in six States.

An impact study of the Free Coaching and Allied scheme is proposed to be undertaken at the earliest and based on the findings/recommendation of study report new component may also be implemented in other States/UTs of the country."

3.11 Whether all the beneficiaries have been linked with Aadhar under the Scheme, the

Ministry informed in their Written Reply as under:

"This is a beneficiary oriented scheme to be implemented through different NGOs (Implementing Agencies). Necessary directions about the linkage of beneficiaries’ identification with UID number have been issued to Implementing Agencies. From this year all the selected institutions/organisations have been directed to make Aadhar based payment of stipend to the students taking coaching under the scheme. They have also been advised to maintain Aadhar based biometric attendance of their students."

3.12 The Committee note that Free Coaching and Allied Scheme is meant to assist candidates of economically weaker sections belonging to minority communities by providing opportunities for enhancing their knowledge and capabilities for employment in Government Sector through competitive examinations and for admission in reputed

Institutions. The Committee are disappointed to observe that during 2016-17, out of Rs.

40.00 crore, the expenditure was Rs. 33.32 crore as on 28.02.2017. Citing the reasons, the

Ministry stated that "during 2016-17 entrance examination of NEET was held in two phases and results were declared in August, 2016 and counseling was done in the months of October-November, 2016. As a result there was a delay in submission of required documents by Organizations/Institutions as well as forwarding of inspection reports by State Governments. Apart from this, directions have been received from NITI

Aayog that no grant should be released to any NGOs/Institutions unless it is registered on the NGO Darpan Portal. This process also delayed the release of grants to the NGOs who are implementing the Scheme". The Committee are of the considered view that Free

Coaching and Allied Scheme being one of the important schemes which provides a platform to the students belonging to minority communities for preparing higher education and jobs in Government Sector needs to be implemented properly and robustly too so that more and more students are benefitted. The Committee desire that all the NGOs / Institutions should be sensitized time and again on the issue of registration on the NGO Darpan Portal so that they could complete all the formalities in time and get funds meant for the Scheme.

CHAPTER-IV

RESEARCH/STUDIES, MONITORING & EVALUATION OF DEVELOPMENT SCHEME FOR MINORITIES

4.1 The objective of the scheme is to generate information and database on problems and requirements of Minorities through Research Studies, collect information about development deficits through baseline Surveys, conduct concurrent Monitoring of schemes being implemented by the Ministry, formulate Annual Media Plan and carry out Multi Media campaign for dissemination of information to generate awareness about schemes/porgrammes and initiatives for notified Minorities, given wider publicity to Prime Minister’s New 15 Point

Programme for the Welfare of Minorities, and Multi-sectoral Development Programme (MsDP), and to support organization for workshops/seminars on the subject relevant to minorities.

4.2 The Ministry furnished the following statement showing the BE, RE and Actual

4.3 The Committee enquired about the reasons for enhancing the budgetary allocation as against BE Rs.45.00 crore to Rs.50.00 crore at RE stage during 2016-17 and the reasons for less expenditure during the year 2016-17 of Rs.16.69 crore upto 31.12.2016 under the Scheme.

The Ministry in their written submission stated as under:

"Under the scheme, there are two components, namely, Research/Studies and media. The increase of Rs. 5.00 crore at RE stage in the budget of 2016-17 is in the Media Component of the scheme, wherein Ministry runs every year Multi-Media Campaign on Doordarshan, Private TV Channels, FM Channels, All India Radio Network, Print Publicity through DAVP, Outdoor Publicity and Web Media and always short of funds. Moreover, the expenditure booked through DAVP is in form of Letter of Authority (LoA) which the DAVP normally books in March i.e. end of financial year. This expenditure

4.5 The Committee note that the Research/Studies, Monitoring & Evaluation of

50.00 crore, the expenditure was only Rs. 28.92 crore as on 28.02.2017 under the Scheme in the year 2016-17. The Committee may safely conclude from this low expenditure that desired publicity is not being given to the notified Minorities regarding Ministry's schemes/programmes and initiatives which to a large extent defeats the very purpose of these Schemes and initiatives. As the Scheme is very helpful to increase the coverage of the beneficiaries through various awareness generating programmes, the Committee, desire that adequate measures be taken to utilize the earmarked funds for the Scheme during 2017-18.

The Committee find that eight Studies/Evaluation of many Schemes of the Ministry have been conducted, out of which three studies have been completed till date to assess the impact of the scheme. The Committee desire that remaining studies/Evaluation may also be completed without delay and their findings taken into account while formulating policies/programmes for the welfare of minorities.

CHAPTER V

SKILL DEVELOPMENT INITIATIVE (SEEKHO AUR KAMAO SCHEME)

5.1 Ministry have launched “Seekho aur Kamao (Learn & Earn)”, a placement linked Skill

Development Scheme for Minorities in 2013. The scheme aims to upgrade the skills of minority youth in various modern/traditional skills depending upon their qualification, present economic trends and market potential, which can earn them suitable employment or make them suitably skilled to go for self-employment.

5.2 When enquired about any income limit of the family for giving training to the students, the Ministry stated as under:

"No income limit has been fixed, as it is evident from the education qualification of the trainees, it has been kept at barest minimum i.e. 5th pass. Primarily trainees are the minority youth who are dropouts and usually from deprived sections of the minorities, hence no income limit was fixed."

5.4 When the Committee asked as to why the expenditure incurred for the year 2016-17 only Rs. 55.23 crore (upto 28.02.2017) under the scheme while the allocation was Rs. 210.00 crore and how the Ministry would spent the remaining amount at the fag end of the financial

36 year 2016-17, the Ministry in their written submission stated as under :

"From the year 2016-17, M/o Skill Development and Entrepreneurships (MSDE) has issued the Common norms to be followed in all skill development program run by all Ministries/Departments. Seekho aur Kamao scheme is one such scheme which fall under this category. However, this scheme had several features like stipends, post placement stipend, etc., we have sougth clarifications from MSDE. The clarifications came only in October, 2016. Moreover, there were directions from NITI Aayog during current financial year that all Grantee institutions, NGOs, Trust, companies etc. should be registered on NGO Darpan Portal mandatorily. But NITI Aayog did not provide the space for Registration for the Companies which are the major implementing agencies in job linked skill development schemes. When this matter was brought to the notice of NITI Aayog, they made the provisions on the portal in October, 2016. Thereafter the PIAs could register themselves on the portal. Therefore, there was a delay."

5.5 The Ministry informed that during 2014-15, Rs. 46.21 crore was released for skill training of 20,720 minority youth. Out of them, 20,686 minority youth were trained and 15694 trainees were placed. During 2015-16, Rs. 191.96 crore was released for skill training of 1,23,330 minority youths. As per reports received till, 31.12.2016, training of 81820 minority youths has been completed and out of them 43182 trainees have been placed.

5.6 The Committee asked the rational in asking Rs.250.00 crore for 2017-18 and how would they utilize the enhanced amount. The Ministry stated as under:

"The scheme is gathering pace, as is evident from the fund allocation and utilization for the previous three years, the number of trainees had leapfrog from 20,000 to more than 1 lakh till the end of last financial year. During the next year, we even intend to surpass, even 1.25 lakh mark."

5.7 The Committee further asked about the uploading the details of trainees who got jobs after completion of their training, project implementing agencies where he or she got training, funds released to PIAs and spent by them and organizations where they got employment, the

Ministry stated as under :

"Ministry have launched an Online portal of Seekho aur Kamao i.e. www.seekhoaurkamao-moma.gov.in. for Management Information System (MIS) with details of Project Implementing Agencies (PIAs), trainees, trainers, location of projects, projects sanctioned, funds released etc. Important information about Project Implementing Agencies, training centres, locations, trainees, sector of training, placement etc., has been kept in public domain for the information of general public as

well as employers. This portal has also been linked with a dedicated call centre to have a feedback from trainees. It has also been linked with National Labour Market Information System (NLMIS)." 5.8 The Committee further enquired about the number of students from the rural and remote minority concentrated areas availed the benefits of this Scheme so far. The Ministry stated in their written reply as under:

"No such segregated data for rural and other areas is being maintained. However, minority concentration areas are focused for the projects."

5.9 The Scheme is implemented in States through selected Project Implementing Agencies

(PIAs). PIAs have been mandated to track the placed minority youth for a period of one year.

5.10 The Scheme ensures placements of minimum 75% trainees, out of which at least 50% placement is in organized sector. The Ministry informed that training is provided on Modular

Employable Skills (MES) courses developed by Directorate General of Training, Ministry of Skill

Development and Entrepreneurship (erstwhile Directorate General of Employment and

Training). MES courses under Skill Development Initiative (Seekho aur Kamao Scheme) which were taken up as per demand and job availability in the area.

5.12 The Ministry have informed that data regarding number of beneficiaries of Modular

Employable Skills (MES) courses under Skill Development Initiative (Seekho aur Kamao

Scheme) 2016-17 is not available, since the training for the year 2016-17 is going on.

5.13 The Committee note that the Ministry have launched “Seekho aur Kamao (Learn &

Earn)”, a placement linked Skill Development scheme for Minorities in 2013 which aims to upgrade the skills of minority youth in various modern/traditional skills depending upon their qualification, present economic trends and market potential, which can earn them suitable employment or make them suitably skilled to go for self-employment. The

Scheme is implemented through selected Projects Implementing Agencies (PIAs). The

Committee note that during the year 2014-15, Rs. 46.21 crore were released for skill training of 20,720 minority youths. Out of them, 20,686 minority youths were trained and

15,694 trainees got placement. Again during 2015-16, Rs. 191.96 crore were released for skill training of 1,23,330 minority youths. As on 31.12.2016, training of 81,820 minority youths has been completed and out of them 43,182 trainees have been given placement.

As the Committee are not aware where their placement has been done, the Committee desire the Ministry to let them know the organizations where they have been placed.

The Committee further note that the expenditure incurred during the year 2016-17 is only Rs. 55.23 crore (upto 28.02.2017) under the scheme while the allocation was Rs.

210.00 crore. The Committee have been informed by the Ministry that “from the year

2016-17, Ministry of Skill Development and Entrepreneurships (MSDE) issued the common norms to be followed in all skill development programmes run by all

Ministries/Departments. 'Seekho aur Kamao Scheme' is one such Scheme which falls under this category. The Ministry sought clarification from MSDE. The clarification came only in October, 2016. Moreover, there were directions from NITI Aayog during current financial year that all Grantee institutions, NGOs, Trust, Companies etc. should be registered on NGO Darpan Portal mandatorily. But NITI Aayog did not provide the space for Registration for the Companies which are the major implementing agencies in job linked Skill Development Schemes. When this matter was brought to the notice of NITI

Aayog, they made the provision on the portal in October, 2016. Thereafter, the PIAs

48 could register themselves on the portal”. The Committee accept the justification given by the Ministry on the low utilization of funds during year 2016-17. The Committee, however, desire that the Ministry should play pro-active role in policy decision process regarding implementation of the Schemes run by them so that the entire process is hurdle free and hassle free and funds are also utilized fully.

CHAPTER-VI

HAJ DIVISION

6.1 The work related to management of Haj pilgrimage including administration of the Haj Committee Act, 2002 and Rules made there under has been transferred from the Ministry of External Affairs to the Ministry of Minority Affairs from 1st October, 2016. Accordingly, a separate Division in the Ministry headed by Joint Secretary (Haj) has been set up to look after the Haj affairs. 24 posts at different levels have also been approved for manning the Haj Division.

6.2 The Ministry manages the Haj work in coordination with Ministry of External Affairs, Ministry of Civil Aviation, Ministry of Health, Haj Committee of India (HCOI) and Consulate General of India (CGI), Jeddah, Kingdom of Saudi Arabia. The Ministry also looks after all the matters related to Haj Committee of India, a Statutory body established under the Haj Committee Act, 2002, accord necessary approval to the Haj related proposals of CGI, Jeddah, selection of administrative and medical/ paramedical officials on short term deputation to CGI, Jeddah, registration of Private Tour Operators (PTOs) and allocation of Haj Quota to PTOs’ etc.

6.3 Haj is the largest overseas activity undertaken by Government of India outside Indian borders. Although it is only a five day long religious congregation, it virtually is a yearlong managerial exercise. Indian pilgrims constitute the third largest national group performing the Haj. In Haj 2016, a total of 1,35,903 pilgrims undertook the Haj pilgrimage.

6.4 For Haj 2016, Government of India deputed 539 officials (Coordinators, Assistant Haj Officer, Haj Assistants, Doctors and Paramedical staff) and supplied medicines and medical equipment worth Rs 1.38 crore to Consulate General of India, Jeddah. Consulate General of India, Jeddah established main office in Makkah and Madinah, 13 branch offices in Makkah, 3 branch offices in Madinah, offices with dispensaries at Jeddah and Madinah Haj Terminals, a 40-bedded hospital in Makkah, a 40-bedded hospital in Azizia region of Makkah, 13 branch dispensaries in Makkah, a 10-bedded main dispensary in Madinah and 3 branch dispensaries in Madinah.

6.6 The Committee note that the work related to management of Haj pilgrimage including administration of the Haj Committee has been transferred from the Ministry of

External Affairs to the Ministry of Minority Affairs from 1st October, 2016 to have a better focus. The Ministry have informed the Committee that 484 Private Tour Operators

(PTOs) have been registered and allocated Haj quota. The Committee note from the details furnished to the Committee regarding the PTOs registered and allocated quota in the year 2016-17 that 183 PTOs are from Maharashtra while only one is from Jharkhand out of the total 484 PTOs all over the country. The Committee do not understand why

Maharashtra should have a monopoly and maximum people should go to Maharashtra first to visit Haj. The Committee desire that the PTOs from smaller States should also be registered for Haj quota so that Hajis are able to contact PTOs in their own States/UTs and need not go to Maharashtra which causes inconvenience to them. Needless to say, the Committee desire that if need be, the quota of PTOs may also be increased.

The Committee also learnt that these PTOs neither pay any Service Tax nor show their turnover while applying for registration. The Committee do not understand why these PTOs are exempted from paying the Service Tax. The Committee desire that imposition of the Service Tax on the PTOs may be considered under the Tax and other

Laws as is done in case of other agencies/organizations/tour operators etc. and they may also be asked to furnish their annual turnover.

At the outset, the Chairperson welcomed the Members and the representatives of the Ministry of Minority Affairs to the sitting of the Committee convened to have a briefing by the Ministry on Demands for Grants (2017-18) pertaining to the Ministry of Minority Affairs. The Secretary assured to comply.

1. 2.27 The Committee note that against the RE of Rs. 3827.25 crore under Plan and Non-Plan Scheme, the Ministry have utilized an amount of Rs. 1443.39 crore during 2016-17 (as on 28.02.2017). The Committee are constrained to note that the expenditure under Pre-Matric Scholarship Scheme was 'NIL' during 2016-17 while the allocation was Rs.931.00 crore. Similarly, only Rs.4.99 crore (as on 28.02.2017) were spent against the allocation of Rs.550.00 crore in 2016-17, under Post-Matric Scholarship Scheme. Again as regards, Merit-cum- Means Scholarship Scheme expenditure incurred has been only Rs. 11 lakh (as on 28.02.2017) against the allocation of Rs.395.00 crore. The Secretary, Ministry of Minority Affairs, citing the reasons for nil or low utilization of funds on these Schemes, informed the Committee during evidence that, "The present system introduced by the Central Government is to bring all the scholarships of all the Ministries into one National Scholarship Portal which would serve about 16 Ministries which include Ministries of HRD, Social Justice, Tribal Affairs, etc. What this portal does is that it verifies the entire details of a student viz., his name, bank account number, his identity at various levels, at district level, institutional level, State level, etc. Further there were some teething and technical problems in the Portal which continued till recently and now the payment files have been generated. Once they are generated, money will not go to the State Governments but directly to the accounts of the students". The Committee are not convinced with the reply of the Ministry keeping the fact in view that these are not only flagship Schemes of the Ministry for the educational empowerment of minority students but equally vital for them having a direct bearing on their future. The Committee expected the Ministry to be extremely sensitive towards the future of these minority students and ought to have forethought alternatives to mitigate the problems caused to the students. The Committee exhort the Ministry to be more careful and thoughtful in future while dealing with these educational Schemes for minority students which ease the path of their education and mainstream them into the society. 2. 2.28 The Committee are dismayed to note that the Ministry also could not utilize the funds allocated to other important Schemes like Multi Sectoral Development Programme for Minorities Concentration Districts, Seekho and Kamao Skill Initiative, Hamari Darohar, Uttar Pradesh. grading Skill and Training in Traditional Arts/crafts for Development (USTTAD),

Free Coaching and Allied Scheme for minorities and Maulana Azad National Fellowship for minority students in the year 2016-17. The Committee also note that Rs.640.00 crore and Rs.84.08 crore were not utilized by the Ministry in the year 2014-15 and 2015-16, respectively and hence surrendered. The Ministry owe an explanation for such under utilization of funds on these Schemes year after year. Such consistent failure to utilize the allocated fund has also contributed to reduction of Ministry's share in overall budget allocations. In view of the fact that the overall fund utilization scenario would have been far worse had the proposed allocation been approved and granted by the Ministry of Finance, the Committee recommend that the causes of persistent under- utilization of funds should be identified and necessary corrective/remedial measures taken for ensuring optimal utilization of funds during the 2017-18 fiscal. 3. 2.29 The Committee earlier in their 30th Report on Demands for Grants (2016-17) had desired that a study to know the reasons regarding dropout rates among all minorities communities including Muslims at all levels of education vis-a-vis other communities should be conducted. The Committee have been informed that the National Productivity Council (NPC), an organization under Department of Industrial Policy and Promotion (DIPP) has been approached for the study and the scope of study, its terms of reference are being framed in consultation with the NPC, which has been asked to submit the proposal for enabling the Ministry to commission the study. The Committee deprecate the delay by the Ministry of about almost one year in starting the process of such study. The Committee strongly feel that this process could have easily started much earlier. It surprises the Committee that crores of rUttar Pradesh. ees are being spent on the educational Schemes for minorities by the Ministry without knowing the reasons of high dropout rate among minority students. The Committee, therefore, desire the Ministry to conduct the study at the earliest and in a time bound manner. The Committee may be apprised about the outcome of such study after three months of presentation of this Report. 4. 3.12 The Committee note that Free Coaching and Allied Scheme is meant to assist candidates of economically weaker sections belonging to minority communities by providing opportunities for enhancing their knowledge and capabilities for employment in Government Sector through competitive examinations and for admission in reputed Institutions. The Committee are disappointed to observe that during 2016-17, out of Rs. 40.00 crore, the expenditure was Rs. 33.32 crore as on 28.02.2017. Citing the reasons, the Ministry stated that "during 2016-17 entrance examination of NEET was held in two phases and results were declared in August, 2016 and counseling was done in the months of October-November, 2016. As a result there was a delay in submission of required documents by 88

Organizations/Institutions as well as forwarding of inspection reports by State Governments. Apart from this, directions have been received from NITI Aayog that no grant should be released to any NGOs/Institutions unless it is registered on the NGO Darpan Portal. This process also delayed the release of grants to the NGOs who are implementing the Scheme". The Committee are of the considered view that Free Coaching and Allied Scheme being one of the important schemes which provides a platform to the students belonging to minority communities for preparing higher education and jobs in Government Sector needs to be implemented properly and robustly too so that more and more students are benefitted. The Committee desire that all the NGOs / Institutions should be sensitized time and again on the issue of registration on the NGO Darpan Portal so that they could complete all the formalities in time and get funds meant for the Scheme. 5. 4.5 The Committee note that the Research/Studies, Monitoring & Evaluation of Development Scheme is for generating information and database on problems and requirements of Minorities through Research Studies, collect information about development deficits through baseline Surveys, conduct concurrent monitoring of schemes being implemented by the Ministry, formulate Annual Media Plan and carry out Multi Media campaign for dissemination of information to generate awareness about schemes/programmes and initiatives for notified Minorities, give wider publicity to Prime Minister's New 15 Point Programme for the Welfare of Minorities, and Multi- sectoral Development Programme (MsDP), and to sUttar Pradesh. port organization for workshops/seminars on the subject relevant to Minorities. The Committee find that against the RE of Rs. 50.00 crore, the expenditure was only Rs. 28.92 crore as on 28.02.2017 under the Scheme in the year 2016-17. The Committee may safely conclude from this low expenditure that desired publicity is not being given to the notified Minorities regarding Ministry's schemes/ programmes and initiatives which to a large extent defeats the very purpose of these Schemes and initiatives. As the Scheme is very helpful to increase the coverage of the beneficiaries through various awareness generating programmes, the Committee, desire that adequate measures be taken to utilize the earmarked funds for the Scheme during 2017-18. The Committee find that eight Studies/Evaluation of many Schemes of the Ministry have been conducted, out of which three studies have been completed till date to assess the impact of the scheme. The Committee desire that remaining studies/Evaluation may also be completed without delay and their findings taken into account while formulating policies/programmes for the welfare of minorities. 6. 5.13 The Committee note that the Ministry have launched “Seekho aur Kamao (Learn & Earn)”, a placement linked Skill

Development scheme for Minorities in 2013 which aims to Uttar Pradesh. grade the skills of minority youth in various modern/traditional skills depending Uttar Pradesh. on their qualification, present economic trends and market potential, which can earn them suitable employment or make them suitably skilled to go for self-employment. The Scheme is implemented through selected Projects Implementing Agencies (PIAs). The Committee note that during the year 2014-15, Rs. 46.21 crore were released for skill training of 20,720 minority youths. Out of them, 20,686 minority youths were trained and 15,694 trainees got placement. Again during 2015-16, Rs. 191.96 crore were released for skill training of 1,23,330 minority youths. As on 31.12.2016, training of 81,820 minority youths has been completed and out of them 43,182 trainees have been given placement. As the Committee are not aware where their placement has been done, the Committee desire the Ministry to let them know the organizations where they have been placed. The Committee further note that the expenditure incurred during the year 2016-17 is only Rs. 55.23 crore (Uttar Pradesh. to 28.02.2017) under the scheme while the allocation was Rs. 210.00 crore. The Committee have been informed by the Ministry that “from the year 2016-17, Ministry of Skill Development and Entrepreneurships (MSDE) issued the common norms to be followed in all skill development programmes run by all Ministries/Departments. 'Seekho aur Kamao Scheme' is one such Scheme which falls under this category. The Ministry sought clarification from MSDE. The clarification came only in October, 2016. Moreover, there were directions from NITI Aayog during current financial year that all Grantee institutions, NGOs, Trust, Companies etc. should be registered on NGO Darpan Portal mandatorily. But NITI Aayog did not provide the space for Registration for the Companies which are the major implementing agencies in job linked Skill Development Schemes. When this matter was brought to the notice of NITI Aayog, they made the provision on the portal in October, 2016. Thereafter, the PIAs could register themselves on the portal”. The Committee accept the justification given by the Ministry on the low utilization of funds during year 2016-17. The Committee, however, desire that the Ministry should play pro-active role in policy decision process regarding implementation of the Schemes run by them so that the entire process is hurdle free and hassle free and funds are also utilized fully. 7. 6.6 The Committee note that the work related to management of Haj pilgrimage including administration of the Haj Committee has been transferred from the Ministry of External Affairs to the Ministry of Minority Affairs from 1st October, 2016 to have a better focus. The Ministry have informed the Committee that 484 Private Tour Operators (PTOs) have been registered and allocated Haj quota. The Committee note from the details

90 furnished to the Committee regarding the PTOs registered and allocated quota in the year 2016-17 that 183 PTOs are from Maharashtra while only one is from Jharkhand out of the total 484 PTOs all over the country. The Committee do not understand why Maharashtra should have a monopoly and maximum people should go to Maharashtra first to visit Haj. The Committee desire that the PTOs from smaller States should also be registered for Haj quota so that Hajis are able to contact PTOs in their own States/UTs and need not go to Maharashtra which causes inconvenience to them. Needless to say, the Committee desire that if need be, the quota of PTOs may also be increased. The Committee also learnt that these PTOs neither pay any Service Tax nor show their turnover while applying for registration. The Committee do not understand why these PTOs are exempted from paying the Service Tax. The Committee desire that imposition of the Service Tax on the PTOs may be considered under the Tax and other Laws as is done in case of other agencies/organizations/tour operators etc. and they may also be asked to furnish their annual turnover.
