VILLARAIGOSA MAYOR September 2, 2005 REF: OPA-652-05 Honorable Members of the City Council City of Los Angeles Room 395, City Hall Los Angeles, CA 90012 Subject: SYSTEM UPGRADE CONSTRUCTION RESULTS IN CABLE PROGRAMMING CHANGES FOR ADELPHIA AREA C (EAST SAN FERNANDO VALLEY) AND AREAL (BOYLE HEIGHTS) (COUNCIL FILE NO. 02-0774) DearCouncilmembeffi: This report is in response to Motion- Ridley-Thomas/Weiss (Council File No. 02-0774) wherein the Information Technology Agency (ITA) was instructed to notify Los Angeles elected officials of any proposed cable television service and/or rate adjustments. This notice provides information pertaining to changes in programming for Adelphia Communications (Adelphia) in Franchise Area C (East San Fernando Valley) and Franchise Area L (Boyle Heights). At least some subscribers and area residents will be affected in Council Districts: 2 (Greuel); 4 (LaBonge); 5 (Weiss); 6 (Cardenas); 7 (Padilla), 9 (Perry), 12 (Smith) and 14 (vacant). As previously reported, as a part of Adelphia's system upgrades, Adelphia has reconfigured programming packages for standardization. The final phase of these programming changes will take effect as Adelphia completes construction in Franchise Areas C and L. It is anticipated that construction in some areas will be completed in September 2005. To ensure customers are aware of the programming changes, Adelphia will notify customers seven days prior to any change taking place. The program changes will impact both analog and digital subscribers. /' ! Please find attached the revised channel nne-up for Franchise Areas C and L. Fiscal Impact: The proposed changes to the channel line-up may impact franchise fees paid to the City if subscribers decide to change their programming package as a result.
