The Dayton Accords and the Escalating Tensions in Kosovo
Berkeley Undergraduate Journal 68 THE DAYTON ACCORDS AND THE ESCALATING TENSIONS IN KOSOVO By Christopher Carson Abstract his paper argues that the Dayton Accords, which ended the war in Bosnia and Herzegovina, were the primary cause of the outbreak of violence in Kosovo in 1998. While the Accords were regarded as successful in neighboring Bosnia, the agreement failed to mention the Texisting situation in Kosovo, thus perpetuating the ethnic tensions within the region. Following the Dayton Accords, the response by the international community failed to address many concerns of the ethnically Albanian population living in Kosovo, creating a feeling of alienation from the international political scene. Finally, the Dayton Accords indirectly contributed to the collapse of the Albanian government in 1997, creating a shift in the structure of power in the region. This destabilization triggered the outbreak of war between Serbs and Albanians in Kosovo the following year. The Dayton Accords 69 I. Introduction For many years, the territory of Kosovo functioned as an autonomous region within the state of Yugoslavia. During that time, Kosovo was the only Albanian-speaking territory within Yugoslavia, having been home to a significant Albanian population since its creation. The region also had a very important meaning for the Serb community, as it was the site of the Battle of Kosovo in 1389, which defined Serbian nationalism when Serbian forces were defeated by the Ottoman Empire. In the 1980s, tensions began to arise between the two communities, initially resulting in protests against the centralized government in Belgrade and arrests of Albanian Kosovars. Under the presidency of Slobodan Milošević, these ethnic tensions intensified both in Kosovo and elsewhere in Yugoslavia. -

Furthermore, Kosovo is one of the ancient lands in Balkan passing through many wars and difficulties in achieving growth and prosperity, international presence and effect in all the institutions and government have helped Kosovo to increase the overall economical, political and social life. MDG’s are becoming a very important part of changing the standard of living in many of the countries in the world, where living conditions are not in an acceptable position. Also, it critically evaluates each of 8 MDG’s and the improvement that they have achieved during these post war years, even though Kosovo is not officially part of MDG’s Agreement that all the states have signed. -

Kosovo - An Atypical Parliamentary Republic Prof. Ass. Dr Murat Jashari, PhD Faculty of Law, Prishtina University, Kosovo Behar Selimi, PhD Candidate Faculty of Law, Business and Technology University, Prishtina, Kosovo Abstract The topic of this comparative study is the republican character of the system of governance in Kosovo. In the public discourse and political communication, as well as in academic discourse Kosovo is considered a Parliamentary Republic, based on the principle “of the separation of powers and checks and balances between them.” Although the constitutional definition of the relationship between the executive and legislative favors parliamentary republicanism, the constitutional powers of the president, the government and especially the constitutional and political power of the prime minister, significantly weaken the parliamentary character, in favor of a semi-presidential system. However, neither the current theories of government, nor constitutional provisions can rank Kosovo among semi-presidential systems, or pure parliamentary systems. Comparisons of competence powers relations in Kosovo, with similar relations and competences of the countries of the region and beyond, testify to the specific nature of parliamentary democracy in Kosovo. It is precisely the comparison of the Kosovo constitutional-legal system of governance with similar systems and theoretical analysis of parliamentary models facing Kosovo model which will be the basis of support of the hypothesis that Kosovo is not a typical parliamentary republic. Tom Loomis MNTF-E Deputy Commander of Maneuver This month, I have the pleasure of addressing you in the Guardian East since Brig. Gen. Jones is on leave during the month of September, and I am glad to have the opportunity to write a few lines about my impressions. First, I want to say how impressed I am by the performance of MNTF-E since February. Together, we have accomplished much toward the security of the area, and most importantly, contributed substantially to the future development of the people of Kosovo. From the daily missions across the breadth of the MNTF-E area of operations, to the many development projects you have undertaken, you all should be proud of your accomplishments so far. In the middle of September I was able to travel back to the U.S. to support the training of the MNTF-E headquarters and the subordinate elements which will be replacing the current U.S. contingent of MNTF-E later this year. I was impressed with the skills they are demonstrating early in their post-mobilization training. It is evident that the work many of the current MNTF-E Guardian East.
