Page 1 of 6 Page 4 of 33 Transportation Advisory Committee Meeting February 28, 2017 STAFF REPORTS 4.1 Emma Chow, Island Emma Chow, Island Community Planner 1, provided a presentation Community Planner 1, updating the Committee on recent activities. Discussion ensued Update re: Integrated relevant to: Transportation Master Plan • The proposed Multi-Use Path (MUP) on Grafton Road near (ITMP) Charlie’s Lane She also provided a draft of the ITMP Vision. Action Items: Distribute information to Committee members regarding an earlier iteration of the MUP which was called the Trans-Island Pathway (Councillor Fast). Post the “trails” versus “paths” graphic on the ITMP webpage (Emma Chow). 4.2 Emma Chow, Island Emma Chow, Island Community Planner 1, provided a presentation Community Planner 1, Report updating the Committee on Translink fares and funding. Discussion re: Translink Developments ensued relevant to: Regarding Fares and • Translink supporting car sharing services for Seaspan Rideshare Funding employees presenting a possible opportunity for Bowen • Possible inhibitors of bus use being free parking and the unpredictability of the ferry schedule • Concerns around charging by distance for bus routes Councillor Sue Ellen Fast provided a verbal report on the recent meeting between Kevin Desmond, CEO of Translink, and BIM Mayor and Council. Key topics included: • Compass card extension to 180 minutes • More 257 bus trips • Interest in demand response bus ideas • Installing an on-island compass card provider • Adding one more bus run on evening weekdays on Bowen Island It was noted that many of these initiatives had been included in the ITMP. 4.3 Emma Chow, Island Emma Chow, Island Community Planner 1, provided a verbal update Community Planner 1, on the North Shore Speed Reduction Forum held on January 26, 2017. Update re: North Shore She noted that many other municipalities were facing challenges Neighbourhood Speed similar to those of Bowen Island regarding reducing speed limits. Discussion ensued. Page 2 of 6 Page 5 of 33 Transportation Advisory Committee Meeting February 28, 2017 Reduction Forum (Jan. 26, 2017) It was Moved and Seconded Whereas national road standards are being reviewed and road-width standards are expected to be reduced; and, Whereas there is an interest in the community in traffic calming measures, Therefore it be resolved that the Transportation Advisory Committee recommend that Council direct staff to allocate more road width to multi-use pathway uses into the draft subdivision servicing bylaw. CARRIED UNANIMOUSLY UPDATES 5.1 Susanna Braund, Chair of Susanna Braund, Chair of the Ferry Advisory Committee (FAC), the Ferry Advisory provided notes on the Ferry Advisory Committee meeting held on Committee (FAC), Report re: February 16, 2017. Discussion ensued relevant to: Recent FAC Meeting • Possible schedule changes that would have a negative impact on high school students • Relieving the pressure that is on the Horseshoe Bay terminal caused by 32 dockings a day (16 of which were the Queen of Capilano) by proactively offering to trade a ferry run for increased water taxi service. • The need for public education around the importance of efficient loading: The double lane loading experiment had improved loading times by 60 – 90 seconds. That amount of time was the difference between being on time and waiting in Howe Sound for the larger ferries to dock. Action Item Reach out to the Principal of Bowen Island Community School regarding what flexibility exists around getting the high school students to school on time and report back before the next FAC meeting in April (Councillor Mason). BUSINESS ARISING FROM THE MINUTES 6.1 Rob Wynen, Vice Chair re: Rob Wynen, Vice Chair, advised that the construction of the Cove Bike Rack Opportunities and Commons presented an opportunity to expand bike, scooter and Policy motorcycle parking. Discussion ensued relevant to: • Including the creation of a bike rack policy in the ITMP • Upcoming improvements on Cardena Drive Page 3 of 6 Page 6 of 33 Transportation Advisory Committee Meeting February 28, 2017 It was Moved and Seconded Whereas the current scooter and motorcyle parking area is becoming overcrowded, Therefore it be resolved that the Transportation Advisory Committee recommend that Council direct staff to include covered scooter and motorcycle parking at the west parking lot at the Cove Commons. CARRIED UNANIMOUSLY 6.2 Rob Wynen, Vice Chair re: Discussed in item 6.1: Bike Rack Opportunities Motorcycle and Scooter Parking 6.3 Discussion re: Old Ferry David Hocking, Chair, advised that feedback had been received from Shelter the BIM Snug Cove Improvements Working Group (SCIWG) and social media which indicated the desire of part of the community to have the Expo 86 ferry bus shelter removed. Discussion ensued relevant to: • The importance of the relationship that had been built between BIM, TAC, and key executives at BC Ferries including Mark Collins, the current CEO; • The need to acknowledge the work that BC Ferries had done the previous year at TAC’s request and to respect BC Ferries’ plan to replace the shelter in 2021; • The usefulness of the shelter versus its aesthetics, particularly when the weather was cold, wet and windy. The Committee was concerned that proper process be followed and that the relationship that had been developed with BC Ferries be respected. The Committee concluded that as their mandate was more about practicality than aesthetics, they would like to see evidence that the shelter was not being used by commuters before making recommendations about its removal.

Innovative Indicators and Methodologies to Evaluate Transit Supportiveness of the 2016 Conference of the Transportation Association of Canada Toronto, ON 1 Abstract The Phibbs Exchange is a major bus Exchange located at the northern foot of the Second Narrows Bridge on the TransCanada Highway in the District of North Vancouver (DoNV). It serves 18 bus routes and 15,700 daily passenger trips. The Exchange provides connections between buses running to East Vancouver and Burnaby, and across the North Shore. Due to its poor passenger environment and its existing and long-term operational and capacity deficiencies, the Exchange was identified as a priority for upgrade in TransLink’s North Shore Area Transit Plan (NSATP), as well as DoNV’s Lower Lynn Transportation Strategy and Master Transportation Plan. The Exchange has a number of safety and operational deficiencies and challenges, exacerbated by the following: • Capacity - The Exchange does not have enough bus bays to accommodate the current bus services that operate at the Exchange, resulting in buses double-parking in bays. • Transit Circulation – The current transit circulation result in numerous conflict points and unsafe conditions for pedestrians, passengers, operators and cyclists. • Passenger Environment - Phibbs Exchange has long been perceived by passengers as unsafe and unwelcoming. This is partly due to the Exchange’s configuration which locates passenger areas on an island separated from the adjoining neighbourhood by bus drive aisles and a Highway 1 off-ramp.

Authorize staff to develop a Long-Range Rapid Transit Vision for input into TransLink’s Transport 2050 plan. INTENT The intent of this report is to inform Council on TransLink’s update of the Regional Transportation Strategy (now called Transport 2050), outline recommended principles for future rapid transit expansion in Surrey, and request support from Council for the development of a long-range rapid transit vision for Surrey’s submission to TransLink for inclusion in the Transport 2050 plan development process. BACKGROUND The Success of Previous Regional Transportation Plans Transportation and land use are integrally linked, as demonstrated by Metro Vancouver’s long history of coordinating land use and transportation investments. Many of the first coordinated efforts to integrate transit and land use were identified as part of Metro Vancouver’s (at that time known as Greater Vancouver Regional District or “GVRD”) first “Livable Region Plan” that, in 1975, established an urban land use pattern aimed at focusing growth and development in compact urban centres supported by an integrated, multi-modal transportation network. In 1993, prior to the creation of TransLink, the GVRD prepared “A Long-Range Transportation Plan for Greater Vancouver”, known as Transport 2021. This plan was instrumental in identifying an end-state vision for transportation that included policies and capital improvements aligned with regional land use goals.

For a very low capital cost and extremely minor construction disruption to communities the proposed Bus Rapid Transit (BRT) system will, amongst other things: o reduce congestion on the Iron Workers Memorial Bridge by providing an efficient public transportation system as a viable alternative to driving across the bridge; o more fully integrate the North Shore into the public transportation system south of the Burrard Inlet; and o reduce the attrition of lower paid workers in North Shore businesses by enabling their commute from their residences in the more affordable neighborhoods in which they reside. • The Bus Rapid Transit (BRT) Line across the Iron Workers Memorial Bridge has been researched, resulting in a structural design for a high capacity line that bypasses the bottle necks on the bridge and connects Phibbs Exchange on the North Shore to Sky Train Renfrew Station on the Millennium Line. • The Research includes: o A survey of BRT networks around the world showing how common such networks are. o A choice of Bi-Articulated Buses capable of carrying up to 250 passengers. o A proposed structural design for carrying the buses across the bridge separate from traffic lanes, without overloading the bridge.
