ON DECK McCoy yankS a canvas tarp off a mountainous stack of netted cargo -- hundreds of crates marked 'Canadian Club Whiskey·. With workmanlike precision, he and .. three CREWMAN hoist the first load of two dozen crates up and over the side, lowering it down on a pulley. As the net reaches the motorboat: MURDOCH (CONT'D) (to the Young Hood) Liquid gold, boyo. They finish setting the load in place, then Murdoch guns the motorboat and heads off. Another boat putters in to take his slot as the next cargo net is lowered. TRACK WITH MURDOCH'S MOTORBOAT as it heads inland through the darkness over the water. Slowly, a KINGDOM OF LIGHTS appears on the horizon, with grand hotels, massive neon signs, carnival rides and giant lighted piers lining its shore. As we draw closer, WE HEAR faint music which grows louder and LOUDER -- circus calliope mixed with raucous Dixieland jazz.

Before the "Noble Experiment" (so called by President Hoover) failed miserably, after just thirteen years, organized crime made staggering amounts of money from the liquor business. A monologue of the time illustrates, in part, how the twenties became "the lawless years." Performing "Donnie Donahue, on Prohibition," William Cahill expressed the mood of many in 1921: When we need a bottle they take it away from us! Because the perceived need was great, the bootlegging trade flourished and led directly to "the lawless decade" of the 1920s. It wasn’t just homemade alcohol, made with a moonshine still, that police tried shut down. Smugglers, called "rumrunners," worked both coasts, illegally importing the banned substance from Canada and Mexico, among other places. The Chesapeake Bay was a "smuggler’s paradise." Bootlegging operations went on everywhere, but many who took the risks were forced to give their profits to city officials.

DONNELLY Boardwalk Empire, HBO’s series about Atlantic City during Prohibition, was adapted by Emmy Award-winning screenwriter and producer Terence Winter from Nelson Johnson’s Boardwalk Empire: The Birth, High Times, and Corruption of Atlantic City. The series is a beautifully scripted piece of historical fiction, beginning in 1919 on the boardwalk of Atlantic City on the eve of Prohibition. The protagonist, Enoch “Nucky” Thompson, is based loosely on the real-life Atlantic City politician Enoch L. Johnson. Nucky is Atlantic City’s treasurer, master schemer, and effective ruler of the city. The onset of Prohibition offers a new black market in the United States, and the ruling politicians and law enforcement agents of Atlantic City are eager for a piece of the pie, cheering as Nucky declares he will keep the city “wet as a mermaid’s twat,” despite the federal mandate. Nucky offers a unique vision of an American gangster with the aid of actor Steve Buscemi’s skill at performing this complex character. Nucky also helps bring Atlantic City alive, allowing it to shine as the centerpiece of the show, a show that encourages its audience to cheer for a crooked anti-hero and all of the antics of those that produce a narrative perpetuating an idea that corruption is an inevitable part of U.S. culture and that the black market and flesh trade are somehow linked with escapism and harmless civil disobedience.
