While many issues are of concern to members of the R.I. Saltwater Anglers, FIVE ISSUES of importance were selected that the Governor of Rhode Island can have a direct bearing upon. These five issues were sent to all of the candidates for Governor, and we are grateful that they took the time to respond. Note: Ronald Algieri (Independent) did not reply. The questions and responses are listed, and candidates are listed alphabetically.

ARTIFICIAL REEFS. Rhode Island (The Ocean State) does not have an Artificial Reefs plan. Developing this State Reef Plan is the responsibility of the RI Department of Environmental Management's Division of Marine Fisheries, but they have not given any priority to development of the plan. Most other coastal states have such a program in place so that artificial reefs can be established in the proper locations to promote tourism in the form of fishing and diving. Many of these locations are documenting many tens of millions of dollars in annual tourist revenue directly related to use of the artificial reefs. A bill was introduced in the RI Senate (S 2441) which encourages development of artificial reefs. What is your position on this bill in particular and on development of the State Reef Plan? What would you do, if anything, to make sure this plan is developed?

KENNETH BLOCK (Moderate): I favor the creation of an Artificial Reefs plan. In a previous life (before kids and politics), I was an avid boater and fisherman, and I will be an advocate to get an Artificial Reefs bill passed through the legislature. When elected, it will be my goal to do so during the 2010 legislative session.

FRANK CAPRIO (Democrat): As the Ocean State, Rhode Island’s coastline has long been one of our state’s most cherished natural resources. Not only is it a destination valued for its recreational opportunities, it is a vital part of our state’s economy. With the help of the fishing community, I will work closely with the Department of Environmental Management and the Division of Marine Fisheries to develop a plan that will enhance our state’s coastline and bolster our economy. LINCOLN CHAFEE (Independent): Rhode Island’s coastline is one of our most important natural resources. I believe we need to balance the interest of fishing and diving enthusiasts and the creation of anything “artificial,” including reefs. In light of existing state policy through the US Fish and Wildlife Service, Coastal Resources Management Council, and environmental advocates, so long as this balance can be assured, I would be interested in following pending proposed legislation encouraging development of artificial reefs.

TODD GIROUX (Independent): The use of reefs is a great tool for providing habitat. Agreed. The Ocean State to consider that the locations of these structures are free from buried canisters that could leak and that the Navy Underwater operations will not be obstructed for underwater surveillance or travel of Vessels. Beyond concern of that nature. I support the need for planned reef habitat to enhance fish spawn opportunities and Tourism Development.

JOSEPH LUSI (Independent): The idea of artificial reefs is a good one. It could be a project we, as anglers, can undertake on our own. Having to respond in a timely fashion I have not done all the research about what it takes regarding the actual debris to construct a reef. I imagine concrete and steel is what will last. As all my approaches I take on idea with imagination rather than throw money or a bureaucracy at it. Provided we stay within ecological bounds, this idea seems very well suited and could become an in-house community project and not one for the DEM. After all it is our State. VICTOR MOFFITT (Republican): I ask all of your members to go to my 501c3 corporation website: www.OceansAquarium.org for information about our proposed world class Oceans Aquarium Research & Science Center we are planning to build in Rhode Island. The Ocean State will become a world leader in marine research. I fully support S 2441 for development of an artificial reef program in Rhode Island waters. Our 501c3 could also research the advantages of such a reef program to improve local fishing. As Governor I would support building a artificial reef for Rhode Island. JOHN ROBITAILLE (Republican): Conceptually a good idea. Location is a primary concern because you don’t want to locate the reef’s foundation in an area commonly used for commercial ground fishing as it would destroy the nets and thus put more fishing grounds off limit. Perhaps a workable and fundable public/private plan could be created and approved. For example: The design and location of a suitable reef could be created by DEM, but then built by private ‘Donations’ of appropriate refuse materials (Mostly concrete & steel construction wastes) that would be deposited at private expense under DEM supervision to insure compliance. Could such a plan be written, vetted, and approved in the first Robitaille term? Maybe. Maybe Not. Should the task be assigned to the new Director of DEM? Absolutely. STRIPERS FROM WARREN RIVER Member Howard Sweet has been having a good year with returns. On Sept.13, 2007 Howard tagged and released a 16" striper from the Warren River, and it was recaptured in the Connecticut River on April 24, 2010. Now, 2 ½ years later, the fish is 24". Howard also tagged and released another striper on the same September 13, 2007 day on the Warren River. That one was an 18". It was recaptured by Dave Fewster in the Providence River on December 19, 2009 and it had grown to 27". Merry Christmas Dave! Howard has been tagging for many years. Back on July 16, 2004 he tagged a little 13 inch striper from the Warren River that found its way to the Hudson River where on May 7, 2010 it was recaptured again. Now it’s 31 ½” long. That’s six years of growing and hopefully spawned at lease a couple of times. That’s how the system supposed to work.

Multiple sclerosis is a chronic, unpredictable disease of the central nervous system (the brain, optic nerves, and spinal cord). It is thought to be an autoimmune disorder. This means the immune system incorrectly attacks the person’s healthy tissue.

MS can cause blurred vision, loss of balance, poor coordination, slurred speech, tremors, numbness, extreme fatigue, problems with memory and concentration, paralysis, and blindness and more. LNG PROPOSAL. Hess LNG has proposed development of the Weaver’s Cove Energy project in Fall River, MA. Plans for this project include construction of an offshore berth facility in Mount Hope Bay just over the Rhode Island border in Massachusetts waters. The plans includes extensive dredging to build a turning basin and significant sediment disturbance to install the mooring systems and pipelines. RISAA has already gone on record opposing this project due to the extensive disturbance of sediments in Mount Hope Bay, an area shown to be a critical habitat for juvenile winter flounder, a species of fish that is already in decline in Narragansett Bay. Please tell us your position on this issue and what you can do to influence the final decision to move forward or not move forward.

KENNETH BLOCK (Moderate): I am opposed to the Hess LNG proposed development of Weaver’s Cove Energy project. Fortunately, it looks like this project is essentially dead at this point in time.

FRANK CAPRIO (Democrat): I am against the LNG proposal. This is a proposal that could potentially disturb the already fragile ecosystem. We want to protect our environment as our coastline attracts millions of visitors to our state each year.

LINCOLN CHAFEE (Independent): I do not support development of the Weaver’s Cove Energy Project. We need to focus more attention on renewable energy resources and join in a regional approach to an LNG terminal.

TODD GIROUX (Independent): I live in Bristol, RI on the Kickemuit River. I experience the daily tide and know the seals in the bay. I buy local lobster. I love how the clean cold waters of winter cleanse our clams yearly. I am an environmentalist protector. I am against LNG 100%. I speak out with passion against the effects three years dredging will have upon our bay to poison seafood commodities and ruin the clean beaches now free from poison silt. As Governor I will seek out the legal remedy and every opportunity to Legislate against increased levels of routine LNG Transportation through RI waters and to non-RI Destinations; and further resolve to prevent fuel line installation across fault lines or dredge for fuel piping or mooring or any activity of this industry within 10 miles of RI borders for permanent RI Constitutional protection and enforcement. JOSEPH LUSI (Independent): The Narragansett Bay and its coastline is the gem of the State. Since the project is in MA waters our authority is limited. It is my position, that if the project affects our bay we have standing. I would need to know what long term effects would be due to the dredging. I am most committed to the preservation of our environment and would make decisions based its welfare.

VICTOR MOFFITT (Republican): I oppose The HESS LNG Weaver Cove energy project. As Governor I would oppose this specific project or other similar projects that disturb our local fisheries.

JOHN ROBITAILLE (Republican): I am against the LNG terminal in Mount Hope Bay for many reasons. However, dredging is a matter that has to be addressed at certain times in commercial sea and port approach lanes. As in 2002, when it was necessary to counteract the siltification of the Providence harbor so that oil could be delivered directly from coastal tankers, it had to be done so we found a way to do it. The Weaver’s Cove project is unlikely to ever be approved so the question of dredging to support it is largely moot. The winter flounder are safe for now.

FISHING PIER AT JAMESTOWN BRIDGE. Many years before the old Jamestown Bridge was demolished the RI General Assembly and the Administration agreed that the western end of the bridge would remain and would be developed into a fishing pier. This was agreed and even put into law. When the demolition was completed this portion of the bridge was left in place to be redone as a fishing pier. Either because of a few local opponents or as a cost cutting measure, this fishing pier project was delayed and the bridge section was allowed to deteriorate to such an extent that the structure is no longer safe to be used. Construction of this fishing pier was supposed to be built into the cost of the new Jamestown Bridge, but now this entire project is nearly 10 years overdue and may never be built. What is your position on finishing this project in the near future so that some of the people who fought so hard for the project get to use it before they die?

KENNETH BLOCK (Moderate): I believe the fishing pier would be a great asset to this state. I would need to understand the costs to finish the project to speak definitively about moving forward, but in theory I am for its completion.

FRANK CAPRIO (Democrat): The Old Jamestown Bridge provides an excellent opportunity for the development of a fishing pier. The entire community – RISAA and state and local government – needs to be involved in the process to ensure all voices are heard.

LINCOLN CHAFEE (Independent): I have seen the enormous popularity of fishing piers around the country, especially in California and Florida. I believe the concerns of the neighbors of the old Jamestown bridge can be addressed. We want all our citizens to have access to and enjoy our wonderful Bay.

TODD GIROUX (Independent): My experience with construction and planning immediately draws my attention to the original scope of work and accepted bid documents of the project; to question what administration may have allowed the contractor to be paid for services not delivered as part of the original bid; and finally to question the performance bond surety: and what was the job responsibility and paid services to the contractor that finished the project.

JOSEPH LUSI (Independent): From what I recall the pier was being used until a NIMBY faction squashed its use. This is tragic. No one owns our coasts or our water. It is for everyone to enjoy. Provided all other concerns are met to accommodate the pier, I would recommend minimal structural attention and see to it the pier is brought up to standard for use. I do know that DOT has untenable commitments to the Federal Gov. This project maybe impacted.

VICTOR MOFFITT (Republican): I fully support using part of the old Jamestown bridge as a fishing pier. I supported this measure while I was a State Rep. I will support it when I am Governor.

JOHN ROBITAILLE (Republican): The primary concerns of the North Kingstown Town Council on making the Jamestown Bridge causeway into a fishing pier were the lack of space for parking and toilet facilities at its approach, the complete absence of state funds to maintain any such facility if it were built, and the absence of public transportation to permit the urban populations that would use such a facility to get there and back easily. There are other areas on the bay where fishing access could be better located. Quonset Point is one of them. Many also say that the causeway is too high off the water and located on too strong a tidal current to be a good fishing location. Notwithstanding these arguments, and due to the onerous state and municipal budget deficits, I fear this project will not be funded in the near future. (continued on page 26)

PUBLIC ACCESS. Public access to the shore line is a key issue for RISAA. One strategy that local authorities have used to limit the ability of individuals to use these access points is to restrict parking near public access locations. A bill (H 7250) was introduced to ensure that free parking would be available near designated rights-of-way along the Rhode Island shore. Please discuss your position on this bill and your future plans regarding public access issues in our state.

KENNETH BLOCK (Moderate): Public access to the shoreline is a very important issue. I believe that accessibility to the public is extremely important. A public right-of-way without parking might as well be a private way.

FRANK CAPRIO (Democrat): As Governor, I will be committed to preserving public access to our coastline and encouraging more Rhode Islanders to enjoy our natural resources. I look forward to working on this issue and finding a fair solution.

LINCOLN CHAFEE (Independent): I support the right of public access to our shoreline and I would oppose any unreasonable efforts to constrain this access.

TODD GIROUX (Independent): My experience as a water front home owner also gives me perspective on this issue. In my small neighborhood public parking may prohibit emergency vehicles from reaching the resident tax payers, however I also know those that use the space as their own in double standard to park their friends or their boats while calling the police to ticket anyone’s car but their own use. I support the granite markers and a balance of parking to complement the neighborhood.

JOSEPH LUSI (Independent): Provided safe and legal access were possible, I support maximizing public access to all beaches. One must realize that the state must operate within the legal bounds of the townships so this issue must be seen as case by case.

VICTOR MOFFITT (Republican): I fully support H 7250 to allow more public access to our shore line. As Governor I will use my power to open more areas for public acces and free parking.

JOHN ROBITAILLE (Republican): While the bill’s goals are proper and even admirable we are living in a time when the state and the nation is in economic crisis. The major drawback to the plan of adding parking & toilets to rights of way around the state is the cost to build, followed by the cost to operate. A better resolution might be to expand the mandates of existing locations that already have the needed infrastructure: Goddard Park and Colt State Park come to mind on opposite sides of the Bay. We should keep this issue on the radar screen and when times improve we should consider funding it at some level to improve access for all our citizens. (continued on page 40)

We extended our drifts from south to north past the harbor entrance and found this area hitting more and larger fluke, but not a keeper. By noon, the western sky was looking like we would get some of the rain that was forecasted for the afternoon. The tide was changing again, so we returned to the Rip to try to finish the Bait & Tackle day with everyone’s limit of keepers. We started trolling again 166 Charlestown Beach Road, Charlestown, RI 02813 and Kirk and Tom got their second keepers. Only Jack was missing his second keeper striper. He came within a half inch of 401-364-6407 getting it. That was a strange combo to hit the rig at the same time, but it turned out to be quite a fight. With the weather looking worse, we decided to head back to Point Judith. On the way back, we passed an area where I had caught fluke on Memorial Day. I made that comment to Capt. Sheriff and then quickly we were set up for fluking again. Within five minutes, I had a large fluke on. It was the largest fluke I ever caught at 27" and about 7 lbs. I was using a three way fluke set up with a 4 oz green Spro tipped with a 4" squid strip and a sparkle chartreuse bucktail with a spinner above tipped with a 4" yellow tail and equal length squid strip. Big bait = big fish! We were in about 55’ of water and about ¾ mile south of the West Wall. We continued to land more fluke, but not any more keepers. BOAT SALES TAX. Rhode Island has a long history that has relied on boat building, maintenance, and boating activities for tourism and for much of our economy. This industry is helped by the absence of sales tax on the purchase of boats and the exemption of boats from personal property tax assessments. These exemptions continually come under fire as local and State budgets are constantly under pressure. Do you have any specific plans on how to keep these exemptions in place to assure that our boating history is not lost?

KENNETH BLOCK (Moderate): I am for keeping in place the absence of a sales tax on boats and the exemption of a property tax assessment. These exemptions have proven to be important to the health of our marine industry, and I believe they should stay that way.

FRANK CAPRIO (Democrat): I will not repeal the sales tax exemption. The exemption keeps Rhode Island’s advantage over other states such as Massachusetts in drawing boaters to our state which leads to the creation of jobs and the growth of local industry.

LINCOLN CHAFEE (Independent): My two level sales tax expanding a 1% sales tax on exemptions does not include boats.

TODD GIROUX (Independent): The spirit of the Rhode Island boater and the oldest of the RI trades, remains free from boat ownership tax. The economic development and vitality of the boating industry is paramount to the backdrop of tourism and bay recreation. No new taxes avoids the ever costly administration, legislation, enforcement and relieves town and state from conflict of tax collection and distribution per a seasonal industry.

JOSEPH LUSI (Independent): It is my hope to get politics out of business. Since the boat exemption is here, I fully intend to keep it in place. I feel our maritime and agricultural fields need the most support. Support and subsidies are two different things. It is my dream to restore the maritime industry to its heyday. We were once a boat building mecca. You have my unwavering commitment as we head into the irons.

VICTOR MOFFITT (Republican): I strongly support the elimination of sales taxes on boat purchases and exemptions of boats from personal property tax assessments. I will continue to support this tax practice when I am Governor. I will also look for new ways in improve our boat building industry in Rhode Island.

JOHN ROBITAILLE (Republican): The Sales Tax Exemption on boats has given Rhode Island a great boost to marine trades, tourism and economic development. We generate far more revenue from the overall effects of the exemption than would ever be gained from putting sales taxes back on boat sales and property taxes for those who own them. I support keeping the exemptions in place.
