2.1.3 RELATED STUDIES AND PROJECTS

2.1.3.1 Mundy Forest Management Plan Mundy Park is a 178 ha urban forest and is the largest City-owned park in Coquitlam. The City is in the process of developing the Mundy Park Forest Management Plan (FMP) currently in draft. The FMP focuses on the wooded portion of the park, assessing the climate, land, vegetation and wildlife and its interaction with the public across a number of metrics (access and recreational management, natural features, risk management, etc.). The FMP presents a series of management recommendations to reach “optimal” status for a variety of target s and indicators. It also outlines a monitoring program and implementation plan providing direction toward achieving the desired goals for Mundy Park.

Although the FMP is a high level document, the habitat data contained within it is consistent with the environmental site assessment conducted for this assignment. As such, the environmental information contained within the FMP and presented herein are consistent.

2.1.3.2 Bike Trails and Bike Parks The City’s draft Off-Road Cycling Strategy (Appendix A, January 2012) identifies potential bike trails within the Mundy Park BC Hydro Right-of-Way as well as Riverview Forest.

The mountain bike skills park in Mundy Park at Mariner Way and Chilko Boulevard under the existing BC Hydro Right-of-Way has since been completed. It is understood that the Park was constructed with best practices to limit environmental impacts and address local drainage and erosion control.

Details for the bike trails within Riverview Forest have yet to be developed.

The City’s Master Trail Plan (Coquitlam, August 2013), also includes plans for a comprehensive network off-road trails connecting people, places, amenities, and the regional trail system. The Master Trail Plan includes a proposed Riverview Community Trail that would run along Riverview Crescent and Chilko Boulevard from Riverview Forest Lougheed Highway. This trail would be partially within the Mundy Creek Watershed.

All trails should be developed in a manner consistent with the goals and vision of the Mundy Creek IWMP.

2.1.3.3 Lougheed-Riverview Multi-Use Pathway The City has plans to provide a 4.4 km multi-use corridor along the west side of Lougheed Highway from Orchid Drive south to Colony Farm Road. The multi-use path will improve safety for cyclists and increase bicycle trips in support of the City’s Strategic Transportation Plan.

2.1.3.4 Kinder Morgan Trans Mountain Pipeline Expansion

The proposed expansion of the Kinder Morgan Trans Mountain Pipeline would create a twinned pipeline between Strathcona County and Burnaby, BC, travelling through Coquitlam. The currently proposed route through southwest Coquitlam roughly follows United Boulevard from Schooner Avenue to Eaglequest Golf Course. The proposed expansion is currently under review by the National Energy Board.

Details of the proposed expansion were not available at the time of this study, however the identified pipeline corridor would cross Dawes Hill Creek. It is recommended that once details of the pipeline route and crossing are available, the potential impacts to Dawes Hill Creek and associated conveyance infrastructure be reviewed by the City and this IWMP updated as necessary.

2.2 Environmental

This section provides an overview of the key features of the existing environment within the Mundy Creek watershed, including aquatic and terrestrial resources, species at risk, and riparian communities. For a detailed description of the methodology used in the environmental reconnaissance, refer to Appendix L.

2.2.1 AQUATIC HABITAT The aquatic habitat within the Mundy Creek watershed is comprised of Mundy Creek, several tributaries to Mundy Creek, Mundy Lake, the Sheep Paddocks, Dawes Hill Creek and several low-value roadside and laneway ditches. The upper watershed is comprised almost entirely of the forested area of Mundy Park, a 178 hectare urban park space. The lower watershed is comprised of a highly urbanized (e.g., residential, commercial and industrial) area of the City with a narrow band of intact terrestrial habitat surrounding Mundy Creek and several small intact green spaces.

As previously noted, the southern portion of the watershed has been significantly altered and in some areas enhanced to provide compensation as part of the Port Mann Bridge/Highway 1 construction. As such, watercourses along the Lougheed Highway and Highway 1 were inaccessible at the time of the detailed field assessment.

2.2.1.1 Watercourse Classification and Description The City’s watercourse classification system is based on the presence or potential presence of fish, the contribution of food and nutrient value to downstream fish populations, and the permanence or impermanence of flow. Table 2.1 outlines the watercourse classification criteria used by the City.
