On 05/19/2019 at approximately 01:05 hours, Officer Caleb Brooks (62866) and PO Michael Estock (82259) responded to a disorder at 5017 Rossville Blvd. Upon arrival officers made contact with the complainant Ms. Ashley Precup (w/f ). Ms. Precup stated that an unknown party described as a black female with a purple shirt and stripped pants was being loud and disturbing customers in the back parking lot of the location. Officers observed an individual matching the party's description walking away from the location outside of Chattanooga Police Jurisdiction. Ms. Precup was informed that if the individual returned to the location to contact us. No further action required.

On 05/19/2019 at approximately 01:51hours, Officer Caleb Brooks (62866) and PO Michael Estock (82259) conducted a field interview at 3200 Rossville Blvd. Officers made contact with an anonymous complainant and Ms. Brittney Lopopolo. The anonymous complainant stated that Ms. Lopopolo was walking in the street and an unknown male was following her. Ms. Lopopolo stated that she was walking on the side of the street and she did not know the man that was following her. Ms. Lopopolo did state that she did not feel threatened by the unknown male. Officers instructed Ms. Lopopolo to remain on the sidewalk when walking which she stated she would comply. Ms. Lopopolo stated she would comply. No further action required.

On 05/19/2019 at 01:55 hours, Officer Hughes, Lance (80776) responded to a Theft & Recovery/Passenger Vehicle at 1227 E Main St. Officers responded to the above location and spoke with victim Patrick Carter. He stated that while going into the gas station to use the restroom a white female with tattoos and short hair asked him for a ride into Georgia. He stated that he was unable to take her and continued into the gas station. Upon returning to the parking lot he discovered the vehicle was gone. He stated that the gas station attendant saw this woman drive off in his car. Mr. Carter did state that he had a cellphone and other miscellaneous items in his vehicle.

At 03:15 on 05-19-2019 Officers in Dalton GA recovered the vehicle at 905 Westbridge Rd and removed the vehicle from NCIC. Officers did make an arrest and the owner did pick up the vehicle. For further information reference Dalton PD's report 2019-03396. Nothing further to report.

On 05/19/2019 at 03:22 hours, Officer Adam Krystaponis (75508) reported a memo at Windsor St / N Chamberlain Ave. WHile stopped in the 200 block of N Chamberlain Ave, I clocked a white Ford Ranger driving through the 2100 Block of N Chamberlain Ave at 68 mph (in a 30). After stopping the truck at the intersection of N Chamberlain Ave and Windsor st, I spoke with the driver, Mr. Quincy Mills. Mr. Mills was able to provide a valid TN DL, and older insurance cards. Mr. Mills consented to SFSTs, and the SFSTs showed that Mr. Mills was near the legal limit, though possibly not over. Mr. Mills' father had driven past and stopped to make sure he was ok, so his father drove Mr. Mills and his truck from the scene without further incident. Upon arrival, I called Mr. Liner's phone and an unknown individual answered. I informed the individual that Mr. Liner wanted his phone back and for him to return to this address. The individual, identified as Steven Stringer, arrived and returned Mr. Liner's phone. Mr. Liner wished to not prosecute and informed police that the incident was "squashed." Nothing further.

Complainant stated that they were both in a verbal altercation but nothing else happened and police were not needed. No further police action required at this time.

On 05/19/2019 at 13:30 hours, Officer Hans Anderson (75367) reported a memo at 300 Belvoir Ave. Police received a call from an East Ridge Police Officer stating there was a "very aggressive panhandler" at the corner of N Terrace and Belvoir Ave wearing a white t-shirt and shorts, and carrying a backpack. Upon arrival, I, Officer Anderson, did not observe any panhandlers on the corner of the road, but upon driving around the area, I saw a white male matching the description of a the panhandler walking toward N Terrace in the 300 block of Belvoir Ave. I stopped and spoke with the subject, Mitchell Horton, who admitted that he had been at the corner of N Terrace and Belvoir Ave earlier and that an East Ridge Police Officer told him to "get out of here". Mr. Horton told the East Ridge Police that he wasn't even in East Ridge, he was in Chattanooga, at which point the East Ridge Police Officer called dispatch on the radio to call for Chattanooga to respond. I did not observe Mr. Horton panhandling, and he was not carrying a sign with him either. I warned Mr. Horton that he may not interfere with traffic at all, and that if his actions interfere with traffic at all, he may be cited for Soliciting from the Roadway. Police checked Mr. Horton for Warrants, but he was negative for warrants. No further police action required at this time.

Police responded to the above address on reports of a disorder. Police arrived on scene and spoke to Mr. Zion Dujon. Mr. Dujon stated he paid for gas and the clerk entered the wrong grade of fuel for him to use. Mr. Dujon stated the clerk then told him they would have to void the transaction and he would have to place another. Mr. Dujon stated the clerk did not give him a receipt and he wanted to make sure he was getting a refund. Police asked the clerk for a receipt and then gave it to Mr. Dujon. Mr. Dujon left without incident. No further.

They said that they were only boyfriend and girlfriend and Mr. Stock wanted Mrs. Creagan to leave his residence. He then stated later that he wanted to just leave the residence and not do anything further. He then gathered a few of his belongings and left the house in an Uber. No further.

On 05/19/2019 at 22:40 hours, Officer Dewayne Prater (60839) responded to a Vandalism at 6121Lee Hwy. Upon arrival police spoke with Mr. Joshua Turner. Mr. Turner own a 2012 Volk GTI blue in color with Tn . Mr. Turner said he arrived a the location given around 2130hrs. Mr. Turner exit the gas station store around 2145hrs and noticed damage to his vehicle on the driver side. The rear door on the driver side along with the rear quarter panel was damage. Mr. Turner told police that the vehicle parked beside him was possibly a GMC Sierra. Mr. Turner did not see his vehicle get damage. Mr. Turner said that the store had video possible. The manager of the store did not report to work until the morning. At this time there no further suspect information.

On 05/19/2019 at 22:39 hours I, Officer King (78347), conducted a Field Interview at Latta St / Wheeler Ave. While sitting at the 1900 block of N Chamberlain Ave running radar I observed a sedan traveling at high rate of speed so I deployed the radar gun to confirm the speed of the vehicle. Radar showed that the vehicle was traveling at 44 MPH in a 30 MPH zone. I got behind the vehicle and initiated a traffic stop with the vehicle after it pulled on Latta St. I made contact with the driver, Ms. Sanatazia Hughes and the passenger, Ms. Deshayla Rice. Upon arrival police spoke with Mason Warner who stated on 05/20/2019 at approximately 0030 hours Alexandra Johnson damaged his Sanyo TV. Mason stated he left the apartment for her to gather her things. When he returned to the apartment she made a comment as he was walking into the apartment saying "hey don't look at your TV." Its unknown how she damaged the TV. Mason stated he did not want to press charges at this time. He stated he would try to get her to pay for the damage. Mason stated if he could not get her to pay for the property damage then he will seek criminal action.

On 05/20/2019 at 00:55 hours, Officer Buckman (66981) and PO Slater #994 responded to a stolen vehicle at 975 E 3rd St. Police spoke with the owner/victim David Turner who told police that the last time he saw his vehicle was between 18:00 and 19:00 hours. Mr. Turner stated he parked the vehicle in a parking garage by a hotel but he does not remember the name of exact location. Mr. Turner pointed to the Erlanger garage but stated a hotel. Mr. Turner told police that he left his phone and wallet in vehicle. Mr. Turner was unable to provide a tag # or a a VIN # so police were unable to enter the vehicle into NCIC Mr. Turner appeared to be possibly intoxicated with slurred speech and somewhat disoriented. Police told Mr. Turner that as soon as he gets the vehicle information to call in so we can complete the report and enter the stolen vehicle into NCIC.

On 05/20/2019 at 01:07 hours, Officer Hughes, Lance (80776) responded to a Arson at 3200 16th Ave. Upon arrival officers spoke with complainant Vincent Turocy. He stated that upon returning to his residence he observed a vehicle on fire. Officers and Fire responded to the scene. Officers were unable to retrieve any information off of the vehicle at this time due to the fire damage. It appears to be a caldalac sedan. This vehicle was towed by A-1 towing, and CH647 was notified and responded to the scene. Nothing further at this time.

Police did not respond since Watson did not want to speak to anyone and since there was currently no need to speak with Allison.

On 05/20/2019 at 08:25 hours, PIT McMahan (61444) responded to a Theft from Motor Vehicle at 2321Lifestyle Way at Embassy Suites hotel. The victim said that she and her husband last saw their rental truck when they parked it there last night around 7 pm and it was locked. She said the rear door of the truck had been secured with a padlock. The truck stayed there overnight and this morning around 7 am, she discovered that the padlock was gone and several of their personal items (lawn equipment) were gone. She said that there was no damage to the truck and the padlock belonged to them. She stated that she and her husband had already left there because they had to stay on a schedule but she had heard from someone there that around 5 am, a truck had been seen backed up to their rental truck and people (unknown description) were unloading items out of their truck. She said that she didn't get a description of the truck or the people from anyone and she's not sure if there were any video cameras there. This report was taken by phone.

On 05/20/2019 at 11:30 hours, Officer Hampton (78385) responded to a Shoplifting at 2100 Hamilton Place Blvd, while working an extra job at Hamilton Place Mall. On scene, Police spoke with Ms. Esmat Eslami, an employee at Austin 5 in Hamilton Place Mall. Ms. Eslami stated that two black females had been in her store shoplifting. Ms. Eslami stated that she grabbed a piece of clothing from one of the women after she exited the store, but they got away with about five other pieces of clothing. All items in the store cost $7.99, and all six clothing items stolen are all together worth $47.94. Ms. Eslami stated that when she grabbed the clothing from one of the women, the woman dropped her cell phone. The cell phone is a gray AT&T phone. The cell phone will be turned into CPD property.

Thanh stated to police that a female, Tina Cobb, came in a week prior and had her nails done. On this day, Tina came back in stating that her fingers paint and nails were messing up. Tina told police that she believed that Thanh was going to fix them for free, but Thanh failed to tell Tina that she was going to be charged. Each party had a misunderstanding and police just told Tina that she might want to leave and not come back and told Thanh to always tell customers the deal before they get a manicure. No further.

On 05/20/2019 at 11:49 hours, PIT McMahan (61444) responded to a Damaged Property Accidental at 926 Magnolia St. The victim said that she had left her vehicle (2005 Jeep Grand ) parked in the street there while she stayed there overnight between 11:30 pm last night and 11am this morning and she said it was locked when she parked it. When she got back to the Jeep at 11 am, she discovered that the window had been broken in the driver side front door but it was not broken all the way through. Therefore, she said no one was able to make entry into the vehicle. It is unknown how the damage was done and there is no proof at this time as to whether or not it was intentional or accidental. Mr. Coral stated that he would make arrangements with the company to fix the sign. The business, Cumulus Broadcasting manager Mr. Taylor Garrison was in contact with Mr. Scott Coral regarding fixing the sign.

On 05/20/2019 at 15:15 hours, Officer Matthew Puglise (62210) responded to a Damaged Property Accidental at 1944 Northpoint Blvd. Upon arrival I spoke with the victim, Ms. Susan Steinmetz who explained that an employee at Home Depot damaged her passenger side doors while the vehicle was near the loading area. Ms. Steinmetz stated that the employee stated that he did make contact with her vehicle but though he had only hit the tire. I observed a large scratch across the passenger side doors of Ms. Steinmetz that appeared to have just occurred. Ms. Steinmetz stated that the incident should be captured on Home Depot's video however; Home Depot employee's refused to view the video without a police report.

Mr. Watkins stated that he came to this address to visit his mother when his vehicle was stolen. Mr. Watkins stated that the vehicle was parked in a parking lot by his mother's house. He stated that he went inside for about two hours and when he came back outside the vehicle was gone. Mr. Watkins stated that the vehicle is not repossessed and he is the only one with a key. The vehicle is a black Ford Fusion, GA license plate with no distinguishing marks on it. The vehicle was entered into NCIC under #V031150986. The vehicle was also Bolo'd to all channel in the city. On 05/20/2019 at 20:56 hours I, Officer Day (79891), reported a memo at 2501Glass St. I met with Ima Schrader at the PSC, located at 3410 Amnicola Hwy. Ms. Schrader stated she dropped her car off a few months ago to be worked on at the car shop located at the above Glass St address. Ms. Schrader stated while her car was there it was broken into. Ms. Schrader stated insurance covered those cost and a police report was made on the incident (19-036503). Ms. Schrader stated her car was not completely fixed. On the driver side panel there was a metal piece sticking out that had appeared to be painted the color of the vehicle in an attempt to conceal the damage. Ms. Schrader stated there was other damage to the vehicle that was not their prior to her dropping the vehicle off. Ms. Schrader also stated for some reason her front driver side was changed out for an older tire with no much tread. Ms. Schrader showed me the tire which had significantly less wear on it and was a completely different tire. Ms. Schraer is needing a report done, so she can get in touch with her insurance and Mr. Rumer, who owns the ship, to get the issue resolved. Nothing further at this time.

Police were dispatched to remove a sleeping man from the parking lot of MapCo, 8604 N Hickory Valley Rd. Upon arrival Police made contact with Mickey Shurette. Mr. Shurette was sleeping on the Northern side of the gas station. He consented to a search of his person and his bag. No contraband was discovered, Mr. Shurette appeared to be sober. He was suffering from an injured leg that was in a support boot. At the time of Police interaction there were no outstanding warrants for Mr. Shurette. He was asked to leave the property and complied without incident.

Police responded to Scenic Community Credit Union to take counterfeit twenty dollar bills into property. Police were told that the money came from the Ooltewah Branch from Mr. Matthews. He told bank workers that he found the money.

Bank workers told police there was approximately $440 in an envelope with some still being in the process of being made to look real.

Upon arrival, police spoke to the complainant/manager (Mr. Dube) who stated a heavy set black male dressed in a gray shirt, dark shorts, and carrying a backpack walked into the Circle K Gas Station and stole three Red Bulls and a pack of candy (unknown kind). Mr. Dube stated the security camera footage captures the black male stealing the Red Bulls and candy by placing the items in his pockets. Police reviewed the camera footage, and the footage does the suspect committing the theft. Mr. Dube stated $20 of merchandise was taken by the suspect. Mr. Dube stated once the suspect left the gas station, he walked across the street and went inside the Waffle House. Police checked the Waffle House and located no signs of the suspect. Mr. Dube stated Circle K does want to press charges. Nothing further to report.

On 05/21/2019 at 13:32 hours, Officer William Bernitt (77564) responded to a Property Found at Igou Gap Rd / Gunbarrel Rd. Police responded to a gun lying in the road in the middle of the intersection. Upon arrival police saw what appeared to be a large amount of trash scattered all about the intersection, and could see what appeared to be a plastic gun, that appeared to be ran over multiple times. Police pulled into the intersection and blocked traffic to exam the gun, which turned out to be a destroyed flare gun. Police collected the flare gun to turn into property, and noticed a folder with a few papers in it also on the ground, along with all the other scattered papers that had been ran over by vehicles repeatedly. Police quickly examined the folder, which appeared to have a few important documents in it and stored it in the trunk of the vehicle. Since the intersection was completely blocked by the police car, police were trying to move fast. Police noticed one more mangled folder with some papers in it, lying in the road way. It had obviously been ran over multiple times only having one mangled cover with no back. Police picked it up and quickly flipped through it. It did not appear to have anything important in it, therefore, believing it was trash, police tossed it out of the road into the grass. Police then pulled out of the intersection into a nearby parking lot to better exam the property. Later police were called that someone had picked up the mangled half of a folder and various papers that had been repeatedly ran over. Police went and retrieved the papers and mangled half of a folder. The original folder collected by police contained multiple copies of a death certificate. The other papers and folder collected later by police contained an unactivated Lowes credit card which expired in 2011 and papers which appeared to be some documents of some sort. Most of the papers were badly damaged and had been run over multiple times by vehicles. The broken flare gun along with all the papers and folders were turned into the Chattanooga Property division. On 05/21/2019 at 14:00 hours, Officer Muretcehajic (62875) responded to a Shoplifting call at 6241Perimeter Dr at Sportsmen’s Warehouse. Upon arrival police made contact with lost prevention, Paul Stokesbary. Mr. Stokesbary needed to document a theft that occurred on 5/19/19. There was a white female that came in and selected two items. She was seen browsing the store and at one point decided to concealed the items. Mr. Stokesbary was going to stop her however she went into changing room. After that she was able to get away and leave. This female was seen getting into a vehicle that belonged to Robert Casey Gudel. Gudel was seen inside the store on two previous days where he tried to steal both of the same items. The female stole a Charging handle and a bolt carrier valued at $269.99. There is no further suspect information at this time.

He stated he was clearing out an abandoned house when he found 2 purses out in the weeds a short ways from the house. The 2 purses were completely mutilated. They had obviously been exposed to the elements for a long time. There were various insects and larva inside the purses and the purses were partially rotting away. Police took what they could out of the purses which is all the items listed above. The purses were then disposed of and the salvageable property was turned into the Chattanooga Property Division. On 05/21/2019 at 20:07 hours, Officer Roberts, Galen (61098) reported a 'field interview' at 520 Northgate Mall Dr. (which serves as the physical business address of Northgate Mall's 'Arby's Restaurant'). An anonymous caller reported observing a Caucasian male patron eating his meal while simultaneously charging a cellular phone. Nothing wrong with that, right? Well, the anonymous caller further observed a knife strapped to the male subject's backpack. The anonymous caller felt uneasy for some reason and summoned for police. Police arrived on the scene and promptly initiated contact with the subject in question (identity soon discovered to be that of Colton Princeton Bartrum). Bartrum was startled by the presence of officers and inquired as to what he had done. Police explained to Bartrum that some of the establishment's other diners felt threatened by his presence. A criminal inquiry via Info Channel revealed that Bartrum (negative local warrant status) currently possesses a warrant from out of Florida sans extradition. Bartrum opted to voluntarily vacate the restaurant's private premises in order to restore the mellifluous flow of commerce.

The car wash staff stated it would have been impossible for the scratch marks to occur on the passenger side rims because the car wash track that guides the cars through is only on the driver side. Mr. McKibben listed the contents of the wallet and that he has canceled his Suntrust debit card and his Capital One credit card. He is clear that he should get on FTC.GOV website and follow the suggestions to protect himself from identity theft.

I spoke with Sherry Stephens via telephone. She says that while at Panara Bread at the aforementioned location, an unknown party stole five credit cards from her wallet. Ms. Stephens says that she was there for a job interview and had her purse with her at all times. She says that she has no idea as to how the unknown was able to steal the cards. She says that there were other credit cards and cash in her wallet that were not touched. Ms. Stephens says that she has already spoken with a detective in Cleveland and with Det. Petty here.

Ms. Stephens is clear that she will need to file a separate report for each card that was used and understands what information that will be needed to complete those reports.

The victim said that he was travelling in his vehicle (2019 Toyota RAV4, blue in color) on I-24 EB near the Ridge Cut this morning around 8:30 am when he heard what sounded like a rock hitting the passenger side of his vehicle. He said that he never saw the object and he did not stop until he got to his destination in Ringgold, Ga a short time later. He then discovered that there was a small chip in the paint on the passenger side rear door and it was toward the bottom on the back portion of the door. He has not yet gotten an estimate but he guesses around $500 or less but he really has no idea what it will cost to fix. This report was taken by phone.

She says that her Discover card was used at Best Buy for a transaction of $1365.61and at Game Stop for a transaction of $1000.00. She says that she has since canceled the card.

I spoke with card holder Sherry Stephens by telephone. She reported theft of five(5) credit cards from her wallet while at Panara Bread at 1813 Gunbarrel Rd. The complaint number assigned to the theft is 19-049317.

She says that her Barkley Financial VISA card was used at Game Stop 5591Hwy 153 at 1502 Hours on 21May, 2019. She says the amount of the transaction is $1000.00. She says she has since canceled the card.

She reported that her Wells Fargo VISA was used at Target at 5573 Highway 153 sometime after 1500 hours for a transaction of $563.72. She says that she has since canceled the card.

On 05/23/2019 at 18:34 hours, Officer Joshua Blaine Price (76315) wrote a continuation/supplement for a MVT/Passenger Vehicle at 3506 Brainerd Rd. Police were called to the area on a suspicious vehicle that was found at the home of Tamisha McGee. Ms. McGee stated, her kids had called her while she was at work to tell her a car was parked behind their home with the keys in it. Police ran the vehicle and found that it was stolen. I contacted NCIC and had the vehicle removed from NCIC. Dispatched attempted to call the owner, No answer. Ms. McGee told Police that her brother, Marvin Toney, stays with her. She has had issues with him and thinks he could be involved with the theft. Dispatched contacted the Owner and left a message. Vehicle was towed by Allied Towing. Nothing further.

Ms. Lynn stated she has dated Mr. Powell for the last two years and every time they she talks about leaving him he states that he can not go on without her. Ms. Lynn stated she does not believe Mr. Powell is suicidal at this time, but requested officers do a check well being on Mr. Powell after 2000 hours. No further.

John states the man came onto his porch asked for more beer but John gave him water instead and the man became angry and that is when John called for police. She is currently separated from her husband, Archie Williams. She is currently looking to file for a divorce and is looking for a Attorney to help in this manor. She had stated, she is getting phone calls from Archie demanding that she has some cars that belong to their son removed from his property. He told her if this does not happen, he will send people "to teach her a lesson". Her son has four vehicles at his fathers home along with many personal items and items that belong to Ms. Williams. Ms. Williams, is afraid of Archie and was looking for options to get her and her sons belongings back without her having to return to TX. We spoke about a couple of options and she is going to speak with a attorney to look into some legal options. At this time, Ms. Williams is not looking to file Harassment charges. She is wanting to get this event on paper and know what options she has available to her. Nothing further at this time.

Mr. Hixson stated that when he arrived on this date around 0700 hrs he found that the rear windshield wiper was broken off and it appeared that someone attempted to use it as a slim jim. Entry was not made to the vehicle. There was damage to the drivers door, rear windshield wiper, passenger side window, and passenger side mirror. Mr. Hixson is not sure who caused the damage but I was able to pull several fingerprint cards from the vehicle to be submitted for possible identification. Mr. Sims believes that the unknown used an electronic device to gain entry to his vehicle. The weapon has been entered in NCIC # G104689024, by G Y Cooke.

On 05/23/2019 at 10:10 hours, Officer Roth (63831) responded to a Counterfeiting/Forgery at 631Broad St. Upon arrival I spoke to an employee of BanCorp South Bank, Rene Jobo. She stated that a individual supposedly named Yolanda Hamilton opened an account online. Soon thereafter the party deposited 3 checks; one on 4/24/19 for $750, one on 4/25/2019 for $895, and one on 4/26/2019 for $895. All checks were deposited into an ATM. The party then withdrew all funds totaling $2540. The checks were later discovered to be written on a closed account. The bank personnel attempted to make contact with the account holder but could not get her on the phone. The cameras on the ATM did not show anyone either because the camera was not functioning or because it was covered. Bank management is currently working on this solution. It is also unclear if the party who opened the account is the party who cashed the checks. There is no other suspect information at this time.

Mrs. Edmondson stated that she was notified about a vehicle matching this description in the area of Mountain Shadows looking very suspicious. Mrs. Edmondson stated her 7 year old son was on the front porch playing and the unknown w/m driver of the vehicle appeared to be watching him closely. Mrs. Edmondson stated when she opened the front door the male saw her and sped away.

I checked the area and was unable to locate the vehicle.

Moore Rd and subsequently lost his wallet and its contents.

He demanded to call Corporate and refused to move from the drivethru line until he spoke with someone. Mr. Manuel asked him to pull up so he would not be blocking the customers that were still in line, He refused. He had told Mr. Manuel, "he would catch him outside". He said that there was a white female, wearing a gray shirt, shorts, she was heavy set and had long purple-ish hair. She walked into the store towards the meat. She had a red reusable bag and placed around six racks of ribs in the bag and then walked out of the store. An employee attempted to stop her and as they got outside more employees followed. After all the employee got outside they then talked to the female and told her that she had to give the bag back and the employee's then grabbed the bag from the female's hand. She then got into a white Nissan Sentra with ) and sped off towards Hwy 153. I ran the vehicle and found that the vehicle came back to a , but was unable to confirm if this was the same female that got into the car. At this time there is no further suspect information. On 05/23/2019 at 19:31hours, Officer Hampton (78385) reported a memo at 5910 Quintus Loop. On scene, Police spoke with Mr. James McCracken. Mr. McCracken stated that some of his employees got into a verbal argument around 19:00 hours, and one of the males, Mr. Kesley Francois, threatened a female saying that he was going to get a gun and kill her. Mr. McCracken stated that around 19:10 hours, Mr. Francois told him that he was sick and needed to leave. Mr. McCracken stated that after Mr. Francois went outside, he found out about the argument. Mr. McCracken stated that about ten minutes later, Mr. Francois returned and attempted to get back into the building. Mr. McCracken stated that he did not see a gun on Mr. Francois, but he did not let him in the building. Mr. McCracken stated that Mr. Francois then left the scene. Police spoke with Ms. Jonnay Smith, who stated that Mr. Francois got angry because he felt that she and another male employee weren't doing their jobs. Ms. Smith stated that Mr. Francois began to yell at her, and calling her names. Ms. Smith stated that Mr. Francois threated to go get a gun and kill her. The other male employee, who wanted to stay anonymous, confirmed Ms. Smith's statement. Ms. Smith did not wish to press charges for Mr. Francois' threats.

On 05/23/2019 at approximately 18:50 hours, Officer Andrew Serret (79886) responded to a Vehicle Recovered Stolen Outside of Chattanooga at 930 Runyan Dr. I located the stolen White Ford F150 in the driveway of the residence at this location with the suspect Andrew Morgan in possession of the truck and its keys. The pickup was reported stolen out of Marion County by its owner Harold Lamb and has since been removed from NCIC by Marion County after I recovered it on 05/23/2019 under NIC# V911151335 at 1939hours. Car# 173 was notified and will handle any further follow up. Harold arrived on scene and retrieved his vehicle.

At the time of dispatch, I was informed that the complainant wanted to speak with police over the phone so I called her instead. Upon speaking with the complainant Chasity Lallatin and her boss Craig Porter that another employee from a temp agency named Cierra Mccluskey met her in the parking lot and stated she was going to get Chasity. At this time, Chasity states she just wants to document the behavior at this time in case that she continues this behavior a proper harassment report can be filed. Chasity and her employer were given the complaint number.

On 05/23/2019 at 21:45 hours, Officer Luke Simon 971responded to a vehicle fire at 1944 Northpoint Blvd. Upon arrival officers located a motorcycle which was being tended to by the fire department. Prior to police arrival officers were informed a witness whom was not on scene upon our arrival saw the male party run toward Home Depot. Other witnesses reported seeing no parties on scene. Officers attempted to locate the unknown rider of the motorcycle inside Home Depot, but were unsuccessful. It is unknown at this time whether there is video footage from Home Depot's surveilance cameras. On scene officers were able to locate a phone which may belong to the unknown rider. The phone was taken to property where it will be kept under property #19-2396. On scene officers investigated the motorcycle which was displaying a Tennessee Registration plate of which came back to a Honda. The motorcycle on scene however was a BMW. On scene officers were unable to initially locate a VIN # as the VIN was covered over with what appeared to be bondo. Officers were able to remove the bondo however and come up with a possible VIN # of WB104090XT8381802. The VIN # was ran through dispatch however, nothing came back under this number. The motorcycle was towed by Thomas Towing to 5405 Dayton Blvd. Investigator Rogers was contacted on scene and will follow up on this report. Nothing further at this time.

On 05/23/2019 at 22:15 hours, Officer Kristen Thomas (80763) responded to a Theft from Motor Vehicle at 2000 Hamilton Place Blvd. Upon arrival, police met with Mr. Varlack and Ms. Barrett, who stated that their vehicle had been broken in to while they were in the movie theater. Mr. Varlack stated that they entered the movie theater at approximately 1815 hours, and exited at approximately 2145 hours to a broken window on their vehicle on the passengers side. Mr. Varlack stated that the doors to the vehicle were locked, but with breaking out the window, the suspect was able to retrieve Ms. Bartlett's purse which contained a wallet, various credit cards and $100 in cash. The suspect also took Mr. Varlack's Amazon tablet. Ms. Bartlett was instructed to call each credit card company and cancel her cards and Mr. Varlack was instructed to follow up with his insurance company to assess the window. Nothing further to report at this time.

Mr. Ingram stated he was setting about 100 yards away when he seen the female pull out a pistol from between her legs and place it into the back of her pants. Mr. Ingram stated he could not see if she placed the pistol into a hoister because he was to far away. Mr. Ingram stated the female did not have a helmet and he was worried that someone would get hurt. Police searched the area and bolo'ed the vehicle. No further.

On 05/24/2019 at 05:50 hours, Officer Sanchez (73514) responded to a Theft from Motor Vehicle at 3725 Saluda St. Upon arrival I spoke with the victim, Calvin Cross ), who explained that sometime during the night someone had opened his car door and took a bag of 400 from the middle compartment of the vehicle. Calvin further explained that he had accidentally left his car doors unlocked, and that is how the suspects gained entry. Police located the homeless encampment, but it wasn't occupied by any person. I left a business card with a note asking the residents to vacate the property per the request of the landowner and informed Mr. Harris to call back when he notices the camp occupied.

On 05/24/2019 at approximately 13:31hours, Officer Andrew Serret (79886) attempted to make contact with a stolen vehicle at E 37th St / 3rd Ave. While driving south on 3rd Ave I observed a white Infiniti TN matching the description of a vehicle reported to me from Jason Crouch under complaint# 19-041672 that he had been having trouble getting his White Infiniti back from a party. I then made contact with Jason and he stated he has for several weeks attempted to get this vehicle back but has not been able to do so. Jason stated he wanted to report the vehicle as stolen at this time and upon my attempt approach the vehicle, it had taken flight from the intersection of 37th St/3rd Ave. At this time I notified Car#173 and was informed to enter vehicle as stolen. At 13:47 hours on 05/24/2019 under NIC# V141179630 the vehicle was entered into NCIC as stolen. The vehicle was last seen at the McDonalds on Rossville Blvd but has since not been located.

Upon arrival, I spoke with Jence Maes who informed me he was traveling on I 75 when a Ford F-150 cut him off. Ms. Maes stated he then flipped the driver of the Ford a bird and the driver then pulled out a very large knife and displayed it to Ms. Maes. The parties then went there separate ways and Mr. Maes pulled over at 6007 Shallowford Road to report the incident.

On 05/24/2019 at 20:21hours, Officer Luke Simon 971initiated contact with 2 motorcycles and their riders at 100 River St. While on patrol officers observed a motorcycle operating on the roadway without registration displayed on the rear of the motorcycle. The rider later identified as Jordan McGrath was operating an orange, red and black Honda CBR "Repsol" edition. Mr McGrath was wearing a black jacket, black gloves and a black helmet with red and gray lines covering the exterior of the helmet. Officers observed Mr McGrath come to a stop and back his motorcycle into an area where there was a no parking sign posted. Officers also observed another motorcycle which was already parked. Officers identified the other rider as Thomas Miller. Mr Miller was operating a Honda CBS which was originally red but had been repainted black. Mr Miller's riding apparel consisted of a blue helme with the Captain America and Avengers emblem on the front and back. Mr Miller was also wearing black gloves. Mr Miller had just purchased the motorcycle and was driving it back home. Mr Miller stated he stopped for a break and he was able to provide proof of a title at the time of the interaction. Mr McGrath stated he was test driving his motorcycle after having done some work to it. Both parties were given warnings to get registration for their bikes. Both parties were extremely cooperative. Nothing further at this time.

When I arrived, I spoke with Jeffrey Heiser who stated that a former contracted employee a Charles Mackey randomly show up at this location intoxicated this evening. Mr. Heiser stated that they had to left Mr. Mackey go a couple months back because of poor attendence. Mr. Heiser stated that he had to escort Mr. Mackey out of the building which Mr. Mackey went willingly. Mr. Heiser just wanted to document the incident in case anything further were to happen.

On 05/25/2019 at 01:57 hours, Officer W. Curvin (61435) responded to a Damaged Property Accidental at 500 Manufacturers Rd. Matthew Burd was delivering a petrolium tanker to JIT Chemical Corp. While on the business lot his personally owned Peterbuilt tractors wheels caught on fire. The fire burned the outside of the tank a little bit but did not breach it. Matthew unhooked the trailer and pulled the truck away from the tanks before getting out and going to safety. The truck was put out by the Chattanooga fire dept. Matthew valued the damage to the truck to be between $5,000 and $10,000 dollars.

He stated that he parked his vehicle, a 1957 Buick Special 2 door sedan white in color, in the 100 block of W. MLK Blvd because he was staying at the Read House overnight. He stated he parked the vehicle around 1900 hours on 5/24/2019. When he went to retrieve his vehicle it was gone. He stated that the vehicle is started by a push button and does not have a key. The vehicle is fully restored and is worth approximately $13000. There is no suspect information at this time. The vehicle was entered into NCIC using NIC #V971190186 and bolo'ed citywide.

Mr. Washington stated his Colt Mustang .380 was taken from the vehicle along with approximately $200 in loose change. The firearm was entered into NCIC under NIC# G214701598.

On 05/25/2019 at 10:40 hours, Officer K.Downs (68391) reported a memo at 2701Vermont Ave.

I spoke with the complainant, Joseph Griffin, who stated that he was pulling into Notre Dame parking lot and had to reverse to keep from going down a one way street. Griffin stated that as he started reversing the vehicle behind him started honking her horn. Griffin did not feel that he hit her vehicle nor did he have any damage to his car.

I looked at the other vehicle, belonging to Alison Moser, and saw an area with a scuff mark on her front fender. I was able to wipe the scuff mark away. The scuff mark was on Moser's drivers side fender.

I was unable to determine if there was any damage to either vehicle.

Both parties wanted a miscellaneous report documenting what happened.

I then made contact with Tia Cruz, owner of Airport Auto Brokers, who informed me Mr. Bailey's vehicle was in fact repossessed for nonpayment and she has his belongings already gathered for him. The vehicle was not on scene for Mr. Bailey to check, but Ms. Cruz ensured me everything was out of it. Mr. Bailey took over possession of his belongings and left the scene.

On 05/25/2019 at 12:53 hours, Officer Moser (60250) responded to a Other Theft/Non-Specific at 6901Lee Hwy. I spoke to the victim, Paul Grant who stated he was at the Save A Lot grocery store and paid for his groceries. Mr. Grant stated he went outside to the bus stop and realized that he did not have his wallet on him so he went back inside and was unable to locate his wallet.

I was able to review the security camera video from the business and found that after paying for his groceries, Mr. Grant laid his wallet in the shopping cart and then pushed the cart outside and put it by the other shopping carts and walked away.

The video does not show anyone getting the cart from outside with Mr. Grant's wallet.

Mr. Grant stated his TNID ), SS card, $100 cash and (3) debit cards were in the wallet and he needed to file a report to he can replace these items.

On 05/25/2019 at 14:22 hours, Officer Coleman (79519) responded to a Counterfeiting/Forgery at 2727 Rossville Blvd. Police made contact with complainant Triton Hayes who is a clerk at the Mapco gas station. Mr. Hayes stated that a black male attempted to purchase $20 in gas and some candy bars with a fake $100 bill. Mr. Hayes stated that he realized that the bill was fake and refused to use the counterfeit money. The suspect then paid for his purchase with real money and left. Mr. Hayes turned the counterfeit bill over to the police. Police turned the bill into property. Nothing further to report.

Ms. Evans specifically stated Ms. Torrey said she wanted to beat her up in one of the text messages. Ms. Evans admitted to engaging Ms. Torrey by responding to the messages sent to her by Ms. Torrey. Furthermore, Ms. Evans stated she only wanted to report the incident at this time.

On 05/25/2019 at 14:20 hours, Officer Michael S Smith (60674) responded to a Damaged Property Accidental at 520 Northgate Mall Dr. I observed smoke coming from the rear of Arby's and found that the bushes and mulch were on fire. I used my fire extinguisher to put the fire out. CFD responded and put water on it to make sure the fire was out. There was a small amount of damage done to a gutter down spout and a small charred spot on the building. The bushes and mulch were also burned. It is believed that this was caused by an irresponsible drive-thru customer that threw out a cigarette. Nothing further to report.

Upon arrival, I spoke to the complainant Pamella and her father the passenger Frank. Both parties stated while at a gas station on Mountain Creek Rd they departed, but not before being followed by a white male in a Red Honda Accord. The male followed them and while on signal mountain rd informed them they had struck his vehicle in the gas station. The male eventually quit this endeavor but Pamella was concerned and this report is to document police interaction with the incident. I observed no damaged whatsoever to Pamella's van, that would indicate she had come into contact with a red vehicle or any vehicle for that matter on this date. Pamella and her father left the scene without incident.

The NIC number for the stolen vehicle is V861170061. After verifying the stolen status of the vehicle through Chattanooga Dispatch, a tow truck was called and the vehicle was recovered. I then observed the party walking away with the gas cans head south on Hickory Valley Rd. It is unknown at this time who the suspect is at this time.

Mrs. Curtis provided me copies of these checks which will be submitted to property for evidence. Mrs. Curtis stated that the amount of money taken is $15750. Mrs. Curtis stated that with the deposits being made via a mobile app it is unclear where the deposit happened or who owns the accounts. At this point there is no actionable suspect information. Mrs. Curtis stated that she believes the fake checks came after their company mailed a check to a business in Alabama.
