MAIDIQUE CAMPUS FACILITY PROGRAM COMMITTEE This building program represents the University’s requirements for the development of the Project in as specific and complete a form as is presently available. It is a comprehensive effort of the members of the Building Program Committee who have each contributed, by drawing from their expertise and respective responsibilities, the essential information required by the architects and engineers to conceptualize and develop the project. This committee will monitor the development of the design and assist the design Architects/Engineers by refining details and clarifying any ambiguities herein in a manner consistent with this program. Coordination of the program requirements (compatibility, standards, finishes, utility connections, equipment, etc.) and scheduling throughout the duration of the project will be maintained by the University’s office of Facilities Management, Planning, and Construction sections. INTRODUCTION General Project Description The building will be located on the Modesto A. Maidique campus to facilitate and enhance ongoing and future collaborations between the College of Engineering and Computing and the health sciences colleges of medicine, nursing, and public health. Many of the most significant breakthroughs in health sciences will increasingly be at the interface between these disciplines and engineering and computer science. The project budget includes costs of upgrading and extending existing central campus infrastructure to the project site. Private donation funding will comprise $45 million of $150 million total project cost, 30% of the total budget. This project will facilitate many ongoing and future collaborations between the College of Engineering and Computing and the health sciences in our colleges of medicine, nursing and health sciences, and public health. In anticipation of the growth expected through the FIU 2020 Strategic Plan, the Department of Defense engineering needs projection for the next decade, and the President’s Jobs and Competitiveness Council call for 10,000 additional engineers, FIU will commit E&G funding for over 100 new engineering and computer science faculty. The proposed engineering building will provide laboratory and classroom facilities for these new students and faculty. Through this new facility, faculty and students, FIU will graduate an additional 350 engineers and computer scientists annually, increase its externally funded research expenditures by $30 million annually, create 550 new jobs in the community, submit an additional 27 patent applications annually, and create one FIU intellectual- property-based company every other year by 2025. The Legislature approved $10,000,000 for this project in 2017-18 and $20,641,537 in 2018-2019 which funded planning and partially funded construction for this important and critically needed facility. The 2020-2021 Budget Request includes the balance of funding needed for Phase I construction and equipment and partially funds Phase II for planning and construction. Project Delivery: The project is proposed to be delivered using the Construction Management - At Risk Method. Refer to Florida Board of Governors Regulation 14.0055 (2) (a), (b) and (e) below for project delivery justification: (a) Whether the size of the project is sufficiently large and/or complex to require major emphasis on the qualification of the contractor to have specific expertise in performing highly specialized cost estimating, value engineering, and scheduling during the design process with continuity of construction management through both the design and construction phases; (b) Whether the initial construction funding is appropriated and construction is begun with the expectation of substantial appropriations in subsequent years, thereby making it advantageous to retain a single contractor for the duration of the project; (e) Whether the timely completion of the project is critical to the university’s ability to repay debt service or to meet grant obligations. The design team selected for this commission will be responsible for the development of the design and development of contract documents, bidding and construction administration services. INTRODUCTION (Continued) Sustainability: In recognition of the University's commitment to sustainability practices and the inherent complexity of this building type, this project will be designed and built with the goal of meeting the USGBC's LEED "Silver" certification rating level at a minimum. The Project shall comply with Florida Statutes 255.251 Energy Conservation and Sustainable Buildings Act including 255.252 (3) and (4). The Project shall comply with Florida Statute 255.2575 Energy-efficient and sustainable buildings requirements that all state university buildings be constructed to comply with a sustainable building rating system or a national model green building code. The building must incorporate proven measures to reduce or eliminate bird strikes on exterior glass areas in accordance with FIU adopted policies. Future Phases

The only exceptions to this policy are as follows: Law enforcement officers in the official capacity of their duties; University law enforcement personnel; and Faculty in the performance of instructional or research responsibilities and only with written approval from the University Provost and notification to FIU’s Chief of Police. REASON FOR POLICY To establish a policy that prohibits the possession, storage, use or manufacturing of dangerous articles on any university campus which poses a threat to the safety of persons or property.

    FIU BOT Approved April 21, 2021 and June 16, 2021 EDUCATIONAL PLANT SURVEY OVERVIEW In Florida, all public school districts, colleges and state universities are required to conduct an Educational Plant Survey (EPS) at least once every 5 years using “uniform data sources and criteria”(Section 1013.31, Florida Statutes). An EPS is a systematic and comprehensive study of each institution’s sites, buildings, and the site improvements required to operate the facilities. This includes a review of both the 1) existing educational and ancillary facilities and 2) anticipated future needs for repair, expansion and/or demolition. The EPS is a safeguard mechanism to ensure that PECO dollars, and the assets constructed with PECO dollars are being directed appropriately towards needed educational buildings. The EPS is undertaken collaboratively by the EPS Survey Team, which consists of staff of the university being surveyed; Board of Governors’ staff; and staff from other universities. The final EPS Report must be approved by both the local Board of Trustees as well as the Board of Governors. The EPS is one of 3 long-range planning documents – the EPS, the Campus Master Plan and the 5 Year Capital Improvement Plan.
