A Model of Tourism Management of “Kang Sai-ngam” to Reinforce Community of Ban Sai-ngam Num-mun Sub- district, Tha-pla District,

Ratchanee Petchang Faculty of Science and Technology, Uttaradit Rajabhat University, Muang District, Uttaradit Province, Thailand 53000 Email: [email protected]

Abstract This research aimed to study: 1) the geography, society, culture and natural resource context and the potential for tourism management of Kang Sai-ngam 2) the study of a tourism management model of “Kang Sai-ngam” to reinforce community of Ban Sai-ngam. The fieldwork data was collected by questionnaires and interviews with community leaders, group tour leaders, group tour members and advisors, local scholars, and local citizens. We used the techniques by SWOT analysis, future search conference, assign tourism problems, threats and solved the problems. A model of tourism management and the problem solving was assigned by the community and evaluated by the tourist. Two types of data analysis were employed: content analysis for qualitative data and descriptive statistics for quantitative data. The research showed that Ban Sai-ngam was outstanding, the people are hospitable, and its natural resources, particularly Kang Sai-ngam with Namlee stream running past the village, were beautiful. It had been very attractive to tourists, but the 2006 disastrous flood and mudslide completely destroyed the impressive scenery of Kang Sai-ngam. As a result, it was no longer a major tourist attraction of Uttaradit. However, the community wanted to develop it to be a tourist attraction again. The area had the potential to be developed with on going support from local organizations, public and private sectors, but the tourism management was hindered by the need of effective tourism management. A model of tourism management is homestay tourism focusing on local wisdom, cultural and environmental study. The SWOT analysis showed that to empower Ban Saingam, the community should 1) increase the potential of the community tourism management: homestay, cultural and environmental tourism; 2) seek the cooperation from government and non- government organizations including the community itself for increasing the potential of tourist attractions such as learning sites for drying galangal (Alpinia siamensis K. Schum), making paper from galanga stems, making brooms from wild plants, organic agriculture and banana leaf spa, Thai herbal compress massage, reforestation and planning a two-day homestay tour. The assessment of satisfactions of probationary homestay tour project showed that the tourists felt satisfied with the tourism management, giving the highest rank to hospitality, friendship, beauty. Lower ranks were given to accommodations and services, convenience, infrastructures and public utilities. The suggestions from the last project were about community cooperation, typical community products, development of landscape, information signs, road signs, community history, local traditions, developing of learning sites and preparation of tour guides. Suggestions remain the same that government should improve infrastructures and public utilities, especially communication systems, and build a better tourism network among the community.
