1 Catherine Manhardt BA: International Studies Honors Capstone: General University Honors Spring 2011 Advisor: Patrick Thaddeus Jackson Powerful Beliefs: the role religion in constructing political legitimacy in Morocco Introduction: Enter any store, step into any cafe, or turn on any state-sponsored television channel in Morocco and chances are one will be greeted by the visage of Morocco's young monarch, King Muhammed VI. In some of these photos, the King will cut a dapper figure in an impeccably tailored western suit and clean-shaven face. In others, he will be sporting a serious five o'clock shadow and dressed in a traditional white djellaba, yellow slippers, and a red fez. Superficial as it may seem, in this case the clothes really do say a great deal about the man, and on a more fundamental level, the nature Morocco's political system. "The King, "Amir Al-Muminin"(Commander of the Faithful), shall be the Supreme Representative of the Nation and the Symbol of the unity thereof. He shall be the guarantor of the perpetuation and the continuity of the State 1." These two sentences mark the beginning of Article 19 in Morocco's 1996 Constitution and serve as the introduction to sixteen articles outlining the place of the monarchy in Morocco's political system. This important article, with its dual declaration of the monarch as both King and Commander of the Faithful, makes the clear point that legitimacy in the Moroccan context contains both religious and political dimensions even in this 21st century. This paper seeks to explore the deep link between religious and political legitimacy within the Moroccan monarchy. -

HOFFMAN Northwestern University As the French conquered Muslim lands in their nineteenth- and early-twentieth-century quest for empire, they encountered multiple and some- times mixed judicial systems among the native populations. Resolution on Western Sahara
RESOLUTION ON WESTERN SAHARA ADOPTED BY THE COUNCIL OF MEMBERS/ EXTRAORDINARY GENERAL ASSEMBLY BRAGA, PORTUGAL, 17-20 NOVEMBER 2011 1 COMEM 0995-11-FINAL The Arab Spring was sparked one year ago in Western Sahara when the Moroccan security forces used violence to dismantle the protest camp Gdeim Izik that has been set up against the ongoing discrimination, poverty and human rights abuses against Western Saharan citizens. The Western Saharan region had been a Spanish colony since 1958. On 14 November 1975, Morocco, Mauritania and Spain signed the “Tripartite Agreement” according to which Spain transferred the administration of Western Sahara to the other two countries. The “Green March” in 1975 meant the invasion of Western Sahara by Morocco, an occupation that has lasted until today. Part of the Western Saharan population remained at the occupied territories, and others had to abandon their country and subsist in refugee camps in the Algerian dessert. Since then there have been several relevant United Nations Security Council Resolutions concerning the Western Saharan situation. Through the unanimous adoption of resolution 1495 in 2003, the Council expressed its continued strong support for the efforts of the Secretary-General and his Personal Envoy, for their Peace Plan for self-determination of the people of Western Sahara as an “optimum political solution” on the basis of agreement between the two parties. The European Parliament counts on several Resolutions asking Member States to work on the protection of the Saharawi population, and respect for their fundamental rights, including freedom of expression and freedom of movement. The EP has also expressed its support for a just and lasting solution to the conflict in Western Sahara, based on the rule of law and international law. -

Omar Madame Chair, Distinguished Representatives and Delegates of Member States, Ladies and Gentlemen, It is a pleasure to address the Committee for the second time here in Grenada on behalf of the Frente POLISARIO, the legitimate and UN-recognised representative of the people of the Non-Self- Governing Territory of Western Sahara, which has been on the agenda of this Committee since 1963. The theme of the seminar dealing with the Implementation of the Third I ternational Decade for the Eradication of Colo ialism: accelerating decolonization through renewed commitment and pragmatic measures is relevant to the question of Western Sahara. It is my intention therefore to share with you the views of the Frente POLISARIO on the current situation and the way forward in the decolonisation process of the Territory. The question of Weste Sahara as a Non-Self-Governing Territory is a straightforward and clear- cut issue of decolonisation in accordance with the resolutions of the General Assembly, which is the principal organ of the U with the responsibility regarding matters of decolonisation. -

Résumé : On considère, généralement, que le territoire des Jbala, au nord-ouest du Maroc, est limité, au sud, par le bassin de l’Oued Ouergha moyen, au nord, par le détroit de Gibraltar et, au nord-est, par le Rif et l’Oriental. Le parler des Jbala, de type préhilalien, se limiterait donc à cet espace géographique. Or, comme l’avaient déjà pressenti et indiqué des sémitisants de l’ère coloniale et comme l’ont confirmé des travaux récents, des parlers présentant des caractéristiques similaires aux parlers des Jbala sont attestés au sud-est et au sud-ouest de cette aire géographique. Cet article fait la synthèse de ces travaux et analyse des données recueillies récemment qui montrent la parenté entre le parler des Jbala et des parlers appartenant à des zones situées en dehors de ce territoire et qui en constituent, probablement, l’extension. Mots-clés : Dialectologie, Préhilalien, Jbala, Maroc, Géographie linguistique, Variation, Variante, Arabe, Substrat Abstract: It is generally considered that the territory of Jbala, in the north-west of Morocco, is bounded on the south by the Oued Ouergha Basin, on the north by the Strait of Gibraltar and on the north-east by the Rif and the Oriental region. The dialect of Jbala, pertaining to the prehilalian type, would be limited to this geographical region. However, as it has been suggested and indicated by some colonial times Semitists and confirmed by recent work, some dialects showing similar features to Jbala dialects are attested in the southeast and southwest of this geographical area. -

HAMELIN Ph.D. 2016 i SOCIAL MARKETING AND THE CORRUPTION CONUNDRUM IN MOROCCO: AN EXPLORATORY ANALYSIS NICOLAS HAMELIN A thesis submitted in partial fulfilment of the requirements of the University of East London for the degree of Doctor of Philosophy February, 2016 ii Abstract The modern world is characterised by socio-economic disruptions, civil unrests, and weakening of many societal institutions, amongst many other challenges to our social fabric. Therefore, scholars are increasingly scouring a wide variety of conceptual prisms to seek explanations and possible solutions to those problems contemporaneously manifesting themselves. The pervading force of corruption, across the globe, remains a major concern among nations, multilateral agencies, such as Transparency International, and more profoundly in major business and public policy discourses. For many developing countries, especially those with weak institutions, high levels of corruption are causatively associated with high levels of poverty, poor economic performance and under-development. Against this background, using the Kingdom of Morocco as a contextual base, this thesis explores the growing incidence of corruption, which has stunted the nation’s positive development, as well as its triggers, antecedents and consequences. Whilst the literature is replete with treatments of corruption across time and space, such treatments have focused on social and macroeconomic underpinnings but largely lack rigorous marketing-framed explorations. Following on from this lacuna, this thesis situates the treatment of corruption in Morocco within the conceptual frame of social marketing — a demonstrably robust platform for analysing societal issues and, indeed, a validated behavioural intervention model. -

Fernandez-Morera: Some Overlooked Realities of Jewish Life under Islamic Rule in Me Comparative Civilizations Review 21 Some Overlooked Realities of Jewish Life under Islamic Rule in Medieval Spain Dario Fernandez-Morera [email protected] It is widely accepted that under Islam the Jewish community of Spain briefly enjoyed a “Golden Age.” However, it is far less widely understood that Muslim, Christian, and Jewish legal and historical sources indicate that favorable treatment violated medieval Islamic law and also that even under the best circumstances, Jews remained subject to the vicissitudes of their condition as dhimmis (“protected” non-Muslims). If there was brief good treatment, it was because of tactical needs of particular Muslim rulers, not legal considerations. Marginalized groups who side with a successful invader normally see their status rise with a change in the political fortunes.1 The Jewish community of Spain was no exception. -

The Berber Identity: A Double Helix of Islam and War By Alvin Okoreeh Mezquita de Córdoba, Interior. Muslim Spain is characterized by a myriad of sophisticated and complex dynamics that invariably draw from a foundation rooted in an ethnically diverse populace made up of Arabs, Berbers, muwalladun, Mozarebs, Jews, and Christians. According to most scholars, the overriding theme for this period in the Iberian Peninsula is an unprecedented level of tolerance. The actual level of tolerance experienced by its inhabitants is debatable and relative to time, however, commensurate with the idea of tolerance is the premise that each of the aforementioned groups was able to leave a distinct mark on the era of Muslim dominance in Spain. The Arabs, with longstanding ties to supremacy in Damascus and Baghdad exercised authority as the conqueror and imbued al-Andalus with culture and learning until the fall of the caliphate in 1031. The Berbers were at times allies with the Arabs and Christians, were often enemies with everyone on the Iberian Peninsula, and in the times of the taifas, Almoravid and Almohad dynasties, were the rulers of al-Andalus. The muwalladun, subjugated by Arab perceptions of a dubious conversion to Islam, were mired in compulsory ineptitude under the pretense that their conversion to Islam would yield a more prosperous life. The Mozarebs and Jews, referred to as “people of the book,” experienced a wide spectrum of societal conditions ranging from prosperity to withering persecution. This paper will argue that the Berbers, by virtue of cultural assimilation and an identity forged by militant aggressiveness and religious zealotry, were the most influential ethno-religious group in Muslim Spain from the time of the initial Muslim conquest of Spain by Berber-led Umayyad forces to the last vestige of Muslim dominance in Spain during the time of the Almohads. -

Morocco: Current Issues Alexis Arieff Analyst in African Affairs June 30, 2011 Congressional Research Service 7-5700 www.crs.gov RS21579 CRS Report for Congress Prepared for Members and Committees of Congress Morocco: Current Issues Summary The United States government views Morocco as an important ally against terrorism and a free trade partner. Congress appropriates foreign assistance funding for Morocco for counterterrorism and socioeconomic development, including funding in support of a five-year, $697.5 million Millennium Challenge Corporation (MCC) aid program agreed to in 2007. Congress also reviews and authorizes Moroccan purchases of U.S. defense articles. King Mohammed VI retains supreme political power in Morocco, but has taken some liberalizing steps with uncertain effects. On June 17, the king announced he would submit a new draft constitution to a public referendum on July 1. The proposed constitution, which was drafted by a commission appointed by the king in March, aims to grant greater independence to the prime minister, the legislature, and the judiciary. Nevertheless, under the proposed constitution the king would retain significant executive powers, such as the ability to fire ministers and dissolve the parliament, and he would remain commander-in-chief of the armed forces. U.S. officials have expressed strong support for King Mohammed VI’s reform efforts and for the monarchy. Protests, which have been largely peaceful, have continued, however, with some activists criticizing the king’s control over the reform process and calling for more radical changes to the political system. Authorities have tolerated many of the protests, but in some cases security forces have used violence to disperse demonstrators and have beaten prominent activists.
