EXECUTIVE SUMMARY

I. Introduction to the Proposed Project

This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Mixed Development On Lots 482, 484, 640, 688, 1423, 1424, 1000, 1020 & 1021, 1023, 1024, 1427, 1430, 1433 & 1876, 1434, 1436, 1437, 1439, 1440, 4157, 35227, 15361, 15360, 15359 and 15358, Mukim Rawang, Lot 488, 489, 497 and 498, Pekan , Daerah Gombak, Selangor Darul Ehsan. The total Project area is 1,549.45 acres (627.04 ha). The Project Site is fragmented and has two distinct area. The proposed Project is to be developed by Sime Darby Landscaping Sdn. Bhd. The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran (MPS).

A Site Suitability Assessment (Penilaian Awalan Tapak) has been submitted to the Department of Environment (DOE) Selangor on 8th May 2015. The department has no objection to the proposed development via its letter dated 20th May 2015 [(B)B 91/110/621/077 Jilid 185(2)]. In response to one of the condition stated in PAT, the land conversion of the site will be done upon approval of KM submission and under the surrender and realienation process. The condition also states that the Project Developer should submit an EIA, hence the preparation and submission of this report to DOE Selangor.

Generally, the Project site is situated within Mukim Rawang and Pekan Kuang. It is also crossed by three main expressways which are Corridor Expressway (GCE-E35 – Rawang Expressway), North-South Expressway (E1) and LATAR Expressway E25 (KL- Expressway). The Project Site is geographically located at latitude of 3°17’49.41”N to 3°15’2.58”N and a longitude of 101°31’47.09”E to 101°34’24.90”E. General location of project site is shown in Figure A.

In terms of accessibility, the Northern and Southern portion of proposed Project Site is accessible via State Road B25 (Jalan Ciku) between Kuang and Rawang Town. It is located between Rawang and Kuang Town, where both towns provide train stops for the KTM Komuter Service. For the Western portion of proposed Project Site, the accessibility is currently via State Road B29 and internal road within Kg. Sg. Serai which is readily available and paved.

The Project Site is an oil palm plantation covers the major portion of the Project Site which is mostly can be found in the middle and southern portion of the Project Site. The oil palm trees observed at the Project Site range from immature to old planting, which are ranged between 2 - >25years. There is a small block of land in the northern portion of Project Site near Rawang Integrated Industrial Park is still dominated by rubber, secondary forest trees, and shrubs. Besides that, there are a few existing structures within the site which consists of workers quarters, temple, few houses and part of illegal factory encroaching to the Project area. The current site condition of the Project Site is as shown in Figure B.

The proposed Project Site is mainly surrounded by residential settlements, industrial, secondary vegetation and road network. The landuse adjacent to the Project Site are as below:

 Northern : Taman Pelangi, Taman Pinggir Pelangi, KRI Industrial Park, Rawang Integrated Industrial area and secondary vegetation.  Eastern : Bukit Lagong Forest Reserve, KTM Railway track, LATAR Highway and Ar- Raudhah Biotech Farm;  Southern : Kg. Bunga Raya, Kg. Batu Dua Puluh, Kg. Setia Kuang and Kuang Town  Western : Kg. Sungai Serai and Guthrie Corridor Expressway.  Southwestern : Kg. Melayu Sri and Taman Rahmat Jaya

The proposed Project is a mixed development which falls under item 14(c )(i), 17 and 18 under the First Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 2015 made under Section 34A of the Environmental Quality Act (Amendment) 2012.

Based on “Rancangan Tempatan Majlis Perbandaran Selayang 2020”, the proposed project site falls within Blok Perancangan as below: • BP 3 : Rawang -Lagong Mas under Blok Perancangan Kecil (BPK 3.5: Bandar Baru Rawang) • BP 4: Kota Elmina - Kuang under the Blok Perancangan Kecil (BPK 4.1: Pembangunan Baharu, BPK 4.3: Kg. Cempedak and BPK4.4: Kg. Sri Kundang) • BP 6: -Country Homes Rawang under Blok Perancangan Kecil (BPK 6.1: Kg. Sungai Serai)

The Project has earmarked for residential development on the northern part of the proposed site, however based on Blok Perancangan Kecil BPK3: Bandar Baru Rawang, the area has been gazetted as industrial zoning. Similarly, the Project has also proposed to develop industrial area on the southwestern which falls within BPK4.4: Kg. Baru Sri Kundang; however the gazetted land use is for residential purposes. Therefore, both the proposed developments do not complement with the gazetted land use in the local plans.

Sime Darby Property Berhad as the developer has submitted its application for land use re-zoning. As such, Majlis Perbandaran Selayang (MPS) has notified that during the SPC meeting on 12th February 2015 and 3rd August 2015, the committee has approved the amendment on the change to the land use classes, thus complementing the Rancangan Tempatan MPS (Pengubahan 4).

II. The Existing Environment

Physical Environment a. Topography  The morphology of the Project Site shows that the Project Site is generally characterised as undulating terrains with contour ranging between 30m-80m.  The highest ground (approximately RL 157.358m) lies at the peak of the hillock in the northeastern portion of the Project Site while the lowest ground (approximately RL 21.895m) is within the valley of the tributary of Sg. Serai which is situated at the western boundary of the Project Site. b. Hydrology  From the hydrological aspect, the Project Site lies within the Sg. Selangor river catchment area which is located approximately 77 km upstream of the Sg. Selangor estuary at Kuala Selangor.  The streams which drain the northern portion of the Project Site, flows into Sg. Gong which drains into Sg. Kundang near . Whilst, the streams namely Sg. Serai and Sg. Kijing which drain the middle and southern portions of the Project Site flow into Sg. Kuang which drains into Sg. Kundang at LATAR Expressway (Kuala Lumpur- Kuala Selangor Expressway) and into Sg. Garing in the far north, then discharges into Sg. Sembah, Sg. Selangor and eventually flows into the Straits of Melaka.  There are altogether six (6) water intake points within the Sg. Selangor water catchment. Among these water intake points, Rantau Panjang water intake point at Kg. Rantau Panjang, and Sg. Selangor Phase II water intake point near Kg. Sg. Darah are located approximately between 21km and 26km downstream of the Project Site, respectively. c. Geology and Soil  The Project Site is mainly situated on Kenny Hill Formation, except the southwestern portion of the Project Site is situated on Terolak Formation.  Advanced Consulting Engineers Sdn. Bhd. has been appointed by Messer Sime Darby Landscaping Sdn. Bhd. to carry out the geological terrain mapping for the Proposed Project Site. The Geological Terrain Mapping Report has been submitted to JMGS/WP and approval has been obtained on the 6th May 2015 with the reference no. :- JMG.SWP(GS)001/12/2Jld8().

 Based on the soil investigation (SI) conducted by Pakatan Tenaga Sdn. Bhd. from 26th June 2014 to 9th September 2014 under the supervision of the geotechnical consultant, Khairi Consult Sdn. Bhd., with a total of seventy eight (78) no. exploratory boreholes were drilled within the proposed Project Site.  Generally, the site is overlain by an overburden of residual soil of predominantly sandy SILT or silty SAND while sedimentary rocks of limestone and sandstone were encountered in seventeen (17) no. of the boreholes.  Based on the Reconnaissance Soil Map of Peninsular (Pindaan 2002), published by the Ministry of Agriculture, Malaysia, the Project Site is situated on sedentary soils namely the Serdang-Bungor-Munchong Series.  The soil in the Project Site is permeable to water, thus the topsoil with no vegetation cover is easily erodable when exposed to rainfall.  According to the Hydrogeological Map of Selangor and Kuala Lumpur Federal Territory (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, the Project Site is located on high potential aquifer regime of this region. d. Landuse  Settlements & associated non-agricultural areas are the prevalent landuse with a total area of 22,888.73 acres or 50.00% of the impact area. These urbanized areas are usually in the form of townships and settlements/ villages areas in the vicinity to the Project Site which occupies approximately 16,031.26 acres or 35.0% of the total impact area.

 Recreational areas (i.e., Tasik Puteri Golf & Country Club) cover 1.5% of the impact area. Apart from the settlement and recreational areas, about 7.1% of the impact area is covered by road/highway (i.e. Guthrie Corridor Expressway, Jalan Ciku, Jalan Kg Baru Sri Kundang), railway/track covers 0.5% impact area. Tin mine & ex-quarry covers about 3% of the impact area.  Agricultural land areas are the second predominant landuse of the impact area with a total area of 10,039.33 acres (21.90% of the impact area). The main cultivated crops in the vicinity of the Project Site are oil palm and rubber which cover approximately 3,857.43 acres (8.4%) and 2,343.12 acres (5.1%) of the impact area.  The mixed horticulture and vegetables can be found within the settlement / villages make up of 1,848.32 acres (4%) and 345.82 acres (0.8%) respectively in the impact area.  Landuse components classified under Forested land i.e., scrubs covers of approximately 1,747.27 acres (3.8% of the total impact area). Forest (i.e., Bukit Lagong Forest Reserve) occupies a total area of 6,940.09 acres (15.2% of the total impact area). Meanwhile, secondary forest covers approximately 1,248.31 acres (2.7% of the total impact area).  Other landuse that can be found is the newly cleared land (4.3%), river of approximately 1.0% and lake/pond (1.1%) of the impact area.  Immediate receptors to the Proposed Project will be as follow: i. North : Taman Pelangi – 40m ii. South : Kg. Bunga Raya, Taman Perumahan Kuang and settlement area at Kg. Bunga Raya – 20m, 28m and 10m iii. Southwest: Kg. Melayu Sri Kundang and Taman Rahmat Jaya -15m and 145m iv. West : Kg. Sg. Serai -15m (Note: The distance is from the existing building to the boundary of the project area)

Water Quality  The baseline water sampling session was conducted on the 24th and 25th March 2015 at twelve (12) sampling points representing two monitoring sessions i.e., morning and evening. The sampling and analysis was conducted by a DSM-accredited laboratory, i.e Spectrum Laboratories Sdn. Bhd.  The water quality is summarized in terms of Water Quality Index (WQI) as shown in Table B. Generally, the water quality within the Project Site majority were under Class II except W2 (i.e., Class I for morning session), W8 (i.e., Class III for evening session) and W9 (i.e., Class III for morning session).

 All the six (6) parameters indicated levels within the Malaysian Environmental Quality Guidelines. Therefore good air quality is indicated at the Project Site and its surrounding areas.

Sound Level  Noise levels at the designated sampling sites N1 – N8 (same location with the air quality assessment) were determined from from 7:00 a.m. to 10:00 p.m. for day-time and 10:00 p.m. to 7:00 a.m. for night-time.  The result analysis shows that existing noise level at N1, N3, N4 and N8 for both sessions and N5, N6 and N7 for night session had exceeded the permissible limits. High noise level is most probably attributed to the noise from the human activities and vehicle’s movement.

h. Vibration Level

 The vibration level monitoring study was conducted on two (2) selected site i.e., V1 (Kg. Sg. Serai) and V2 (settlement area at Kg. Bunga Raya i.e., southern region of the Project area) for 8-hour period on the 26th March 2015.  The result analysis shows that existing vibration level at V1 and V2 were within the permissible limits. i. Biological Environment  The existing biological environment of the Project Site is limited to the flora and fauna composition of an agricultural estate area of Peninsular Malaysia. As the Project Site is an oil palm estate (Bukit Lagong & Lagong Mas Estate), thus it is not located within an Environmental Sensitive Areas (ESA).  The flora composition of the entire Project Site was divided into two (2) types of flora which is commercial crop (oil palm, Elaeis guineensis) and secondary forest vegetation. There is no primary forest within the Project Site. There is a small block of land in the northern and northeastern portion of Project Site near Rawang Integrated Industrial Park is still dominated by rubber, secondary forest trees, and shrubs.  Besides the crops, these plantation areas also covered with common undergrowth i.e., grasses, weeds and common epiphytes. Along the road sides within the oil palm plantations, weeds and grasses are abundant.  Open area is mainly encountered in the eastern and western portion of the Project Site (Bukit Lagong Estate) where it has been replanted with immature oil palm (1-3 years) along Jalan Ciku. Density of vegetation in this part is low compare with the oil palm and secondary shrubs vegetated areas.  From the observation carried out the plantation and secondary forested areas mainly presence with trees, shrubs and bushes which can be classified as unthreatened species and there was no endangered species were found in and around the Project Site.  Findings of the general observation show that fauna habitats within the Project Site have been disturbed by the previous deforestation activities, on-going agriculture (i.e., plantations) activities. The survey shows variety of bird species, small mammals, reptiles such as lizards and snakes are quite common at the Project Site. Traces of medium size mammals (i.e., wild boar, primate etc.) are recorded and seen by site/estate workers at the neighbouring vegetated area of the Project Site.

Socio-economic Environment  Based on the Population and Housing Census of Malaysia 2010, the total number of population in Mukim Rawang was 199,095 people.  The Project proponent has appointed a social based consultant firm i.e. ANZ Planners Sdn. Bhd., to assess the current situation on site especially on the social-economics entities. The consultant has prepared a Social Impact Assessment for submission to Majlis Perbandaran Selayang.  The consultant in its finding has reported that in terms of structures; at present there are three (3) Hindu temples, three (3) family shrine (private) and one (1) Hindu cemetery.  It also reported that human settlements observed within the Project site consists of twenty (20) households equivalent to twenty (20) structures.  Most of the population are plantation workers i.e. approximately forty-five (45) workers. The plantation company has agreed to engage these workers in their other estates adjacent to the Project site.  The survey also showed that there are factories within the proposed Project site. It has been operating for fifteen (15) years and over the years has expanded its operation without the knowledge and permission from the land owner.  An action plan to address the issues identified in the Social Impact Assessment Report is as outlined in the Table 5.15 in the report.

III. Proposed Project Description

 Based on the proposed development component, the provision for infrastructure and utilities will be the major landuse type, which accounts for 32.44% (i.e. 502.63 acres) of the total developed area, followed by residential development, green areas, industrial, agricultural lot, amenities and commercial.  Residential component make up 17.78% of total areal coverage, i.e., approximately 275.50 acres out of the total development area for a total of 9,048 units. In this development, there are five (5) types of houses that are proposed to be constructed at the Project Site i.e., bungalow, semi detached house, terrace house, strata housing plot and apartment.  The type of industrial proposed is non-polluting industry (Managed Industrial Bussiness Park) which takes up an area of 215.78 acres or 13.93% of the total development area and shall be located at Phase 1 area i.e., southwestern portion of the Project area.  The industrial activity proposed are light (Category 4) and medium (Category 3) kind of industry.  The commercial sector, which takes up 4.44% (i.e. 68.75 acres) of the total development, shall consist of shop offices, shops, commercial plots and petrol station.  Public amenities that will be provided within this development include a primary and integrated school complex, kindergarten, mosque, surau, police station, religious house as well as cemetery reserve.  The developer has allocated 37.58 acres of land for integrated school complex with variety of educational facilities to be provided for local and surrounding community.  Infrastructure and utilities that are proposed in this development are detention pond, river and drain

reserve, TNB substation and TNB main station (PPU), sewage treatment plant, lorry parking area, suction tank, water tank and roads.  The detention ponds covering a total of 99.14 acres land (6.40%) will also be upgraded to recreational area and landscaped.  There is allocation for open areas, slope area and buffer zone, with total area coverage of 247.05 acres (i.e. 15.94% of the Project Site) planned for the holistic growth of the proposed development.  Based on the overall planning for the proposed development, the tarred roads occupy approximately 322.23 acres of land.  Agriculture lot with a total areal coverage of 159.74 acres (i.e. 10.31% of the total development area) is corresponds with the Class III & IV terrains which will be undeveloped and shall remain as existing plantation vegetation.  The provision of buffer as below and as shown in Figure D : i. Rawang Integrated Industrial area – minimum buffer of 150m and 50m of primary buffer for Category 3 and 4 industries respectively (as per DOE’s Guidelines for siting and zoning of industries) has been allocated by provision of proposed infrastructure and agriculture lot at the northern boundary of the Project area. ii. KRI Industrial area – The distance of the factory building in KRI Industrial area to the boundary of the proposed bungalow is 404m away. iii. Proposed Factory to the Nearest Existing House (southwestern portion) - The distance provided from the proposed industry boundary within the Project area to the boundary of the nearest existing house in Kg. Melayu Sri Kundang is 254m away. iv. Proposed Factory to the Proposed House (southern portion) - The distance from the proposed industry boundary within the Project area to the boundary of the nearest proposed house i.e., Apartment 1 at southern part is 643m away. v. River reserve - 30m has been allocated for Sg. Serai vi. Sewage treatment plant - Sufficient of 30m buffer zone has been established and incorporated during the layout planning stage.  With the total population equivalent estimated to be 82,103; the quantitative demand in basic infrastructural facilities and the amount of waste generated is summarized in Table D.

 The development at the proposed Project site will be divided three (3) main development stage i.e., Stage 1 to Stage 3.  Based on the implementation schedule, it is estimated that the proposed development will be carried out for duration of approximately 15 years i.e., from mid 2017 (site clearing) to end of 2031 (completion of building works). The earthworks are planned in five stages, i.e. : Phase 1: Package 1a,1b &1c; Phase 2: Package 2a, 2b, 3a & 3b ; Phase 3: Package 4a, 4b, 4c & 5, Phase 4: Package 7, 8, 9 & 12 and Phase 5: Package 10, 11a & 11b to minimize the frequency of contractor’s mobilisation. The earthworks at each package will commence once the site clearing at particular area of the Project Site has completed. The construction of main building shall start in end of 2020 and is expected to be fully completed in mid of 2031. The development schedule may vary due to sales launching stages and actual construction works are subjected to the authorities’ approval

IV. Significant Environmental Impacts & The Proposed Mitigation Measures

The key environmental issues are those related to activities during the site clearing, construction phase and operational phase. All the impacts that are likely to be generated by the proposed Project together with the proposed mitigation measures are summarized in Table E.

V. Environmental Management Plan (EMP)

Apart from the recommendation of mitigating measures, this report also emphasizes on the formulation and implementation of an environmental management plan (EMP). This plan involves the participation of the Project developer, local authorities, consultants as well as the contractors. The outline of the EMP relies on a collective effort from all the various group involved regardless of their level of involvement in the hierarchy. The management schemes and monitoring program proposed for the proposed Project at construction and operational levels are:

 Supervision, field training and maintenance program for pollution control structures;  On-site implementation of mitigation measures;  Planning of a progress of works on site;  Provision of safety measure along with an emergency response plan;  Implementation of a properly documented traffic management scheme to ensure safety within the site;  Water, air and noise quality monitoring to evaluate the effectiveness of the proposed mitigation measures implemented on-site;  Water, air and noise quality need to be analyzed by a laboratory accredited by Jabatan Piawaian (Standard) Malaysia.

VI. Conclusion

The Proposed development will be developed on Lots 482, 484, 640, 688, 1423, 1424, 1000, 1020 & 1021, 1023, 1024, 1427, 1430, 1433 & 1876, 1434, 1436, 1437, 1439, 1440, 4157, 35227, 15361, 15360, 15359 and 15358, Mukim Rawang, Lot 488, 489, 497 and 498, Pekan Kuang, Daerah Gombak, Selangor Darul Ehsan . The proposed Project will be developed on 1,549.45 acres (627.04 ha) and the proposed Project is to be developed by Sime Darby Landscaping Sdn. Bhd. The Project Site is under the jurisdiction of Majlis Perbandaran Selayang.

In reviewing the proposed Project and its’ anticipated integration with the existing environment of the Project Site, the main concerns is the effect of soil erosion and contamination (i.e. water, air and noise pollution) on the physical environment and upon human himself during the earthworks and construction phase. Part of the biological environment will be lost during site clearing and construction activities. However, this can be mitigated via the various practical and cost effective remedial measures recommended in this report to minimize adverse environmental impacts. Success of the development in integrating with the surrounding developing areas will contribute towards the social acceptability of the proposed Project. By incorporating the concept of conservation in an environmentally led design layout plan, a sustainable development can be achieved to offset its adverse impacts.
