About the service

Pride N Joy (Peterhead Limited) has been registered since 2011. It is registered as a Day Care of Children service to provide a care service to a maximum of 86 children aged from birth to those attending primary school, of whom no more than 24 are of school age at any one time. A minimum of two adults must be present at all times.

Pride N Joy is accommodated within a converted commercial building close to the town centre of Peterhead Aberdeenshire. The playrooms are designed to meet the age, stage and development of the children. There is a fully enclosed outdoor area for energetic play and creative inquiry.

Aims of the service include being committed to "provide well planned, rich and challenging experiences that are responsive to children's needs in a warm calm atmosphere".

We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). This is Scotland's national approach to improving outcomes and wellbeing for children by offering the right help at the right time from the right people. It supports them and their parent(s) to work with the services that can help them. There are eight wellbeing indicators at the heart of GIRFEC. They are: safe, healthy, achieving, nurtured, active, respected, responsible and included. They are often referred to as the SHANARRI wellbeing indicators.

We are carrying out a pilot using the Short Observational Framework for Inspection (SOFI 2) tool. The tool supports inspectors to carry out focussed observations of children's experiences while at nursery. We carried out a SOFI 2 observation as part of this inspection which has informed our findings. The findings ear threaded throughout the report.

What people told us

For this inspection we received views from 18 parents and carers. Responses indicated that parents were very happy with the service, commenting positively about the care and support their child was given. Parents spoke positively about the welcoming manager and staff, and the new premises. Comments included:

"My child had been at this service since they were a baby. I have always been happy with all aspects of their childcare and love the new premises". "It's brilliant. The staff are friendly and helpful. I have been coming for five years and my children always have smiles on their faces". "It's a really good service. Staff are very approachable and friendly and there are never lots of changes of staff". "I am extremely pleased. The nursery is brilliant. The staff are great and so helpful. My child loves coming. The manager is brilliant; flexible, helpful and always puts the child first". "I feel very confident in leaving my child".

The babies and toddlers appeared happy and settled and played with the toys and activities on offer. We spoke to a number of children in the pre-school room and in the after school club. They commented:

"I like playing with the playdough. I can do it all by myself. I made a lovely love heart all by myself". "I like having somewhere to relax. We get to choose a movie". "I like playing outside. There is a new climbing frame". "I like it because we get to do more art. We make stuff and paint".

Self assessment

The service had not been asked to complete a self-assessment in advance of the inspection. We looked at their own improvement plan and quality assurance processes. These demonstrated their priorities for development and how they were monitoring the quality of the provision within the service.

From this inspection we graded this service as:

Quality of care and support

Findings from the inspection Staff were kind and caring and knew the needs of the children well. Young children who were upset and unsettled were soothed with cuddles and kind words.

Pre-school children were very confident and settled, and enjoyed interacting with staff when helping to prepare snack and playing outdoors. Staff chatted with the afterschool children in a warm and relaxed manner, helping the children feel included and welcomed.

A range of information which gave staff an insight into children's individual needs was recorded. This helped ensure the individual needs of the children were met. However, for some children who required some additional support clear strategies were not in place to help staff effectively support children. The manager told us she would work with staff to ensure consistency across the service.

There were detailed plans in place to inform staff on how to support and manage individual children's medication. However, not all medication was easily accessible in the event of an emergency. During inspection, new clear plastic boxes were purchased, labelled with the children's details and were made easily accessible to staff. This helped ensure the safe administration of medication.

To safeguard and protect children, staff had attended child protection training and had a good understanding of possible signs of abuse and the correct procedures to follow if concerned. Chronologies were used effectively to record any concerns and any involvement with other agencies.

Children in the after school club were very involved in planning activities they enjoyed. This helped them feel included and happy.

The document 'Setting the table' was used to ensure snack and lunch menus were healthy and nutritious. Children were involved in picking snack items and the older children helped prepare the fruit for snack. However, staff interactions with children at the table could be more chatty and informal. This would help children develop their social skills and good manners.

Children were kept fit and healthy with daily outdoor play opportunities in the play area at the rear of the nursery.

Quality of environment

Findings from the inspection The service had recently moved premises and all ages of children were now accommodated within the same building. The environment was bright and welcoming and there was plenty of room for the children to move freely and safely.

Playrooms supported children's choice and freeplay. There was a variety of activities which supported creative play, inquiry and physical development. We saw the babies very engaged when playing with a variety of everyday items and treasure baskets. The sleep room was warm and comfortable and bedding was washed after each use to help prevent infection and keep children safe and well. However, as this is what children can see, staff should consider whether the child height wall displays and the ceilings in the baby room stimulate and engage children.

The after school children could relax on sofas, play computer games or take part in art and craft activities. Some areas in the toddler and pre-school rooms were engaging and supported literacy and numeracy skills. However, there was no indoor sand or water play available to support inquiry and creativity. Some activities did not provide enough challenge. For example, there were limited resources in the role play corner and the resources at the play dough table were basic (see recommendation 1).

The outdoor environment was concreted with a safety surface on designated areas for climbing and physical play. There were lots of opportunities for sensory play including a mud kitchen. Children had been involved in making a bug hotel, supporting their knowledge of the world around them. However, there were fewer opportunities to develop literacy and numeracy (see recommendation 1).

We made a previous recommendation to ensure the environment was safe and clean with inviting, undamaged resources. We found the toys clean and safe for use and staff used appropriate procedures to support infection control. This helped keep children safe and well. This recommendation had been met.

The toilets were cleaned before children arrived and were kept tidy throughout the session. However, during fitting the toilets, some of the tiles around the base were damaged or missing. This meant the floor could not be cleaned properly and could cause infection (see recommendation 2).

Quality of staffing

Findings from the inspection Appropriate recruitment procedures were in place and all staff were registered with an appropriate regulatory body. This helped safeguard children.

Staff provided children with a variety of learning opportunities to support their emotional, social and physical development. Simple but effective planning supported the babies to progress and floor books were used to record the toddler's achievements. Staff were working closely with the principal teacher in the pre-school room to ensure planning was responsive and child-led. Staff recorded the progress of individual children in their learning journey. However, some observations and identified next steps were not meaningful to help plan activities to support children effectively. During feedback we discussed ways to ensure that staff were appropriately skilled to ensure the quality of observations and next steps were consistent throughout the nursery.

Staff were very committed and enthusiastic to develop their knowledge and understanding to improve outcomes for children. All practitioners had undertaken core training to help keep children safe and well. However, some new members of staff were inexperienced and did not always have the appropriate skills to effectively support children. During feedback we discussed strategies to support staff build on their skills and experience to improve outcomes for children.

We previously recommended that staff leadership opportunities were increased in the service. We found the room leaders very committed and able to discuss where improvements had been made. This included adding more natural resources and more child-led activities. Further areas for development were identified including improving the outdoor area and the effective evaluation of children's learning experiences. As a result of being involved, staff felt valued and respected. This recommendation had been met.

Staff worked well as a team and were very supportive of each other. However, at times staff were not effectively deployed to meet the needs of the children. This meant children were not always supported at lunch times or at times when they needed comfort (see recommendation 1).

Quality of management and leadership

Findings from the inspection The manager of the service was very involved in the service and parents spoke very positively about her welcoming and supportive manner. Staff spoke highly of the support she gave to them and how they worked as a team to make improvements.

The manager and staff were involved in self-evaluation using the document How Good is Our Early Leaning and Childcare. Together, they were beginning to discuss the new National Care Standards. The manager had also worked with the local authority to develop an improvement plan for the service. Areas identified orf improvement included reviewing the service aims and objectives and embedding the principals of Building the Ambition in practice.

The manager had developed a very comprehensive service monitoring calendar to support quality assurance. This was evident in areas including improved infection control procedures and the safeguarding of children.

The manager used informal monitoring procedures to support staff. As a result of being in the rooms improvements had been made. For example there was more staff interaction with parents, and staff had made improvements to the learning environment. The manager was very aware of her staff strengths and where further support could be given. We discussed the importance of ensuring formal support and supervision systems are put in place to ensure staff are skilled and effective in their role. The manager told us she was in the process of implementing room monitoring, staff monitoring and support and supervision.

Parents and children were very involved in making improvements to the nursery. Children were asked for their ideas and these were shared in the floor books. Questionnaires were sent to parents on specific areas of the service for improvement. For example, suggestions for developing the garden area were used to create a seating area and water play area. A 'You, said, we did', board showed parents where improvements had been made.

Regular newsletters were sent to parents to keep them informed and noticeboards were in place at each door for parents to read.

Action taken on previous recommendation We found the toilets were checked regularly throughout the day to ensure they were tidy. Paper towels and toilet roll were fully stocked. The new toilets were designed to be child friendly to enable children to use them independently. This recommendation had been met, however a new recommendation has been made to ensure the tiles around the base of the toilet are replaced to reduce the risk of infection.

Recommendation 3

To ensure the safety of the children, systems should be put in place to make sure the front door is locked after parents and visitors leave the building.
