Sir/Madam, Subject: Draft Civil List-2020 of IRS (C&CE) Officers as on 01.01.2020 - reg. The Draft Civil List-2020 of the Indian Revenue Service (C&CE) Officers, as on 1st of January, 2020 has been compiled on the basis of data available with this Directorate General, promotion orders issued by the Ministry and the data forwarded by the formations under CBIC/individuals concerned from time to time. 2. IRS(C&CE) officers presently on deputation but got promotion to the higher grades have been shown in the Draft Civil List-2020 in the respective promoted grade(s). IRS(C&CE) officers who are continuing at the same place, post-GST, their date of joining of the present posting have been shown in the Draft Civil List 2020 as the date of joining prior to GST, as per their joining reports or disposition lists received. 3. All efforts have been made to avoid any error in this compilation. The Draft Civil List-2020 has also been placed on the CBIC website (http://www.cbic.gov.in) and DGHRD website (www.dghrdcbic.gov.in) to enable officers to peruse the same and point out corrections required, if any, by 31st January. 2020. Thereafter, it will be forwarded to the Directorate General of Taxpayer Services for printing/publishing. The corrections may be also forwarded by e-mail to the Additional Director General (HRM-II) on [email protected]. 4.     Determinants and Consequences of Bureaucrat Effectiveness: Evidence from the Indian Administrative Service∗ Marianne Bertrand, Robin Burgess, Arunish Chawla and Guo Xu† October 21, 2015 Abstract Do bureaucrats matter? This paper studies high ranking bureaucrats in India to examine what determines their effectiveness and whether effective- ness affects state-level outcomes. Combining rich administrative data from the Indian Administrative Service (IAS) with a unique stakeholder survey on the effectiveness of IAS officers, we (i) document correlates of individual bureaucrat effectiveness, (ii) identify the extent to which rigid seniority-based promotion and exit rules affect effectiveness, and (iii) quantify the impact of this rigidity on state-level performance. Our empirical strategy exploits variation in cohort sizes and age at entry induced by the rule-based assignment of IAS officers across states as a source of differential promotion incentives. In this research work attention has been made to conceptualize the ethical ideas and compare it with the ethical theories using a novel methodology wherein the ideas contained in the film song are compared with the ethical theory. Few songs with the uncompromising premise of patni (chastity of women) with the four important charateristics of women of Tamil culture i.e. acham, madam, nanam and payirpu that leads to the great concept of chastity practiced by exalting woman like Kannagi has also been dealt with. The ethical ideas that contain in the selection of songs were made out from the selected movies acted by Chevalier Shivaji giving preference to the songs that contain the above unique concept of ethics.
