Anfaal Foundation - Covid19 Relief Response Project – Phase2 1. Scope of Requirement:

In April 2020, upon review of the Executive Summary Report of Phase1, and considering the announcement of extension of lockdown by the government, due to increase in the number of cases and upcoming month of Ramadhaan, another round of discussion was opened with the ground team, the administration team and the trustees. It was evaluated and resolved that the challenge to aid the impacted population was bigger and multi-dimensional and that there is no forthcoming respite from the chaos, which was expected to eventually worsen.

2. Plan of Action

Listed are the actions items which were planned for prompt execution:

 Targeted to help more than 5000 families with ration kits to be distributed across and MMR, which was later revised to 10,000.

 To ensure efficient and smooth process of procurement, packaging, distribution of ration kits by maintaining hygiene and social distancing norms laid by the government.

 To hash out the financial constraints by reaching out to the larger extent of sponsors and donors.

 To meet the ADHOC requirements raised by the administration body of Mumbai (BMC, Mumbai Police, etc.) in their fight against the pandemic situation.

 To diversify the task of Free medical consultation helpline to make optimum usage by providing support for COVID-19 First Aid Response and Burial Assistance.

 To establish COVID-19 Care cum Isolation center(s) in destitute areas marked as contaminated or red zone(s), for ease and comfort for our elders, women and children.

 To provide financial assistance, to severely impacted families, to support their expenses with the basic needs such as medicines, milk, cooking gas, etc.

 The sponsors and donors were contacted with the Phase1 Project Report and the new necessities were shared upon which funds started pouring in generously.  Phase1 Teams were reactivated and the lessons learned were cascaded to efficiently complete the distribution process no later by 3rd day of Mahe Ramadhaan. 1. The teams were trained to maintain hygiene, practice social distancing and necessary protection as per the norms laid by the administration. 2. Based on the feedback from ground team, the ration kit was redesigned considering the family size: a. Kit1 – to meet the needs of 1-4 family members b. Kit2 – big enough to help family size more than 5 members, was thought and approved. 3. A new ‘Ration Distribution Registration Form’ (new form) was devised to collect family member’s information. 4. Call Centre teams were made to receive inbound and/or make outbound calls to collect data of family members. 5. The assigned area volunteers played a vital role in collating and dissevering the data to place an order with the administration team for their respective area. 6. The administration team was now Ration Kit Distribution proficient and well-versed with the vendors, procurement and stocking Phase I process at the warehouse. 0 2,000 4,000 6,000 8,000 10,000 12,000 7. The storage facility is now well-organized in handling and packing more than 300+ ton of food grains, weighed, packed and dispatched to more than 60+ areas in Mumbai and MMR. 8. In record time and with utmost discipline 10,300 families received the ration kit. 9. 1100 severely impacted families received financial assistance of ₹ 1500/-, as a cash contribution to support their daily expenses.

Anfaal Foundation - Covid19 Relief Response Project – Phase2 6. Assistance to State / City / Municipal Administration

Anfaal team is striving to work on a model of Public-Private-People Partnership. We have been working closely with the Mumbai Municipal Corporation (MCGM and BMC), the Thane Municipal Corporation (TMC), the Mira-Bhayandar Municipal Corporation (MBMC) and the Navi Mumbai Municipal Corporation (NMMC) administration and the Office of Commissioner of Police of Mumbai and Thane, since the day the pandemic and lockdown was announced in the country. In the first week of March, when the first couple of positive cases were identified in Mumbai, Anfaal foundation sourced some quality material to support the staff of MCGM and other city administration offices to prepare them, such as: 1. Kent 1 ltr. hot water flasks 2. High Quality grade PPE (Personal Protection Equipment) kits 3. N95 grade face masks 4. Gloves 5. Infrared Thermometers  On request of the office of The Commissioner of Thane Police, 60 ration kits were provided to the affected families.  On the request of the office of the Sr. P. I. Nerul Police Station, 35 ration kits were provided in their possession to help few destitute and impacted families who were visiting them for food supply assistance.  On the request of the office of The Commissioner of Police Mumbai, the ration kits were distributed to the following impacted areas:

A COVID-19 helpline service, a free medical consultation service, was started in mid-April 2020. Intent: To share the awareness about the Do’s and Don’ts during the pandemic and lockdown and to break the cycle of myths and misconceptions which was fast spreading through social media. Roles and Responsibility: The medical consultation was managed in association with our panel doctor Dr. Shezanali Hemani, M.B.B.S. He was actively working as a warrior in the Cardiac ICU unit of Global Hospital in Pune, and is currently serving the BMC in PN ward, fighting with the widespread of the pandemic. His expertize and assistance was helping the callers immensely, however we were continuously exploring other options to extend our reach to the impacted and stranded. i. Burial Assistance: Intent: To arrange burial of COVID-19 positive patients, who passed away, in community’s cemetery in the respectful manner abiding with the Islamic Laws and the prescribed government guidelines.

Roles and Responsibility: An internal procedural manual was created with the help of Agha Sayed Faizan Haider Jawwadi, for “Burial related Islamic Laws”, Dr. Shezanali Hemani, for “Medical” expertize and “COVID-19: Guidelines on Dead Body Management” procedural manual released by Government of Ministry of Health & Family Welfare Directorate General of Health Services (EMR Division).

A diverse team was formed to handle:  Telephonic requests;  Area volunteers to help with the burial;  Co-ordination team to work with Qabrastan Management Committee across Mumbai & MMR.  On receipt of the request over the phone, the team coordinated with each other, in absence of the legal heir, and burial procedure is been managed.  Since the inception of the project, the team has successfully helped more than N no. of families.

COVID-19 Care and Isolation Center To set-up, an Isolation center became a mandatory step upon the management team after observing the growing number of patients affected through pandemic and the surge in the number of calls received on the COVID-19 Tracker and Care Helpline Number on a daily basis. Areas, marked as Red/ Contaminated Zones by the State administration, were identified, such as Dharavi, Govandi, Kurla and Mumbra. The management team immediately reached out to the resources in the State Administration and a property was selected in Govandi to work upon. Intent: to provide safe and hygienic environment to quarantine and isolate our community members considering increasing numbers of patient and scarcity of the available options. Salient Features:  100 beds  Separate ladies and gents section with 5 washrooms on each side  Exhaust fans installed for ventilation and circulation of air  A/C facility for doctors and fever clinic  Hot and cold water dispensers  Tea is served twice a day, on-time lunch and breakfast facility Roles and Responsibility:  The entire facility will be operated in collaboration with BMC, and 40% beds are reserved and will be allotted only upon the recommendation of Anfaal Foundation.  The doctors, nurses, janitors and daily operations will be managed by BMC based on the authority and approval from the Office of the Chief Minister of State of .  The property was procured with the recommendation and assistance of the BMC ward-P.  Entire infrastructure for isolation center was raised, including procurement of beds, matteresses, exhaust fans, air-conditioning units, water dispenser, etc.  Setting up kitchen, daily ration, vegetables and cooking will be managed by volunteers.  Supply of RO purified drinking water bottles for water dispensers was also owned by us.

Emergency Oxygen Cylinder Services Considering the challenges faced by the Municipality Administration and limitation of the resources available with the Anfaal management team, setting-up quarantine/isolation center across Mumbai and MMR was tough and the need to help and save lives, a constant struggle. Free Oxygen Cylinder Services for COVID-19 suspected patient’s was immediately implemented. Intent: To save as many lives as possible by providing temporary oxygen support to maintain the oxygen saturation level until a bed is arranged in the hospital for a COVID-19 suspect patient. Areas Covered: Govandi, Kurla, Dongri, Malad, Mira Road, Nalasopara, and Mumbra. The Oxygen Kit consists of: Oxygen Cylinder, Oxymeter, PPE kit, mask & pipe, pressure gauge and hand gloves Roles and Responsibility:  Multiple vendors were contacted and listed items were procured.  Interactive Voice Response (IVR) system was set-up on the call center number 7700014515 to ensure the emergency calls are diverted and handled by a subject matter expert.  Group of qualified doctors were roped-in for virtual assistance.  Calls received, from a suspected COVID-19 patients in dire need of oxygen to survive, are shared with the area volunteer to coordinate with the patient of their families to administer the kit. If required, the panel doctors are contacted virtually to read oxymeter to ensure no further assistance is needed.  The COVID-19 Care Helpline Team, meanwhile, works with multiple agencies and NGO’s to arrange bed for the patient in the qualified hospital to save life.  A consolidated image of all NGO’s providing oxygen cylinder was released by Anfaal Foundation which helped citizens across the city
