Absorption of labor in the agricultural sector in Riau Province in 2019 was around 31.9 %, down from the previous year which reached 55.3 %. The agricultural sector has a high contribution to GDP (in economic terms) in Riau Province. The results of rice production from agricultural activities can affect vulnerability to food security in a province. The research objective is to examine the employment of agricultural sector workers and rice production in Riau Province in 2010-2018. The data used are institutional data. The method used in this research is descriptive with quantitative data support. Generally, in Riau Province, regencies classified as high in human resources (labor) sector A are Indragiri Hilir Regency and Rokan Hilir Regency which produce large amounts of rice production. Regencies that are classified as high in the number of workers are Kampar and Rokan Hulu, but rice production is still relatively low, due to not optimal productivity. This narcotics crime is regulated in the Law of the Republic of Indonesia No. 35 of 2009. This narcotics crime in North Sumatra is increasing every year, especially in in Labuhan Batu Regency from 2013 to 2018. This research aim to explain the application of the Law of the Republic of Indonesia No. 35 of 2009, and to overcome the constraints it is necessary to have a comprehensive system improvement how the police of Labuhan Batu Regency conducted legal counseling and positive activities in the community. However, the obstacles that occur in eradicating narcotics crimes in a criminology perspective, among others, are the limited police personnel, the breadth of work area, and the difficulty of support from the community. Moreover, the Labuhan Batu Regency area is so vast that it takes a large amount of money so that eradication is carried out completely to the source. In the meantime, the policy that has been implemented, among others, is that if the perpetrators are children, then their cases are handed back to their parents, and if their parents are gone then they are handed over to the rehabilitation center.

Climate change is one of serious threats to the agricultural sector. In North Sumatra Province, climate change is characterized by shorter rainy season with higher rainfall. To overcome such climate change, it is necessary to provide irrigation that can accommodate excessive rain water and distribute it in times of shortage. Therefore, changes in rainfall will not be too influential on productivity. This is especially important for plants that need a lot of water like rice. To analyze the influence of irrigation in North Sumatra Province, the data were collected from 27 regencies/cities in 2011 – 2015 and were analyzed using a Simple Linear Regression analysis model. The estimation results show that irrigation can push the productivity variances. The irrigation regression coefficient of - 0.133432 shows that each increase of irrigation area by 1% will decrease the productivity variation by 0.13 tons/ha. This research was conducted from January to July 2019 in Rokan Hilir Regency, Riau Province for the purpose of investigating the prospects and economic potentials of blood cockle (Anadara granosa) cultivation in the regency. The methods used included a survey, direct observation and an in-depth interview with 65 marine cockle cultivators and related stakeholders in the three production centers of marine fisheries, namely Panipahan, Bagansiapiapi and Sinaboi. The data obtained were analyzed descriptively and its business feasibility analyzed. The results showed that the blood cockle cultivation business of Rokan Hilir is very profitable (BCR 1.88 and PPC 1.92). In addition, the prospects of developing cockle cultivation is also good because of the wide (124,000,000 m2) land potential available, the low demand for high skills, and the accessibility for export of products to the Malaysian market. The results showed that the bottom estuary of the Rokan River are dominated by the mud sediment fraction. This type of mud sediment occupies almost the entire bottom of the estuary. This type of mud consists of a classification of coarse, medium, fine and very fine mud. Skewness of sediment are only very skewed and very fine skewed classification. The majority of sediment sorting goes into poorly sorted classification. Generally, sediments include into the classification of extremely leptokurtic. The sedimentation area for 72 years reaches 27,441.9 ha with accumulation rate of 343,0 ha/year. The highest sedimentation occurred in the coastal of Bagansiapiapi, sediment accumulation rate of 144.5 ha/year, the lowest in Halang Island 5.1 ha/year. On the right of the estuary of the Rokan River formed 3 islands namely Berkey Island, Serusa Islan, and Baru Island.
