Using phrases like ‘Judeo-Christianity’, ‘Christian values’, or ‘Christian Leitkultur’ a variety of political actors have claimed that religious-cultural identity needs to be safeguarded and enshrined in policy. As this frame is gaining traction, the question arises what this emphasis on the public importance of religion entails for those who tend to see themselves as the guardians of religious-cultural identity. In par- ticular this article focusses on the challenges this development creates for Christian Democratic political actors. On the one hand the emphasis on the importance of ‘christian traditions’ resonates with the historical position of christian democrats, on the other hand, there are im- portant differences between traditional christian democracy and how the New Right speaks of religion. The main aim of this article is to outline how the rise of the New Right has created a contestation about what it means to represent christian cultural identity. In a major speech on the future SPD agenda at the party headquarters on April 13, party chairman Franz Müntefering zoomed in on “international profit-maximization strategies,” “the increasing power of capital,”and moves toward “pure cap- italism.” Encouraged by the favorable response his anti-capi- talistic rhetoric produced among party followers and confronted with ever more alarming polls from the Ruhr, he escalated the war of words. “Some financial investors spare no thought for the people whose jobs they destroy,” he told the tabloid Bild. “They remain anonymous, have no face, fall like a plague of locusts over our companies, devour everything, then fly on to the next one.” When a so-called “locust list” of financial investors leaked from the SPD headquarters to the press, the “droning buzz” of Klaus C. BULLETIN OF THE INSTITUTE FOR WESTERN AFFAIRS 75 years of the CDU Piotr Kubiak, Martin Wycisk The Christian Democratic Union (CDU) celebrated its 75th anniversary on June 26, 2020. Due to the COVID-19 pandemic, the celebrations were subdued. Together with its sister party CSU, the CDU has become a fixture on the political landscape of the Federal Republic of Germany: from Adenauer to Merkel, no other German party has exerted bigger influence on the fates of its country. The most prominent achievements credited to the Christian democrats are to have strengthened democracy in Editorial Board: Germany and the country’s social market economy, and to have Radosław Grodzki contributed to cooperation with the West, the reunification of Karol Janoś (editor in chief) Germany and European integration. What is more, the CDU is Piotr Kubiak thought of as the party in power: for 51 out of 71 years of its Krzysztof Malinowski existence, the CDU was in the government. 5 out of 8 German chancellors came from among the ranks of the CDU as did 6 out of 12 of the country’s presidents. Christian Democratic parties have won 16 of the total of 19 Bundestag election. Is it there- fore fair to proclaim the success of the Christian Democrats as No. 25(445)/2020 being complete? Has the CDU not lost any of its appeal during 09.07.2020 its 75 years in existence? What are the challenges and problems ISSN 2450-5080 that the CDU is facing in 2020? What future looms ahead for the party as it faces the challenges of the modern world and the choice of new leadership? Europe's Year Zero After Merkel
PREDICTIONS 2021 171 Europe’s year zero after Merkel Christian Odendahl The German election in September 2021 marks a new beginning in European politics. Angela Merkel, Europe’s most infl uential leader – by size of her country, her experience and skill – will leave the stage for good, leaving a hole to be fi lled. The Christian Democrats (CDU) have de- cided, for now, that Armin Laschet, the prime minister of North Rhine-Westphalia, Germany’s biggest state, should follow her as party leader. However, his low popularity among voters will limit the CDU’s overall appeal. Moreover, his inner-party rival, the conservative Friedrich Merz, was able to secure almost half the vote. That shows a deep split in the CDU on the future course, which the party will struggle to contain. On current polls, the outcome of this year’s federal election is fairly obvious: a coalition of the CDU with the Greens enjoys the broadest popular support. The Greens and their emi- nently sensible and measured leadership are keen to be part of the next government, and the CDU always wants to govern – one could go as far as to say that this is the sole purpose of the CDU and its Bavarian sister-party the CSU: to govern, so that the others can’t. But current polls have three fl aws. First, they do not abstract from Merkel. Voters will strug- gle for some time to separate the CDU from her when asked which party they prefer. Second, the Covid-19 pandemic has catapulted the CDU back to almost 40 per cent, for its calm and reasonable (albeit far from perfect) leadership during this crisis. -

Merkel's Successor at the Christian Democratic Union of Germany
Merkel’s successor at the Christian Democratic Union of Germany Angela Merkel has a new successor for the general secretariat of her party, the Christian Democratic Union of Germany (CDU). On the 7th December, Annegret Kramp-Karrenbauer, also known by her acronym, AKK, won the top office of her party by a small margin. Although being only an intra-party vote, the CDU elections are very important for the future of Germany, as they not only put forward the country’s likely next Chancellor, but also showcase tensions within the German political spectrum. Indeed, the new party’s leadership has good chances of replacing Merkel as Chancellor in the coming years. Coming to the fore of the party in 2000, Angela Merkel has been a towering figure in German and European politics. Observing the Social Democrats’ (SPD) stranglehold on the political centre two decades ago, Merkel managed to veer her rather conservative, provincial and Christian party to the left, thus enabling her to govern her country since then. This change of position has never sat well with a part of her party’s base and other conservative Germans who have increasingly been open to Alternative for Germany (AFD). This right-wing party now gathers around 14.5% of popular support according to the latest polls, a few points above the withering SPD, which is Merkel’s long-held but difficult coalition party. Liberal on values, socially-inclined in her economic policies and open to migration, Merkel won the sobriquet of “Mutti Multikulti” -Mother Multiculturalism-, a derogatory term targeting Merkel’s less welcome policies within German conservatives. -

Borrowing from Norbert Elias, we introduce the habitus of restraint to the study of security communities. This habitus constitutes a key dimension of the glue that holds security communities together. The perceived compatibility of practices emanating from the habitus that members hold fosters the collective identity upon which a security community is built. The violation of a member’s habitus by the practices of another member, however, disrupts the reproduction of collective identity and triggers a crisis of the security community. Our analysis of Germany’s reaction to Washington’s case for war against Iraq provides empirical evidence for the salience of the habitus for the internal dynamics of security communities. Introduction At first glance, it is surprising that Saddam Hussein triggered the deepest post-World War II rift in the usually amicable relationship between the United States and Germany. The two countries share many values that should have prevented action taken against a vicious dictator from becoming a contentious issue. Saddam Hussein’s longstanding record of gross human rights abuses and aggression against other states should have been yet another reason to draw the two allies even closer together. This scenario, however, failed to materialise. Not only did the United States and Germany fail to find a common ground on Iraq. They even started to fundamentally question the nature of their relationship. -

A&K Analyse & Kritik 2018; 40(2): 381–403 Mathias Risse* Why We Should Talk about German ‘Orientierungskultur’ rather than ‘Leitkultur’ https://doi.org/10.1515/auk-2018-0021 Abstract: The notion of Leitkultur has been used in German immigration debates to capture the idea that our living arrangements ought to be shaped by shared cultural identity. Leitkultur contrasts with a multiculturalism that sees multiple cultures side-by-side on equal terms. We should replace Leitkultur with Orien- tierungskultur, a notion whose introduction is overdue. German philosophy, espe- cially Kant, has bestowed an intellectual meaning upon an originally geographi- cal notion that is already ubiquitous, making ‘Orientierungskultur’ a natural con- struct. That notion allows us to say there is an inevitably amorphous but recog- nizable German culture whose prominence in public life provides a grounding for many and prevents them from feeling alienated from the society they helped build; at the same time, for some domains of public life not participating in de- fault behavior is not merely tolerated but acknowledged as a genuine alternative. Crucially, one way of orienting oneself is to turn away. An influx of newcomers can be disruptive, especially if much of it occurs in a short period. New arrivals are welcome to those who connect culturally, benefit economically, value diversity or believe immigration or refuge is a proper response to humanitarian crises or oth- erwise morally called for. To others more diversity is alienating because they feel their social world no longer is for them.
