Jawatankuasa Vaksinasi COVID-19 Kenyataan Media Jawatankuasa Vaksinasi COVID-19 21 April 2021 Kementerian Kesihatan dan Jawatankuasa Khas Jaminan Akses Vaksin (JKJAV) perlu mengambil langkah proaktif yang diperlukan untuk bersedia untuk meningkatkan kadar proses vaksinasi apabila bekalan baharu tiba dalam beberapa bulan lagi Kementerian Kesihatan dan Jawatankuasa Khas Jaminan Akses Vaksin (JKJAV) perlu bersifat proaktif dan meningkatkan persediaan logistik dan pentadbiran mereka pada masa sekarang untuk mempercepatkan dan melancarkan keseluruhan proses pra-vaksinasi, proses vaksinasi, dan proses pasca-vaksinasi dalam Fasa 2 Program Imunisasi Covid-19 Kebangsaan semasa dan Fasa 3 yang akan datang. Perkara ini perlulah merangkumi program kesedaran untuk melawan kekeliruan, keraguan, dan kebimbangan yang dibangkitkan oleh rakyat. Langkah-langkah yang perlu diambil termasuklah meningkatkan kadar pendaftaran, terutamanya dalam kalangan golongan yang berisiko tinggi, memperkasakan pusat khidmat talian untuk menyediakan notifikasi yang lebih bersistematik dan proses susulan, lantikan sukarelawan bukan perubatan yang lebih menyeluruh untuk menguruskan hal-hal pentadbiran dan logistik, terutamanya semasa proses vaksinasi berskala besar, dan latihan yang berpatutan kepada para sukarelawan mengenai Prosedur Operasi Standard (SOP) berkenaan, dan lain-lain perkara. Kesemua usaha ini perlu ditumpukan sekarang supaya apabila bekalan vaksin yang diperlukan sampai pada bulan Jun, pelaksanaan secara menyeluruh dan komprehensif dapat dibuat tanpa sebarang gangguan untuk mempercepatkan kadar vaksinasi dalam negara kita. Walaupun kami menghargai maklum balas yang diberikan oleh Menteri Koordinasi Program Imunisasi Covid-19 Kebangsaan Khairy Jamaluddin mengenai status semasa program ini, kami percaya bahawa lebih banyak perkara perlu dilakukan untuk mempercepatkan proses ini, terutamanya dengan stok vaksin sedia ada untuk merangkumi golongan petugas barisan hadapan dan kumpulan orang yang berisiko tinggi. Lebih lambat golongan ini menerima vaksin, lebih lama masa mereka terdedah kepada risiko dijangkiti dan menyebarkan penyakit ini. Kerana inilah kadar vaksinasi semasa perlu dipercepatkan tanpa perlu menunggu penghantaran bekalan vaksin seterusnya. Pertimbangan utama sekarang perlulah kepada imunisasi dan pelindungan secepat yang mungkin dengan bekalan sedia ada. Sebagai contoh, kami telah menyeru supaya para guru, terutamanya di zon merah seperti Lembah Klang, Johor, dan Pulau Pinang diberikan vaksinasi dahulu untuk menurunkan kemungkinan sekolah ditutup akibat penularan wabak Covid-19, tetapi sehingga hari ini kita masih belum mendengar sebarang rancangan untuk satu program terancang untuk memberikan vaksin kepada para guru. Selain daripada itu, persediaan untuk menerima bekalan tambahan vaksin perlu dimulakan sekarang, terutamanya usaha untuk memastikan terdapat bekalan sumber manusia yang mencukupi untuk meningkatkan kadar vaksinasi setiap hari sebanyak empat kali ganda, daripada 40,000 vaksinasi sehari kepada 160,000 vaksinasi sehari seperti yang disasarkan. Perkara ini perlulah merangkumi persediaan sistem perubatan dan bukan perubatan untuk memudahkan keseluruhan proses ini. Lebih ramai sukarelawan bukan perubatan perlu direkrut untuk membantu meringankan beban petugas kesihatan daripada menguruskan perkara-perkara bukan perubatan seperti pendaftaran, pentadbiran, pusat khidmat talian, proses notifikasi, menguruskan pergerakan orang ramai di pusat vaksinasi, dan perkara-perkara lain lagi. Para sukarelawan ini perlu diberikan latihan yang berpatutan sekarang, supaya mereka dapat mendalami SOP-SOP yang berkenaan untuk mengelakkan kekeliruan di masa hadapan semasa pelaksanaan penuh program ini. Lebih ramai juga perlu di rekrut untuk meningkatkan keberkesanan pusat khidmat talian Covid- 19. Pusat-pusat khidmat talian ini boleh dibahagikan kepada sektor perubatan yang mengendalikan pertanyaan berkenaan dengan hal-hal kesihatan mengenai vaksin ini dan sektor bukan kesihatan untuk menguruskan perkara seperti notifikasi dan temu janji. Dengan sistem maklum balas dan pertanyaan yang lebih baik, dan waktu menunggu dalam talian yang lebih pendek, perkara ini dapat membantu meningkatkan keyakinan terhadap proses vaksinasi ini dan memastikan semua mendapat temu janji dapat memberikan maklum balas dalam tempoh yang diperlukan. Kerajaan juga perlu mempertimbangkan teknologi moden seperti chatbot dan kecerdasan buatan secepat mungkin untuk menjawab jumlah pertanyaan yang tinggi dalam Fasa 2 dan kita tidak boleh menunggu sehingga Fasa 3 program ini. Semua perkara ini penting untuk memastikan semua orang menerima makluman mengenai temu janji mereka dan juga untuk mengatasi masalah mengenai mereka yang masih ragu-ragu dengan vaksinasi ini. Tambahan lagi, pelaksanaan awal sistem chatbot ini akan memberikan lebih banyak masa kepada kecerdasan buatannya untuk menambah baik respons yang diberikan sebelum usaha vaksinasi besar- besaran dimulakan pada bulan Jun. Dengan Kementerian Kesihatan menjangkakan kedatangan gelombang keempat wabak ini dalam masa terdekat, wabak ini mungkin akan menyebabkan lebih banyak kerosakan dengan varian-varian baharu yang lebih tahan terhadap vaksin sedia ada, seperti B117 (UK), dan B1351 (Afrika Selatan) yang telah pun dikesan di negara kita. Eropah, Amerika Selatan, Amerika Utara, dan India sedang berhadapan dengan kesan yang lebih buruk yang dibawa oleh varian-varian baharu ini. Dengan semua pertimbangan ini, penting untuk kita mempercepatkan dan memperluaskan pelaksanaan vaksinasi Covid-19. Kita tidak boleh hanya menyalahkan pembekal vaksin semata- mata, tetapi kita juga perlu berusaha untuk mempercepatkan proses sedia ada dan mempersiapkan asas dan rangka kerja untuk memastikan pelaksanaan vaksin yang pantas, efisyen, dan lancar apabila lebih banyak bekalan diterima. The Ministry of Health and the Covid-19 Vaccine Supply Access Guarantee Special Committee (JKJAV) must be proactive and ramp up their logistical and administrative preparations during this period in order to both accelerate and smoothen the whole pre- vaccination, vaccination and post- vaccination process of the current Phase 2 and upcoming Phase 3 Vaccination Programme. This includes ramping up awareness programmes to counter misinformation, hesitancy and concerns raised by public. Oher steps include increasing the registration rate especially among the vulnerable groups, beefing up call centres for more systemic notification and follow-up, a more comprehensive recruitment of non-medical volunteers to manage administrative and logistical issues especially during large-scale vaccinations, and proper training for volunteers on the required Standard Operating Procedures (SOPs). All these efforts must be intensified now so that once an ample supply of vaccine arrives in June, a full and comprehensive rollout can be undertaken without any hiccups in order to accelerate the rate of vaccination in our country. While we appreciate the response by the Coordinating Minister for the National Covid-19 Immunisation Programme Khairy Jamaluddin on the status of the programme, we strongly believe that more efforts can be done to accelerate the process even with the current available stock of vaccines, especially to cover all our front liners and even priority groups. The slower these priority groups get the vaccine, the longer time they are exposed to higher risk of contracting and spreading the disease. That is why the current rate of inoculation can be intensified without the need to pace it out until the arrival of more vaccines. The main consideration is to inoculate and protect as fast as we can with the current available supplies. For example, we have called for teachers, especially those in red zones like the Klang Valley, Johor and Penang, to be vaccinated first to reduce the likelihood of schools being shut down due to a high number of COVID19 cases but to date, we have not seen or heard of a systematic program to vaccinate the teachers. On top of that, in preparation for the arrival of additional vaccine supplies, preparation efforts must be carried out now, especially to secure sufficient manpower to cater for an increase the number of vaccinations per day by fourfold from 40,000 per day to 160,000 per day as targeted. This includes medical and non-medical preparations to facilitate the whole process. More non-medical volunteers should be recruited to complement and free up medical workers from being burdened by non-medical aspects of the programme including registration, administration, call-centres, notifications, facilitating crowds at vaccination centres and many others. These volunteers should be given the appropriate training now to ingrain the necessary SOPs into them so as to prevent any mix-up or confusion during the full rollout. More should also be recruited to increase the effectiveness and efficiency of the current Covid- 19 call

I will take your questions in turn below. 1. What is the geographical distribution of those above 60 who have yet to register for the COVID19 vaccine? Currently, registration for those above 60 stands at 40.1%. It ranges from 56.8% in Putrajaya, to 22.9% in Sabah. For States with low registration numbers such as in Sabah, Kelantan (25.1%), Terengganu (29.4%), Kedah (30.9%) and Pahang (31.5%), we are working with MKN, NADMA and the state governments on an outreach programme to encourage people to register, particularly for senior citizens. The outreach programme is not only to help them register for PICK but also to convince them on why it is important for people their age to be vaccinated against COVID-19. We also assure them that the vaccines are safe, effective and if they have any religious concerns, we also reassure them that the vaccines are halal. We are also working with the Ministry of Women, Family and Community Development to register and vaccinate residents and caregivers at elderly care homes. According to Richtuyne Yusoff, the students’ spokesperson, UM’s Students Affairs Division’s decision to disallow former Bar council president and ex-Bersih 2.0 co-chairperson S Ambiga from giving a talk on ‘Public Interest Litigation’ in the university was deemed as suppressing academic freedom. Pakatan MPs who were present to receive the memo were Serdang MP Ong Kian Ming, Bayan Baru MP Sim Tze Tzin and Bukit Bendera MP Zairil Khir Johari Richtuyne said that on March 25 an official letter was sent to deputy vice chancellor of Student Affairs to seek permission for Ambiga to deliver the lecture. The deputy vice chancellor agreed on the condition that there must also be a pro government speaker at the function to balance the view during the lecture. Nevertheless, on March 27, the approval was retracted with the reason that the lecture was not part of the programme. The talk, organised by the UM Law Society , was to have taken place on March 29. Curbing students rights Richtuyne also attempted to contact Deputy Education Minister P Kamalanathan to hand in a copy of the memorandum but the latter failed to response to the students. The students said they would pass a copy of the memorandum to the Pakatan MPs to be passed on to Kamalanathan. In the memorandum, the students are seeking the UM management not to intervene into students’ affairs.

Whether it is manufacturing or services (or manufacturing services), each of these MNCs will have to undertake periodic reviews with their Headquarters (HQs) on the business outlook of their Malaysian operations.

Yang di-Pertuan Agong, Sultan Abdul Halim Mu'adzam Shah turut berangkat menziarahi jenazah Allahyarham. Jenazah kemudiannya dibawa ke Muassasah Darul Ulum yang menempatkan kubur mantan Presiden PAS, Ustaz Datuk Fadzil Mohd Nor untuk dikebumikan dengan diiiringi ribuan kenderaan (gambar). Kenderaan yang membawa jenazah Allahyarham sampai di perkarangan Muassasah darul Ulum pada jam 4.55 petang disambut ribuan hadirin. Solat jenazah sekali lagi diadakan dengan diimamkan Timbalan Mursyidul Am PAS, Dato' Dr Haron Din. Ustaz Azizan kembali ke rahmatullah pada jam 11.10 pagi ini di Unit Kawalan Rapi (ICU), Hospital Sultanah Bahiyah, Alor Setar. Allahyarham meninggalkan dua isteri, Puan Sri Faikah Syeikh Hamzah dan Shamsiah Shafie serta 14 anak .

Dimulai dengan menyorot latar belakang ketokohan beliau dan seterusnya membincangkan mengenai pemikiran dakwah Islamiahnya. Metode yang digunakan dalam kajian ini menggunakan metode atau pendekatan kepustakaan (library research). Studi pustaka dapat diartikan sebagai serangkaian kegiatan yang berkenaan dengan metode pengumpulan data pustaka, membaca dan mencatat serta mengolah bahan penelitian. Temuan dari penelitian ini menunjukkan peranan tokoh ini dalam mengendalikan zaman transisi orde lama kepada orde baru telah sejalan dengan tuntutan zaman. Beliau berhasil menjadi seorang bapak bagi partai dan menegakkan asas fundamental yang menjadi dasar dan kompas kepada perjalanan partai selanjutnya. Walaupun beliau mencetuskan berbagai ide dan pemikiran yang melambangkan keterbukaan PAS kepada perubahan zaman, beliau sangat arif menggariskan idealisme partai hingga kekal utuh sampai sekarang. Ketokohannya dalam mencetuskan pemikiran dakwah yang lebih mirip kepada PAS-centric serta diselubungi dengan kontroversi pada waktu itu, telah mendahului banyak pihak dalam memperkenalkan gagasan besar seperti tajdid hadhari yang kemudian diakui menjadi sumber inspirasi kepada gagasan Islam hadhari yang dilancarkan oleh pemerintahan UMNO pimpinan Tun Abdullah Ahmad Badawi.
