Signed: 3 4 Abstract Our understanding of early human behaviour has always been and continues to be predicated on an archaeological record unevenly distributed in space and time. More than 80% of British Lower-Middle Palaeolithic findspots were discovered during the late 19th/early 20th centuries, the majority from lowland fluvial contexts. Within the British planning process and some academic research, the resultant findspot distributions are taken at face value, with insufficient consideration of possible bias resulting from variables operating on their creation. This leads to areas of landscape outside the river valleys being considered to have only limited archaeological potential. This thesis was conceived as an attempt to analyse the findspot data of the Lower-Middle Palaeolithic record of the Chalk uplands of southeast Britain and northern France within a framework complex enough to allow bias in the formation of findspot distribution patterns and artefact preservation/discovery opportunities to be identified and scrutinised more closely. Taking a dynamic, landscape = record approach, this research explores the potential influence of geomorphology, 19th/early 20th century industrialisation and antiquarian collecting on the creation of the Lower- Middle Palaeolithic record through the opportunities created for artefact preservation and release. -

SUMMARY The purpose of this report is to draw Member’s attention to the publication by the Scottish Executive of the document “Scotland’s Transport – Delivering Improvements”, which sets out improvements to the transport network over recent years and the Executive’s vision and strategy for the future. A full copy of the Executive’s publication “Scotland’s Transport – Delivering Improvements” is available in the Member’s Lounge. 2. RECOMMENDATION Members are asked: (a) To note the contents of the report; (b) Agree to the Transportation Spokesperson writing to the Minister to express: (i) the urgent requirement to upgrade the A82 between Tarbet and Inverarnan, recognising the strategic importance of the route to communities in the Western Highlands and Islands; (ii) the Council’s concern at the failure to properly fund the maintenance of local roads, that the situation is not sustainable and that the Executive should match the resources and commitment provided by the DTLR in England. 3. INTRODUCTION In her introduction to the document, Wendy Alexander MSP recognises that within the available resources it will not be possible to address all of Scotland’s transport problems, but does commit to support rural and island areas through the maintenance of lifeline air and ferry services, while simultaneously addressing the challenge of urban congestion and improving access and integration of services. It is significant that of the top ten priorities, nine are targeted at improving public transport. The document also stresses the importance the Government attaches to the development of regional transport partnerships such as HITRANS and WESTRANS as being key to the delivery of transport services in the future. -

Submission to HM Government Date: 14 October 2016 Title: Rail devolution business case narrative 1 Summary 1.1 The purpose of this paper is to set out the case for further transfer of responsibility for the provision of some rail passenger services from the Department for Transport (DfT) to the Mayor and Transport for London (TfL). Significant improvement in the quality of services for passengers 1.2 Further devolution of inner suburban rail services within London will deliver significant economic, financial and customer benefits by 2020 through: More reliable and better services for passengers, delivered through a concession contracting model where the provider of train services focuses purely on reliability and customer satisfaction TfL’s proven ability to work with Network Rail sharing resources between them and London Underground Seamless and integrated fares, ticketing, branding and information for passengers across public transport services in London, which not only encourages more people to use public transport, but also reduces fare evasion A greater ability to plan and deliver the cost effective provision of public transport and associated projects across all local services, including buses, walking and cycling 1.3 Taken together, one impact will be to generate additional demand and revenue. On the recently devolved West Anglia services this has increased 27 per cent since devolution in May 2015. TfL expects an increase of 14 per cent in southeast London. The additional revenue can itself be re-invested in service enhancements 1.4 The package has a quantified benefit cost ratio of 4.3 : 1, based on railway passenger benefits, which shows that this offers high value for money. -

Glorious Devon – Exeter to Plymouth 1958 GWR / SR pt.1 The section of the former Great Western Railway that runs across the South Devon Banks to Plymouth from Exeter and its branch to Kingswear is one of the most famous and picturesque locations in England that has captured many people's hearts. The alternative Southern / ex-LSWR route climbs through farmlands to Okehampton then across northern Dartmoor and down to Tavistock, terminating in Plymouth Friary Station. A scenic but less busy route servicing many small holiday communities in north Devon. GWR and SR would run trains along both routes in order for drivers to familiarize themselves with the branches in case an emergency detour was necessary. “Glorious Devon” recreates the area as it would have looked in the late 1950's, pre 1964 after which the Beaching changes took effect. Significant research has been undertaken to achieve the closest possible authenticity, recreated in digital, for Train Simulator. It was a period of great transition for Britain's railways, from much loved steam traction – Manors, Halls, Castles and Kings, to early classic diesel hydraulics – Hymeks, Warships and Westerns on the GWR route, along with Bullied light pacifics, King Arthurs, Schools, T9, S16’s and many other smaller classes on the Southern portion. Colour light signals were just making an appearance around Plymouth and the diesel shop at Laira was in the first stage of construction. The iconic Intercity House at Plymouth North Road station had yet to be built. Glorious Devon offers great potential for scenario writing, from local passenger services, to inter-regional expresses to London, the Midlands and beyond.
