However in this case it is considered that very special circumstances exist to outweigh the harm caused namely: 1. The compound is required in support of a major infrastructure project and meets all the requirements for a compound – and is already set up as such. 2. There are no preferable alternatives sites available, and all alternatives are in the Green Belt having equal or greater harm on openness. 3. The site is of a temporary nature. There are no objections on the grounds of landscape impact, amenity, ecology, Highways or flood risk. RECCOMMENDATION Approve with conditions SITE DESCRIPTION This application relates to the existing Costain compound located on the south side of the A56 Lymm Road adjacent to the Bowdon Roundabout, close to the newly constructed A556 in Little Bollington, but close to the Trafford MBC boundary. The compound extends to an area of 6.09 Ha, and consists of three elements. To the east, adjacent to the Bowdon Roundabout, is an extensive area of hardstanding used for parking, and a series of mobile low (but long) flat roofed buildings used for office accommodation and welfare facilities. In the centre of the site is an area marked as “laydown” on the plans where there are currently extensive mounds of earth.

This year, more than any other, I think we need to pause and remember all those for whom this year has brought grief and loss when the full celebration of the life of a loved one has been limited and constrained by our journey with ‘the virus’. Remember all the family and friends of the neighbour whose cortege you watched pass, all the individuals who stood at arm’s length from those they would have embraced, all the young people whose first experience of loss has been robbed of the communal and supportive togetherness of grief. Remember the fellowship of the church and our losses, and remember those whose grief remains raw because the opportunities to fellowship have been so few. As we move into winter and the hope of spring seems so far away let our prayer life become deeper and richer as we remember all saints, all souls, held by the Love of God AND all us ‘saints below’ who need the love of friend and stranger to help us through.     Appendix 4 Detailed proposals for each Ward – organised by Local Area Partnership (LAP) Proposed Wards within the Knutsford Local Area Partnership Knutsford Local Area Partnership (LAP) is situated towards the north-west of Cheshire East, and borders Wilmslow to the north-east, Macclesfield to the south-east and Congleton to the south. The M6 and M56 motorways pass through this LAP. Hourly train services link Knutsford, Plumley and Mobberley to Chester and Manchester, while in the east of this LAP hourly trains link Chelford with Crewe and Manchester. The town of Knutsford was the model for Elizabeth Gaskell's novel Cranford and scenes from the George C. Scott film Patton were filmed in the centre of Knutsford, in front of the old Town Hall. Barclays Bank employs thousands of people in IT and staff support functions at Radbroke Hall, just outside the town of Knutsford. Knutsford is home to numerous sporting teams such as Knutsford Hockey Club, Knutsford Cricket Club, Knutsford Rugby Club and Knutsford Football Club. Attractions include Tatton Park, home of the RHS Flower show, the stately homes Arley Hall, Tabley House and Peover Hall, and the Cuckooland Museum of cuckoo clocks. In detail, the proposals are: Knutsford is a historic, self-contained urban community with established extents and comprises the former County Ward of Knutsford, containing 7 polling districts. The Parish of Knutsford also mirrors the boundary of this proposal. Knutsford Town is surrounded by Green Belt which covers 58% of this proposed division. The proposed ward has excellent communications by road, motorway and rail and is bounded to the north by Tatton Park and to the east by Birkin Brook.

(For a very easy short walk go as far as Strines Station - trains back to Manchester every two hours so time your walk right). After Strines there is a relentless ascent to Brookbottom (the pub might be open!) followed by wide open views on the quiet lane to New Mills. Take the train to Manchester Victoria and from there a tram to Manchester Piccadilly Station. From here catch a train to Marple (NOT Rose Hill). Option: - turn right as you get off the tram and on Fairfield Street use the lift on the left to the link bridge lounge. STAGE I Alight at Marple Station. Go down the short approach road and turn left to Marple Bridge. Marple Bridge is an attractive stone village. The Midland is a free house selling cask marque real ales, tea, coffee, snacks and full meals. Cross the bridge over the River Goyt and turn right past the shops (The Royal Scot sells Robinson’s real ales). Fork right onto Lower Lea Road, and follow this. At the top of the gentle rise you see the hills ahead. Descend to a T with Lakes Road. Turn left along this. Follow it to the right in front of Bottoms Hall (Charmingly named, impressively sited - Georgian?). Next on the left are some lakes. Called Roman Lakes they are used for boating and fishing –take a look. Pass under the railway viaduct. On the right is a weir.
