Yearbook 2 0 1 9 UNIVERSITY OF MITROVICA “ISA BOLETINI” YEARBOOK 2 0 1 9 Universiteti i Mitrovicës +383 (0) 28 535 725 [email protected] www.umib.net "Isa Boletini” University of Mitrovica “Isa Boletini” YEARBOOK 2 0 1 9 Mitrovica, December 2019 2 Rector's word Ladies and gentlemen, The University of Mitrovica "Isa Boletini" (UMIB), has created great opportunities for young people in the region, who by becoming part of this institution of higher education in Kosovo, at the same time become part of the labor market. 20 programs are accredited in UMIB, which are very attractive and required not only inside but also abroad. As such they represent an open door for those who want to keep up with the latest in science and in the global job market. In addition to the programs, cabinets, laboratories offered at UMIB, a very important segment is the cooperation with public and private companies in the country. As a result, our students can do internships in companies that are related to the nature of their studies, quickly taking the step of new technology. Within our University, other mechanisms have already been created in the service of students, which also affect the increase of the quality of work and the preparation of new staff. The Innovation Center, the Alumni Association, the Career Development Center and the Advisory Board, which is constituted of businesses and university people, show a new approach to the university and students. Scientific conferences, which are already becoming traditional, have created an image of a scientific-research institution. While events, such as the "Career and Work Fair", are enriching the calendar of university activities and opening new paths for all of us. These steps have led UMIB in 2019 to rise by 4 thousand places in the ranking of world universities, for the first time UMIB is second in the country in the list of public universities. The new university campus has created great opportunities for everyone, whether as students or as teachers. This is a common path to success. Thank you! Prof. dr. Alush Musaj 3 History The foundations of higher education studies in Mitrovica were laid with the opening of the Technical High School in 1961. In 1970, within the Technical Faculty, the branches of Mining, Technology and Metallurgy were opened, in Mitrovica, the academic year 1970/71, to then continue in Prishtina until the establishment of the Faculty of Mining and Metallurgy in Mitrovica in 1974. The Faculty of Mining and Metallurgy in Mitrovica was established by the Law on the Establishment of the Faculty of Mining and Metallurgy by the Assembly of Kosovo on July 22, 1974. In the founding year, studies were organized in the following branches: Mining, Technology and Metallurgy, and in the academic year 1980/81 the branch of Geology was opened. The establishment of the Faculty of Mining and Metallurgy was of great importance for the whole of Kosovo. It was the “Trepça” Mining and Metallurgical Plant that needed engineering staff from the Faculty of Mining and Metallurgy. The cadres from the Faculty of Mining and Metallurgy and the Technical High School have taken a deserved place in the Kosovo Power Plant, and the entire industry and economy of Kosovo. Students studying at the Faculty of Mining and Metallurgy and the Technical High School were from all parts of Kosovo, considering that these branches were studied only in Mitrovica. Many students also came from other Albanian areas, from Macedonia and Presevo, Bujanovac, Medvedja, and Montenegro. Many foreign students enrolled and graduated from this faculty. Based on these faculties and based on the tradition of over 60 years of higher education in Mitrovica, the Government of the Republic of Kosovo on 06.03.2013 has established the Public University of Mitrovica, and the Assembly of Kosovo on May 31, 2013 has approved the decision. Based on the Interim Statute, approved by the Ministry of Education, Science and Technology, within the University of Mitrovica "Isa Boletini" (UMIB) operate six faculties: Faculty of Geosciences (FoG), Faculty of Food Technology ( FFT), Faculty of Mechanical and Computer Engineering (FMCE), Faculty of Law (FL), Faculty of Economics (FE) and Faculty of Education (FEdu). 5 Management Rector Prof. dr. LIMITS OF ETHNIC BARGAINING: SERBIAN ENCLAVES IN KOSOVO By Bojan Elek Submitted to Central European University Department of International Relations and European Studies In partial fulfillment of the requirements for the degree of Master of Arts Supervisor: Professor Erin Kristin Jenne CEU eTD Collection Word Count: 17,031 Budapest, Hungary 2013 Abstract This paper examines the processes of status bargaining of two Serbian enclaves in Kosovo with the central government in Pristina. It develops a middle range theoretical model of enclave bargaining in order to account for different claims advanced against the center, by focusing on different practices and institutions of ethnic enclaves. Ethnic groups are largely viewed as unitary actors by dominant theories on claim making. This research shows that these groups are sometimes fragmented and have divergent interests, depending on their territorial position and demographic patterns. The changes in radicalization of enclavised ethnic groups are explained as a function of their bargaining leverage, which depends on the incentives offered to these enclaves by their external lobby actors and the host government. CEU eTD Collection i Acknowledgments I would like to express my gratitude to my supervisor, Professor Erin K. Jenne. Without her help, this master thesis would not have been the same. The OSCE Verification Mission 1998-1999. Prague: UCharles University, Faculty of Social Sciences, Institute of International Studies, 2008. 120 s. Supervisor Prof. PhDr. Lenka Rovná, CSc., Opponent Prof. Wilfried von Bredow (Philipps-Universität Marburg). Annotation The OSCE Kosovo Verification mission (KVM) was established in October 1998, in order to verify the compliance with the UN Security Council Resolutions relevant to the Kosovo conflict. The breakdown of the peace process in March 1999, lead to the withdrawal of the mission and painted it as a failure. It is surprising, how many authors speak about a failure of the KVM, while giving no reasonable argumentation. This study will try to show, that this negative assessment is largely a product of misinterpretation of the KVM´s mandate and misunderstanding of the very purpose of verification (observation) missions. It was not the task of the KVM to prevent the ceasefire violations, neither to provide a peaceful solution to the conflict. It was to verify (observe) the compliance with the UN Security Council Resolutions. Verification (observation) missions do not seek any concrete achievements (mission goals; as e.g. peacekeeping or peace enforcement missions), their “goal” is their performance.

Recent studies show that mutual knowledge of Albanian and Serbian has been decreasing in both communities, in particular among younger generations. According to a public opinion poll from 2018, 4% of young Kosovo Albanian interviewees only partially under- stand Serbian, while 2% of young Kosovo Serb interviewees spoke Albanian.
