APOLOGIES Cllr. The Rev. J. R. Andrews; Cllr. N. Stanfield; Cllr. M. A. W. Parsons; and Cllr. S. K. Welch. 2. PRESENTATION BY CLLR. ROBERTS Before opening the meeting, Cllr. Hemmingsley invited Cllr. Roberts to make a presentation on the West Midlands Regional Spatial Strategy Phase Two Revision. Cllr. Roberts explained that the West Midlands Regional Assembly had just issued a document setting out spatial options for four planning areas – housing, employment, transport and waste. The main emphasis was on housing, for which a series of tables relating to housing distribution had been set out, together with three options – the first reflecting a continuum of previous figures, the second planning for a 25% increase and the third, the Government’s own preferred option, providing for a 50% increase. The adoption of the third of these options would result in an increase in the Lichfield area of 16,000 dwellings, which would be considerably larger than any other adjoining district except East Staffordshire and might even lead to development on the margins of the Green Belt. -

Introduction, Purpose and Approach 1.1 The Environmental Dimension Partnership Ltd (EDP) has been appointed by Taylor Wimpey Limited Strategic Land and Planning Team (the ‘Promotor’) to prepare a Green Belt Position Paper to inform the proposed allocation of land east of the Stafford Road (A449) near Wolverhampton, Staffordshire (‘the site’). 1.2 South Staffordshire District Council (SSDC) acts as the statutory planning authority and the site is located entirely within the West Midlands Green Belt. Redrow Homes Limited is promoting the site to SSDC as part of the District’s Local Plan Review which is scheduled to take place during the Winter of 2019, through the planned consultation and call for sites exercise. 1.3 SSDC has commenced a District Plan Review to identify land to accommodate the remainder of the adopted South Staffordshire District Plan (SSDP) housing requirement to 2030. 1.4 This Green Belt Position Paper should be read alongside the Landscape Position Paper (reference edp5393_r004) which sets out the prevailing landscape and visual circumstances of the site and its surroundings. 1.5 EDP is an independent environmental consultancy providing advice to landowner and property development clients in the public and private sectors in the fields of landscape, ecology, heritage, arboriculture and masterplanning. The Practice operates throughout the UK from offices in Cirencester, Shrewsbury and Cardiff. Details can be obtained at www.edp-uk.co.uk. Site Location and Description 1.6 The site is situated within the administrative authority of SSDC and measures approximately 54 hectares (ha). -

The character area covers 5,645ha lies wholly within Lichfield District boundary and to the west of Tamworth. Archaeological and Historic Documentation Archaeological work within the character area has tended to concentrate along the A5 and the M6 (Toll) roads. The information on this character area mostly comes from the HER data, whilst VCH has covered part of the area. Historic Environment Assets Summary The current understanding on the later prehistoric landscape of the character area suggests that it had mostly been heavily wooded until Bronze Age, when some clearance may have begun to take place to support a small scale pastoral economy. The earliest evidence for human activity from the character area dates to the Mesolithic period; however, this comes from flint artefacts and probably represents the presence of mobile hunting groups and transitory occupation. -

Scope of the Green Belt Review Tamworth includes part of the West Midlands Green Belt towards the south and south east of the Borough. The principal purpose of this review is to assess the extent to which it meets the five purposes of Green Belt as stated in paragraph 80 of the National Planning Policy Framework (NPPF). Evidence is needed to support the policies and proposals to be contained in the Local Plan 2006 - 2031. This is in order to show that the presence of statutory Green Belt within Tamworth has been properly taken into account in the preparation of the Plan and that the Green Belt boundaries have been critically assessed to ensure that they are appropriate to fulfil their purpose during the Plan period and beyond. This Green Belt review supersedes the 2012 review prepared by Lichfield District Council. 2. Introduction and aims of the Review The aims of this review are: • To review the land within the Green Belt against the five purposes of the Green Belt as outlined in paragraph 80 of the National Planning Policy Framework. • To make an assessment of opportunities to enhance the beneficial use of the Green Belt as outlined in paragraph 81 of the National Planning Policy Framework. -

8 STRATEGIC GREEN BELT REVIEW Approach and Methodology Background and Study Approach 8.1 In the context of seeking to address the shortfall in housing need across the HMA, this section moves on to present a strategic review of the Green Belt. 8.2 A significant proportion of the land in the HMA Area outside the built-up areas is covered by Green Belt policy, requiring the demonstration of Exceptional Circumstances through Local Plan Review for any alterations to be made to its extent. 8.3 The West Midlands Green Belt was created following the publication of Circular 42/55 which invited local planning authorities to consider the establishment of Green Belts in their development plans. As in other parts of the country, the designation of Green Belt was a reaction to the urban sprawl along transport corridors along with growing car ownership increasing the accessibility of rural areas. Land had already been bought by local authorities on the edge of the major urban areas to prevent further outward sprawl, when, in the early 1960s there were proposals for a Green Belt around the Birmingham conurbation. 8.4 Green Belt proposals were put forward as amendments to development plans but remained formally unapproved until 1975, when the Secretary of State approved the West Midlands Green Belt, although a quarter remained ‘interim’ and was only introduced in later reviews of structure and local plans. The West Midlands Green Belt covers approximately 900 square miles and extends between 6 and 15 miles from the built edge of the conurbation, surrounding and abutting a number of towns and cities: Kidderminster, Bromsgrove, Redditch, Cannock, Coventry, Lichfield, Tamworth, Rugby, Stratford upon Avon, Warwick/Leamington, Bridgnorth and Telford (Figure 24). -
