1 AN ACT Relating to placing certain synthetic into 2 schedule I of the uniform controlled substances act; amending RCW 3 69.50.204; creating a new section; and declaring an emergency.

4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

5 NEW SECTION. Sec. 1. The legislature finds that synthetic 6 cannabinoids have been developed for research purposes to investigate 7 the system. No legitimate nonresearch uses have been 8 identified for nor have they been approved for 9 human consumption by the United States food and drug administration. 10 The legislature further finds that the popularity of synthetic 11 cannabinoids has greatly increased in the United States and they are 12 being abused for their psychoactive properties. Products containing 13 synthetic cannabinoids are marketed as legal alternatives to marijuana 14 and are being sold over the internet and in tobacco and smoke shops, 15 drug paraphernalia shops, and convenience stores. Due to their method 16 of manufacture and high pharmacological potency, synthetic cannabinoids 17 are potentially extremely harmful; for some users, smoking synthetic 18 cannabinoids for the purpose of achieving intoxication and experiencing 19 the psychoactive effects has led to emergency room visits and calls to

p. 1 SB 5101 1 poison control centers. Consequently, placement of the synthetic 2 cannabinoids listed in RCW 69.50.204(c)(30) into schedule I of the 3 uniform controlled substances act is necessary to avoid an imminent 4 hazard to public safety.

5 Sec. 2.
