This Transport Assessment has been prepared in support of a full planning application for development of residential dwellings. 2. There would be a net increase in daily two-way flows from the proposed land use over the existing land use. 3. The site will accessible to pedestrians using the existing infrastructure on Humberstone Lane. 4. The site is accessible to cycle based travel, with good opportunities for cycle journeys in place of journeys by private car. 5. Public transport provision consists of nine bus services which regularly stop at the nearby bus stops on Humberstone Lane and nearby local roads. The pedestrian infrastructure adjacent to the site links to the nearest stop located on Humberstone Lane approximately 150 metres south east of the site. 6. The proposed development would generate increased levels of pedestrian trips from residents and visitors, additional cycle trips from residents and additional public transport users. Farrow Walsh Consulting has been engaged by Astill Planning to produce a Transport Statement in support of a proposed residential development on land adjacent to Humberstone Lane, Thurmaston, Leicestershire, LE4 8HN. 1.2. The Transport Statement (TS) report has been produced to accompany a full planning application and the report has been informed by the guidance contained within the National Planning Policy Framework (NPPF) - Travel plans, transport assessments and statements in decision-taking, updated in February 2019. 1.3. Leicestershire County Council (LCC) has been contacted in order to agree the scope of the Transport Statement. 1.4. This TS will evaluate a range of highway factors pertaining to the development and its effect on the surrounding highway network and in particular the impact the development will have on surrounding junctions. 1.5. This report provides an appraisal of the proposed development site’s accessibility to local amenities and to sustainable transport modes in the local area. A summary of these facilities is provided, and any potential improvements are discussed. 1.6. The report will consider trip generation from the proposed land use and, along with proposals to monitor the chosen method of travel to and from the site, where appropriate recommend measures to further encourage sustainable travel. 1.7. This report considers the core principles and objectives of the NPPF, where the development should positively contribute to: • encouraging sustainable travel; • lessening traffic generation and its detrimental impacts; www.farrowwalsh.com Farrow Walsh Consulting Limited Land off Humberstone Lane Thurmaston LE4 8HN Transport Statement September 2020 FW1628 -TS- 001 v5 • reducing carbon emissions and climate impacts; • creating accessible, connected, inclusive communities; • improving health outcomes and quality of life; • improving road safety; and • reducing the need for new development to increase existing road capacity or provide new roads. www.farrowwalsh.com Farrow Walsh Consulting Limited Land off Humberstone Lane Thurmaston LE4 8HN Transport Statement September 2020 FW1628 -TS- 001 v5 2.0 EXISTING SITUATION Site Location 2.1 The proposed development site is located in Thurmaston, on the northern outskirts of Leicester City. 2.2 Humberstone Lane is situated to the north of the site, running in an east – west direction. At its western end, it forms a signalised junction with the A607 Newark Road. To the south, this road provides a direct link to Leicester City Centre. To the northeast, it provides links to Queniborough, East Goscote, Rearsby, Brooksby and Frisby-on-the-Wreake. At its southern end, Humberstone Lane connects with the A563 Ring Road via a roundabout. Also, adjacent to the A563, Humberstone Lane connects with Barkbythorpe Road which provides links to Barkbythorpe, Barkby and Queniborough. 2.3 The site location is indicated in Figure 1 below. Figure 1 - Site Location plan www.farrowwalsh.com Farrow Walsh Consulting Limited Land off Humberstone Lane Thurmaston LE4 8HN Transport Statement September 2020 FW1628 -TS- 001 v5 Site Description 2.4 The site is located in Thurmaston, approximately 5km north of Leicester City Centre and is centred on National Grid reference 461581, 308486. The site has an area of 0.788 hectares. 2.5 The application site is currently occupied by a bodybuilding and auto refurbishing plant along with a printing workshop. The site boundaries comprise the following: • North – Humberstone Lane, with residential properties on the opposite side of the carriageway. • West – Industrial. • South – Industrial. • East – Railway line, with residential development on opposite side. 2.6 Land use in the vicinity of the site is a mixture of residential and industrial. 2.7 Access to the proposed development will be achieved via the modification of the existing access leading onto Humberstone Lane. This road will form a priority junction with Humberstone Lane. A proposed site layout is indicated in Figure 2 below. www.farrowwalsh.com Farrow Walsh Consulting Limited Land off Humberstone Lane Thurmaston LE4 8HN Transport Statement September 2020 FW1628 -TS- 001 v5 Figure 2 - Proposed Site Layout Existing Highway Network Humberstone Lane 2.8 Humberstone Lane is a local distributor road which provides a route through Thurmaston between the A607 Newark Road (to the west) and Barkbythorpe Road (to the south east). 2.9 The carriageway in the vicinity of the site has a width of approximately 5m. Footways are present on both sides of the carriageway with a width of 1.8m. Street lighting is also present on both sides of the carriageway. 2.10 A speed limit of 30 mph is present on Humberstone Lane in the vicinity of the site. 2.11 In order to ascertain the speeds of traffic along Humberstone Lane in the vicinity of the site, ATC surveys were carried out by MHC Traffic on Humberstone Lane for a period of seven days commencing Monday 3rd September 2018. The results of the ATC survey are provided as Appendix A. 2.12 For Humberstone Lane, the observed 7-day northbound 85th percentile speed was 31.9 mph. The observed 7-day southbound 85th percentile speed for this carriageway was 34.2 mph. Existing Pedestrian Facilities 2.13 According to the National Travel Survey (2019), walking constitutes 26% of all journeys made in a year on a national scale. Furthermore, of all trips made which were less than one mile (1.6 km) during 2019, 4 out of 5 (80%) were walking trips. 2.14 NPPF states that “walking is the most important mode of travel at the local level and offers the greatest potential to replace short car trips, particularly those under 2 kilometres”. The distances in the IHT ‘Guidelines for Providing for Journeys on Foot’ document describe acceptable walking distances for pedestrians without mobility impairment. They suggest that, for commuting, up to 500 metres is the desirable walking distance, up to 1000 metres is an acceptable walking distance, and up to 1500 metres is the preferred maximum walking distance while 2000 metres is the threshold distance. 2.15 The Manual for Streets (MfS) states that “walkable neighbourhoods” have a range of facilities within 800m. However, this distance is not regarded as the upper limit for walking journeys, and MfS uses the criterion that walking offers the greatest potential to replace short car trips, particularly those under 2km. This figure was derived from guidance first published in PPG13. Although this document has now been withdrawn, there is no empirical evidence to suggest that this is not still an appropriate measurement. MfS also states that the propensity to walk is influenced not only by distance, but also the quality of the walking experience, as influenced by the overall environment, vehicular traffic flows/speeds etc.
