1 Attachment B Ourcycle La ATTACHMENT B OPPORTUNITIES FOR MAKING BROADBAND AVAILABLE TO ALL ANGELENOS OURCYCLE LA – DIGITAL INCLUSION PILOT PROGRAM The City encourages interested parties to propose innovative ways to ensure that broadband is available to every Angeleno, and is particularly interested in receiving proposals in which the development of the CityLinkLA can be coordinated with the City’s digital inclusion efforts. Under the leadership of the Offices of the Mayor and City Council, the City of Los Angeles has implemented a digital inclusion pilot program, OurCycle LA, to take advantage of the thousands of salvage computers from the City. It is a collaborative public/private partnership between the City, non-profits, social enterprises and large corporate partners. The goals of the program are to maximize the use of the computers, provide job training and employment on computer refurbishing and recycling for individuals with high barriers to employment, minimize the City’s electronic waste footprint, and help bridge the digital divide in Los Angeles. OurCycle LA was officially launched on February 27, 2015. The limited supply of free refurbished computers is being distributed to low-income individuals or families in Council District 10, with focus on Baldwin Village and Koreatown. Qualified participants are required to attend a digital and financial literacy training program and sign up for low cost internet services. The refurbished computers will also be distributed to non-profit organizations throughout the City that operate public access computer centers serving disadvantaged communities. OurCycle LA will be used as a model for future treatment of the City’s electronic waste that will benefit low-income Angelenos, the environment, the local economy, and help develop the e-waste recycling sector in Los Angeles. To build on the success of OurCycle LA, the City desires to establish an on-going public/partner partnership digital inclusion program that is sustainable and helps further access and digital literacy for low income and disadvantaged residents of Los Angeles. Below is a listing of the OurCycle LA partners, as well as some of the organizations in the Los Angeles County that provide digital inclusion services who may be potential partners for future digital inclusion efforts. Also below is a listing of the community computer centers that are providing Internet access, job training and other services to neighborhoods throughout the City.     ORANGE LINE TRANSIT NEIGHBORHOOD PLANS COMMUNITY WORKSHOP & INITIAL CONCEPTS: SUMMARY OF COMMENTS NOVEMBER AND DECEMBER 2017 Executive Summary The Orange Line Transit Neighborhood Plans (TNP) project aims to develop land use, zoning, and design regulations for the neighborhoods surrounding five Metro Orange Line stations in the south San Fernando Valley: North Hollywood, Van Nuys, Sepulveda, Reseda, and Sherman Way. The study area generally includes the corridors and some residential areas within a 15-minute walk or ½-mile radius of each station. During the first phase of the public planning process, in the first half of 2016, the Los Angeles Department of City Planning hosted four community workshops to identify opportunities to enhance neighborhoods surrounding transit stations, as well as several other small focus groups with specific stakeholder groups. Staff gathered input from the general public, including community residents, business owners, employees, transit users, and other participants about their thoughts, ideas, and concerns for the future of their neighborhood as it develops around transit, summarized here. Using the comments received through the first phase of outreach, in combination with station area context, existing City plans and policies, demographic analysis, and planning best practices, staff developed initial land use and zoning concepts for targeted changes in development rights and design regulations. These initial concepts were presented at two community workshops, on November 2, 2017 from 6-8:30 p.m.at the San Fernando Valley Arts & Cultural Center in Tarzana, and on November 15, 2017 from 6-8:30 p.m. at Van Nuys City Hall. Following these meetings, materials were made available online and staff solicited additional comments through the end of December.

    IV. ENVIRONMENTAL IMPACT ANALYSIS D. TRANSPORTATION SAFETY This section describes the existing transportation setting of the proposed Project and evaluates the potential for transportation safety impacts to occur due to development of the proposed Project. The transportation safety analysis focuses on the potential for the proposed Project to result in driver distraction that compromises the safety of motorists and pedestrians within the Central Terminal Area (CTA), and the potential for Air Traffic Control (ATC) or pilot distraction to occur to a degree that compromises aviation safety. 1. ENVIRONMENTAL SETTING a. Existing Street System The Los Angeles International Airport (LAX) is located in the western portion of Los Angeles County. This area of the county is mostly built out, and very little land remains undeveloped. As the largest airport in the Los Angeles region, LAX receives traffic from throughout the entire region. However, its location in the heart of an urban area and the lack of any direct freeway connection to the CTA requires that LAX be served by many local and arterial roads, with direct CTA access solely provided from Century Boulevard and Sepulveda Boulevard. These roads are in turn served by two freeways (Interstates 105 and 405 [I-105 and I-405]). LAX presently has one primary access system serving the CTA, which requires the use of local and arterial streets from the east for access. Refer to Figure IV.D-1, Project Site and Surrounding Roadways. i. On-Airport Roadways (1) Landside Sub-Area The CTA accommodates all of the origin/destination passenger traffic using LAX. Passengers accessing the CTA use many modes of travel; however, the overwhelming majority of vehicles in the CTA are private vehicles.
