CALL TO ORDER

As required by the Open Public Meetings Act as presiding officer, I announce that adequate notice of this meeting has been provided by mailing on Monday, June 22, 2020 to the Paulsboro Clerk, Greenwich Township Clerk, Courier Post, South Jersey Times, Secretary of Greenwich Township Board of Education and by posting the schedule of meetings in a public place reserved for such announcements by the Board of Education. The 2019-2020 Board of Education schedule of meetings was adopted by the Board of Education at the Reorganization Meeting on January 2, 2020.

In addition, an announcement that this meeting would be conducted online was placed on the district website, Facebook and Twitter. A phone blast announcement was sent to alert citizens that the information about the online meeting is available on the district website, Facebook and Twitter. As usual, notice of the online meeting was posted in Paulsboro Borough Hall and sent to the newspapers.

OLD BUSINESS

A. JOY – AFTER SCHOOL PROGRAM

At the May 26, 2020 meeting of the Board of Education, a member questioned how much homework help was taking place at the JOY After School Program. Please find attached a follow-up email from the leadership of the JOY program. They indicate that the homework portion of the after school program is a struggle because it is difficult for the JOY staff and the classroom teachers to communicate on a daily basis. As a result, the after school teachers must rely on the students to tell them what, if any, has been assigned. (Attachment)

The JOY staff suggests that using the Google for Education platform could be helpful with communication between the school day and after school teachers. The Interim Superintendent also feels that there are ways to enhance this communication. He will discuss this matter with the incoming Superintendent prior to the new school year.

B. QSAC DISTRICT IMPROVEMENT PLAN

As reported previously, the Quality Single Audit Continuum review of the Paulsboro Public Schools for the 2018-2019 school year yielded scores that were below the standards established by the New Jersey Department of Education. As a result, District Improvement Plans must be created in four of the five QSAC areas. This will take a considerable amount of the Interim Superintendent’s, Interim Business Administrator’s, Director of Curriculum, Instruction and Assessment’s and Interim Supervision of Special Service’s time. Hopefully the improvement plans will be ready for review by the Board of Education during July 2020.

C. NOVEMBER 2020 ELECTION - OFFICES OPEN FOR GENERAL ELECTION

D. HIRING OF THE NEW SUPERINTENDENT OF SCHOOLS

A committee composed of members of the community interviewed and provided feedback to the Board of Education for the two finalists for the position of Superintendent of Schools. These interviews were conducted on Tuesday, June 16, 2020. The Board of Education met in Executive Session on Thursday, June 18, 2020 in order to discuss the two candidates. The Board of Education is expected to meet in Executive Session on Monday, June 29, 2020 to continue this dialog.

PENDING ITEMS

A. POLICY MANUAL – UPDATE NEEDED

The District Policy Manual is out of date and should be updated. This is an appropriate project for the new Superintendent of Schools and the Board of Education. New Jersey School Boards Association or another agency will provide leadership in this area.

Currently, the hard copy policy manual does not match what is posted online. The online policies, in some cases, appear to be drafts. Some recently adopted policies do not appear in the hard copy manual or online.

B. COLLECTIVE BARGAINING – PAULSBORO EDUCATION ASSOCIATION AND PAULSBORO ADMINISTRATORS ASSOCIATION (THIS IS URGENT)

At the January 27, 2020 meeting, the Interim Superintendent suggested that the Board of Education might want to select the members who will serve on the Negotiations Committees for the contracts with the Paulsboro Education Association and Paulsboro Administrators Association. These agreements expire on June 30, 2021. Selection of committees now will allow them to review the existing contracts as well as attend training provided by New Jersey School Boards Association.

The Interim Superintendent sent the two collective bargaining agreements to New Jersey School Board Association (NJSBA). NJSBA will review the agreements and make suggestions.

C. STUDENT-ATHLETE PHYSICALS

At the January 27, 2020 meeting, the Board of Education agreed to change the procedure for the approval of student physical examinations for athletic participation. The Nurse and Interim Superintendent are working on this project. More information will be forthcoming as soon as it is available.

NEW BUSINESS

A. RESOLUTION HONORING CHRISTIN GOSS AND KAREN DEWALT

Recommend adoption of a resolution honoring Christin Goss and Karen Dewalt for founding and maintaining the Paulsboro Schools Remote Learning Help and Hints Facebook page. Ms. Goss and Ms. DeWalt created the webpage and maintained it throughout the mandated school closing. The webpage included resources for students learning remotely, provided a forum for parents seeking information and served as an outlet for information being distributed by the school administration. This Facebook page made a very positive difference for students, parents and teachers as they faced the challenges of remote learning during a pandemic and a time of social unrest.

The Board of Education can present that resolution and other recommended in this agenda in- person when school reopen.

B. PROPOSED REDUCTION TO 2020-2021 STATE AID

It appears more and more likely that the State of New Jersey will need to reduce the amount of aid provided to schools for the 2020-2021 school year. These changes are the result of revenue shortfalls caused by actions needed to deal with COVID-19. Preliminarily, it looks like the Paulsboro Public Schools will lose approximately $714,000. The Interim Superintendent and Interim Business Administrator are working through various approaches to adjust the budget to accommodate for the lower state school aid amount.

WHEREAS the “Open Public Meetings Act:” (Chapter 231 Laws of 1975) authorizes a public body to exclude the public from that portion of a meeting at which specified topics are to be discussed, the Paulsboro Board of Education will meet in Executive Session for the purpose of discussing the following: Personnel, Student Matters, Contracts, Negotiations and Litigation. The matters discussed will remain confidential until the need for confidentiality no longer exists.

BE IT RESOLVED: The Paulsboro Board of Education will adjourn to Executive Session to discuss personnel and legal matters the results of which may be made known upon return to regular session or when conditions warrant.

PERSONNEL B - R: The Greenwich Township Representative may vote on items in this section of the agenda.

A. Informational: All people being recommended for employment must have completed a Criminal History Background Review and met certificate / license requirements along with all necessary paperwork prior to Board of Education action unless otherwise noted.

B. Recommend approval of the substitute teachers on the attached list from ESS (formerly known as Source 4 Teachers). (Attachment)

Informational: The Board of Education has a contract with ESS to provide substitute teachers for the district. ESS verifies proper certification, Criminal History Background checks, etc. The Paulsboro Board of Education must then approve the names of the substitute teachers in order for them to work within the district.

C. Recommend approval of a one-time salary adjustment as follows for Computer Technician Matthew Shannon:

Informational: For approximately one year the district was without a Director of Technology. During that time, Computer Technician Matthew Shannon became the “go to” person in the Information Technology Department. In some cases, he resolved major network problems such as the firewall outage that caused all schools to lose Internet and telephone service. In other cases, he worked directly with the administration to assist with online testing, deployment of 350 laptop computers and a variety of other technology related issue. The one- time salary adjustment recommended is 4.6% for the 2019-2020 school year. The salary adjustment recognizes Mr. Shannon hard work and ability to “learn on his feet” while the district was without a Director of Technology.

The Interim Superintendent has a written statement from Paulsboro Education Association President JoAnne Gayeski that this salary adjustment will not be considered precedent setting. In addition, the written statement promises that there will not be a PEA grievance from the other Computer Technician. During collective bargaining, the Board of Education may want to consider establishing the position of “Senior Technician.”

Charlie Brown is also a Computer Technician whose work was excellent during the time the district was without a Director of Technology. His work then and now is a significant factor in the smooth functioning of the Information Technology Department.

D. Recommend approval for each of the following Paulsboro High School secretaries to work up to 80 hours during July and August 2020 in order to assist the Principal and Assistant Principals to prepare for school opening in September 2020. Secretaries will earn $22 as per agreement with the Paulsboro Education Association. The maximum stipend per secretary will be 80 hours x $22/hour = $1,760. This amount is within budget guidelines. The recommendation includes the provision that the Paulsboro High School Principal submit, prior to secretaries being called to work, the work schedule and specific tasks to be completed by each secretary to the Superintendent of Schools for approval.

Informational: For many years, the Board of Education budgeted for and approved summer work for secretaries. During the past few years, the summer work was deleted from the

6 June 29, 2020 budget. As a result, it became very difficult for the administrators to prepare for the school opening. By illustration, telephone messages and requests for items such as transcripts went unanswered. Schedule changes were not able to be made on a timely basis. In some cases, students new to the district could not complete registration prior to school opening.

E. Recommend approval of the temporary change of duties for Secretary to the Assistant Principal/Athletic Director Adina Giovannitti to the position of Secretary to the Assistant Principal/Transportation Secretary for the period July 1, 2020 – October 31, 2020. Ms. Giovannitti will continue to earn her normal salary during this period.

Ms. Giovannitti will work during the summer months in order to prepare the transportation department for school opening in September. The Interim Business Administrator will establish the work schedule and specific tasks to be completed by Ms. Giovannitti. Ms. Giovannitti will earn $22/hour for up to 80 hours between July 1 and August 31, 2020. If needed, this recommendation includes an additional 40 hours of work. (Note)

Note: At this time, it is unclear if school will reopen for in-person learning in September. If they do reopen, it may be for remote learning only. In this case, there would be no need for transportation. If transportation is not needed, Ms. Giovannitti will work throughout the schools in order to assist the administration to prepare for remote learning. If schools do reopen for in-person learning, Ms. Giovannitti will need both the 80 hours and 40 hours to handle transportation needs.

Informational: Accounts Payable/Transportation Secretary Karen Minniti is retiring effective June 30, 2020. Retired Payroll Secretary Lisa Capasso has been approved to work part-time to complete the Accounts Payable portion of Ms. Minniti’s duties. Ms. Capasso is very experienced and will provide excellent work in the area of accounts payable as well as assistance to the new Payroll Secretary.

As secretary to the Athletic Director, Ms. Giovannitti already handles a significant amount of transportation. Paulsboro High School Principal Paul Morina will re-arrange Ms. Giovannitti’s duties as well as those of Assistant Principal/Athletic Director John Giovannitti and Assistant to the Athletic Director Mark Vogeding in order to compensate for the change of duties for Ms. Giovannitti.

F. Recommend approval for Paulsboro High School Guidance Counselors Melba Moore-Suggs and Vincent Giovannitti to work up to 80 hours each during July and August 2020 at $32 per hour as per agreement with the Paulsboro Education Association. The maximum amount of this stipend is 2 counselors x 80 hours/counselor x $32/hour = $5,120. The amount is within budget guidelines. The recommendation includes the provision that only one counselor is present at a time in order to maximize the number of days that the Guidance Office is staffed. Work schedules must be approved in advance by the Paulsboro High School Principal.

Informational: For many years, the Guidance Counselors worked during the summer. In recent years, this item was eliminated from the budget. The counselors are critical to school opening because they assist the Assistant Principal with schedule conflicts and changes so that every student has a complete schedule when school opens. They also handle request for transcripts, new student registration and updating of records.

G. Recommend the voluntary transfer of Lauren Abbott from the position of Secretary to the Supervisor of Special Services to the position of Confidential Secretary to the Business Administrator/Secretary to the Board of Education. If approved the appointment is effective July 1, 2020. Ms. Abbott will earn $51,000. This is a non-union represented position.

Informational: If approved, Ms. Abbott replaces Michelle Jankauskas who was transferred to the position of Payroll Secretary effective July 1, 2020.

H. Recommend approval of the temporary change of duties for Secretary to the Director of Curriculum, Instructions and Assessment Theresa Croce to include the vast majority of her current duties as well as the vast majority of those previously assigned to the Secretary to the Supervisor of Special Services. This temporary change of duties is for the period July 1, 2020 – October 31, 2021. The recommendation includes a stipend of $200 per month from July 1, 2020 – October 31, 2020.

Informational: Ms. Croce official title is Secretary to the Assistant Superintendent of Schools. The position of Assistant Superintendent was replaced by a Director of Curriculum, Instruction

7 June 29, 2020 and Assessment as well as a Part-time Supervisor of Special Services. As a result, the duties of the central office secretaries must be re-examined with new job descriptions written and presented to the Board of Education for approval.

Informational Items E, F and H: Significant personnel changes have taken place in the Administration Building. The position of Assistant Superintendent has been replaced with a Director of Curriculum, Instruction and Assessment and a Part-time Supervisor of Special Services. In the past, central office secretaries typed lengthy Individual Education Plans (IEP). At this point, much of the clerical work has changed to online record keeping and data entry.

At the current time, all of the central office secretaries have significant experience in the Paulsboro Public Schools. Many of the secretaries have been promoted and transferred so, for the first time, they are cross-trained to do each other’s jobs.

Bottom line, it is time to do a complete review and restructuring of the secretarial staff assigned to the central office as well as the Athletic Department. Interim Business Administrator/Secretary to the Board of Education completed a similar task while working in the Audubon Public Schools. He has agreed to review the job descriptions and assignments of the central office and Athletic Department secretaries. He will provide the incoming Superintendent of Schools with recommendations for review and presentation to the Board of Education. In the meantime, no new secretaries will be hired but rather duties reassigned as explained above.

I. Recommend approval to appoint Robert Harris to the position of Part-Time Interim Supervisor of Special Services effective July 1, 2020. Mr. Harris will work at least 3 days per week at a rate of $425 per day. This position does not include benefits.

Informational: Mr. Harris served in the same position during second semester the 2019-2020 school year. Mr. Harris is a very experienced Supervisor of Special Services. His work in Paulsboro has been exemplary.

J. Recommend approval to appoint Shaun O’Bryant to the position of Part-Time Director of Technology effective July 1, 2020. Mr. O’Bryant will earn $35 per hour not to exceed 29 hours per week. This is a part-time position that does not include benefits.

Informational: Mr. O’Bryant served in the same position during the second semester of the 2019-2020 school year. He is a very experienced Informational Technologist. His work in Paulsboro has been exemplary.

K. Recommend approval to appoint Mr. Tahje Thomas to the position of Website Content Administrator for the 2020-2021 school year effective July 1, 2020 at a salary of $3,900.00. Informational: The position of Website Content Administrator has ongoing duties to receive recommended content, rewrite/write content, edit content, etc. then upload the materials to the websites. The person in this position must be “on call” basically 24/7. The position of Website Content Administrator was approximately 6 years ago. Since then, the duties have continued to expand but the salary has not changed.

Beginning in 1991, the school system published and distributed a hard copy District Activities Calendar. With advances in technology, it makes more sense to include the calendar on the district website, Facebook and Twitter rather than distributing a printed document. In many cases, the Website Content Administrator is responsible for the calendar now. Having said this, responsibility for the district calendar will switch from the Secretary to the Assistant Superintendent to the Website Content Administrator.

If approved, the recommendation above includes a $600 increase in the stipend. The increase is the result of no adjustment for six years as well as expanded duties.

L. Recommend approval of the voluntary transfer of Brian Betz from Teacher of Music assigned to the elementary schools to Teacher of Music assigned to Paulsboro Junior High School and Paulsboro Senior High School effective September 1, 2020.

Informational: If approved, Mr. Betz will replace Wendy Stocker who recently retired.

M. Recommend approval for twelve weeks of an unpaid leave of absence to bond with her child in accordance with the New Jersey Family Leave Act for Speech/Language Specialist Kristin

8 June 29, 2020 Shute with the following terms and conditions. The leave was originally approved by the Board of Education on January 28, 2020 then again on April 27, 2020 and again on May 26, 2020. All information is supported by a letter from Ms. Shute’s physician.

Dates of Leave Terms and Conditions of Leave Tuesday, September 1, 2020 – Without pay but with benefits as per New Jersey Temporary Sunday, November 22, 2020 Disability Benefits Law. The district will continue to pay its portion of the cost of benefits. Ms. Shute will also continue to make her contribution for benefits. Note: Upon her return to work, Ms. Shute will double up on her contribution for benefits.

The leave was reapproved by the Board of Education on May 26, 2020 Dates of Leave Terms and Conditions of Leave Friday, May 1, 2020 – With pay and benefits by use of accumulated sick days (31 days). Monday, June 15, 2020

The leave was reapproved by the Board of Education on April 27, 2020 Dates of Leave Terms and Conditions of Leave Thursday, May 7, 2020 - With pay and benefits by use of accumulated sick days as well as the Monday, June 15, 2020 concurrent use of Federal Family Leave (27 days). (or the last day of school whichever comes first) The leave was originally approved by the Board of Education on January 27, 2020 Dates of Leave Terms and Conditions of Leave Monday, April 27, 2020 - With pay and benefits by use of accumulated sick days as well as the Friday, June 12, 2020 concurrent use of Federal Family Leave (34 days).

N. Recommend approval for an unpaid leave of absence for childbearing /childrearing for Speech/Language Specialist Addie Shmuel with the following terms and conditions.

Dates of Leave Terms and Conditions of Leave Tuesday, September 1, 2020 – Without pay. The district will continue to pay its portion of Sunday, November 1, 2020 the cost of benefits. Ms. Shmuel will also continue to make her contribution for benefits.

Note: Upon her return to work, Ms. Shmuel will double up on her contributions for benefits.

O. Recommend approval for the following custodians to hang their boiler licenses for the 2020- 2021 school year with a stipend of $694 as per agreement with the Paulsboro Education Association. Account Number 11-000-262-110-997

P. Recommend approval to appoint Marc Kamp as the School Photographer at a rate of $25.00 per hour not to exceed $500.00 for the 2020-2021 school year.

Informational: Mr. Kamp has served as the School Photographer for many years. He takes photographs of students, citizens and staff who are being honored by the Board of Education. He is also available to take pictures of activities such as the production of the Virtual Commencement Exercise. The recommended pay rate is the same as during the 2019-2020 school year.

Q. Recommend approval to appoint Steve Hunckler as the videographer for the Paulsboro High School Football Team. Mr. Hunckler earns $50 per game and/or scrimmage.

Informational: Mr. Hunckler has served in this position for many years. The recommended pay rate is the same as during the 2019-2020 school year.

R. Recommend approval to grant the Interim Superintendent authority to use a letter of intent to hire staff, as needed, prior to the next regular meeting of the Board of Education.

Informational: “Letter of Intent” authority allows the Interim Superintendent to offer positions to candidates prior to the next regular meeting of the Board of Education. At its next regular meeting, the Board of Education would be obligated to approve these appointments. The Interim Superintendent will only use letters of intent when absolutely necessary.

Recommend approval for Loudenslager Elementary School Secretary Lisa Philips to work up to 80 hours during July and August 2020 in order to assist the Principal to prepare for school opening in September 2020. Ms. Philips will earn $22 as per agreement with the Paulsboro Education Association. The maximum stipend will be 80 hours x $22/hour = $1,760. This amount is within budget guidelines. The recommendation includes the provision that the Loudenslager Elementary School Principal submit, prior to secretaries being called to work, the work schedule and specific tasks to be completed by each secretary to the Superintendent of Schools for approval.

Informational: Please see Item D above. It should be noted that the Billingsport Early Childhood Center Secretary is employed for 12-months so “summer hours” are not being recommended since they already exist.

T. Recommend approval to appoint Jacquline Breshock to the position of Teacher of Students with Disabilities assigned to the new class for students with Behavioral Disabilities at Loudenslager Elementary School effective September 1, 2020. Ms. Breshock will earn MA Step M - $74,109 as per agreement with the Paulsboro Education Association. This recommendation is contingent upon proof of prior teaching experience, proof of earned Master’s Degree and successful completion of the Criminal History Background Review.

Informational: Interviews were conducted by Interim Supervisor of Special Services Robert Harris, Loudenslager Elementary School Principal Matthew Browne, Billingsport Early Childhood Center Principal Tina Morris and Interim Superintendent Walter Quint. Ms. Breshock has 12 years of teaching experience. She is working toward certification in Behavior Analysis. Mr. Harris indicated that Ms. Breshock is one of the best candidates that he has ever interviewed.

U. Recommend approval to appoint Shaun Darby to the position of Elementary School Teacher assigned to Grade 6 at Loudenslager Elementary School effective September 1, 2020. Mr. Darby will earn BA Step I - $54,078 as per agreement with the Paulsboro Education Association. This recommendation is contingent upon proof of prior teaching experience and successful completion of the Criminal History Background Review. When Mr. Darby is able to verify his experience in Jamaica, his salary will be adjusted to reflect the added experience.

Informational: Interviews were conducted by Loudenslager School Principal Matthew Browne, Billingsport Early Childhood Center Principal Tina Morris and Interim Superintendent Walter Quint. Mr. Browne check references. Mr. Darby has teaching experience in Jamaica and North Carolina. In North Carolina he served as the coach for the school Robotics Team.

This recommendation is contingent on successful completion of the Criminal History Background Review.

Informational: Paulsboro High School Principal Paul Morina, Director of Curriculum, Instruction and Assessment Christine Lindenmuth, Assistant Principal James Pandolfo and Interim Superintendent Walter Quint conducted the interviews. Mr. Morina checked references. Ms. Buechler holds a standard certificate in mathematics for grades K-8. She earned all “A’s” at Stockton University. If approved, Ms. Buechler replaces Judy Hathaway who recently retired.

Informational Items X-AA: Funding for the above recommendations is included in the 2020- 2021 budget. For the past few years, no Library-Media Specialist was available at Loudenslager Elementary School or Paulsboro Junior-Senior High School. Library-Media services are mandated by the New Jersey Department of Education. The District Library- Media Specialist will help “weed-out” the current collections at each of the district schools and coordinate with the teachers to transfer some materials to classroom libraries. She will then work to establish, maintain and update the essential print collections in the school libraries. The District Library-Media Specialist will also review, recommend and coordinate the “push out” of digital Library-Media resources districtwide. These digital resources will be available to students and staff 24/7 via the district network.

BB. Recommend approval to create the position of Elementary School Teacher of STEAM and Gifted and Talented.

Informational Items BB-DD: The Board of Education approved the creation of a STEAM Academy at its meeting conducted on September 24, 2020. The 2020-2021 budget includes the funds needed to implement the above recommendations. The addition of the STEAM/Gifted and Talented position at Billingsport Early Childhood Center (BECC) allows Ms. Richardson to work exclusively at Loudenslager Elementary School (LES). This nearly doubles the amount of STEAM and Gifted and Talent instruction for students at LES. If Ms. DeMarco’s transfer is approved, a recommendation will be forthcoming to appoint a Teacher of Technology to fill the position vacated by her transfer. As at LES, the creation of the STEAM/Gifted and Talented position nearly doubles the amount of instruction available for these subjects at BECC. PAULSBORO HIGH SCHOOL COMMENCEMENT A-L: The Greenwich Township Representative may vote on items in this section of the agenda.

Recommend approval of the following actions relative to the virtual and in-person Commencement Exercises for the Paulsboro High School Class of 2020:

A. Recommend approval to conduct an in-person Commencement Exercise on Tuesday, July 7, 2020 (Rain date Wednesday, July 8, 2020) on Bennett Field beginning at 6:30 PM.

Informational: This will be a modified Commencement Exercise since the official graduation took place online on June 15, 2020. The in-person activity will be more of a photo opportunity so that parents can see their children cross the stage, receive a diploma, turn their tassel and sit with their classmates one final time. Each graduate may invite four guests to the ceremony. The class advisors and administrators are carefully planning the ceremony to maintain social distancing and stay within the guidelines established by the Governor. The Interim Superintendent submitted the required documentation to the New Jersey Department of Education.

Note: Members of the Board of Education are invited and encouraged to attend. Please contact the Interim Superintendent so that he can arrange for tickets.

B. Recommend approval for the Interim Superintendent of Schools to hire employees of the Paulsboro Public Schools as needed to help conduct the in-person Commencement on July 7 or 8, 2020 at rates as per agreement with the Paulsboro Education Association.

C. Recommend approval to appoint Paulsboro High School Teacher Brenda Caltabiano as the Senior Class Advisors for the 2020-2021 school year effective July 1, 2020. The stipend for this position is $2,594 as per agreement with the Paulsboro Education Association.

Informational Items B-D: The Governor did not permit in-person Commencements to take place until July 6th. This is beyond the contracted year for 10-month school employees. As a result, if they volunteered to help with Commencement, they would not be covered by Workers Compensation. The above recommendations provide the required safeguard for employees helping with the Commencement Exercise.

E. Recommend adoption of a resolution honoring, thanking and commending Dominick Cucinotta for serving as the volunteer videographer for both the virtual and in-person Commencement Exercises.

Paulsboro High School Paul Morina will serve as the mentor for Mr. Vogeding. There is no cost to the Board of Education.

The PEA grant is in the amount of $1,042,800. Grant funds are used to pay salaries and benefits for the faculty and staff of the Preschool program.

E. Recommend adoption of a resolution honoring, thanking, and commending Steven Morris (Son of Billingsport Early Childhood Center (BECC) Principal Tina Morris) as well as a $50 honorarium for producing the virtual BECC Moving Up Ceremony.

Informational: This is, most likely, the first ever Moving Up Ceremony for BECC. Steven is 14 years old.

15 June 29, 2020 F. Informational – Preliminary – Counseling Center – Billingsport Early Childhood Center (BECC)

This Interim Superintendent of School was notified that a program that began in the is about to be expanded with the hope of making it a statewide service. The program will create a Counseling Center at BECC that will be staffed by a Social Worker and Behaviorist. Senator Sweeney and Executive County Superintendent of Schools Ave Altersitz identified BECC as an excellent location for the first expansion of this much needed service. There will be no cost to the Board of Education for the Counseling Center. More information will be provided as it becomes available.

INSTRUCTIONAL SERVICES A-C: The Greenwich Township Representative may vote on items in this section of the agenda.

A. Recommend approval to allow Camerin Kidd (son of Charles L. Kidd and Jillian Williams-Kidd) to attend Paulsboro High School as a courtesy student. Camerin will be a 11th grade student during the 2020-2021 school year. Informational: Camerin attended Paulsboro High School prior to the family relocating. The young man flourished academically and socially at PHS. Transportation to and from school is the responsibility of the parents. B. Recommend approval of a donation in the amount of $125 to pay for a Paulsboro High School student to take a dual credit Biology course at Rowan College – South Jersey. The donation was made by Dr. and Mrs. Walter Quint. C. Recommend approval of the following actions for the Paulsboro High School Credit Recovery Program:

1. Conduct Paulsboro High School Credit Recovery Program in accordance with NJAC 6A:32 – 10.1-10.4. This recommendation includes authorization to submit the application to operate the program to the New Jersey Department of Education. Loudenslager School Principal Matthew Browne volunteered to serve as the principal for the summer program. The program will be conducted remotely from Monday, July 13, 2020 through Tuesday, August 11, 2020. The program is open to seniors (Class of 2020) and Juniors (Class of 2021)

Informational: The purpose of the Credit Recovery Program is provided the courses needed for seniors to graduate from high school prior to the start of the next school year. If these students graduate, it has a positive impact on the district graduation rate as well as allows the students to move forward with their post high school plans.

2. Compensate teachers who complete the certification requirements for Google for Education – Level I the $10 fee charged for the online examination.

Informational: Google for Education is a robust platform used by many schools to facilitate both in-person and remote learning. As a field test, the Credit Recovery Program will be taught using this platform. Teachers working in this program will be in the forefront and, therefore, be resources for their colleagues as the district moves forward to enhance its instructional program. Teachers will earn professional development hours for taking the Level I training.

3. Issue a laptop computer and MiFi Device to each teacher and student participating in the Paulsboro High School Credit Recovery Program.

Informational: The district owns enough one generation old “red” laptops that can be reimaged for use by students in the Credit Recovery Program. Again, this will be a field test as the district begins to move toward a one-to-one school system. Students must return the equipment in order to receive grades and/or diplomas.

4. Purchase 50 MiFi devises with unlimited Internet access at $20 per device per month plus the cost of purchasing these devices. The purchase price is approximately $3,400 total.

Informational: In order to close the digital divide the students must not only have a device (in this case a laptop) but also access to the Internet. The MiFi devises provide this access. Loudenslager Elementary School Principal Matthew Browne will be the Principal for ESY. Informational: The Individuals with Disabilities Education Act (IDEA) requires schools to provide Extended School Year (ESY) programs for those students who will suffer significant learning losses if they do not continue their schooling through the summer months. The need for ESY is specifically stated and justified in the student’s IEP. This is the first year that Paulsboro has included junior high school students in the ESY program.

After careful consideration, the administration decided not to recommend a summer school program at the elementary school level. Many of the students who would benefit the most from a summer program, struggled to complete work from March through June when learning was remote and/or learning packets. Placing these youngsters back into a similar program would not, therefore, be beneficial.

The administration is focusing on what school programs during the 2020-2021 school year will “look like” in order to compensate for the disruption to learning that occurred during the prolonged mandated school closure.

A. Recommend approval of the following actions relative to the 2021 Senior Class Trip:

Note: All recommendations in this section are subject to final review and approval of the agreement with World Class Vacations by School Attorney Steve Edelstein. 1. Recommend approval to conduct the Senior Class Trip to Orlando, Florida from Monday, April 26, 2021 through Friday, April 30, 2021.

2. Recommend approval of a contract with World Class Vacations located in Allentown, Pennsylvania as the Tour Operator for the 2021 Senior Class Trip. Informational: The cost of the trip is $1,559 per student. The price includes airfare, tickets to Universal Studios, Island of Adventure, and a three day Disney Premium Pass, hotel accommodations, Medieval Times Dinner and Show, six meal tickets, class photograph, ground transportation and a security guard at the hotel.

The Board of Education adopted the following standards for behavior and attendance for the Senior Class Trip at its October 30, 2014 meeting. Students participating on the Senior Class Trip may not exceed the following attendance and behavior limits by the month listed.

If a student exceeds the absence and suspension limits they forfeit part of the cost of the trip. The closer to the trip date that the limit is exceeded, the greater the amount forfeited.

Parents of students participating on the trip must sign the Participation Contract / Permission Form. The parent permission form explains the penalty for various discipline infractions that may take place on the Senior Class Trip.

At the same meeting the Board of Education also included the following academic rules for participation in the Senior Class Trip: Beginning with the Class of 2016, students must have a cumulative Grade Point Average of 70% or higher at the end of first marking period of their senior year.

Finally, the Board of Education requires parents of students participating on the Senior Class Trip to sign the Field Trip Insurance Notification for Activities Outside of the State of New Jersey form. The parents sign this form indicating that they understand that they may need to purchase separate travel insurance, need to contact their health insurance provider to be certain that coverage extends to the trip destination and that they may want to consider medical transportation insurance.

3. Recommend approval for Senior Class Advisor Brenda Caltabiano, Paulsboro High School Teacher Monica Garner, Paulsboro High School Guidance Counselor Vincent Giovannitti, and Paulsboro High School Assistant Principal James Pandolfo to serve as chaperones for the Senior Class Trip. Additional chaperones will be recommended for approval as needed. Cost to the Board of Education is 2 substitute teachers x 5 days x $120 per day = $1,200.

B. Recommend approval of all Paulsboro Public School employees to serve as event workers for athletic events during the 2020-2021 school year. This recommendation includes approval of the pay rates for event workers. The rates have not changed since the 2016-2017 school year.

Informational: Pay Rates and Event Staff

The administration conducted a review of the number of people serving as event staff for various athletic events. It has been a few years since this was examined. The purpose of the review is to determine if the appropriate number of workers are being used based on attendance at various events. It may also be appropriate to delineate the duties of each worker. The attached report presents the findings of the review of Event Staff. (Attachment)

C. Recommend approval for Paulsboro Junior / Senior High School Nurse Mary Porter to assist our school doctor with fall physicals. This recommendation is for up to 20 hours at $32 per hour = $640.

Informational: Ms. Porter will do health screening and review paper work with athletes and coaches before the physical exam.

D. Recommend approval for Paulsboro High School Athletic Trainer Gabrielle Pendergrass to work from Monday, August 10, 2020 through Monday, August 31, 2020 at a rate of $32 per hour not to exceed120 hours = $3,840 with all work approved in advance by Paulsboro High School Principal Paul Morina.

Informational: On August 2, 2018, the Board of Education signed an agreement with the Paulsboro Education Association requiring payment for the Athletic Trainer to cover practices during August. Mr. Morina will review practice schedules then approve work hours for the Athletic Trainer.

B. Informational – Testing Water for Lead

The New Jersey Department of Education requires schools to test drinking water for lead every 6 years. Paulsboro conducted the testing during May 2017. Interim Business Administrator Robert Delengowski and Supervisor of Facilities Jack Henderson submitted the required annual Statement of Assurance on June 5, 2020.

CONSTRUCTION A: The Greenwich Township Representative may vote on items in this section of the agenda.

A. Paulsboro High School Auditorium

The Auditorium has been out of service since August 2017 when it sustained extensive water damage while the roof was being repaired. The roofing contractor did not cover the work area when a rain storm took place.

1. Recommend reactive approval of a change order to W.J. Gross, Inc. in the amount of $56,550 for modification to the ceiling and lighting in the Paulsboro High School Auditorium.

Informational: When the old suspended ceiling was removed from the Auditorium, it exposed a beautiful 31ft x 31 ft. chestnut skylight that had been covered since the mid- 1960s. The upper portion of the skylight has been roofed over for years but the architectural feature in the Auditorium was in almost perfect condition.

20 June 29, 2020 The original contract called for a new suspended ceiling to be installed that would once again have covered the skylight. For safety purposes, the engineers required all of the glass to be removed from the skylight at a cost of $4,930. Interestingly, during the mid-1960s the space above the skylight became part of the heating system for the Auditorium complete with a very large exhaust fan and heating units. Having said this, some type of panels must be installed in the skylight so that it doesn’t become a “chimney”/heat sink.

The cost of the 138 acrylic panel (25 inches x 25 inches each) is $32,125. The acrylic panels allow the skylight to be exposed as an architectural feature in the room. The vast majority of the cost is the cutting of the panels and installation. This is expensive because the workers are paid the prevailing wage rate. The cost of installing plywood rather than acrylic panel would be about $5,000 - $7,000 less. In this case the skylight would again need to be hidden above the suspended ceiling.

Exposing the skylight reduces the amount of suspended ceiling and light fixtures required. This is a cost saving of $3,600. The total cost of refinishing and lighting the skylight is $19,480.

The change order also includes additional repairs to the plaster in the Auditorium at a cost of $3,615.

Bottom line, the cost of refinishing and lighting the skylight is approximately $25,000 more than covering it over.

After an onsite inspection by the President and Vice President of the Board of Education, the Interim Superintendent approved the change order and now respectfully requests that the Board of Education confirm this action.

2. Informational: The estate of Joan Mattson (PHS 1951) donated $155,000 toward the cost of repairing the Auditorium. Dedicating the skylight in her honor would be a fitting tribute to Ms. Mattson.

3. Informational: The district insurance company has approved an initial payment of $95,627 for repairs to the Auditorium. The administration submitted an additional engineering report and documentation to the insurance with the hope of obtaining more reimbursement.

4. Informational: As of June 18, 2020, the required electrical and ceiling inspections are complete. The plaster repairs and refinishing of the skylight is complete. It will take approximately three weeks for the acrylic panels to be delivered and installed. The painter will paint the upper part of the room before the scaffolding is removed. Once the scaffolding is removed, the rest of the room will be painted, the curtain cleaned and fireproofed. The Auditorium will be ready when school reopens in September 2020.

B. Loudenslager Elementary School – 2nd Floor Ceilings.

At the April 27, 2020 meeting, the Board of Education awarded a contract for repairs to the ceilings of all rooms located on the second floor of Loudenslager Elementary School. The repairs are needed because the original plaster ceilings had deteriorated. The second floor has been out of service since November 6, 2019.

The project is now complete, on budget, and ahead of schedule. All rooms located on the second floor have new LED lighting and new acoustical tile ceilings. The classroom lights have been rewired so that they are switched front and back. This provides for improved lighting when using the smartboards. New LED lighting has also been installed in the hallways.

The district custodial staff is now painting all rooms and hallways on the second floor. The rooms will then be cleaned. Everything should be ready for school opening in September 2020.

C. Paulsboro High School – Room 4

During a routine inspection of Paulsboro High School, the Maintenance Staff discovered that the ceiling in Room 4 was sagging. This is the same condition that existed in Room 9. The Interim Superintendent approved repairs to the ceiling. Following environmental testing, the Maintenance Staff removed the ceiling. They are now in the process of installing a new

21 June 29, 2020 suspended ceiling and LED lighting. The room will then be painted and cleaned so that it is ready for school opening. Maintenance Workers Earl McEwen and Paul Johnston are to be commended for the excellent work they did and are doing replacing the ceilings in Rooms 4 and 9.

D. Informational – Billingsport Early Childhood Center

During February 2020, water leaked through the ceiling of a second floor classroom (used as office space) was reported. The maintenance staff immediately worked to determine the cause of the leak. In fact, a roofer made a minor repair with the hope of fixing the problem. This was unsuccessful.

Several contractors have examined the situation. Both indicate that a significant repair is needed. In addition to the roof itself, the rafter may need to be repaired. Cost estimates range into the six figures.

Garrison Architects have completed a field investigation of the situation, prepared a report and are now preparing specifications for the project.

FINANCE A-I: The Greenwich Township Representative may vote on items in this section of the agenda.

A. Recommend approval to submit an application for Coronavirus Aide, Relief, and Economic Security (CARES) Act funding to the New Jersey Department of Education in the amount of $674,486 (including $71,630 designated for Guardian Angels School). This recommendation includes approval to accept the grant funds if awarded.

Informational: CARES Act funding can be used for a wide variety of projects from mental health services to cleaning supplies to closing the digital divide, etc. etc. Preliminarily, the administration is hoping to use the vast majority of the CARES funds to close the digital divide. The first step in the process is to field test a one-to-one program during Credit Recovery and Extended School Year programs this summer.

B. Recommend approval to accept a donation of two boxes of canned and boxed foods for distribution to needy families. The donation was made by Holly Paul. The donation is valued at $100. Informational: The donated food was distributed to children and families when they came to pick up breakfast and lunch at Paulsboro High School.

C. Recommend approval to contract with Learning Disabilities Teacher/Consultant Tamar Shelov for the 2020-2021 school year at a rate of $350.00 per student to provide Learning Evaluations for initial evaluations and re-evaluations of students. This contract includes attendance at all parental meetings. This recommendation is for no more than 34 evaluations.

Informational: A Child Study Team is composed of, at a minimum, a School Psychologist, School Social Worker and a Learning Disability Teacher/Consultant (LDT/C). Paulsboro employs two Psychologists and two Social Worker but no LDT/Cs. As a result, the required learning evaluations must be completed by an outside contractor. Ms. Shelov has completed these duties for the Paulsboro Public Schools for many years.

D. Recommend approval for Gloucester County Special Services School District to provide the following services for the 2020-2021 school year. The “Number of Hours” listed is the not to exceed limit.

Informational: Occupational Therapy (fine motor movement) and Physical Therapy (gross motor movement) are considered to be related services by the Individuals with Disabilities 22 June 29, 2020 Education Act (IDEA). Students with disabilities who qualify for services via IDEA are also entitled to the related services that are required to provide a “beneficial” education. Physical and Occupational Therapy are, in these cases, included in the student’s Individual Educational Program (IEP). For a number of years, Paulsboro has contracted with Gloucester County Special Services School District to provide these therapeutic services. Only students whose IEP specifically delineates these therapies, receive them.

E. Recommend approval to submit a grant application for No Child Left Behind (NCLB) funding to the New Jersey Department of Education for the 2020-2021 school year as follows. This recommendation also includes approval to accept the grant funds when approved by the New Jersey Department of Education.

Informational: Title I A – Monies are used to provide additional support for low-income and minority students. The district uses this funding pay the salary and benefits of basic skills teachers and aides.

Title IA – Reallocation - These funds are reallocated from other districts that did not use their Title IA monies. The Reallocation funds must be used for social and emotional learning programs, STEAM programs and/or programs to enhance college options for students.

Title I – SIA– As a result of low academic performance, Paulsboro High School is in Targeted Status and Paulsboro Junior High School is in Comprehensive Status. The Title I – SIA funds are used to enhance programs in Mathematics and English Language Arts, and to improve student attendance as well as enhance social and emotional learning as delineate in SMART goals approved by the New Jersey Department of Education.

Title IIA – These funds are designated for professional development such as recruiting and preparing teachers and principals in order to improve student achievement.

Title III – This funding is used to provide additional support for English Language Learners. This is a very small allocation so the Paulsboro Public Schools is part of a consortium that pools the funds from member districts in order to provide programs.

Title IV – These funds are used to support accelerated learning courses (Advanced Placement), college and career guidance, counseling programs and STEAM programs. The monies may also support programs that foster safe, healthy, supportive and drug-free environments. School-based counseling and mental health programs are also allowable uses for Title IV funds. Title IV monies can also be used to enhance technology resources.

F. Recommend approval to submit a grant application for Individuals with Disabilities Education Act (IDEA) Basic and Preschool funding to the New Jersey Department of Education for the 2020-2021 school year. This recommendation also includes approval to accept the grant funds when approved by the New Jersey Department of Education. The following chart provides current and historic funding levels:

Informational: IDEA monies are used to pay tuition costs for children attending out-of-district schools for students with disabilities. On June 18, 2020, the New Jersey Department of Education notified the Interim Superintendent that this grant had been approved. Commendations to Interim Business Administrator Robert Delengowski and Interim Supervisor of Special Services Robert Harris for writing and submitting this grant application.

G. Recommend approval submit an amended application for the 2019-2020 Individuals with Disabilities Education Act (IDEA) grant to the New Jersey Department of Education. The amendment includes the following carryover funds to be moved from the 2018-2019 school year into the 2019-2020 school year: IDEA Basic Grant Add $174.00 for Instructional Purchased Services IDEA Preschool Add $1,686.00 for Instructional Supplies

Informational: The New Jersey Department of Education allows districts to carryover funds from the previous year. The carryover amounts are very small compared to the size of the grant as explained in the previous recommendation. The district has already been notified that the carryover application has been approved.

H. Recommend resolution 06-24-19-002 WHEREAS, N.J.S.A. 18A:21-2 and N.J.S.A. 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and

WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution; and

WHEREAS, the Paulsboro Board of Education wishes to deposit anticipated current year surplus into the Capital Reserve account at year end; and

WHEREAS, the Paulsboro Board of Education has determined that an amount not to exceed $500,000.00 is available for such purpose of transfer;

NOW THEREFORE, BE IT RESOLVED, by the Paulsboro Board of Education that it hereby authorizes the district’s School Business Administrator to make this transfer consistent with all applicable laws and regulations.

I. Recommend approval to submit an application for the 2020 Summer Food Service Program to the New Jersey Department of Education and, if approved, accept the allocation and participate in the program. Informational: On June 19, 2020 the district was notified that its application to participate in the 2020 Summer Food Service Program had been approved. The district is now eligible for up to $71,802.50 for the summer foods program. Grab and Go breakfast and lunch will now be served between 9:00 AM and 10:00 AM on Mondays thru Fridays at Loudenslager Elementary School and Paulsboro High School. The program will begin on July 7, 2020 and end on August 28, 2020. J. Informational – Children from Other States Who Are Homeless Living in Paulsboro

During the 2019-2020 school year, there were 16 students living in Paulsboro who were homeless from other states. The New Jersey Department of Education (NJDOE) pays the tuition for these students. Tuition is calculated on a per diem basis. Students attended for as few as 7 days and as many as 180 days. The NJDOE is responsible to pay Paulsboro $146,616.33.

K. Informational – Extraordinary Aid

The New Jersey Department of Education provides Extraordinary Aid to help districts fund the cost of tuition and services for students with disabilities when the costs of these essential services are well above the norm. Paulsboro has about 12 students for whom the district receives this extraordinary aid. The tuition and related services for a single student are as much as $137,579 per year. The following table presents the funding levels for the last two school years.

Informational: Loudenslager Elementary School Teacher Elaine Andrus obtained the donation via the Donor’s Choose website. Donor’s Choose is a charity that allows businesses to fund specific school related programs, field trips and equipment anonymously. Supplies were distributed to students when they can to the school to pick up breakfast and lunch.

P. Recommend approval to accept a donation of STEAM related supplies from the Amazon Company. The supplies were used to set up “mini home STEAM kits.” The donation is valued at $1,000.

Informational: Loudenslager Elementary School Teacher of STEAM and Gifted and Talented Rebecca Richardson obtained the donation via the Donor’s Choose website. See recommendation above for an explanation of Donor’s Choose.

Q. Recommend approval to accept 10 twenty-five dollar ShopRite gift cards for distribution to families of children attending Billingsport Early Childhood Center and Loudenslager Elementary School. The donation was made by Saint Paul’s United Methodist Church in Paulsboro, New Jersey.

EXPLANATION OF THE BUSINESS REORGANIZATION OF THE BOARD OF EDUCATION

The Paulsboro Board of Education makes most of its appointments for the 2020-2021 school year at the June 2020 meeting. These appointments are for the period July 1, 2020 – June 30, 2021.

In January 2021 the Board of Education will again “Reorganize” following the November 2020 election. At that time, the “new” Board of Education will be asked to adopt a resolution confirming the actions of the previous Board of Education until June 30, 2021.

Unless specifically stated, the actions recommended below are for the period July 1, 2020 – June 30, 2021.

FF. APPOINTMENT OF THE SECRETARY TO THE BOARD OF EDUCATION

Recommend appointment of Robert Delengowski to the position of Interim School Business Administrator/Secretary to the Board of Education effective July 1, 2020 through December 31, 2020 at salary of $475.00 per day.

Informational: The work week for the Interim School Business Administrator/Board Secretary shall be no less than four (4) days per week on an as needed basis. The Interim Business Administrator is not entitled to any benefits or payments including, but not limited to, paid leave of absence, paid bereavement days, medical insurance or pension. Payments shall be made semi-monthly upon submission of a voucher / time sheet. The Executive County Superintendent of Schools approved the contract for Mr. Delengowski on June 11, 2020.

In order to conduct its meetings properly and efficiently, the Board shall require the following procedure pertaining to public participation at meetings of the Board of Education:

1. Any individual desiring to speak shall give his or her name, address and the group, if any, that is represented and write the information in the book provided for this purpose.

2. The presentation shall be as brief as possible – no longer than 3 minutes.

3. Any individual who has spoken to the Board at a meeting must wait until all other individuals wishing to address the Board have done so before being permitted to speak a second time.

4. The Board of Education vests in its President, or other presiding officer, authority to terminate the remarks of any individual if he / she deems it in the best interest of those present to do so.

Informational: Garrison Architects has provided architectural and engineering services for many years. The is no change in the rates charged for 2020-2021 compared to 2019-2020.

3. Dr. Anthony Villare, MD to serve as the School Physician as per the attached agreement. (Attachment).

Informational: Dr. Villare has served as School Physician for approximately seven years. The agreement for the 2020-2021 school year reflects a 2% increase compared to that charged during the 2019-2020 school year.

4. Horizon Environmental Group Inc. to provide AHERA services on an as needed basis.

Informational: Horizon Environmental Group has provided AHERA services such as asbestos and lead paint testing for many years. The firm’s rates vary based on the service provided.

5. Informational: No recommendation is being made at this time for a District Auditor. Interim Business Administrator is preparing a Request for Proposal in order to solicit quotes from auditing firms to serve as the District Auditor. A proposal will be forthcoming as soon as possible.

Recommend approval of the following estimated tuition rates for the Paulsboro Public Schools during the 2020-2021 school year. These are the rates charged if the Board of Education approves an out of district student to attend the Paulsboro Public Schools. These are also the rates charged as per the sending-receiving relationship with Greenwich Township.

Notes:

^ Gloucester County Special Services School District (GCSSSD) performs a countywide cooperative transportation routing service for students who are homeless, attending nonpublic schools, attending schools for those with disabilities, require special transportation due to disabilities and attending vocational-technical schools. Special transportation requests are collected, collated and bid / quoted countywide in order to provide the most efficient and economical routes for these students. GCSSSD receives a 7% administrative fee for special education, vocational, public schools and homeless students. A 4% administrative fee is charged for nonpublic school students.

* These agreements are for the purpose of providing Non-Public School Services to Guardian Angels Elementary School paid for with federal funds including Chapter 192 / 193 and Individuals with Disabilities Education Act (IDEA).

# There is a 5% fee charged to the Paulsboro Public Schools for the Technology Services. The fees charged are allowed by the state to be part of the expense of the program.

RR. TRAVEL LIMITATIONS Recommend approval of the maximum operating travel allowance per N.J.A.C. 6A:23A-7.3 for the 2020-2021 school year at $50,000.00. Year to date travel as of June 15, 2020 the district had spent well under $20,000 on travel.

1. Recommend approval of a professional services agreement and addendum to the contract for the period July 1, 2020 through June 30, 2021 with ESS Northeast, LLC, a Delaware limited liability company (formerly known as Source 4 Teachers) located at 800 North Kings Highway, Cherry Hill, New Jersey. This agreement is for the purpose of providing substitute staffing (primarily teachers).

If ESS provides at least 85% of the substitutes required in a given month the markup increases from 32% to 34% and from 29% to 31%. The rates for teachers are the same as charged during the 2019-2020 school years.

As a result of an increase in the New Jersey Minimum Wage, the rates for paraprofessionals increased from $75 to $85 per day.

2. Recommend approval of the following pay rates for substitutes during the 2020-2021 school year:

3. Recommend approval of the following pay rates for employees substituting in other job categories as approved by the Board of Education on November 25, 2019 effective December 1, 2019.

a) Unless otherwise stated in the Board of Education Agreements with the Paulsboro Education Association or Paulsboro Administrators Association, when an employee serves as a substitute in another job category, during hours when they are not doing their regular job, they will earn Step 1 prorated on an hourly basis for the job category where they are substituting. These extra work assignments are voluntary on the part of the employee. (This applies to Secretary, Computer Technician, Grounds Person, Custodian, Maintenance Worker, Cafeteria Worker, Bus Driver, Bus Aide, or Classroom Aide.)

Informational: It has become somewhat common and very helpful to the district for an employee to complete their duties then substituting for a colleague who is absent from work. By illustration, a Bus Driver may also substitute for an absent Grounds Worker. The Bus Driver earns $24.75 per hour for this work. Using the method recommended above, when the Bus Driver substitutes for the absent Grounds Person he / she will earn $29,407 prorated at $15.32 per hour (Step 1 of the Grounds Person pay scale as per the PEA agreement with the Board).

34 June 29, 2020 b) If an employee, during their regular work hours, is required to cover for another employee, he / she will continue to earn the same salary as paid for their regular employment.

Informational: By illustration, if a Grounds Person covers for a Bus Aide during regular work hours, he / she will continue to earn their salary as a Grounds Person rather than the lower rate paid to a bus aide.

Informational: At the August 12, 2019 meeting, the Board of Education adopted pay rates for substitute custodians, cafeteria workers, classroom aides, playground / cafeteria aides, bus drivers and teachers. These rates apply to people being hired as substitutes only. It is very difficult to find day-to-day substitutes in these job categories. As a result, the above recommendations are being made.

Recommend approval for Just Our Youth (JOY) Making a Difference, Inc. to continue to operate an after school program in the Paulsboro Public Schools, Grade 7 – Grade 12, from September 2020 to July 2021. The only cost to the Board of Education is to provide space for the program.

AAA. CHARGES FOR REDUCED PRICED AND PAID MEALS FOR STUDENTS ATTENDING OUT OF DISTRICT SCHOOLS Recommend approval not require private schools to charge students for reduced and / or paid meals provided as part of their educational program in compliance with the New Jersey Department of Agriculture’s Child Nutrition Program regulations for school year 2020-2021.

BBB. SCHOOL PHOTOGRAPHER

Recommend approval of an agreement with Shutterfly Lifetouch, LLC to take student photographs at all of the district schools. This recommendation includes student photographs, prom photographs, homecoming photographs, student photographs for the yearbook, ID card photographs, and photographs at other school ceremonies. There is no cost to the Board of Education.

Informational: The schools have used Shutterfly Lifetouch, LLC for many years with one exception. For the past few years, Billingsport Early Childhood Center used BNI to take student photographs. The company takes student photographs then sells the school picture to parents or, in the case of high school students, to the students themselves. A portion of the profits are then returned to the school district.

PARTICIPATION IN NEW JERSEY STATE INTERSCHOLASTIC ATHLETIC ASSOCIATION Recommend adoption of the following resolution: BE IT RESOLVED, that Paulsboro High School as a member of the New Jersey State Interscholastic Athletic Association (NJSIAA) to participate in the approved interschool athletic program sponsored by the NJSIAA. This resolution to continue in effect until or unless rescinded by the Board of Education and shall be included among those policies adopted annually by the Board. Pursuant to N.J.S.A. 18A:11-3 in adopting this resolution, the Board of Education adopts as its own policy and agrees to be governed by the Constitution, Bylaws and Rules and Regulations of the NJSIAA.
