The battle over how to spend recovery funds — to quickly restore the old economy or invest in a greener one — will define the post-pandemic world. By Steven Erlanger Published May 9, 2020 Updated Dec. 11, 2020 BRUSSELS — With the global paralysis induced by the coronavirus, levels of pollution and carbon emission are dropping everywhere — leaving bluer skies, visible mountains, splendid wildflowers. Even Venice’s famously murky canals are running clear. After decades of industry and government slow-walking the climate issue, for some it is proof that effective action can be achieved. But nature’s revival has come at enormous cost, with Europe’s economy projected to decline 7.4 percent this year. So for many, like the suddenly unemployed, concerns about climate — which seemed urgent just a few months ago — can seem less so now. Those competing camps are now locked in debate over how and what to rebuild — between those who want to get the economy moving again, no matter how, and those who argue that the crisis is a chance to accelerate the transition to a cleaner economy. Jean Pisani-Ferry, an economist and former aide to President Emmanuel Macron of France, described this as the struggle that “will define the post-pandemic world.” For green militants, the virus “only strengthens the urgent need for climate action,’’ he wrote recently. “But die-hard industrialists are equally convinced: There should be no higher priority than to repair a ravaged economy, postponing stricter environmental regulations if necessary. -

Iraq was among the issues discussed. Speaking in Dublin to Vremya Novostei's Yelena Suponina the EU's chief representative for foreign policy and security, Javier Solana, explained the European position. Q: Russia comes out for an international conference on Iraq. But are you, Mr. Solana, sure that it can help Iraq? Javier Solana : Considering the grave situation in Iraq, I cannot be sure of anything. But every effort must be made. The idea of the conference is to discuss events in Iraq in the broadest possible format. But one has to bear in mind that such an event needs time to prepare. But we are short of time. We must look for a quick and effective solution. The UN should be involved in the settlement to the greatest possible degree. We should think about the participation of leaders in Iraq and Iraq's neighbors. The UN special representative Lakhdar Brahimi, an Algerian, has held talks in Baghdad with various forces (previously, Mr. Brahimi was involved in bringing about a settlement in Afghanistan -- VN). He is already on his way to New York and I am sure he has ideas to propose. I know Brahimi well and I am sure he will come up with something. Q: Many Iraqis do not trust the UN. The Shia spiritual leader Ali Sistani has refused to meet with Brahimi. -

Work with The Elders A forthright and principled advocate for human rights and democracy, President Carter has been a member of The Elders since its founding in 2007. In October that year he joined The Elders’ mission to Sudan, highlighting the continuing atrocities and the displacement of millions of people in Darfur. He returned to Khartoum in May 2012 as part of a two-stage visit to the region to encourage dialogue between Sudan and South Sudan. In November 2008, after a group of Elders was denied entry to Zimbabwe, President Carter expressed deep disappointment at the years of corruption, mismanagement and oppression by Zimbabwe’s leadership and called on the international community to respond urgently to the escalating humanitarian crisis in the country. He joined The Elders’ delegations to the Middle East in August 2009 and October 2010, travelling to Israel, the West Bank, Egypt, Jordan and Syria to support efforts to advance an Arab-Israeli peace. In October 2012, he visited Israel, the West Bank and Egypt to draw attention to the imperilled two-state solution and lend support to the Egyptian democratic transition. Jimmy Carter led The Elders delegation to Israel and Palestine in May 2015. -

The border between the rival powers in North West Africa have Nbeen closed since 1994. The situation is all the more absurd if one considers that countries in the Maghreb al-Aqsa - Land of the Setting sun - are doing much better, individually, than most of their Arab peers bar the oil-rich Gulf states. Even though Morocco’s fertiliser industry requires growing amounts of energy and Algerian gas is the cheapest feedstock, Rabat has bought a minimum amount of energy from its neighbour, despite the existence of a pipeline that has been car- rying Algerian gas through Morocco to the Iberian Peninsula since 1996. Morocco can supply Algeria with foodstuffs and a range of manufactured goods. It remains an attractive destination for many Algerians who take holidays abroad every year. An estimated 150,000 Moroccans work in Algeria, on three month visa contracts. While Morocco would gain the most, economically, from reopening the border, private entrepreneurs in both countries would quickly take advantage of freer movement between the countries. Exports of Algerian gas to Morocco could pick up at a later stage but rebuilding trust between the two estranged nations will be an arduous and long term affair. If that is the case, what economic advantage would Algeria gain from open borders? Lakhdar Brahimi, Algeria’s foreign minister from 1991 to 1993 and a respected in- ternational diplomat, argued at a recent conference on inter Arab affairs in Algiers that Algeria and Morocco should start talking to each other seriously. -

In aiming to put the world on a better trajectory, some of Mr Brahimi’s visits include to Cyprus, Germany, Kuwait, Myanmar, Russia, Saudi Arabia, South Africa, Sudan and Zimbabwe. He met with Sudan’s President Omar al-Bashir in 2012; President Vladimir Putin in 2015; Pope Francis in 2017; President Emmanuel Macron in 2017; Saudi Arabia HRH King Salman bin Abdulaziz in 2018; senior UN officials, the UNSG and UNSC representatives in New York; and has taken part several times in the Munich Security Conference for high-level discussions on global security and nuclear disarmament. -

CMI INTRODUCTION Crisis Management Initiative (CMI) is a Finnish, independent, non-profit organisation that works to resolve conflict and build sustainable peace across the globe. Our tireless mediation and peacebuilding efforts are based on the strong belief that all conflicts can and should be resolved. As a private diplomacy organisation, CMI works to prevent and resolve violent conflict by involving all actors relevant to achieving sustainable peace. This document is the Final Report for this fellowship. An Interim Report was submitted in May 2002. The research on which this Final Report is based resulted from a number of activities supported by the fellowship. These included the following: (1) interviews with officials in the Ministry of Defence and the Foreign and Commonwealth Office in London in December 2001; (2) participation in a colloquium on European security at Stanford University in March 2002; (3) interviews and meetings with various NATO officials in Brussels, Mons, Kosovo and Prague in April 2002; (4) presentation of a draft of Chapter 1 of this report to the European Forum of the Institute for International Studies at Stanford University in June 2002; and, (5) interviews and archival research in London in July 2002.
