1. Executive Summary ENVIRONMENT CLEARANCE For Expansion of Integrated Cement Plant & Limestone Mines at Tulpow Khonmoh, Srinagar, J&K of M/S Khyber Industries (P) Limited A 1. EXECUTIVE SUMMARY M/s Khyber Industries Private Limited (say “KIPL”) installed and commissioned a cement plant of 100 TPD capacity with Vertical Shaft Kiln (VSK) and its integrated Limestone mine during 1987 and increased its capacity to 280 TPD before EIA Notification 2006 with investment less than Rs. 50 Crore, thus without inviting requirement for EC as per EIA Notification 1994. Khyber Cement Private Limited (say “KCPL”) installed a 400 TPD Cement Grinding Plant in 2002 adjacent to plant area of KIPL. This was with investment less than Rs. 50 Crore, thus without inviting requirement for EC by KCPL as per EIA Notification 1994. KIPL acquired the Clinker Grinding unit of 400 TPD from KCPL in 2016. KIPL continued to get Consent to Operate on regular basis from SPCB J&K. The company carried out substantial expansion to the existing plant of 280 TPD capacity (VSK) by setting up a 800 TPD Rotary Plant (RP) for which Environmental Clearance of the plant and its integrated Limestone mines was obtained vide F No J-11011/61/2008-IA II (I), dated 4th May, 2009. (Annex-I). Thus, the total capacity of the plant became1080 TPD covering 800 TPD Rotary Kiln (RP) and 280 TPD VSK. Layout of the Proposed Cement plant is attached as Figure 1. KIPL further increased its installed capacity for VSK by 100 TPD to 380 TPD and RP by 400 TPD to 1200 TPD respectively without any prior Environmental Clearance w.e.f 01.02.2016 thus increasing the installed capacity by 500 TPD to 1580 TPD. However actual production has not increased and is within the approved capacity under EC ( Annex- II ). For the Tulpow mine, peak annual production was 6, 71,874 TPA in 2015-16, thus excess production was 2, 91,874 TPA. The average production was 5,10,692 TPA from 2009 to 2017 resulting in avg. excess production of 1,30,692 TPA from Tulpow Mines. Sekinar Mine Production is within the prescribed limits. Thus, these expansions led to the cement plant installed capacity increase up to 1580 TPD and the captive Tulpow limestone mine production increased to 6,71,874 TPA in 2015-16, which caused excess production over and above the granted EC as per MoEF&CC, Gol Notification dated 14.03.2017. This resulted in increase in capacity by 500 TPD for the Cement Plant without Environmental Clearance. The area falls in survey of Topo sheet 43 J/16, 43 N/4, 43 K/13 and 43O/1, Elevation is 6064 ft above MSL. For domestic need, the tube-well already existing at plant area is being used. The break-up of water requirement is as follows: Total water requirement for the project is 64.3.KLD. Breakup is as follows: For Cement Plant: The daily consumption of water during operation will be 31.1 KLD. The break-up of water requirement is as follows: Drinking water and other factory uses: 24.7 KLD for plant Green Belt: 6.4 KLD Total: 31.1 KLD For Lime Stone Mining: The daily consumption of water during operation will be 33.2 KLD covering: Domestic needs which includes @ 0.135 KLD of water needed for drinking purpose (3 litre per person as per Mine rules, 1955): 5.6 KLD Dust suppression: 4.2 KLD Plantation assuming for the first 3 years: 23.4 KLD Total: 33.2 KLD The plant will have ‘zero effluent discharge’ as the entire treated sewage of 21 KLD will be used for flushing and green belt. For domestic need, the tube well already existing at plant area is being used. 11 Wastewater During Construction Phase Domestic waste water was sent to septic tanks. During Operational Phase domestic waste water is treated in STP and treated sewage is used for flushing and gardening. 12 Man Power • Cement Plant Construction Phase: During Construction phase, the labors and workers were hired from nearby villages. Operation Phase: Cement Plant: 536 persons are working in plant having 481 skilled persons. In addition, about 200 rotational persons visit the plant occasionally. Only unskilled and semi-skilled persons are hired from local villages after imparting appropriate training. • Limestone Mining: For safe and systematic mining sufficient technical, supervisory staff is required. The no. of staffs required for mining operations are 45. In addition, there will be 120 laborers will be employed. Maximum workers are employed from nearby villages. Except these workers few persons of nearby area will also get employment as staff and supervisory staff etc. Some persons will get indirect job from the mining activities. 13 Nearest Srinagar Airport –At about 21.0 km in SSW direction. Executive Summary Jammu & Kashmir experienced one of the worst floods in the past 60 years, during first week of September 2014, due to unprecedented and intense rains. The Jhelum River and its tributaries were in spate and caused extensive flooding in the region. The Decision Support Centre (DSC) of NRSC in collaboration with Department of Environment & Remote Sensing, J&K took necessary action on satellite data acquisition and processing and kept a close watch on the flood situation. All possible data from Indian Remote Sensing (IRS) satellites, as well as foreign satellites, covering Kashmir valley were obtained and analyzed. Rapid flood mapping and monitoring was done on almost daily basis and the flood inundation information was prepared. In addition, cumulative flood inundation, flood progression and recession maps were also prepared. Flood inundation simulation study was done using CARTO-DEM for Jhelum River to identify the possible flood affected areas and the same was uploaded on Bhuvan portal.

She said the Indian government was not just “a passive spectator” in the Sri Lankan ethnic issue but an active collaborator supplying arms, radars and training to the Sri Lankan armed forces.
