Call to Order: 4:00 p.m. 2. Declaration of Pecuniary Interest/Conflict of Interest 3. Delegations No delegations at this time. 4. Adoption of Council Meeting Minutes RECOMMENDATION That the minutes be adopted by Council and that those confidential minutes of the closed sessions of Council remain confidential and restricted from public disclosure in accordance with the exemptions provided in the Municipal Freedom of Information and Protection of Privacy Act: Regular Council Meeting, September 14th 2016 Closed Council Meeting Session, September 14th 2016 5. Business Arising from Previous Meetings 5.1 Council Chambers projector and screen (as previously discussed during the Regular Council Meeting held September 14th 2016). 6. Accounts RECOMMENDATION That the List of Accounts for August 2016 be received. 7. Staff Reports 7.1 Carolyn Tripp, Chief Administrative Officer – Director of Fire and Emergency Services (Fire Chief) RECOMMENDATION That the report by Carolyn Tripp, Chief Administrative Officer, dated September 23rd 2016 regarding the Director of Fire and Emergency Services (Fire Chief) position be received and that staff be directed to advertise and recruit the position. Regular Council Meeting Agenda – September 28th 2016 Page 2 of 4 7.2 Carolyn Tripp, Chief Administrative Officer – Community Meeting for the Community Improvement Plan RECOMMENDATION That the report by Carolyn Tripp, Chief Administrative Officer, dated September 23rd 2016 regarding the Community Meeting for the Community Improvement Plan be received. 7.3 Carolyn Tripp, Chief Administrative Officer – Request for Proposals – Website Redesign RECOMMENDATION That the report by Carolyn Tripp, Chief Administrative Officer, dated September 23rd 2016 regarding the Request for Proposals for the Town’s Website Redesign be received; that the proposal from eSolutions Group be accepted and that this project be funded from the municipal accessibility reserve. 7.4 Adam Sobanski, Superintendent of Public Works – 2016 Roadside Drainage Maintenance Contract Tender Results RECOMMENDATION That the report by Adam Sobanski, Superintendent of Public Works, dated September 23rd 2016, regarding the 2016 roadside drainage maintenance contract tender results be received and that the tender from JLH Excavating Limited for $71,849.28 plus HST be accepted. 7.5 Brianna Coughlin, Clerk – Requests for Drain Maintenance RECOMMENDATION That the report by Brianna Coughlin, Clerk, dated September 23rd 2016 regarding Requests for Drain Maintenance be received; that Council accept the complaints outlined in the report and that Arnold Hoekstra be instructed to investigate the request for drain maintenance for the Chalmers Drain, the Core Drain, Hicks Drain and the Lawson Drain and make the necessary repairs. 7.6 Brianna Coughlin, Clerk – 2017 Meeting Calendar RECOMMENDATION That the report by Brianna Coughlin, Clerk, dated September 23rd 2016 regarding the 2017 Meeting Calendar be received; that the proposed meeting dates be approved and that the calendar be published on the Town website. 8. Committee Meeting Minutes & Reports RECOMMENDATION That the following Committee Meeting Minutes and Reports be received and that those confidential minutes of the closed sessions remain confidential and restricted from public disclosure in accordance with the exemptions provided in the Municipal Freedom of Information and Protection of Privacy Act: Wyoming Public Cemetery Board Meeting Minutes – July 14th 2016 Joint Fire Executive Committee Meeting Minutes – June 14th 2016 10. By-laws 10.1 By-law 67 of 2016, being a By-law to provide for the maintenance, repair and improvement of drainage works in the Town of Plympton-Wyoming. RECOMMENDATION That By-law 67 of 2016, being a By-law to provide for the maintenance, repair and improvement of drainage works in the Town of Plympton-Wyoming, be taken as having been read three times and finally passed and the Mayor and Clerk be authorized to sign the said by-law accordingly. 10.2 By-law 69 of 2016, being a By-law to provide for the maintenance, repair and improvement of drainage works in the Town of Plympton-Wyoming. RECOMMENDATION That By-law 69 of 2016, being a By-law to provide for the maintenance, repair and improvement of drainage works in the Town of Plympton-Wyoming, be taken as having been read three times and finally passed and the Mayor and Clerk be authorized to sign the said by-law accordingly. 11. Correspondence – Action-Required Items No items at this time. 12. Correspondence – Recommended Reading & Routine Approval/Information Items RECOMMENDATION That the Correspondence relating to “Recommended Reading” and “Routine Approval and Information Items” not otherwise addressed by resolution, be noted as received by the Plympton-Wyoming Council, and filed accordingly. Closed Meeting Session RECOMMENDATION That Council move into a Closed Meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: Item A – Employee Matters Section 239(2)(d) – Labour relations or employee negotiations. 16. Confirmatory By-law RECOMMENDATION That By-law 70 of 2016, being a by-law to confirm all resolutions of the Council Meetings held September 26th and September 28th 2016 be taken as read three times and finally passed and the Mayor and Clerk be authorized to sign the said by-law accordingly. 17. Declaration of Pecuniary Interest/Conflict of Interest No declaration was made by any member of Council at this time. Mayor Napper requested Council members to make the appropriate declaration if necessary throughout the business of the meeting. Delegations There were no items at this time. Adoption of Council Meeting Minutes Motion #1 – Moved by Netty McEwen, Seconded by Ron Schenk that the minutes be adopted by Council and that those confidential minutes of the closed sessions of Council remain confidential and restricted from public disclosure in accordance with the exemptions provided in the Municipal Freedom of Information and Protection of Privacy Act: Regular Planning Meeting, August 29th 2016 Closed Planning Meeting Session, August 29th 2016 Regular Council Meeting, August 31st 2016 Motion Carried. Business Arising from Previous Meetings There were no items at this time. Accounts Council considered the Council remuneration claims for August 2016 as presented. Motion #2 – Moved by Bob Woolvett, Seconded by Muriel Wright that the Council Remuneration Claims for August 2016 be approved for payment. Motion Carried. Staff Reports Council discussed the report by David Fielding regarding the Blue Point Stairs. Concern was expressed regarding the recommendation of wood stairs instead of steel or aluminum. Mr. Fielding advised that aluminum would be best however not for this particular site. Due to the way the aluminum stairs would need to be installed, it would cover a storm water outlet at the site. Council discussed the proposed installation as well as the cost of the project. It was noted that the funds would come out of the unspecified municipal reserve for now, to be replenished through the general tax levy in 2017. Motion #3 - Moved by Don Nelson, Seconded by Netty McEwen that the report by David, A. Fielding, Director of Public Works & Engineering, dated September 9th 2016, regarding the Blue Point stairs be received; that the quote from South West Fence and Decks for a bid price of $34,409.58 plus HST be approved; that this project be funded from the unspecified municipal reserves and that the reserve be replenished in the 2017 budget. Motion Carried. Council discussed the report by David Fielding regarding the tender results for the Thelma Street Waterline. Motion #4
