Our developmental programs, trainings, workshops, conferences and enrolment in further studies have been given more emphasis this year that eventually strengthened the capabilities of our faculty as demonstrated in the increased number of them finishing masters and doctorate degrees compared to previous years not discounting those who are still doing graduate and post-graduate work. Another factor is the quality of our curricular offerings. Arrangements to revise curricular programs consistent with the Philippine Qualifications Framework (PFQ) have been initiated. The College has alos been certified under ISO 2005- Effects of these are manifested in the continued recognition in board licensure examinations. During my stewardship, my commitment is for the College to begin its journey towards making it an Agricultural University in the future with the strengthening of the programs. Results, in terms of improving the research culture, are highlighted by the significant increases of oral and poster presentations, publications in Thomson-Reuters accredited publications, internationally-refereed journals. A most important development is the rise in the number of faculty members engaged in research in response to the intensified campaign for collaborative works among senior and junior faculty members and with their national counterparts. The College’s reason for being is not complete without its extension services in order to help improve the quality of life of its partners in the community. Aside from the established socioeconomic and skills-building programs, the College invested in after-care assistance activities following the devastation of African Swine Fever (ASF). In coordination with external agencies, the College offered its share in the information campaign on ASF. If our emphasis is on Science and Technology, we have not neglected the holistic development of our constituents, nor have we closed our sights to the cultivation of our cultural programs. One of the more potent extension service of our College is the presence of our eminent cultural groups that propagate the beauty and significance of our culture and arts through the Liping Tagalog Folkloric Group. Among the College’s quest for recognition abroad, on the other hand, is its support of external networks and linkages. One is in the form of mutual cooperation and exchanges such as the agreement between China’s Northwest Agriculture and Forestry University, Ministry of Education – Timor Leste, Agro-studies Israel among others. Cooperative undertakings with partners have also opened doors for immersion activities, studies and researches of mutual interest. Aside from securing continued scholarship grants and funding sponsorships from long-standing partners, new sources have been tapped. Partnerships with civic and government agencies have also been forged particularly to enhance capabilities for risk and disaster reduction and management. Administrative support is focused on enhancing systems and optimizing resources to intensify work efficiency. Process and methods simplification in the Registrar’s and Admissions’ offices have facilitated the speedy delivery of services. On resource allocation, the College has already secured funds for the construction of the Information and Communication Technology Center (ICTC) building that will be used for an extensive contribution to the educational, research, and economic development of our country. Percentage of undergraduate programs with accreditation 90.91% 100% 109% Average Percentage of Accomplishment 117.56% 4 Highlights of Activities A Memorandum of Agreement (MOA) was signed between the Bulacan Agricultural State College (BASC) and the Schools Division Office of Bulacan (SDO) and Fortunato F. Halili National Agricultural High School (FFHNAS) on September 26, 2019. The MOA signing was duly represented by the Schools Division Superintendent, Dr. Zenia G. Mostoles, School Principal of FFHNAS, Mr. Cesar V. Valondo and BASC President Dr. Jameson H. Tan. The parties agreed for an educational Signing of Memorandum of Agreement with SDO Bulacan cooperation with the following objectives: for the offering of Agriculture Courses at F.F. Halili a. provide quality and relevant higher education National Agricultural High School in Sta. Maria, Bulacan by extending the offering of baccalaureate degrees in agriculture and allied disciplines in the Municipality of Sta. Maria and nearby municipalities; b. Maximize the use of available physical and human resources in the two institutions to compliment the program offerings that will cater to prospective students in the Municipality of Sta. Maria, Bulacan; and c. Respond to the urgent need for quality and relevant education, researches and extension program essential for the development of the local industry and the community in general. The BASC officials together with the faculty members and staff participated in the celebration of the 119th Philippine Civil Service Anniversary held at the Farmers Training Center on September 30, 2019. The celebration theme for this year was “Civil Service at 119: Upholding Integrity and Building a High-Trust Society”. The occasion was attended by Ms. Dulce J. Cochon, Director II as the Guest Speaker from the CSC Field Office of Bulacan. Ms. Dulce J. Cochon (4th from left) together with Pres.     UPSEAA DISTINGUISHED ALUMNI AWARDS RECIPIENTS OF DISTINGUISHED ALUMNI CITATIONS – Graduated before 1965 AMADO A. CASTRO (BSBA major in Economics, 1948) Dr. Amado A. Castro can be said to be the man who was present at the creation. He was the very first Dean of the UP School of Economics from its founding in 1965 to 1973, during which he built a faculty known as the strongest in Southeast Asia. He joined UP in 1948 as Instructor in Economics at the College of Business Administration (CBA) where he became Head of the Department of Economics in June 1956. He was Acting Dean of the CBA in 1958, and Director of the Institute of Economic Development and Research from 1958 to 1966. When he came back from the US after obtaining his Doctorate degree in Economics at Harvard University in 1954, he was the only faculty with a Ph.D. and was teaching all economics courses except public finance, although he eventually became known to many students for teaching economic history courses. He retired from the UP School of Economics in 1989 and became a Professorial lecturer at the University of Asia & the Pacific. With his remarkable pedagogical record of consistent excellence for 41 years at UP, he nurtured and inspired multiple generations of economics students. His work as a founding member and past president of the Philippine Economic Society in 1960, and as past President of the Pastoral Council of Sto. Cristo parish in San Juan, and on the board of San Martin de Porres Charity Hospital, exemplified his deep sense of caring and commitment to his students and fellowmen.

    his paper is a self-reflection on the state of openness of the University of the Philippines Open University (UPOU). An exploratory and descriptive study, it aims not only to define the elements of openness of UPOU, but also to unravel the causes and solutions to the issues and concerns that limit its options to becoming a truly open university. It is based on four parameters of openness, which are widely universal in the literature, e.g., open admissions, open curricula, distance education at scale, and the co-creation, sharing and use of open educational resources (OER). It draws from the perception survey among peers, which the author conducted in UPOU in July and August 2012. It also relies on relevant secondary materials on the subject. What if you could revisit and download the questions you took during the UPCAT (University of the Philippines College Admission Test)? I received information that this will soon be a possibility. It’s not yet official though. For some people, including yours truly, this is the same set of questions that made and unmade dreams. Not all UPCAT takers make it. Only a small fraction pass the test. Some of the passers see it as a blessing. Some see it as fuel, firing their desire to keep working harder. Some see it as an entitlement — instant membership to an elite group. Whatever its worth, the UPCAT is the entryway to the University of the Philippines, a scholastic community with a unique and celebrated tradition spanning more than a century. But take heed — none of its legacy would have been possible if not for the hard work of Filipino taxpayers.

Why are there many Filipino celebrities who are elected as national government officials? Most political analysts and media critics devoted time in analyzing public approval ratings and ad spending during the campaign period to understand voting behavior and political choice. While those studies may also be helpful, they do not cover the overall set-up that contributes to the rising trend of celebrity politicians. This article offers to fill a gap in current scholarship on celebrity politician phenomenon by identifying factors that affect the communication process between the celebrity candidate and voters even BEFORE the official campaign starts. For this reason, I chose to loosely base my framework on David Berlo’s Source-Message-Channel-Receiver (SMCR) communication model. I found out that ῍ ) the socio-cultural and political backgrounds of Source and Receiver; ῎ ) the social role and spectatorship in relation to Message; and, ῏ ) the television’s nature as a Channel and its socio-economic background were critical communication factors in paving the way for Philippines to have ῍῍ celebrity politicians as president, vice president and, senators during the ῍῔῔ΐ and ῎ῌῌῐ elections combined. The paper presents the fears and loopholes of the K-12 system and its implementation in the context of the Philippines. Drawing on the current discourse, studies and loud views, the author concludes that if the goal is to improve the nation’s student achievement then the real solution is improving the quality of teachers because “Students don't fail, teachers do.” Keywords: K-12 education system. Our outstanding leaders were educated in a 10-year public school system. Our former Senator Rene Saguisag, a human rights champion and currently a Professor at the College of Law at Arellano and San Beda College shares his educational experience and insights: I was born 1939. In 1946, from Mauban, Quezon, we moved to Makati. I enrolled in Makati Elem and had no birth certificate. Asked to reach an ear with the opposite hand, I did, and was enrolled. I spent two or three weeks in Grade I and then was accelerated to Grade II. I graduated in 1951. I then went to Rizal High, where, like in Makati, I was always in Sec.

The college celebrated its 61st Founding Anniversary last February 27-28, 2013. The celebration included different activities and highlighted the “Dangal ng BASC Award” on the second day. The first day of the celebration was opened with a thanks giving mass which was attended by the college officials, faculty, employees and students. Followed simultaneously by a mini concert of the BASC performers (brass band, soundz cool band and cultural performers); one-stop-service shop for NSO, BIR, SSS, PhilHealth and Pag-Ibig documents. The award is given to alumni of BASC (both high school and college) who made a significant impact in the field of civil service, education, entrepreneurship/business, agriculture, environmental protection and arts and culture.

    Take the Money and Run? 'Personality' Politics in the Post-Marcos Era John T Sidel This essay argues against the conventional wisdom that the results of the 1998 elections reflect the triumph of'personality politics' and pathologi­ cal features of Filipino 'political culture'. Instead, the essay situates the recent elections within a historical and institutional context and locates the role of 'personality' within a complex nexus of money and machine politics. Changes in local and national politics are linked to gradual pro­ cesses of capitalist development and subtle shifts in the linkages between state office and capital accumulation. Both the role and the discourse of 'personality' in Philippine politics, the essay concludes, have served to sustain rather than to challenge the entrenched system of bossism in the country. N THE MONTHS AND WEEKS LEADING UP TO THE MAY 1998 ELEC­ tions in the Philippines, much of the commentary in foreign and lo­ cal newspapers and magazines rehashed, in lurid detail, the familiar I theme of the country's supposed political pathologies. Predictably enough, Imelda Marcos's zany pontifications and Joseph Estrada's intel­ lectuallimitations were in focus. Filipino politics, such commentators con­ cluded, was not just personalistic- as political scientists have argued for decades - but 'personality politics'. Hence the long list of film stars, bas­ ketball heroes, and other celebrities who won office in the elections. How else to explain this pattern, such commentators implied, but to conclude that Filipinos get the government they ask for (and thus deserve), that Fili­ pinos are politically 'immature' and thus responsible for the shortcomings of their political system?
