As defined in this work, in a decentralized state, local officials assume greater discretionary control over public expenditures, authority over the implementation of government policies, and latitude in managing outbreaks of social unrest within their jurisdictions. As a result, they become the direct targets of most protests aimed at the state and the primary mediators of actions directed at third-party, non-state actors. A decentralized state therefore presents not one but a multitude of loci for protests, diminishing claimants‘ ability to use the central state as a unifying target and fulcrum for organizing national contentious movements. For this reason, decentralized autocracies are expected to face more fragmented popular oppositions and exhibit higher levels of durability than their more centralized counterparts. To examine this claim, I conduct four comparative case studies, organized into pairs of autocracies that share a common regime type but vary in terms of state decentralization. -

Box 1346 Ann Arbor, Ml 48106- 1346 2 Abstract This thesis is about the political economy of the Philippines in the process of recovery from the ruin of economic crisis in the early 1980s. It examines the dynamics of Philippine politics by focussing on banking sector reform between 1986 and 1995. After the economic turmoil of the early 1980s, the economy recovered between 1986 and 1996 under the Aquino and Ramos governments, although the country is still facing numerous economic challenges. After the "Asian currency crisis" of 1997, the economy inevitably decelerated again. However, the Philippines was seen as one of the economies least adversely affected by the rapid depreciation of its currency. The existing literature tends to stress the roles played by international financial structures, the policy preferences of the IMF, the World Bank and the US government and the interests of the dominant social force as decisive factors underlying economic and banking reform policy-making in the Philippines. -

What the Philippines needs to develop is a more aggressive and self-confident nationalism, one that manipulates and takes advantage of the opportunities that the outside world offers-an “inward culture and an outward economy” rather than the reverse (Intal 1987). In fact, the situation in which the Philippines finds itself today is not so different from the situation characterizing many of the industrializing East Asian countries before their rapid growth took place, although none had the foreign indebtedness that the Philippines now shoulders. Japan, Hong Kong, and Singapore each had to deal with an unfavorable economic event that drastically limited their options and forced them to focus on export growth. UPSEAA DISTINGUISHED ALUMNI AWARDS RECIPIENTS OF DISTINGUISHED ALUMNI CITATIONS – Graduated before 1965 AMADO A. CASTRO (BSBA major in Economics, 1948) Dr. Amado A. Castro can be said to be the man who was present at the creation. He was the very first Dean of the UP School of Economics from its founding in 1965 to 1973, during which he built a faculty known as the strongest in Southeast Asia. He joined UP in 1948 as Instructor in Economics at the College of Business Administration (CBA) where he became Head of the Department of Economics in June 1956. He was Acting Dean of the CBA in 1958, and Director of the Institute of Economic Development and Research from 1958 to 1966. When he came back from the US after obtaining his Doctorate degree in Economics at Harvard University in 1954, he was the only faculty with a Ph.D. and was teaching all economics courses except public finance, although he eventually became known to many students for teaching economic history courses. He retired from the UP School of Economics in 1989 and became a Professorial lecturer at the University of Asia & the Pacific. With his remarkable pedagogical record of consistent excellence for 41 years at UP, he nurtured and inspired multiple generations of economics students. His work as a founding member and past president of the Philippine Economic Society in 1960, and as past President of the Pastoral Council of Sto. Cristo parish in San Juan, and on the board of San Martin de Porres Charity Hospital, exemplified his deep sense of caring and commitment to his students and fellowmen. -

his paper is a self-reflection on the state of openness of the University of the Philippines Open University (UPOU). An exploratory and descriptive study, it aims not only to define the elements of openness of UPOU, but also to unravel the causes and solutions to the issues and concerns that limit its options to becoming a truly open university. It is based on four parameters of openness, which are widely universal in the literature, e.g., open admissions, open curricula, distance education at scale, and the co-creation, sharing and use of open educational resources (OER). It draws from the perception survey among peers, which the author conducted in UPOU in July and August 2012. It also relies on relevant secondary materials on the subject. What if you could revisit and download the questions you took during the UPCAT (University of the Philippines College Admission Test)? I received information that this will soon be a possibility. It’s not yet official though. For some people, including yours truly, this is the same set of questions that made and unmade dreams. Not all UPCAT takers make it. Only a small fraction pass the test. Some of the passers see it as a blessing. Some see it as fuel, firing their desire to keep working harder. Some see it as an entitlement — instant membership to an elite group. Whatever its worth, the UPCAT is the entryway to the University of the Philippines, a scholastic community with a unique and celebrated tradition spanning more than a century. But take heed — none of its legacy would have been possible if not for the hard work of Filipino taxpayers. -
