CHAPTER 8 FLORIDA Florida First Emerged on the Presidential
CHAPTER 8 FLORIDA Florida first emerged on the presidential primary scene in 1988, when it was one of the southern states that participated in the first-ever Super Tuesday. Four years later, in 1992, Florida was propelled to the front rank of important primary states when the news media selected it for the final showdown between Governor Bill Clinton of Arkansas and former- U.S. Senator Paul Tsongas of Massachusetts. In the 1992 race for the Democratic nomination for president, Paul Tsongas got off to a fast start by winning the New Hampshire primary. Tsongas next won the Maryland primary, but that same day Bill Clinton swept to victory in the southern state of Georgia. The two candidates thus were running neck and neck when they faced off against one another in Florida on the second Tuesday in March. Although located in the South and one of the states that seceded from the Union during the American Civil War, Florida is not considered a typical southern state by voting-behavior analysts. The major reason for this is the large number of former northern voters who have moved to South Florida, either to retire or to enjoy the outdoor lifestyle of one of the fastest-growing states in the nation. These former northerners were viewed as ripe targets for the Paul Tsongas campaign. His heavy Massachusetts accent would not sound quite so strange to them, and his New Hampshire and Maryland primary victories already had demonstrated his strong appeal to people from the northern part of the nation. Furthermore, in the 1988 presidential elec- tion, Florida had voted for Democratic presidential candidate Michael Dukakis, like Tsongas a Greek from Massachusetts. -

We start the first day with a brief discussion of Gusterson’s second article, building on the previous long discussion of the first one. September 23, 2019 Gusterson, H. 1999, “Feminist Militarism,” PoLAR: Political and Legal Anthropology Review 22.2, 17; https://doi.org/10.1525/pol.1999.22.2.17 This article focuses on the feminist themes Gusterson touched on in his earlier one. He begins restating the essentialist position and its opposition by feminists via “social constructedness.” Second-wave feminism started with Simone de Beauvoir’s idea that gender is constructed (“One is not born, but rather becomes, a woman”) and extending to post-structuralist Judith Butler, for whom gender is a performance, potentially fluid, learned and practiced daily based on cultural norms and discourses. Gusterson is intrigued by the idea of feminist militarism as performance. “If we weren’t feminists when we went in [to the military], we were when we came out.” What was meant by this? How does the military culture described in the article reflect gender essentialism? On p. 22, Gusterson argues that the women’s movement and the peace movement “remake their mythic narratives… through the tropes of revitalization.” What does he mean by this? Congress' Power of the Purse Kate Stitht In view of the significance of Congress' power of the purse, it is surprising that there has been so little scholarly exploration of its contours. In this Arti- cle, Professor Stith draws upon constitutional structure, history, and practice to develop a general theory of Congress' appropriationspower. She concludes that the appropriationsclause of the Constitution imposes an obligation upon Congress as well as a limitation upon the executive branch: The Executive may not raise or spend funds not appropriatedby explicit legislative action, and Congress has a constitutional duty to limit the amount and duration of each grant of spending authority. Professor Stith examinesforms of spending authority that are constitutionally troubling, especially gift authority, through which Congress permits federal agencies to receive and spend private contri- butions withoutfurther legislative review. Other types of "backdoor" spending authority, including statutory entitlements and revolving funds, may also be inconsistent with Congress' duty to exercise control over the size and duration of appropriations.Finally, Professor Stith proposes that nonjudicial institu- tions such as the General Accounting Office play a larger role in enforcing and vindicating Congress' power of the purse. KIRBY (R) NORTH ABINGTON WHITMAN 1971 State Census - 8,249 TOWN DATA Norwell is situated in Southeastern Massachusetts, bordered by the Towns of Hanover and Rockland on the west, Pembroke on the south, Marshfield and Scituate on the east and northeast, and Hingham on the north. The town covers 20.98 square miles and is 22 miles south of Boston and 14 miles east of Brockton. In 1950 the population was 2,515 people, and in 1960 had increased to 5,207 people, an increase of 107%, one of the largest percentage increases in the State of Massachusetts. In 1965 the population was 6,387, which indicates that although slightly down on an annual average the population growth is substantial. Population in 1971 is 8,249. The town was settled in 1634 and in 1888 adopted its name from Henry Norwell, a prominent summer resident. It has a Town Meeting form of government with a Moderator, Board of Selectmen, Board of Assessors, Planning Board, Town Clerk, Treasurer and Highway Surveyor. Three main roads run through the town; Routes 53 (formerly Route 3), Route 123, and the newly-relocated Route 3 (known as the Southeast Expressway). -

Reprinted from http://www.glbtq.com Representative Gerry Eastman Studds was the first member of the United States Congress to acknowledge that he was gay. During his twelve terms in the House of Representatives he was known for his accessibility to his constituents and his effective advocacy of their concerns, notably in matters of the environment, health care, and fishing and maritime issues. Gerry Studds was the namesake of his ancestor Elbridge Gerry, vice-president under James Madison and a signer of the Declaration of Independence from Massachusetts. Studds was born in Mineola, New York, on May 12, 1937, but grew up in Cohasset, Massachusetts, a part of the district that he would later represent. Studds attended Yale University, from which he received a bachelor's degree in history in 1959 and a master's degree in 1961. In the 1960s Studds was a foreign service officer in the State Department in Washington, D. C., and was also an assistant at the White House, working on a Kennedy administration initiative to establish a domestic Peace Corps. Later he became a teacher of history and government at a private school in New Hampshire. Studds made his first run for public office in 1970, but lost to the incumbent Republican representative in a close election. In preparation for the next campaign, Studds learned to speak Portuguese, the language of a sizable community in the district, and also studied issues related to fishing, an important industry in the area. -

Most of the unmicrofilmed material will be found from 1854-1876 (pardon certificates and presidential pardons from an unprocessed box) and 1892-1909 (formerly restorations of citizenship). Also, stray records found in the Senior Reference Archivist’s office from 1836-1920 in Box 164 and interfiles (bulk 1860) from 2 Hollinger boxes found in the stacks, a portion of which are in Box 164. Access Restrictions: Applications or petitions listing the social security numbers of living people are confidential and must be provided to patrons in an alternative format. At the discretion of the Senior Reference Archivist, some records from the Board of Probation and Parole may be restricted per RSMo 549.500. The two series were split at 1910 but a later addition overlapped from 1892 to 1909 and these records were left in their respective boxes but listed chronologically in the finding aid.
