History teaches us two valuable lessons, marksmanship is a perishable skill and the battlefield is an unforgiving classroom Match Summary Welcome and please read the match bulletin in its entirety. It will give you more insight on the conduct of the match and will assist in a better match for all. Here are some of the highlights of the 2020 Match. 1. The 41st Annual Combat Sustainment Training Match continues to consist of EIC and non EIC courses of fire based on available ranges, funds, and time available.

2. There will be a “pre-registration’ for 2020 in an effort to get firing orders completed prior to competition. Anyone pre-registered that does not check in the day of registration will be removed from the competition. Walk-ins (only on the day of registration) will be accommodated on a case-by-case basis.

7. Competitors must report to the Weapons Security, located in BLDG #500, 1st floor, RM #1018 upon arrival at Camp Smith. Each participant must bring Minimum of 4 pistol magazines and 4 rifle magazines. NO WEAPONS OPTICS PERMITTED.

8. All competitors utilizing privately owned pistols MUST present a NY State pistol permit at registration. No other states permit will be authorized or allowed. Privately owned pistols are only permitted for the Non EIC events. Privately owned are not permitted.

9. Upon the final posting of scores, a 30 minute protest period will be allowed. Upon the completion of the 30 minute period, all results are considered final.

10. Due to funding constraints, competitors will perform scoring duties (pit detail) under supervision of range staff.

4 APPENDIX 2: ADMINISTRATIVE INFORMATION

1. PURPOSE: The TAG Combat Sustainment Training match (TAG MATCH) conducted by the New York Army National Guard, is an annual event to promote marksmanship training. These marksmanship sustainment training matches offer service members from the National Guard and other military forces an opportunity to test marksmanship skills and weapon systems in a battle focused environment.

2. MATCH OFFICIALS: The Match Director is COL Isabel Smith, the Deputy Match Director is LTC Henry Padley and the Officer-In-Charge is MAJ Andrew McClure.

3. DATES/LOCATION: The 41ST Annual TAG Match will be conducted, 4 June - 7 June 2020 at Camp Smith Training Site, Cortlandt Manor, New York.

4. MATCH HEADQUARTERS: Match Headquarters is located in the lecture hall in BLDG #500.

5. MATCH BULLETIN BOARD: All Scores and match updates will be posted on the bulletin board located outside Match Headquarters BLDG #500. Team Captains are responsible for receiving all information on the bulletin board periodically throughout the match. Live score updates will be available once the TAG match starts on the mobile app. Information to download the mobile app will be available at the time of registration.

6. REPORTING AND IN-PROCESSING:

a. Arrival: Registration begins at 1200 – 1800, 4 June 2020. Upon arrival all Competitors must report to Weapons Security, located in BLDG #500, 1st floor, RM #1018 to check in weapons and receive a Registration checklist. After weapons are secure competitors will proceed to RM# 1015 to continue in-processing. All competitors must have ID tags, and military ID card.

b. Physical Screening: Soldiers and Airmen are not allowed to participate in violation of a physical profile. Competitors must be medically screened prior to arrival at Camp Smith to ensure that they are medically qualified and physically fit. It is the individual’s responsibility to ensure they are physically capable and authorized to compete and participate in the event.

c. Official Scorecards: Official scorecards are issued from match administration section during registration, no other scorecard is permitted. Personnel reporting to the range without an official individual/team scorecard are not allowed to participate. It is the participant's responsibility to verify, sign and turn the scorecard in to the Range OIC/PIT OIC upon completion of each event.

7. WEAPONS SECURITY: All weapons must be signed in immediately upon arrival at Camp Smith at BLDG # 500. Weapons Security opens at 1200, 4 June 2020 and remains open until 1600 hrs, 7 June, 2020. Shooters will be responsible for the security of their weapon(s) during range operations times. Weapons must be stored at Weapons Security overnight (this includes privately owned pistols). Teams are not allowed to store weapons at any other location. Weapons are not to be taken from the range complex, stored in vehicles, or left unattended. AR190-11 standards must be met at all times. Failure to follow this policy may result in disqualification from the match. Individuals failing to turn in their weapon to Weapons Security by 2000 hours each day will forfeit their scores for the day and the weapons will be reported as a loss of sensitive item. This will result in the submission of a Serious Incident Report (SIR). Weapons may not be cleaned in billets. Cleaning may only be done in designated weapons cleaning areas. Individuals are responsible for their own cleaning equipment and supplies. In the occurrence that a competitor needs to depart the event early, weapons security will not issue weapons on the designated travel day without a signed early departure memo from the Match Director or delegated authority. 5

8. EMERGENCY CONTACT: Family members can call Camp Smith Training Site Range Control at (914) 945-7372 (commercial phone) in the event of an emergency. The Match Director will make every effort to locate the competitor as soon as possible. Competitors should inform their family which event they are participating in prior to leaving home.

9. LOCAL WEATHER CONDITIONS: Average temperature at Camp Smith in June is 65 degrees Fahrenheit. Sunrise is around 0600 and, Sunset is around 1945. It is common to have wind, rain, and cool temperatures simultaneously. Be prepared for the worst, and bring serviceable, warm, wet weather gear.

6 APPENDIX 3: UNIFORM AND EQUIPMENT

1. UNIFORM:

a. VIP/Visitors/Observers. OCP (Army) ABU (Air) ACU (NYG)

b. Range Personnel. OCP/ABU, Kevlar, Water source.

c. Individual Competitors.

(1) ACU/OCP/ABU

(2) Headgear for all competitors while on the range is the ACU/OCP/ABU cap.

(3) Kevlar/ACH helmets are required for both shooter and spotter when on the firing line.

(4) Authorized boots.

(5) Uniform and equipment must be as issued by parent unit.

2. EQUIPMENT:

a. Fighting Load Carrier (FLC) or other Load Carrying Equipment (LCE/LCV/MOLLE/ IBA and/or plate carrier system.) must be worn properly by all competitors. The minimum equipment worn consists of the following items:

(1) Pistol Belt if wearing a Load Bearing Harness/Vest (must be fastened while moving or shooting).

(2) FLC/LCE/LCV/MOLLE/ IBA and/or plate carrier system.

(3) Hearing Protection.

(4) One military issue (or civilian equivalent) attachable water source.

(5) Rifle magazine pouches to contain 4 or more magazines.

(6) Pistol magazine pouches to contain 4 or more magazines.

(7) Minimum of 4 pistol magazines and 4 rifle magazines.

(8) Pistol holster (either hip or leg attached) with retention device required for pistol matches (note: no cross draw or shoulder holsters are authorized).

(9) Protective Eyewear from the Authorized Protective Eyewear List (APEL). Only clear or smoke tinted lenses are authorized. Amber, yellow or any other light enhancing lenses are not authorized. Prescription eyeglasses clear safety glasses, prescription sunglasses, or contact lenses are permitted. Civilian eyeglasses or sunglasses must conform to paragraph 1-15, AR 670-1.

(10) Individual weapon systems will be holstered/carried properly during the conduct of the match unless directed otherwise by the tower. 7 b. Additional Participant Equipment:

(1) Issued cold weather undergarments and combat sweaters are permitted.

(2) Issued wet weather clothing can be worn, including overshoes, ponchos, raincoats and trousers.

(3) Issued gloves (without any modification) can be worn. Shooting gloves or mitts are not allowed.

(4) Civilian clothing is not allowed for competitors.

(5) The issued poncho or the equivalent can be used as a ground cover or as a firing mat. No other ground sheets or firing mats are authorized. If the stage requires down range movement, the participant must remove the ground cover from the firing point before moving down range.

(6) As issued ruck/assault packs and other accessory pouches may be used at the discretion of the participant.

(7) Shooting stools may be used but cannot be taken forward of the assembly line.

(8) Issued elbow and kneepads are allowed. c. Optical Aids:

(1) Binoculars and Telescopes: Binoculars (10 power magnification or less) and telescopes (not to exceed 82mm and 60 power magnification for competitors and 100mm for coaches) with stands or rests are allowed.

(2) Sighting Devices: Altering, covering, or modifying eyeglass lenses are not permitted. Use of an eye patch covering the non-firing eye is not permitted. Sighting devices, such as Gehmann clip on iris, Merit adjustable aperture, or Knobloch adjustable shooting glasses, are not permitted. This also includes putting blinders on helmets.

(3) NO WEAPONS OPTICS PERMITTED.

9 ANNEX B Registration

APPENDIX 1: ENTRY

REGISTRATION: Pre-registration for individual and team registrations will be completed prior to 1 June 2020 (see part 3). Walk-in registration (only on the day of registration) will be accommodated. Competitors that do not arrive in time to complete check-in/registration and rifle zero/zero confirmation during the designated time period will not be allowed to participate. All weapons must be signed in immediately upon arrival at Camp Smith at BLDG # 500. Weapons Security opens at 1200, 4 June 2020 and remains open until 1600 hrs, 7 June, 2020.

a. Email pre-registration forms to: mailto:[email protected]. If you are a walk- in, registration forms will be available; however, this could delay in-processing and/or “Rifle Zero” (if applicable). The following forms will be submitted: Appendices 3 (Team), 4 (Individual), and 5 (Lautenberg) (see appendices)

b. It is highly recommended Individuals shooters/Team Captains register for “Group Me” application at or prior to registration. This will provide live updates, scheduling and information during the TAG Match Competition. Directions to register will be provided on Appendix 3 and 4 Forms or upon check- in, 4 June 2020.

1. PARTICIPANT CLASSIFICATION: Once teams are declared at registration, substitutions are not allowed.

a. Individual Classifications: Individual classification is either "Open" or "Novice". A "Novice" participant is an individual that has never participated in NYNG TAG MATCH or higher competition. An "Open" participant is an individual who has participated at the NYNG TAG MATCH.

b. Team Classifications:

(1) For ALL TEAM MATCHES at least 25 percent of the firing members on each team will be classified "Novice” defined on the Individual Registration Form.

(2) Teams may have a minimum of at least one “novice” shooter per team.

(3) Teams for rifle and pistol will compete as a combined arms team for the Combat Match Champion. Competitors must fire rifle and pistol in all matches and the aggregate scores for all four competitors. Individual and their team scores will determine the New York National Guard Combat Match Champion.

(4) Teams must be declared at registration, prior to firing any matches.

(5) Team size guidelines: Combat Match Champion - 4 firers (Team Captain included).

10 NOTE: Suggested 1 Coach (non-firing) and two alternates for each team.

c. EIC: The 2020 TAG match will offer match 221: Combat Pistol Excellence-In- Completion. This is an initial EIC and only 4 points will be awarded. Eligibility for leg points will be in accordance with AR 350-66 dated 27 August 2012 (Army) and AFI 34-143 dated 21 Feb 2012 (AIR); eligibility standards will not change in the pending regulation update. Participants may walk-on and fire the EIC match only, as long as registration requirements are met before the individual starts the match. Non-U.S. service members participating in the TAG Match may fire in the EIC match, however, are not eligible for EIC points. The National Guard Marksmanship Training Center (NGMTC) is the authority for awarding EIC points.

2. ELIGIBILITY: Entry in the NYNG TAG Match is limited to members of the New York Army and Air National Guard, New York Naval Militia, Active Reservists (USAR, USNR and USMCR) and New York Guard (pistol only).

3. ENTRIES:

a. Individual entry will be made by submitting a registration form to the following email: mailto:[email protected](APPENDIX 4). Team entry will be made by submitting a Team Entry Registration Form to mailto:[email protected](APPENDIX 3). Team Entries must be filled out completely and legibly. All information requested is necessary. The Match Director reserves the right to limit the total number of competitors based on availability of ammunition and range capacity. Applications will be accepted on a “first come, first serve” basis.

b. Due to changes in the Control Act of 1968 (Lautenberg Amendment), persons who have been convicted of a misdemeanor crime of domestic violence are prohibited from possessing and ammunition unless the conviction has been expunged or set aside. Personnel who fall under the prohibitions of this law cannot participate in the Matches. Each applicant must fill out the Lautenberg Amendment Form (APPENDIX 5) and turn in at registration.

c. This match will comply with all New York State weapons laws to include the Secure Ammunition and Firearms Enforcement Act (SAFE) Act of 2013.

11 APPENDIX 2: FUNDING AND BILLETING

1. FUNDING: All NYARNG competitors will be on valid military travel orders. All NYARNG personnel will be in an IDT / RMA status with IDT travel orders. Commanders should extend maximum support to unit personnel regarding utilization of government vehicles, government credit cards, and unit weapons to compete in these matchs. ARNG personnel on Title 10 orders are not eligible for NYARNG funded travel orders. Competitors other than NYARNG personnel must be on paid or non-paid orders and should consult their chain- of-command for orders and funding guidance.

2. BILLETING AND MESSING: Billeting for all competitors will be available in the enlisted barracks. Competitors will be responsible for maintenance and clearance of billets assigned. Competitors should bring bedding; linen will NOT be available. Messing facilities will NOT be available. Competitors are advised that range firing is conducted non-stop throughout the day and individuals should provide their own food and drink as desired.

3. TRANSPORTATION/ PARKING: All Competitors will park their vehicle in the POV parking lots, A, P, C, L and E (see map).

15 ANNEX C APPENDIX 1: WEAPON INFORMATION

1. AUTHORIZIED U.S. SERVICE WEAPON: The authorized weapon is the standard issued by the U.S. Government. Weapons must be serviceable IAW the appropriate service regulations and technical manuals. Commercial equivalents are not allowed. Non-issued parts are not authorized. Filing, honing, sanding, or altering of issue parts is not authorized unless approved by the appropriate regulations and technical manuals. All competitors utilizing privately owned pistols MUST present and carry at all times, a NY State pistol permit. No other states permit will be authorized or allowed.

a. Service Rifle: The service rifle is the standard 5.56mm M16A2, M16A4/M4. Parts MAY NOT be interchanged between different rifle types. Commercial equivalent and heavy barrels are not allowed. Competitors cannot replace M16A2 trigger components with those from an M16A1. M16A1 rifles are not authorized. M16A4 uppers can be used with an M16A2 lower or vice-versa.

b. Service Pistol: The service pistol is the standard M9 or M11. The commercial equivalents allowed are the Beretta 92 F/FS and the SIG P228. The Beretta 92 F/FS must be an exact copy of the M9 in every respect. Pistols must be fired double action for the first round of each stage.

c. Optics: Iron sights must be as issued. Iron sights can be blackened; however, no appliances can be affixed to shade or alter the standard sight. Rifle sights can be adjusted at any time utilizing proper safety procedures, unless directed otherwise by range staff personnel. Commercial equivalent optics are not allowed.

d. Rifle Sling: Only issued slings are allowed. Slings can be no more than 3 centimeters wide. It may be used as a single point sling attached to the front sling swivel or as a 2-point sling attached to both sling swivels. The sling must not be attached to the rifle in such a manner as to restrict the participant from handling the weapon in a safe manner.

e. Weapon Inspections: If the weapon is not repairable, the participant forfeits the right to fire the match or must obtain another weapon, which meets the standard. Weapons can be inspected at any time throughout the course of the match at the direction of the Range OIC or Match Director or delegate.

16 APPENDIX 2: AMMUNITION

1. AMMUNITION REQUIREMENTS: U.S. Service members must use ammunition issued by the NYNG.

a. Issued Ammunition: Ammunition issued by the NYNG by DODIC are A059 (Rifle), and AA49 (Pistol). Note: 77 grain 5.56mm ammunition is not authorized. DO NOT BRING YOUR OWN AMMO.

b. Inspection: Ammunition is checked periodically on the range to ensure that all competitors are firing military ammunition. Commercial or hand loaded Ammunition is not authorized.

c. Unfired Rounds: Unfired rounds in all matches are forfeited and are not allowed for any subsequent match. Competitors must turn in unfired rounds or misfires to range personnel before leaving the firing point. A participant found to have more ammunition than the match requires is in violation of the rules.

IT IS A NYCMJ OFFENSE TO REMOVE AMMUNITION OR BRASS FROM THE RANGE. ALL LIVE AMMUNITION AND BRASS IS THE PROPERTY OF THE UNITED STATES GOVERNMENT.

17 APPENDIX 3: SAFETY

1. RANGE SAFETY

a. The primary responsibility of the range staff is to conduct the matches in a safe manner. Everyone on the range is responsible for safety. Anyone can call a cease-fire to prevent an unsafe act. There are four general safety rules, which are STRICTLY enforced:

(1) Assume all weapons are loaded. (2) Never point the weapon at anything you do not intend to shoot. (3) Keep your finger off the trigger until you intend to fire. (4) Be sure of your target; know what is in line with it, and what is behind it.

b. Rifles must have their bolts open, magazines out, and the selector switch on safe when not on the firing line. Pistols must have their slides forward with an empty chamber, magazines out, de-cocked, and weapon "Holstered", when not on the firing line.

c. Dry firing or sighting in with an unloaded weapon can only be done under the supervision of range staff in designated dry firing areas.

d. Competitors must have their weapon cleared by a designated range staff member prior to leaving the range.

e. During all fire and movement stages, weapons are carried or handled in such a manner as to ensure they are always pointed toward the targets (down range).

f. During fire and movement stages, competitors that travel beyond the designated firing point are disqualified from the stage.

g. Hearing protection is mandatory during firing stages and must be properly worn.

h. Eye protection is mandatory during training matches and must be properly worn. Prescription eyeglasses or safety glasses are authorized for use. Safety glasses are not available for issue.

i. No one can be forward of the ready line other than range staff, firing competitors, and authorized coaches.

j. No cell phone use on the firing line or in the pits.

k. Alcoholic beverages are not allowed on the range at any time. Competitors exhibiting evidence of alcohol consumption prior to arrival on the range are disqualified, escorted off the range, and reported to the Match Director.

2. SAFETY VIOLATIONS: A safety violation occurs when competitors create a condition with the potential to cause injury, illness, or death of personnel; damage to or loss of equipment or property; or mission degradation beyond established controls. Safety violations are stopped immediately. The Range OIC can disqualify the participant for that stage or from the remainder of the match for safety violations. Upon recommendation from the TAG MATCH OIC the Match Director can disqualify competitors from the entire event.

18 APPENDIX 4: RANGE CONDUCT

1. ALIBIS, JAMS, MISFIRES, AND DISABLED WEAPONS: No allowance is made in combat matchs for malfunctions, misfires, or jams due to defects, maintenance, or breakage in either the weapon or magazine.

a. Defective Cartridge: No allowances, re-fires, or alibis for defective rounds. Participant must safely clear all misfires, jams, or malfunctions and continue shooting without interruption. Competitors are responsible for inspection and identification of defective rounds prior to the start of each match.

b. Disabled Weapons: Once cleared by the range officer disabled weapons can be replaced with an authorized back-up. Firing does not stop, nor are alibis granted for the weapon exchange. Back-up weapons must be declared and checked when primary weapons are inspected.

c. Range Alibis: The Range OIC may grant a range alibis for range equipment faults or failures that are not controlled by the firing participant or team member.

2. CHALLENGES: Challenges for shot value must be made prior to the targets being pasted and resolved prior to the beginning the next stage of fire. The Pit NCOIC determines the challenge outcome on courses of fire involving the pit and the Range NCOIC determines the challenge outcome on the firing line. There are no penalties for challenges. Challenge determinations are final and may not be protested. Competitors determined to be using the challenge procedure to delay or disrupt the match to gain an advantage will be considered in violation of the rules.

3. BREACH OF RULES AND REQUIREMENTS: The Range OIC or TAG MATCH OIC may disqualify competitors from a stage of fire or recommend to the Match Director disqualification from the entire event for intentional cheating during any portion of the match to gain an unfair advantage over other competitors.

4. PENALTY: A penalty is administered for an unintentional breach of the rules upon completion of firing a stage by the Range Officers. Range officers have the authority to deduct each shot fired during the violation. Shots equal five points each unless otherwise specified on the match scorecard.

5. NEGLIGENT DISCHARGE: Late shots are not considered negligent discharges. However, a shot fired before a preparatory command "Watch and Shoot” is considered a negligent discharge. A negligent discharge is any round blatantly fired outside the allotted live fire time limits or any round fired within those limits that is discharged in a direction other than one which would ensure a safe bullet impact. In the event of a negligent discharge, the participant is disqualified from the stage of fire. Upon recommendation from the TAG MATCH OIC the Match Director can disqualify competitors from the entire event.

6. MISCONDUCT: Any participant creating a disturbance on the firing line or in the pits is reported to the Range NCOIC. The Range NCOIC can then issue a warning or disqualification from the match to the participant based on severity.

7. PROTEST: A protest is a formal and solemn complaint or objection of a course of action made regarding the fair conduct of the match. Team Captains or the individual competitors in individual match must file the protest with the Range OIC. Protests must be immediate or they are not allowed. Protests arising at the firing point must be brought to the attention of the Range OIC prior to the next stage of fire. If the protest is not dealt with agreeably on the spot by the Range OIC, the protest must be submitted, in writing, to the Range OIC.

19 a. Official Protest: Upon receipt, the Range OIC will acknowledge the official protest, notify the Match Director, and notify the competitor of the time, date and location of the Protest Committee meeting.

b. Protest Committee (PC): Upon receipt of the written protest, the Match Director will form the PC to resolve the official protest. The Official Match Program is the primary reference document. The PC consists of the Match Director and four members. Failure of the protesting individual or Team Captain to be present at the appointed time results in an automatic denial of the protest, unless the Match Director has previously excused the competitor from attendance. The Protest Committee can question all individuals involved and examine evidence as required to develop a resolution. Video equipment is not authorized as evidence to the PC even if it is available. The resolution is determined by vote and the Match Director serves as the tie breaking vote. The Protest Committee provides a written resolution to the team captain and TAG MATCH OIC for appropriate action. c. Upon the final posting of the final scores, a 30 minute protest period begins. The time the period starts and end will be posted when final scores are posted. Upon the completion of the 30 minute period, all results are considered final.

21 APPENDIX 6: FIRING POSITIONS

1. PISTOL FIRING POSITIONS DEFINED: In pistol matches, the authorized fire position is the "Standing Unsupported Position" unless otherwise stated in match conditions. The pistol can be fired from either or both hands unless specified by match conditions. During matches where the participant must draw and fire, no part of the holster or weapon may be touched prior to the command “fire”.

a. Standing Position: Both feet on the ground, body erect, arms extended, and not supported by any other object. Competitors’ knees can be slightly bent.

b. Standing Barricade Position: Standing position with the hand/wrist area or weapon touching the top horizontal barricade. There are no limitations as to how much or what parts of the body can also touch the barricade. Competitors’ feet must remain behind barricade to simulate maintaining cover. The horizontal surface is used for barricade top firing stages.

c. Kneeling Barricade Position: Competitors can only make contact with the ground with their knees or feet. At least one knee must touch the ground. (both knees on ground is authorized for pistol only) Kneeling position with the hand/wrist area or weapon touching the side vertical edge of the barricade. There are no limitations as to how much or what parts of the body can also touch the barricade. Competitors must try to keep a majority of their body behind the barricade opposite of the firing side to simulate maintaining cover. The vertical surface is used for barricade side (left or right) firing stages.

d. Kneeling Position: Competitors can only make contact with the ground with their knees and feet. At least one knee must touch the ground (both knees on ground is authorized for pistol only). Resting or supporting the buttock with the knee and downward resting leg is authorized. Elbow(s) can touch upright knee but, not required

e. Prone Position: The participant must lie on the ground in horizontal position. The body must be generally perpendicular to the firing line not to exceed a 45 degree angle from the target. No part of the body or the weapon system will break the vertical plane created by the forward edge of the firing line.

f. Stage Starting Position/Holstered Position: The competitor will be standing and generally facing the target line; the pistol will be in a weapon status of RED and in the holster with the retention device engaged. In the interview position, the competitor's hands are above the waist and in front of their body. (Exception: during the Combat Pistol EIC match, the firing hand may "hover", but not touch the weapon or holster). The competitor’s hands do not have to be touching. The competitor’s hand is not authorized to make contact with the weapon or holster. Once the stage has commenced the competitor will then return to the Ready Position after each exposure.

g. Alert Position: “Standing” position with the pistol at waist level, muzzle pointed down range, barrel parallel to the ground in the “Weapon off Safe” status.

3. RIFLE FIRING POSITIONS DEFINED: No alteration can be made to the firing point which assists a participant in holding the rifle steady. Safety, stability, and reduced visibility to enemy observation are important points to consider in firing positions. Unless specified by the match conditions, positions are unsupported. Competitors will be maintain muzzle control and awareness of muzzle direction at all times,

22 regardless of firing position. During movement between firing points or stages, the rifle should be carried with the muzzle lowered and pointed down range in a modified Collapsed Low Ready. Weapons will only be slung while in a GREEN or unloaded/cleared weapon status. a. Prone Position: The butt of the rifle must rest against the shoulder or armpit. Participants must lie on the ground in horizontal position, with at least one elbow touching the ground. The body must be generally perpendicular to the firing line not to exceed a 45 degree angle from the target. Magazines may be rested on the ground. Bipods or additional support are not authorized. Forearm pistol/vertical grips and similar devices are not allowed to be utilized in the prone position. The competitor may not in any way attempt to gain additional support with the ground through the use of the forearm pistol/vertical grips. (Supports will be provided for a prone supported stage of fire). b. Kneeling Position: The butt stock of the rifle must rest against the shoulder or armpit and be held with both hands. Competitors can only make contact with the ground with their knee(s) and the portion of the legs below the knee(s). At no time may the buttocks touch the ground while firing, the competitor may rest their body weight on the heel or side of the foot. No artificial support may be used. (no both knees on ground) c. Alert Position: “Standing” position with the muzzle depressed at an angle of 45 degrees from horizontal in the “Load” status.

23 APPENDIX 7: SCORING

1. TARGET PREPARATION: Competitors and/or teams are responsible for the proper maintenance of their targets. Competitors must ensure targets are completely repaired and all bullet holes are pasted. Competitors/teams are not allowed to mark their targets in any manner to gain an advantage. Due to funding constraints, competitors will perform scoring duties for fellow shooters under supervision of range staff.

2. SCORING: When scoring a shot that touches the line between two scoring divisions of the target, the participant is credited with the higher value. Any shot that is determined to have entered from the back of the target will not be scored. Individuals or team captains are responsible for verifying the information and score recorded and submitting scorecards prior to leaving the range. Scorecards are not issued on the range. Scorecards for matches fired must not leave the range. Report lost or damaged scorecards to OIC.

a. Excessive hits (not due to crossfire): When it can be proven that excessive hits were made by an individual or team firing more than the number of shots allowed, the Range OIC can disallow the score for that stage or disqualify the shooter or team from the remainder of the match for a breach of rules violation. (1) The entire stage score may be disallowed and the additional penalty may be disqualification from the match. The Range OIC will make the final decision. (2) Otherwise, the score will be determined by removing the value of the excessive hits, starting with the lowest, then highest valued hits from the total, alternating up to the number of excessive hits.

b. Excessive hits (due to crossfire): In the case of crossfire, when it has been proven that the competitor fired no more than the allowed number of shots, then the score will be determined by removing the value of the excessive hits, starting with the lowest, then highest valued hits from the total, alternating up to the number of excessive hits. (low, high, low….).

c. Refires: There are limited situations in which a competitor may be allowed or elect to refire a course of fire stage or match. Upon being reported to the Pit or Scoring Area NCOIC, a target with excessive hits due to crossfire and the total number of visible impacts (scored or visible misses) is 50% or greater than the maximum allowed for that stage or target, then the offended competitor may be given the option to refire that match stage or required stages. (1) Any competitor scoring a target with excessive hits must inform the pit staff or NCOIC immediately. Then tower/center line will inform the affected competitor of the crossfire and receive the option to refire that stage or not. Targets will not be displayed and no scores will be given. If the entire COF has been completed prior to discovering the excess hits due to crossfire, then the targets will not be scored and the competitor may not be allowed score the targets. (2) Where possible, the affected competitor will refire the stage immediately and before the entire relay resumes the course of fire as directed by the tower/center line. Otherwise, the competitor will be assigned to a following relay within that squadding group, based on Range OIC’s determination, and allowed to refire the required stage(s). (3) The Range OIC/NCOIC may direct a refire for any stage or match as necessary to ensure fair conduct.

d. Alibis: Alibis will only be allowed as a result of range operations or target failures. Alibis will be determined by the Range OIC/NCOIC.

e. Score Confirmation: Upon confirmation of score (at the range), PIT NCOIC/OIC’s will stamp the scorecard as “Confirmed or Official”. These stamped scorecards will be the only official scorecards turned in for scoring by the Administrative section.

24 3. TIMING: A stopwatch is used for the timing of exposures. An audible device is used to signal the fire and cease fire command(s). Shots fired after the cease fire signal has ended do not count. A warning will be issued once only to shots fired immediately after the audible. Raising and lowering of the targets are to be done as quickly as possible. Targets are not to be manipulated to signal a hit. No verbal indication of time passing is allowed, except in coached team matches.
