Installation of New Half Tie Rail Fastening System in the Atlantic Branch Tunnel (Contract #6158) Procurement & Logistics Department Contracts, Planning, Construction & Major Projects Section 90-27 Sutphin Blvd., 3rd Floor Jamaica, N.Y. 11435 REQUEST FOR EXPRESSION OF INTEREST (RFEI) Installation of New Half Tie Rail Fastening System in the Atlantic Branch Tunnel (Contract #6158) The Long Island Rail Road Company (LIRR) is seeking an Expression of Interest (EOI) from qualified vendors who are interested in providing the replacement of approximately 11,000 half tie blocks on the MTA Long Island Rail Road Atlantic Branch Tunnel. Along with the EOI, you are being asked to provide any alternative approaches to the work which provide the desired functional requirements. Your response to the RFEI will not be evaluated or ranked but will be used by LIRR to possibly refine and improve the final design. Responders may be invited to one-on-one individual question and answer sessions, as well as site visits, in which information may be exchanged. The LIRR does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Technical suggestions will be used as information only and shall not be used as a proposal. Interested parties understand that they will not be entitled to any compensation for information or ideas which are included in the Information Letter submitted in response to the RFEI, including in the event that LIRR incorporates such information or ideas in their design. The fact that information or ideas of any responder are included in the design should not be construed as providing any responder with an unfair competitive advantage and will not entitle a responder to any greater consideration during the solicitation process. All documents will be provided electronically. The EOI response must be received by the railroad no later than 3:00 PM on Friday, February 14, 2014, in accordance with the specifications of the EOI document. The Long Island Rail Road may consider informal any submission not prepared in accordance with provisions therein, and reserves the right to waive any and all informalities or to reject any and all submissions. IDENTIFICATION OF THE PROPOSED PROJECT Atlantic Yards Development Company, LLC, and Brooklyn Arena, LLC, affiliates of the Forest City Ratner Companies (the project sponsors), in cooperation with the Empire State Development Corporation (ESDC), the Metropolitan Transportation Authority (MTA), and the City of New York (the City), propose a master plan to develop a major mixed-use development in the Atlantic Terminal area of Brooklyn, adjacent to Downtown Brooklyn. The proposed project would occupy an approximately 22-acre area, roughly bounded by Flatbush and 4th Avenues to the west, Vanderbilt Avenue to the east, Atlantic Avenue to the north, and Dean and Pacific Streets to the south (see Figure 1-1). The proposed project would introduce a mix of uses arranged to concentrate the greatest activity closest to Brooklyn’s major transportation hub, which is adjacent to the western end of the site. This end of the project site would contain a new arena for the New Jersey Nets National Basketball Association Team (the Nets), along with commercial office and retail, hotel, and residential uses. Farther to the east, the proposed project would be primarily residential and would provide at least seven acres of publicly accessible open space along with a number of local retail and community services. The project would also expand, platform over, and improve the MTA/Long Island Rail Road (MTA/LIRR) Vanderbilt Yard, which, together with a New York City Transit (NYCT) yard for retired buses, occupy approximately nine acres of the project site in an open cut (rail yard). As part of this improvement, the project would rebuild the Carlton and 6th Avenue Bridges between Atlantic and Pacific Streets.

    MTA Capital Program 2010-2014 Amendment as submitted to the MTA CAPITAL PROGRAM REVIEW BOARD January 2012 Introduction On September 29, 2009, the MTA Board approved a proposed $28.080 billion 2010-2014 Capital Program and submitted that plan to the Capital Program Review Board (CPRB) in October 2009, requesting their approval of the $25.572 billion CPRB portion of that plan (excludes Bridges and Tunnels, which self-funds its program). On December 31, 2009, the CPRB vetoed that plan without prejudice to permit additional time to resolve issues related to fully funding the program. Subsequently, the MTA prepared a revised program totaling $23.812 billion, reflecting a nearly $2 billion reduction effort to sharpen the focus of the program to ensure the delivery of specific customer benefits for the lowest cost. The MTA Board approved the revised plan on April 28, 2010 and the CPRB approved the five-year program of projects on June 1, 2010. The approved program fully funded only the first two years (2010 and 2011) of the plan, with a commitment to come back to CPRB with a funding proposal for the last three years. Proposed Amendment This plan amendment, approved by the MTA Board in December 2011, funds all of the projects in the last three years of the program through a combination of self-help (efficiency improvements and real estate initiatives), participation by our funding partners and innovative and pragmatic financing arrangements. The revised CPRB $22.195 billion plan also spreads projects out evenly over the final three years of the program as listed on the attached blue pages.
