Procurement & Logistics Department Contracts, Planning, Construction & Major Projects Section 90-27 Sutphin Blvd., 3rd Floor Jamaica, N.Y. 11435 REQUEST FOR EXPRESSION OF INTEREST (RFEI) Installation of New Half Tie Rail Fastening System in the Atlantic Branch Tunnel (Contract #6158) The Long Island Rail Road Company (LIRR) is seeking an Expression of Interest (EOI) from qualified vendors who are interested in providing the replacement of approximately 11,000 half tie blocks on the MTA Long Island Rail Road Atlantic Branch Tunnel. Along with the EOI, you are being asked to provide any alternative approaches to the work which provide the desired functional requirements. Your response to the RFEI will not be evaluated or ranked but will be used by LIRR to possibly refine and improve the final design. Responders may be invited to one-on-one individual question and answer sessions, as well as site visits, in which information may be exchanged. The LIRR does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Technical suggestions will be used as information only and shall not be used as a proposal. Interested parties understand that they will not be entitled to any compensation for information or ideas which are included in the Information Letter submitted in response to the RFEI, including in the event that LIRR incorporates such information or ideas in their design. The fact that information or ideas of any responder are included in the design should not be construed as providing any responder with an unfair competitive advantage and will not entitle a responder to any greater consideration during the solicitation process.
