Buchanan and Richard E. Wagner, repre- sents one of the ®rst comprehensive attempts to apply the basic principles of public choice analysis to macroeconomic theory and policy.1 Until the 1970s, macroeconomics was devoid of any behavioral content with respect to its treatment of government. Government was simply treated as an exogenous force (G¢ ), which behaved in the way prescribed by a given macroeconomic theory. In this approach, government invariably acted in the public interest as perceived by the host theory. Both the so-called Keynesian and monetarist approaches were beset by this problem, although it was the inherent contra- dictions of the Keynesian theory that attracted the attention of Buchanan and Wagner. Democracy in De®cit led the way in economics in endogenizing the role of government in discussions of macroeconomic theory and policy. The central purpose of the book was to examine the simple precepts of Keynesian eco- nomics through the lens of public choice theory. The basic discovery was that Keynesian economics had a bias toward de®cits in terms of political self- interest. That is, at the margin politicians preferred easy choices to hard ones, and this meant lower taxes and higher spending. Thus, whatever the merits of Keynesian economics in using government ®scal policy to ``balance'' the forces of in¯ation and de¯ation and employment and unemployment in an economy, its application in a democratic setting had severe problems of in- centive compatibility; that is, there was a bias toward de®cit ®nance. And, of course, there is no need to reiterate here the evidence in the United States 1. James M. Buchanan and Richard E. It is all too apparent that the thesis of this book has been borne out. Democracy in De®cit led the way to modern work on political business cy- cles and the incorporation of public choice considerations into macroeco- nomic theory. For example, there is a literature today that discusses the issue of the time consistency of economic policy. Does a conservative incumbent who cannot stand for reelection run a de®cit in order to control spending by a liberal successor? One can easily see the hand of Buchanan in such con- structions. In this example, term limits (a public choice phenomenon) are at the center of a macroeconomic model. Moreover, monetarism has not escaped the inspection of public choice analysis. Buchanan and others have pioneered work on the behavior of ®at money monopolists. This public choice work stands in stark contrast to earlier work by Keynesians and monetarists who supposed that economists stood outside and above politics and offered advice to politicians and central banks that would be automatically adopted. Otherwise, policymakers were misguided or uninformed. If they knew the right thing, they would do the right thing. This approach to macroeconomics is now largely dead, thanks to books like Democracy in De®cit. Today, the age-old adage that incentives matter is heeded by macroeconomists, and it is recognized that political in- centiveÐnot the ivory tower advice of economistsÐdrives macroeconomic events. Democracy in De®cit is also closely related to Buchanan's interest in ®scal and monetary rules to guide long-run policy in macroeconomics. Such rules are needed to overcome the short-run political incentives analyzed in this book and to provide a stable basis for long-run economic growth. Buchanan's lifelong dedication to the goal of a balanced budget amendment to the United States Constitution and to a regime of monetary rules rather than central bank discretion can be seen in this light. The real alternative to ®scal and monetary rules is, after all, not the per- fection of economic policy in some economic theorist's dream. It is what the rough and tumble of ordinary politics produces. The problem is to ®nd a feasible solution to long-run economic stability and growth. Viewed in this way, there is really no con¯ict between rules and discretion, and, thanks in part to Buchanan's insistence on this point, the world today seems poised to Foreword xiii have more rule-based economic institutions. During the 1960s, his participation in the debates was limited to research papers, but in the 1970s, as monetarism attracted national attention, Brunner made contributions to U.K. media discussions. In the pre-1979 period, he was highly critical of the U.K. authorities’ nonmonetary approach to the analysis and control of inflation—an approach supported by leading U.K. Keynesians. Harding in Fact and Fiction This article will assess the development of the posthumous reputation of President Warren Gamaliel Harding (1921-23) through an examination of key historical and literary texts in Harding historiography. The article will argue that the president’s image has been influenced by an unusual confluence of factors which have both warped history’s assessment of his administration and retarded efforts at revisionism. As a direct consequence, the stereotypical, deeply negative, portrait of Harding remains rooted in the nation’s consciousness and the “rehabilitation” afforded to many presidents by revisionist writers continues to be denied to the man still widely-regarded as the worst president of the twentieth century. “Historians,” Eugene Trani and David Wilson observed in 1977, “have not been gentle with Warren G. Harding.”1 In successive surveys of American political scientists, historians and journalists, undertaken to rank presidents by achievement, vision and leadership skills, the twenty-ninth president consistently comes last.2 The Chicago Sun- Times, publishing the findings of fifty-eight presidential historians and political scientists in November 1995, placed Warren Harding at the head of the list of “The Ten Worst” Niall Palmer: Muckfests and Revelries 155 EnterText 1.1 Presidents.3 A 1996 New York Times poll branded Harding an outright “failure,” alongside two presidents who presided over the pre-Civil War crisis, Franklin Pierce and James Buchanan. Donald Nansen McCloskey (1942–) was born in Ann Arbor, Michigan and raised in Cambridge, Massachusetts. Donald changed gender in 1995, from male to female, becoming Deirdre (McCloskey 1999). She is the oldest of three children born to Helen Stueland McCloskey and the late Robert G. McCloskey. Her father, whose life was cut short by a heart attack, was in Deirdre’s youth a tenured professor of government at Harvard University. He was fl uent in the humanities as much as in law and social science; Joseph Schumpeter and the writer W.H. Auden were his personal friends and coff ee break mates. Helen’s passion was in poetry and opera. She did not deny the chil- dren the values and joys of intellectual and artistic life pursuits – ’burn always with a gem- like fl ame’, she told Deirdre and the others. (Books were all over the McCloskey household: each child was supplied with a personal library.) Mellon was born the year the Paris Exposition exalted Delacroix and died the year Picasso painted Guernica. The man was as faceted as his era: an industrialist, a fi nancial genius, and a philanthropist of gar- gantuan generosity. Born into prosperous circumstances, he launched several of America’s most profi table corporations. A venture capitalist before the term entered the lexicon, he became one of the country’s richest men. Yet his name was barely known outside his hometown of Pittsburgh until he became secretary of the treasury at an age when many men retire. A man of myriad accomplishments, he is remem- bered best for one: Mellon founded an art museum by making what was thought at the time to be the single largest gift by any individual to any nation. Few philan- thropic acts of such generosity have been performed with his combination of vision, patriotism, and modesty. Fewer still bear anything but their donor’s name. But Mellon stipulated that his museum be called the National Gallery of Art.

    Debt and Taxes in Eight U.S. Wars and Two Insurrections∗ George J. Hally Thomas J. Sargentz March 15, 2020 Abstract From decompositions of U.S. federal fiscal accounts from 1790 to 1988, we describe differences and patterns in how expenditure surges were financed during 8 wars between 1812 and 1975. We also study two insurrections. We use two benchmark theories of optimal taxation and borrowing to frame a narrative of how government decision makers reasoned and learned about how to manage a common set of forces that bedeviled them during all of the wars, forces that included interest rate risks, unknown durations of expenditure surges, government creditors' debt dilution fears, and temptations to use changes in units of account and inflation to restructure debts.
