Research title Research services through the Participatory Action Research (PAR) methodology to map the services available for adolescents/ young women in Baunya-Badh slum of Dhaka.

Research purpose The purpose of this research is to engage the target group so that they can benefit from and be involved with the App. This App will be developed through the project in an intensive PAR in order to document all the available services in the slum where they are living (Baunya-Badh) in relation to education (i.e. primary and secondary schools, vocational training, etc.), job opportunities (i.e. in the garment sector, in non- government organizations – NGOs, in educational institutions, etc.), health (primary health centres, if available), protection (i.e. police station, other Government offices, legal aid, etc.). When not available in the slums, the above mentioned services will be looked at outside and the updated list of their contact details will be prepared.

Background Bangladesh experienced the highest rate of urbanization (4.19%) in the past three decades in South Asia (Haque 2014). The effect of such unplanned urbanization has left the urban population with inadequate facilities. It created infrastructural challenges and service gaps, including inadequate access to transport, housing, water and sanitation, solid waste management, energy, health and education. In sort slum dweller lacks the access to basic rights. According to Census of Slum Areas and Floating Population 2014, conducted by Bangladesh Bureau of Statistics (BBS 2015), 2.23 million people live in slums across the country. Of them, 1.14 million are male, 1.09 million female, and 1,852 transgender people. According to the report, 1.06 million people live in slums in the Dhaka division, while total population in Dhaka North and South City Corporations area is 646,075 and the sex ratio is 108.18. Moreover, according to UNICEF (UNICEF 2016), there are 27.7 million adolescents aged 10-19 years in Bangladesh – 13.7 million girls and 14 million boys – making up about one fifth of the total population and most adolescents have limited scope for acquiring knowledge and skills for their self-development and protection. Secondary level school enrolment is very low at only seven million (38 per cent). The dropout rate in secondary schools is much higher than in primary schools: about 48 per cent among girls and 38 per cent among boys. Besides, an estimated 6.9 million children aged 5-14 years (12.9 per cent of the total labour force) are working and are exposed to hazardous and risky conditions, especially in metropolitan cities. Migration lead urbanization is also associated with drug trafficking, prostitution, violence and crime and the condition of women and girls become even more vulnerable, because they suffer violence both at home and in public places (Mannan & Ahmed 2014). Access to even minimal services of sanitation, drinking water, electricity, roads, transports, etc. is absent. Actually, they are caught up in the vicious cycle of insecurity, low wages, unhygienic working environment, and hard working conditions on one side, and absence of any other option on the other. Furthermore, a World Bank study (Doemeland &Trevino 2014) revealed that, adolescents living in the Dhaka slums lack access to basic information pertaining to their bodies and regarding their rights to reproductive autonomy and bodily integrity. Gender and cultural norms, stigma related to adolescent

sexuality, myths and misperceptions, poor implementation of existing laws regarding age at marriage, and unclear policies and practices related to the provision of services for unmarried adolescents all contribute to low levels of knowledge and access to accurate and quality information and services, as well as to harmful practices and norms. The study also found that sexual and gender-based violence was quite common and forced or coerced sex —both inside and outside of marriage — was reported. The Association for Realisation of Basic Needs (ARBAN), is a Non-Government Development Organization, concerned with fundamental rights and basic needs of the people, founded on 18th February 1984. ARBAN believes that all the development projects and programs designed and implemented by the Government, NGOs, International Organizations, United Nations (UN) bodies and others should be directed towards the fulfillment of the basic needs and fundamental rights of the people who live in perpetual poverty, famine, malnutrition, disease, deprivation, indebtedness, injustice and exploitation. In February 2016, ARBAN started, as sub-grantee, a three years project funded by the European Union titled “Jukta Hoe Mukta (United We Stand)”. The project is implemented with several international [as for example, Terre des Hommes Italia (TDH Italia)] – and local partners [Phulki, Manusher Jonno Foundation (MJF), Aparajeyo Bangladesh (AB), DALIT, Sobujer Ovijan Foundation (SOF) and Occupational, Safety, Health and Environment (OSHE) Foundation]. These working partners are based both in Dhaka urban slum areas - Azimpur, Mohammadpur, Rayerbazar, Pallabi, Baunya-Badh, Gazipur – and in the South West part of Bangladesh (Khulna Division). The project aims at creating safe patterns of internal migration and providing adolescents girls/ young women moving towards and living in the capital slums to work in the garment sector with a platform of services in order for them to experience a more secured everyday life. A Participatory Action Research (PAR) was supposed to be conducted as part of this project, in Baunya-Badh slum (ARBAN target area), in order to identify all the available services (health, safety, legal aid, education, training and job opportunities) for adolescent girls/ young women and to develop a map of these services. In this area, ARBAN will implement a pilot project of adolescent girls/ young women’s (including garment workers) virtual organizations, connected through a smart phone application (App development). Twenty Team Leaders’ (TLs) haves been selected in several blocks in Baunya-Badh slum. These team leaders’ become the reference points of a total number of 2,000 girls/ young women connected through normal features phones/ no phones and provide them with the necessary information in case of any support they might need. So ARBAN contracted Suraiya Begum to carry out a PAR by engaging the target group (adolescent girls/ young women) to benefit from and be involved with the App, in order to document all the available services in the slum where they are living (Baunya-Badh) in relation to education (i.e. primary and secondary schools, vocational training, etc.), job opportunities (i.e. in the garment sector, in NGOs, in educational institutions, etc.), health (primary health centres, if available), protection (i.e. police station, other Government offices, legal aid, etc.). As a part of this the 20 TLs, altogether with ARBAN Project Coordinator (PC) and Community Mobilizer (CM) were trained on the PAR as direct implementers of the participatory mapping of the available services. Besides, when not available in the slums, the above mentioned services were looked at outside and the updated list of their contact details were prepared.

Research options The TLs are the reference points of a total number of 2000 girls/ young women to implement the pilot project of adolescent girls/ young women’s (including garment workers) virtual organizations, connected through a smart phone application. Therefore, they were selected as the target group to involve in this research and to lead the field work in conducting the mapping of the areas based on their needs and exploring the available services at Baunya-Badh. Through the process of exploring available services they also became familiar with those service providers’ nature and location practically. Moreover, when not available in the slums, the required services was looked at outside and the updated list of their contact details was prepared. Those identified available services will help the virtually organized adolescent girls/ young women to experience a more secured everyday life. The duration of this research was two months (20th October- 20th December, 2016). So an intensive PAR engaging 20 TLs, an Orientation and PAR Training Workshop and four PAR Group Meetings were organized and through praxis process of PAR (discussion, planning, action, again discussion, action, discussion, etc.) required data regarding the project available services were collected and after processing those data the database was prepared. Considering the purpose of the research, both qualitative and quantitative data were required. Qualitative data were relevant to understand the type of services girls’ require, while quantitative data the number of these services available in the target area. For this reason, several tools have been used, as Focus Group Discussions (FGD), structured/ semi-structured interviews, documents review.

Principles of PAR In an extensive synthesis of community-based and participatory research literature, Israel et al (1998) propose the following key principles of community-based research widely accepted in the field of public health. These can be taken as a starting point but are by no means definitive: 1. Recognizes community as a unit of identity. This kind of research should work explicitly with communities, which may be defined by a geographic area, or defined as a community of identity that is geographically dispersed, but members hold a sense of common identity and shared fate. 2. Builds on strengths and resources within the community. This research should explicitly identify, support and reinforce social structures, processes, and knowledge already existing in the community that help them work together to improve their lives. 3. Facilitates collaborative partnerships in all phases of the research. This research should involve community members in every phase they want to participate in, including but not limited to: problem definition, data collection, interpretation of results, and application of the results to address community concerns. This may involve applying skills from outside the community, but should focus on issues identified by the community and create situations in which all parties can truly influence the entire research process. 4. Integrates knowledge and action for mutual benefit of all partners. Though the research project itself might not include a direct action component, all parties must have

a commitment to applying the research results to a social change effort intended to beneﬁt all partners. 5. Promotes a co-learning and empowering process that attends to social inequalities. This research should recognize the inherent inequalities between marginalized communities and researchers, and attempt to address these by emphasizing knowledge of community members and sharing information, resources and decision-making power. Israel et al offer the example that researchers learn from the knowledge and local theories of the community members, and community members acquire further skills in how to conduct research. 6. Involves a cyclical and iterative process. This research should involve trust-building, partnership development and maintenance in all phases of the research. 7. Disseminates ﬁndings and knowledge gained to all partners. This research should disseminate information gained in a respectful and understandable language that acknowledges all participants contributions and ownership of the knowledge production.

Research Methodology Participatory Action Research (PAR) was used as the approach to conduct this research to engage the target group/ Team Leaders (adolescent girls/ young women) benefitting from and involved with the App, in order to document all the available services in the slum where they are living (Baunya-Badh) in relation to education (i.e. primary and secondary schools, vocational training, etc.), job opportunities (i.e. in the garment sector, in NGOs, in educational institutions, etc.), health (primary health centres, if available), protection (i.e. police station, other Government offices, legal aid, etc.). A central concept in PAR is the premise that when it comes to knowledge and ability to think, no group, class or community is more ‘advanced’ than the other (Borda 2001). What happens in reality is that due to the turmoil and challenges faced in daily lives, some communities do not always have the time and space to cultivate knowledge as a discursive practice. Rather such people may submit their thinking to more powerful classes in order to survive. At the same time, the middle class is often regarded as the ‘knowledgeable’ class by the common people. As a result, many start to believe that they do not possess any ability to think like the educated, and they become dependent on the educated classes for thinking. However, this does not mean that their ability to think is lost, rather it just may lose its edge. The aim of PAR is to sharpen those edges so that they can engage in deep social analysis themselves. PAR enables everyone to carry out a collective social analysis through which working together to improve standards of life. In addition, the experience thus gathered can be discussed collectively by PAR participants so that they can improve their scientific knowledge i.e. collectively agreed knowledge following collectively agreed methods and can take newer initiatives, individually and together, to improve their lives. In a nutshell, this process initiates collective praxis among the working class (Freire 1972). Usually PAR process is activated through regular group discussions. Required primary data was collected through mixed method approach. The qualitative data was collected through FGDs and the discussion of the TLs during PAR training and PAR group meetings. The quantitative data was collected through structured interview with a questionnaire form.

So, a 3 days long Orientation & PAR Training Workshop was organized on 27th- 29th October, 2016 at CARITAS Training Room, Pallabi, Mirpur, Dhaka. The TLs, along with ARBAN PC and CM, participated to learn the PAR techniques and methodologies and develop their capacities to conduct a PAR. Three day before the starting of the workshop, related reading materials (in Bengali) were provided to the participants: PAR Experiences in Bangladesh by Suraiya Begum and Grass-roots Self-reliance in Sri Lanka: Organizations of Betel and Coir Yarn Producers by S. Tilakaratne. The PAR process is usually activated through group discussions. So after trainings, the group of 20 TLs has conducted 4 PAR group meetings. Through the regular discussions during group meetings necessary actions were planned, modified and implemented accordingly to conduct the research through Praxis process (discussion, planning, action, again discussion, action, discussion, etc.) of PAR. Moreover during the group meetings the TLs shared their experiences of conducting field work and learned from each other in order to collect data more accurately, confidently and strategically. The consultant also informed regularly about the gaps in collected data and they filled those gaps in order to make the database in the desired form. Finally, on 3rdDecember, the TLs submitted all the collected data and prepared maps and reviewed the whole research. Moreover, two FGDs were organized with local stakeholders (teachers, students, business persons, housewives, guardians, and NGO workers) on 30th November (at 03.00 pm 10 participants and at 04.00 pm 9 participants have participated) at C Block ARBAN School to validate the preliminary research findings (identified services and service providers) and to learn about their opinion regarding the needs or required services of the adolescent girls and young women of this area. Furthermore as per comments from the TLs and the participants of FGDs, the consultant looked at outside for required services (specialized hospital, Police Station, educational institutions, legal aid, govt. helpline etc.), when not available in the slum, and prepared updated list of their contact details.

Data collection tools Structured interviews and focus group discussion (FGDs) were used as data collection tools in this research. A questionnaire form was prepared to conduct the structured interviews for collecting the required data from the representatives of the service providers inside Baunya-Badh slum and in the nearby areas. A FGD is a way to gather together people from similar backgrounds or experiences to discuss a specific topic of interest. The group of participants is guided by a moderator (or group facilitator) who introduces topics for discussion and helps the group to participate in a lively and natural discussion amongst them. The strength of FGD relies on allowing the participants to agree or disagree with each other so that it provides an insight into how a group thinks about an issue, about the range of opinion and ideas, and the inconsistencies and variation that exists in a particular community in terms of beliefs and their experiences and practices. FGDs can be used to explore the meanings of survey findings that cannot be explained statistically, the range of opinions/views on a topic of interest and to collect a wide variety of local terms (Research tools 2009). Two FGDs have been organized with local stakeholders (teachers, students, business persons, housewives, guardians and NGO workers) to validate the preliminary research findings (identified services and service providers) and to learn about their opinion

regarding the needs or required services of the adolescent girls and young women of the area.

Description A short description of the activities of this participatory action research work is as follows:

1. Orientation & PAR Training Workshop A 3-days duration Orientation & PAR Training Workshop was organized on 27th- 29th October, 2016 at CARITAS Training Room, Pallabi, Mirpur, Dhaka. The TLs, along with ARBAN PC and CM, participated to learn the PAR techniques and methodologies and develop their capacities to conduct a PAR. Three days before the starting of the workshop, related reading materials (in Bengali) were provided to the participants: a. PAR Experiences in Bangladesh by Suraiya Begum b. Grass-roots Self-reliance in Sri Lanka: Organizations of Betel and Coir Yarn Producers by S. Tilakaratne

Objectives of the workshop: a. To enhance the capacity and knowledge of twenty TLs on PAR. b. Special emphasis on challenges faced by female adolescents and young women.

Participants 20 TLs selected by ARBAN and 2 ARBAN staff participated in the PAR training. Suraiya Begum, PAR Consultant, was the main facilitator of the workshop that has been conducted in a participatory way from 27th to 29th October 2016.

Training on PAR On the first day, after the initial introduction, the participants learned about the objectives of the research and with the support of the trainers they identified the main challenges faced by the female adolescents and young women in their daily life. The discussion was on some major issues like what is PAR, Characteristics of PAR, Development, Creativity, Self-development, Capacity building and Poverty. All participants expressed their views on poverty and its causes in Bangladesh. According to the discussion some impressions came out from the participants,that are considered to be the main researchers. Usually, PAR is undertaken by concerned persons in the community through self-enquiry to identify their own problems, and then they decide on collective actions to resolve them. So PAR stimulates people’s praxis (action- reflection-action) to strengthen their own countervailing power in a hierarchical society. PAR works as a way to reach out and generate confidence amongst the marginalized and deprived community members and enables them to search for answers for their self- development. Through this process changes are brought about in the perception of these communities. PAR at first influences the `self’ and then affects the `masses’ through collective thinking. Change is effected first at the individual level, and is then extended to

the community. In this specific research, PAR has been showed to the participants as a way to identify together through a common discussion their basic needs and how to directly being involved to collect the related relevant information from the field contacting different service providers. Although the level of understanding of all participants wasn’t uniform, a clear idea about PAR was understood through the sessions among all of them. Role of Animator was the main issue of the discussion. Other topics like Internal & External Animator, characteristics of animator etc. were discussed in a participatory approach for a deeper understanding on the Animators role in the PAR. Then the action-reflection-action process of Praxis was discussed, as praxis is an important component of PAR in order to develop people’s creativity. Thinking how to solve certain issues in different ways is part of PAR through interaction and discussions among the people. On the basis of these, it was later discussed about possible service providers from where they can receive services against those identified needs. According to the discussion, the following table was prepared as there were some cross cutting issues:

This practical exercise increased the participants’ consciousness about the overall research objectives and tasks. They intensively discussed about their challenges and thought how to prepare the table. Through the support of the consultant, they learned more about the civil service structure, the distribution of competencies among different Government offices and working sectors of NGOs (i. e. education, health, legal affairs etc.). Some of the TLs recently experienced another PAR, hence, they shared their know- how and learning. Later on, also the other participants were asked to express their understanding to check their comprehension level. During the training sessions, the

participants also performed several dances, songs, recitation, etc. to keep their mind active and fresh. In the second day, after recapping the earlier sessions’ issues, the participants started discussing about how they could find the service providers and how to collect the data. A template (for collecting data) was provided to them altogether with the necessary information to fill it up. A field visit to test the prepared format has also been dividing the participants in five groups (block wise, as there are five blocks in Baunya-Badh). In the second half of the day the consultant focused on gender, including psychological, social and cultural aspects with the intention to clarify the participants’ concept and identify the service providers more related to gender issues. On the third day, the participants spent the first part of the morning in the field to practically test the format and they returned at the training venue to share. Their experiences:  For the girls, it was easier collecting information from female staff of different service providers;  They became more confident after collecting information from one or two service providers;  Some service providers were not so cooperative and they had to spend more time to collect the required information;  Some service providers didn’t want to give their phone numbers.

After checking the filled in formats and verifying the relation between PAR and data collection was understood, the following suggestions were provided by the consultant:  The title of the service providers should be written more carefully;  All the information has to be collected and the format properly filled in.

At the end of the day, the group members prepared maps of the visited blocks marking the service providers from which they collected information. The same structure of five groups will be maintain to collect the information after the training from their respective block’s service providers in the first and second weeks, while the data from the Bauya- Badh adjacent area will be collected in the third week. Their working areas were fixed before the end of the training to avoid duplication. The data collecting form (template) was revised as per their comments, experiences and requirements. PAR group meeting was organized every Saturday in the following 4 weeks at C Block ARBAN School. Finally, the TLs recapped every discussed topic and delivered concluding remarks. According to the CM, this training preceded at least 70% of the works of “Jukta Hoe Mukto”, in terms of capacity development of the TLs. Necessary materials (pen, notebook, file etc.) was provided to the participatory researchers to conduct PAR at the beginning of the training. After PAR training, group wise the TLs started identifying the service providers and interviewed with the prepared questionnaire form to collect required data.

2. PAR Group Meetings The PAR process is usually activated through group discussions. So after trainings, the group of 20 TLs has conducted 4 PAR group meetings. Through the regular discussions during group meetings necessary actions were planned, modified and implemented

accordingly to conduct the research through Praxis process (discussion, planning, action, again discussion, action, discussion, etc.) of PAR. Before the first meeting, the TLs gathered on 31st October to receive the final version of the data collection form and to understand the reasons and objectives of each question in order to ensure precise data. Identity card and an authorization letter were provided to each PAR researcher so that they can show if required. The first PAR Group Meeting was organized on 5th November, 2016 at C Block ARBAN School at 03.00 pm. In the previous days, they collected data from almost half of their respective blocks and they submitted the filled- up forms sharing their experiences and learning from each other. The main findings of their discussion were as follows:  The girls, who did this exercise for the first time, were little bit nervous at the beginning, but later on their confidence increased and they became more capable to talk and behave confidently.  Many of the service providers asked about the reasons to collect those data and some of them tried also to get some benefit out of it.  Some of them took long time to complete the form.  Some of them didn’t want to provide information (i.e., madrasa, pharmacy), while others were positive and also offered tea. Through this sharing they became more confident and it increased their strategic views, and they planned for the following week to target the remaining streets in their areas. On 12th November, the second PAR Group Meeting took place. During the meeting, some queries were better clarified by the consultant in order to make the database in the desired form and they returned the filled-up forms during the first week back to the TLs to complete them with the missing information. This was mainly required for the educational and health related service providers’ information. In the same way as in the first week, an experiences haring were organized with similar feedback from the girls, who were anyway more confident. They submitted the filled-up forms in the second week and they decided to complete the first week’s pending tasks within the following Tuesday. Wednesday and Thursday were reserved for the second week’s revision. Moreover they planned to draw social maps, group wise, and to mark all the available service providers of different blocks of Baunya-Badh, which would help them to visualize the location of available services more specifically. Preparing map also would be helpful for them to become familiar with the entire area. In third meeting on 19th November, the TLs submitted all the revised filled-up forms related to first and second weeks and they planned to explore Baunya-Badh adjacent areas in the upcoming week. Each one of the five groups selected a different area and again concentrated on the tables they prepared during PAR Training in order to check whether they covered all the service providers. Besides, they submitted the partially prepared maps of five blocks of Baunya- Badh and planned to complete within upcoming week. The fourth meeting took place on 26th November, when the TLs submitted all the revised collected data and maps. The CM (ARBAN) along with the consultant checked those social maps and found them to be precise in terms of marking service providers and other major infrastructures’ (mosque, road, lines) location and position. They also

checked their blocks in the last five weeks in order to ensure whether they had covered everything through observation and found some undocumented service providers. So as per the suggestion of the consultant they continued working in the following two or three days to complete the data collection. Once more they shared their experiences and learned from each other how to behave more confidently and strategically. For example a girl got a proposal from one of the service provider interviewed, while two service providers refused to share any information at all. According to the TLs, the information required didn’t present any complexity, but those service providers behaved rudely. In the last part of the meeting, the consultant showed to the TLs many updated brochure of different government departments, ministries and institutions. They went through them and in a participatory way, selected the materials that were more related to their needs. Through this process the girls also learned how Government discloses information and provides service using the modern communication technology. On 3rd December, the TLs submitted all the pending works and reviewed the whole research. Through Praxis process of PAR they completed the work collectively and creatively, improving their working relationship. Through the information collection process, they became more confident and learned how to deal with unknown persons. They also became familiar with different service providers which were (most of them) unknown prior to this work. Certainly this experience helped them to be more critical towards others’ attitude, determined to behave well with others and able to conduct more complex researches in the future.

3. Focus Group Discussions (FGDs) Two FGDs were organized with local stakeholders (teachers, students, businesspersons, housewives, guardians, and NGO workers) on 30th November (at 03.00 pm 10 participants and at 04.00 pm 9 participants have participated) at C Block ARBAN School to validate the preliminary research findings (identified services and service providers) and to learn about their opinion regarding the needs or required services of the adolescent girls and young women of this area. The consultant selected those participants as per discussion with CM and TLs and invited them accordingly. Through the discussion, the consultant collected some suggestions from them on the following required services for the female adolescents and young women of Baunya- Badh: Education (schools, colleges, technical institutions), Health (hospitals, ambulances, specialist doctors), Legal aid (organizations, advocates, court, police stations), Employment (vocational training, helpline numbers to complain regarding workers rights’ issues, job opportunities), Sexual harassment (who can help, help line numbers), Early marriage (who can help), Recreation, Marriage (community centres, beauty parlours), Road repairing (relevant authority), National ID card, Electricity, gas (relevant authority, bill pay), Financial (loans, insurance) etc. During data collection from outside Baunya- Badhand analysis those points were considered and incorporated.

4. Exploring services outside Baunya-Badh As per comments from the TLs and the participants of FGDs, the consultant looked for required services that were not available in the Baulya-Badh area (specialized hospital, Police Station, educational institutions, legal aid, govt. helpline etc.) and prepared updated list of their contact details.

Conclusion Through this research the TLs not only identified adolescent girls and young women’s challenges or needs, but tried to find out the relevant service providers. They implemented PAR and through that they learned how to carry out research through a systematic approach. They were inspired by the process of collective thinking. They identified their major needs through collective thinking and went into action or field work and took steps towards solving the problems raised during the course of action. Now they have more concise idea about where to contact to receive any particular type of service as per their need. Moreover, after taking actions, talking with different service providers, they are now more confident. Preparing social map helped them to become familiar with the entire Baunya-Badh slum area and to visualize the location of available service providers. However some of the service providers were not interested to provide data, though the reasons were explained. Baunya-Badh is an over populated urban slum area where people are regularly facing lack of basic services. However, several NGOs along with different government authorities are trying to provide them different services as per their capacity and this only could be possible through a good interaction between the service providers (supply side) and receivers (demand side). It is expected that the database prepared by this PAR work, which will help build the App for the TLs, will be instrumental in this regard.
