    The Crimean Tatar Question: A Prism for Changing Nationalisms and Rival Versions of Eurasianism* Andrew Wilson Abstract: This article discusses the ongoing debates about Crimean Tatar identity, and the ways in which the Crimean Tatar question has been crucial to processes of reshaping Ukrainian identity during and after the Euromaidan. The Crimean Tatar question, it is argued, is a key test in the struggle between civic and ethnic nationalism in the new Ukraine. The article also looks at the manner in which the proponents of different versions of “Eurasianism”—Russian, Volga Tatar, and Crimean Tatar—have approached the Crimean Tatar question, and how this affects the attitudes of all these ethnic groups to the Russian annexation of Crimea. Key words: Crimean Tatars, Euromaidan, Eurasianism, national identity, nationalism—civic and ethnic Introduction In the period either side of the Russian annexation of Crimea, the Crimean Tatar issue has become a lodestone for redefining the national identities of all the parties involved. The mainstream Crimean Tatar movement has been characterized by steadfast opposition first to the Yanukovych regime in Ukraine and then to Russian rule. ORSAM’s studies are sponsored by The Turkmeneli Cooperation and Cul- ture Foundation. ORSAM’s View of the Middle Eastern and Eurasian World In fact, both the Middle Eastern and Eurasian territories are harbors to several relevant problems. But neither the Midd- le East and Eurasia, nor its people should be convicted to adopt an image that is identified with negative complications. With the support of their people, Middle Eastern and Eurasian states do have the potential to stimulate their interior dynamics and to launch a peaceful mobilization for development. To show respect to the people’s will to live together, to show respect to the sovereign rights of the states and essential rights and freedoms of the individuals, are the principals of building domestic and international peace. In this context, Turkey must continue to make contributions for the pros- perity of her near surroundings. ORSAM’s Studies as a Think-Tank In order to adopt an appropriate approach towards regional developments, ORSAM provides the public opinion and the decision-making units with guiding information about international politics, consistent with the perceptions regarding the Middle East and Eurasia. It presents ideas involving alternative options. In order to present efficient solutions, OR- SAM encourages studies of capable researchers and intellectuals of different disciplines. Having strong organizational capabilities, ORSAM encourages the development of relevant Middle Eastern and Eurasian literature domestically & in- ternationally and supports the sharing of knowledge and ideas with the Turkish and international public by welcoming statesmen, bureaucrats, academics, strategists, businessmen, journalists and NGO representatives to Turkey.

The Meskhetian Turks living in Russia (International Society of the Meskhetian Turks “VATAN”) and the Meskhetian Turks living in Azerbaijan (Association of Meskhetian Turks in Azerbaijan “VATAN”) are also among our member organizations. Currently estimated at between 400-450,000 persons, the Meskhetian population are scattered across seven former Soviet republics and also live in substantial numbers in Turkey and the USA. FUEN is closely monitoring the issue of the Meskhetian Turks’ return to their motherland. With the support and active participation of FUEN, Georgia, in its application for membership of the Council of Europe, has undertaken an obligation to adopt in consultation with the Council of Europe, within two years after its accession, a legal framework permitting repatriation and integration, including the right to Georgian nationality, for the Meskhetian population deported by the Soviet regime and to begin the process of repatriation and integration within three years after its accession and complete the process of repatriation of the Meskhetian population within ten years after its accession.

With the easing of US sanctions and the upcoming 2020 elections, there is a window of opportunity to accommodate the diverse political interests of the people and their representatives. With funding through the IcSP, Conflict Dynamics International is working with the government, opposition groups as well as with regional and international actors to implement options for effective political dialogue and governance 1 / 405 arrangements. Political representatives are given the tools to reach a sufficient degree of consensus, and encouraged to explore inclusive and coherent political processes. This is being achieved through a series of seminars and workshops (with a range of diverse stakeholders). Technical support is provided to the government as well as to main member groups within the opposition, and focus group discussions are being conducted with influential journalists and political actors at a national level. Regional and international actors are being supported in their efforts to prevent and resolve conflict through a number of initiatives. These include organising at least two coordination meetings, the provision of technical support to the African Union High-Level Implementation Panel, and consultations with groups active in the peace process. Through this support, the action is directly contributing to sustainable peace and political stability in Sudan and, indirectly, to stability and development in the Greater East African Region.

Existing frameworks of transnationalism and diaspora literatures assume national attachment and do not anticipate or properly theorize the complexity of stateless diasporas. The Ahıska Turks typify these limitations and can serve as a case study of the exclusion of groups with complex origins. The US-based Ahıska Turks are a segment of a diaspora and are refugees that have been through three displacements or forced migrations. The Ahıska Turks live in simultaneity, existing in the fluid and context-based social world between incorporation into the US and enduring transnational attachments outside of it. I use qualitative research methods to map the networks and relationships that comprise the social field of the Ahıska Turks in Seattle. The Ahıska Turks negotiate the identity and boundaries of their group in different social contexts by emphasizing language, culture, group history, and Ottoman roots. While the group has found ways of “being” transnational in their social field; they have a harder time “belonging”, in part because the path to belonging is neither straightforward, nor uniform in the absence of a nation-state and recognized nationality.
