INTRODUCTION This study canvasses the interaction between terror threat announcements and the civil liberties/collective security balance during the three years after September 11, 2001. Part II considers how security threat environments alter the parity between collective security and civil liberties, but emphasizes that this shift is typically not from real, verified peril, but from perception of risk.' Part I11 addresses notable post-9/11 threat warnings and the detention of terror suspects.2 It inquires whether terror threat notifications were prudently issued and an imperative mechanism to apprise the populace of realistic and verified risks. -

THE LETTER Oct 25, 2018 On the heels of the recent brutal murder of a The Washington Post journalist Jamal Khashoggi, President Donald Trump chose to celebrate the assault of The Guardian reporter Ben Jacobs by an American congressman—an attack that occurred while the journalist was simply doing his job, posing questions to a politician. Montana Congressman Greg Gianforte (R) body- slammed Jacobs, knocking him to the ground and beating him severely enough to send him to the hospital. Although Gianforte pleaded guilty to a misdemeanor assault and was fined, the President of the United States praised this violent behavior at a Trump rally in Missoula, Montana, on October 18. Trump’s condoning of political violence is part of a sustained pattern of attack on a free press— which includes labeling any reportage he doesn’t like as “fake news” and barring reporters and news organizations whom he wishes to punish from press briefings and events. One of the pillars of a free and open democracy is a vibrant free press. At his inauguration the President of the United States swears to protect the U.S. Constitution, including the First Amendment. 1 This President is utterly failing to do so and actively working not simply to undermine the press, but to incite violence against it as well. In a lawsuit filed by PEN, the writer’s organization, against Donald Trump, they charge him with violating the First Amendment. How the FBI protected Al Qaeda’s 9/11 Hijacking Trainer New Revelations about Ali Mohamed By Prof Peter Dale Scott Theme: Terrorism Global Research, October 08, 2006 8 October 2006 The following text is an expanded version of Peter Dale Scott’s Talk at Berkeley, September 24, 2006, entitled “9/11 and American Empire: Intellectuals Speak Out.” I want to talk tonight about using the 9/11 Report as evidence – evidence of what is being suppressed. We can use it in this way because some parts of the Report are accurate and reliable. This base line of reliability helps define other parts of the Report which are misleading, and in a few places I believe dead wrong. These relevant omissions and deceptions should be taken as clues as to what is being suppressed, and where the hidden truth lies. I shall talk of the Report’s occasional resistance to the truth. Let me give an easy and incontrovertible analogy from the Warren Report. The Warren Report got many things right; but it also minimized the links between Jack Ruby and organized crime.1 This resistance was a clue that Ruby in fact was crime-related and that this was important. The House Select Committee on Assassinations, even though they got many things wrong, amply confirmed the importance of Ruby’s crime links. We find similar symptomatic resistance in the 9/11 Report. 1) Here is an easy example: the identity of the hijackers. The FBI had distributed a list naming 18 of the 19 alleged hijackers by 10 AM on 9/11.2 Within two weeks the identities of at least six of the hijackers were unclear; as men in Arab countries with the same names and histories, and in some cases the same photographs, were protesting that they were alive and innocent.3 In response to these protests, FBI Director Robert Mueller soon acknowledged that the identity of several of the suicide hijackers was in doubt.4 But there is no discussion of this problem in the detailed treatment of the alleged hijackers in the 9/11 Commission Report.5 2) WTC-7. -
