THE ESSEX BIODIVERSITY ACTION PLAN In much of Essex we can still enjoy a great richness of wildlife. Bluebell woods , open meadows with butterflies, birds in our urban gardens, river valleys winding through farmland, and a spectacular coastline .Wild animals and plants surrounding us in our countryside and gardens enhance our quality of life and, together with the habitats and communities they form, help us define what we mean by Essex. This is the biodiversity of Essex ; we so easily take this for granted but action is required if it is to be maintained and enhanced. What is BIODIVERSITY? “Biodiversity : the variety of life.- Biodiversity is all living things, from the tiny garden ant to the giant redwood tree. You will find biodiversity everywhere, in window boxes and wild woods, roadsides and rainforests, snow fields and seashore .” ( Biodiversity : The UK Steering Group Report 1995) Biological Diversity, or biodiversity, is the variety of life that is all around us and all over the world. It encompasses all living things from microscopic organisms to the largest trees. Not just exotic, rare and endangered plants and animals are included, but also those that are found in back gardens, parks and ponds. Biodiversity is also the assemblages of species and their surroundings that we call habitats. Biodiversity is everywhere and we rely on it for our survival. Global Biodiversity and the Rio Challenge In June 1992 leaders of over 150 countries gathered together in Rio de Janeiro for the ‘Earth Summit’. At this conference environmental issues and concerns were addressed, including the loss of the world’s biodiversity. -

Parking Standards Design and Good Practice Supplementary Planning Document Consultation Statement (Regulation 17 Statement) In the preparation of draft Supplementary Planning Guidance the Department for Communities and Local Government advises authorities to informally involve local communities and other stakeholders in the development of policies. Work on the Parking Standards Design and Good Practice document commenced in May 2007 by the forming of a Parking Standards Review Group. This group was led by officers of the Essex County Council Strategic Development section working with colleagues from both within Essex County Council and Essex local authorities. A list of those involved is included on page iii of the document. The development of the draft Parking Standards Design and Good Practice document has taken place over a 24-month period and comprised the following main activities: Residents Survey May- September 2007 (to complement a related existing survey undertaken in 2006) Group Site visits June – July 2007 Individual site visits, evening and weekends June – July 2007 Education meeting August 2007 Regular Review Group meetings May – April 2008 Review of other authority Parking Standards May – April 2008 SEA September 2008 – March 2009 Public Consultation March – April 2009 The scope and outcome of these activities are summarised below: 1. Canvey Island Town Council (Castle Point, Essex)
Case study on the experience of newly established local (parish and town) councils CANVEY ISLAND TOWN COUNCIL (CASTLE POINT, ESSEX) Background Canvey Island Town Council was created in 2007, after a public petition which precipitated a decision by the Government to agree the designation of this new parish within the borough of Castle Point. The campaign for a new town council for Canvey Island had been running for many years. Local campaigners saw the area as a distinct geographic entity, because the island is physically divided from mainland Essex by a channel of the Thames Estuary. Many people remembered when Canvey Island Urban District Council had been the local government body, before the major re-organisation of local government in 1974, and the campaign drew on the feeling that Castle Point Borough Council did not represent well the concerns of local residents. Castle Point was opposed to its creation, partly because it would move forty per cent of the orough’s eletors ito a single local council. This was unprecedented at the time and Essex Association of Local Councils had to establish with the relevant Whitehall department (then the Office of the Deputy-Prime Minister) that such a move would be constitutionally lawful. The order was made to create Canvey Island Town Council in 2006 and the first elections were contested on 3rd May 2007 for its eleven seats. Canvey Island Town Council represents a population of over 40,000. The area has been extensively developed since the early part of the 20th Century and the majority of the island is urbanised. -

Introduction 1.1 This statement outlines how Maldon District Council has managed the requirements of the Duty to Cooperate throughout the production of the Maldon District Local Development Plan (LDP). This statement outlines the cooperative work which has been undertaken, and identifies how the Council has responded to the key strategic and cross boundary issues identified. 2. Background 2.1 The Localism Act (2011) established a duty to cooperate in relation to the planning of sustainable development. The Duty to Cooperate requires cooperation between local planning authorities, county councils, and relevant bodies as specified in the Planning Regulations (2012)1 during the preparation of development plan documents and other local development documents. 2.2 The Act states that any cooperation should seek to maximise the effectiveness with which relevant strategic activities are undertaken. A strategic activity that should be considered within the Duty is described as ‘sustainable development or use of land that has or would have a significant impact on at least two planning areas, including (in particular) sustainable development or use of land for or in connection with infrastructure that is strategic and has or would have a significant impact on at least two planning areas’. 2.3 The National Planning Policy Framework (NPPF) states that public bodies have a duty -

South Essex Housing Market Trends Quarterly Report January 2021 House Prices, Affordability & Market Indicators https://www.housingessex.org/ Housing Market Trends Quarterly Report January 2021 Introduction This report monitors the latest trends in house prices, rent and other market indicators based on Hometrack’s online Housing Intelligence System. It looks at national trends and local changes in lower quartile house prices across South Essex (SE) by local authority area for different house types. It also compares cross tenure affordability including private rent over time. The report supplements data in the SE Strategic Housing Market Assessment (SHMA) published May 2016 (with an Addendum update, May 2017). Changes in Lower Quartile house prices for SE local authority areas are tabled in Appendix 1. Key trends National Trends • Annual house price growth in December was up 6%. • In the latest quarter (October – December) house prices were 2.6% higher than the previous quarter. • The average house price is now £253,374 up from October’s figure of £249,870. • The monthly rise of 0.2% was the lowest seen during this period and significantly down on the 1.0% increase in November. • Richard Donnell, Research and Insight Director, Hometrack / Zoopla said “we expect UK house price growth to slow to around +1% by end of 2021 as demand starts to weaken. • Market conditions have remained strong with 40% more demand for housing in 2020 than in 2019 but net new supply has only been 4% higher. • Sales agreed continues to be strong especially in the South East with price growth for houses is more than double than flats, where buyers are prioritising homes with private outdoor space. -

Private Rented Sector – South Essex Evidence Review FAO: Julie Rugg and David Rhodes CC: Bridget Young Centre for Housing Policy, University of York, Heslington, York, YO10 5DD, UK Dear Julie and David Many thanks for inviting the South Essex Housing Group / Private Sector Housing Sub Group to make a response to your call for evidence as part of the new Rugg Review. There are six authorities in South Essex represented on the Sub Group comprising the County Council, two Unitary and three District authorities: Essex County Council Thurrock Borough Council (Unitary) Southend-on-Sea Borough Council (Unitary) Basildon Borough Council (District) Castle Point Borough Council (District) Rochford District Council (District) Our response is formulated around your original four questions re-stated below: 1. Describe your local private rented sector. Please indicate how you have evidenced your account. 2. Are there any problems relating to the private rented sector in your area? Again, please present evidence for those problems. 3. What would you say are the major obstacles you face in attempts to resolve those problems? 4. Have you implemented any solutions that have had a demonstrable impact in dealing with the problems in your local private rented sector? Supporting evidence has been pulled together from our two previous SHMAs in 2013 and 2016, our latest quarterly Housing Market Trends reports (July 2017) and the recently completed South Essex Private Stock Modelling and Healthy Impact Assessment Summary Report (September 2017) by the British Research Establishment (BRE).
