Evaluation of Transport sector implemented and financed by IPA FINAL EVALUATION Programme and Other Donors in the Republic of Serbia REPORT EXECUTIVE SUMMARY 1. This project is designed to assess the relevance, effectiveness, efficiency, impact and sustainability of ODA to Serbia for the period 2007-2011 and covers IPA, IFIs and bi-lateral donors. It aims to provide a framework for future decision-making with regard to the design, programming, implementation and evaluation of financial assistance based upon the lessons learned from past experiences and best practice; and to formulate policy objectives and indicators for future assistance that are both measurable and implementable. The project was carried out by Planet S.A from Greece and took place between March and June 2013. 2. The volume of IPA assistance to the transport sector in Serbia for the period 2007-2011 amounted to €83.34 million, of which €68.90 million has been contracted to date. IFI assistance comprised funding from the EIB, EBRD and the World Bank. Loans from the EIB amounted to €905 million with the total amount disbursed to date being €109.30 million. The EBRD’s budget amounted to €430 million of which only €90 million has been disbursed to date, whilst that from the World Bank amounted to some $388 million of which some $25 million has been disbursed. Of the bi-lateral donors funding transport projects in this period, the Hellenic Plan has provided grants of some €70 million whilst the Czech Government provided €1.5 million and the Chinese Government some €300 million, most of which has been for the Zemun Bridge. 3.     INTRODUCTION ACTING DIRECTOR OF THE PE “ROADS OF SERBIA” ZORAN DROBNJAK “When you want to develop an area, equip it with good roads”, prof. dr Milan Vujanić says and I entirely agree with this. Interdependence of industry and roads is quite evident because roads, in addition to their main function concerning the transport of people and goods, also generate growth and development of all places through which the road network passes as well as all other which are indirectly connected with motorways and other important routes in the Republic of Serbia. Thus it is the main dedication of the PE “Roads of Serbia” to achieve what is expected from us – to successfully finish all investments and provide the same level of quality of all the roads in Serbia with constant increase of the level of traffic safety, with cordial assistance of the Government of the Republic of Serbia and the Ministry of Construction, Transport and Infrastructure. This is an imperative of our work, not only because of the expectations in front of us regarding the accession to the European Union, but also because good roads are one of the pillars of every serious and modern country. Road towards the achievement of big results starts with the devotion of individuals, each one of us. Owing to an exceptional devotion of the employees in the PE “Roads of Serbia”, achievement of the adopted plans is possible, regardless of the difficulties and not always favourable work conditions which the time sets upon us. Beijing’s relationship with Albania – not part of former Yugoslavia – was very close until the Sino-Albanian split of the 1970s, but this historical curiosity has little bearing on contemporary Sino-Albanian relations.

In order to achieve socio-economic and environmental sustainability, Europe promotes the use of intermodal transport as a more efficient and cost-effective system for transport of goods. The main goal of this paper is to present and analyze the real situation of intermodal transport in the Republic of Croatia and Republic of Serbia, with regard to the leading EU countries that have high use of intermodal transport. This paper will make a theoretical analysis of intermodal transportation, related to the terminology, development and basic technologies which are used. Analysis of the state of intermodal transport in Republic of Croatia and Republic of Serbia, will be made through the flow of goods and transport corridors which pass through the Republic of Croatia and Republic of Serbia, analysis of the network of intermodal terminals, as well as specific problems that occur, which are related to the legislative, organizational, technical and technological problems.
