IYA CA1 IYA CA1 Fradley to Colton V8.indd 1 03/10/2018 09:56 The route of Phase 2a from Fradley to Colton The Fradley to Colton area covers about 13.5km of the proposed route, passing through the parishes of Fradley and Streethay, Alrewas, Kings Bromley, Armitage with Handsacre, Mavesyn Ridware, Hamstall Ridware and Colton. This section of the route is within the local authority areas of Lichfield District Council and Staffordshire County Council. The Fradley to Colton area is predominantly rural in character, encompassing lowland and settled river landscapes, often defined by a network of small-scale historic fields, with agriculture being the main land use. The main residential areas “A fully integrated HS2 are Fradley, Kings Bromley, Handsacre, Hill Ridware and Colton. and mainline rail network Within the wider rural area there are a number of other villages will make Staffordshire including Hamstall Ridware, Pipe Ridware, Blithbury and even better connected, Stockwell Heath. offering benefits for local The Phase 2a route connects with Phase One of HS2 at the commuters, businesses southern end of this section. The route will continue north passing the Grade II listed Woodhouse Farm and Bentley Hall Farm, and will pass approximately 500m west of Blithbury before running between Colton and Stockwell Heath. Additional Provision 2 (AP2) In July 2017 the Government submitted a hybrid Bill to Parliament. The Bill sets out the proposals for Phase 2a of HS2. Since then we have developed the design, particularly in respect of highways and utilities, and will need to make some changes to the Bill to reflect these. Changes are also proposed in response to requests made by affected parties and the select committee of MPs hearing petitions against the Bill. We have already sought to make changes to the Bill through an Additional Provision, which we submitted in March 2018. We are now seeking to make further changes through a second Additional Provision (AP2), which we expect to submit later this year or early next year. AP2 will not change the route of HS2. IYA CA1 Fradley to Colton V8.indd 2 03/10/2018 09:56 The details of AP2 are still being developed. However, between Fradley and Colton the changes include: • the lowering of the Kings Bromley and River Trent Viaducts; • provision for the reinstatement of Common Lane as a highway on a new alignment during the operation of HS2; • the provision of an alternative power connection for the railway; • amendments to the design of the HS2 junction with the West Coast Main Line; • the widening of Wood End Lane and improvements National College for to the junction with the A515; High Speed Rail • a series of amendments to utilities works in the area, The newly opened National including revised designs for gas and electricity diversions College for High Speed and altered connections for water supplies, sewers and Rail will play a key role in telecommunications cables; generating the workforce • provision of a number of local placement sites for excavated of the future, designing material that would otherwise be transported by road; and building the UK’s new high speed rail network • additional land required temporarily for the purposes of and future infrastructure construction and for utility and rail systems compounds; and projects, including HS2. • a number of changes brought forward at the request of With state-of-the-art local agricultural businesses and other stakeholders, as facilities in Birmingham well as at the direction of the select committee of MPs and Doncaster, the college considering the proposals. offers courses and apprenticeships in all As well as the Additional Provision changes, there will be elements of the rail other changes included that we’ll publish for consultation at industry whether you’re the point of AP2 deposit. leaving school, wanting to up-skill, or take a new The Additional Provision Process career direction. Information provided within the document will inform the preparation of a Core Strategy for the District as part of the Local Development Framework, in particular in the consideration of potential development locations within the District and an overall spatial strategy for longer term development having regard to principles of sustainability. 1.2 In his report on the Public Examination into the District Council’s first submitted Core Strategy (withdrawn 2006), the Inspector concluded that although there were proposed housing allocations within some of the District’s rural settlements, there was a lack of evidence in relation to the suitability of villages in the District to accommodate growth. He considered that the relative sustainability of different settlements should have been assessed as part of the preparation of the Core Strategy. He indicated that an assessment of the sustainability of rural settlements would ensure that the scale and location of development outside the District’s two main towns was driven by overall sustainability considerations, rather than simply the availability of previously developed land.

The appraisal should inform, through a consultation process, the production of a management plan for the area and help to inform the future of the conservation area. In addition, the appraisal will be used to help develop locally distinctive policies within the Local Development Framework and to update Lichfield District Council’s historic resource. 1.2 In accordance with the English Heritage document ‘Guidance on conservation area appraisals’ it is important to note that no appraisal can ever be completely comprehensive. If a building, feature or space is not mentioned this should not be taken to imply that it is of no interest. 1.3 Additional, more detailed historic and archaeological information on the area can be obtained from the Historic Environment Record (HER) held at Staffordshire County Council. Projects Identified as Important to the Parish, to be Pursued by the Parish Council, Through Various Funding Sources Including Community Infrastructure Levy (CIL) 53 2 1 Background to the Plan 1.1 The Localism Act 2011 promoted neighbourhood engagement in the planning process. It introduced a new kind of Plan, called a Neighbourhood Development Plan (or Neighbourhood Plan, for short), that could be prepared by Parish Councils. One of the key aims of the legislation is to enable people to contribute to the long term development of their own community. A Neighbourhood Plan can make a real difference to how development is carried out in the Parish, because once it has been through all the stages of preparation and been “made” (adopted) by Lichfield District Council (LDC), it becomes part of the District’s Development Plan, alongside the LDC Local Plan. Its planning policies will therefore be used in the decision-making process when planning applications within the Parish are considered by the Local Planning Authority. This Neighbourhood Plan supports the delivery of strategic policies contained in the Lichfield District Local Plan in accordance with the National Planning Policy Framework 2019 para 13.
