Exchange of views on the human rights situation in Kashmir To invite the Office of the United Nations Commissioner for Human Rights (OHCHR) for an exchange of views. 2. DROI involvement in the implementation of Sustainable Development Goals (SDGs) initiative launched by DEVE and ENVI To send a letter to DEVE and ENVI Chairs expressing DROI strong interest in actively participating in the activities related to the cooperation framework on the implementation of the Sustainable Development Goals (SDGs) that the two committees recently set up. 3. Chair’s proposals for the DROI work programme . Follow-up to Guatemala To invite the President of the Comisión Internacional contra la Impunidad en Guatemala (CICIG) for an exchange of views. To request an authorisation for a DROI ad-hoc mission to Guatemala. Follow-up to the EP Ad-hoc delegation to Nicaragua of 23-26 January 2019 To organise an exchange of views on the human rights situation in Nicaragua. Invitation to the EU Ambassador to the UN in Geneva, Walter Stevens To invite the EU Ambassador to the UN in Geneva to discuss the EU human rights priorities of the UNHRC 40th session and the ongoing efficiency reform of the UNHRC. Request for authorisation to send a DROI delegation to the 40th UN HRC session To request the Conference of Presidents to authorise a DROI mission to Geneva during the 40th session of the UN HRC (25 February to 22 March 2019). EU initiative on the new human rights sanction policy PE636.112v02-00 4/9 PV\1180430EN.docx EN Enlarged Bureau meeting 19 February 2019 Room ASP 1 G 3 FINAL Decisions 1. Discussion about a possible upgrading of the Subcommittee on Human Rights Coordinators had a brief exchange of views on a possible upgrading of the Subcommittee on Human Rights. The purpose of this discussion was to put forward arguments both in favour and against a fully-fledged committee. Coordinators agreed: The DROI Chair conveys the message to AFET Enlarged Bureau of 20 February 2019 that the upgrading of SEDE should be examined together with the upgrading of DROI. Doing otherwise would send all the wrong negative signals. Based on a more detailed discussion, a recommendation could be put forward for the next Parliamentary term. 2. Follow-up to the EP Annual Report on Human Rights and Democracy adopted in December 2018 (see discussion paper on “Prospects for an Enhanced Action in the field of Human Rights”) Coordinators held the first exchange of views and made preliminary remarks on the discussion paper Deadline for submitting contributions is set for 20 March 2019 Decision on the final document is planned for 2 April 2019 3. Any other business Coordinators raised the following items: State of play on the planned exchange of views on Guatemala Members were informed that the Secretariat has sent out an invitation to the President of the Comision Internacional contra la Impunidad en Guatemala (CICIG) and is awaiting a reply. The situation of 2007 Sakharov Prize laureate Salih Mahmoud Osman Coordinators agreed to send a collective letter, signed by political groups’ coordinators and Vice Presidents, expressing deep concern about the detention of Sakharov Prize laureate Salih Mahmoud Osman.
