    BRIGADIER GENERAL EUGENE W. GAUCH JR. Retired Sep. 1, 1975. Brigadier General Eugene W. Gauch Jr., is director of automated mobility requirements, Deputy Chief of Staff, Plans and Operations, Headquarters U.S. Air Force, with duty station at Langley Air Force Base, Va. General Gauch was born in 1922, in Newark, N.J. He graduated from Jefferson High School in Elizabeth, N.J., in 1941, attended Syracuse University, and is a graduate of the National War College, 1969. In March 1943 he entered active military service with the Army Air Corps and as an aviation cadet attended pilot training and graduated as a flight officer from Pampa Army Air Force Base, Texas, in November 1944. After bomber crew training assignments at Liberal, Kan.; Tonapah, Nev.; and Walla Walla, Wash., he went to Okinawa and served with the 346th and 22d Bombardment Groups as a B-29 pilot. In June 1948 General Gauch returned to the United States and was assigned to the Air Training Command as an instructor for aviation cadets in single- and twin- engine aircraft at Randolph and Perrin Air Force bases, Texas, and Barksdale Air Force Base, La. In July 1949 he was assigned to the 509th Bombardment Group of the Strategic Air Command, Walker Air Force Base, N.M. He next was assigned to the Military Airlift Command in Japan; however, with the onset of the Korean War, he was transferred to the 19th Bombardment Group at Kadena Air Base, Okinawa, and flew B-29 combat missions over Korea for which he was awarded the Distinguished Flying Cross and the Air Medal with two oak leaf clusters.

    LIEUTENANT GENERAL GEORGE H. MCKEE Retired Sep. 1, 1975. Lieutenant General George H. McKee is commander of Air Training Command with headquarters at Randolph Air Force Base, Texas. The mission of ATC is to select and train American men and women for the U.S. Air Force. It provides military, technical and flying training for Air Force officers and airmen. ATC also trains personnel for the Air Force reserve forces, Army, Navy, NASA, other government agencies, and Security Assistance students from foreign nations in specialized courses. General McKee was born in 1923, in Pickens, S.C. He enlisted in the U.S. Amy Air Corps at MacDill Field, Fla., in December 1940 and was subsequently assigned to Chanute Field, Ill., where he was an aircraft mechanic instructor for the next two years. He was accepted for aviation cadet training in December 1942 and graduated as a pilot in September 1943 with a commission as a second lieutenant. For the next few months, he attended B-17 transition and combat crew training. In March 1944 he was assigned to the 569th Bombardment Squadron, Eighth Air Force, in the European Theater of Operations where he flew 35 combat missions. General McKee was transferred in October 1944 to MacDill Field where he was a B-17 and B-29 instructor pilot. He was integrated into the Regular Air Force in October 1947. At this time, he was assigned to the 49th Bombardment Squadron, 2d Bombardment Group, Davis-Monthan Air Force Base, Ariz., where he served as aircraft commander on B-29 and B-50 aircraft.

Although there appear to be many definitions of technology transfer, the basic concept is always the same -- finding ways to get technology out of the laboratory and into industrial or governmental applications. It is also clear that so far technology transfer has not been as successful as we would like to see it. NASA pioneered the technology transfer concept, yet NASA's major de facto effort has been dissemination of technical information and not transfer of technology as was proposed. The technology transfer process goes through four successive stages: (1) search,(2) adaptation, (3) implementation, and (4)maintenance. The search stage takes the generator and user from an unrecognized transfer opportunity to establishment of a viable contact. Adaptation can be termed the "go - no go" stage, the point at which a decision is made to proceed with the technology offered or move into another area. The implementation stage is the time to marshal the needed resources -- capital, organization, and human. At the end of this stage the technology is transferred, and all that is needed from then on is to maintain it, evaluating all effects and benefits.(ED 056 699 is a related document.)(Author/NH) U.S.
