The purpose of this item is to report on progress with river and drainage activities for the period 1 June 2016 to 31 July 2016. 2. RECOMMENDATION That the Committee recommends that Council: a. receives the information contained in Report No. 16-152 and annexure. 3. FINANCIAL IMPACT 3.1. Funding provision for all activities reported on in this item is either included in the River and Drainage General or River and Drainage Schemes Activity sections of the 2015-25 Long-Term Plan (LTP); is covered by an approved carry-forward of unexpended budget in 2014-15; or additional approval will be specifically sought by way of recommendation in the item. 4. COMMUNITY ENGAGEMENT 4.1. Various matters contained in this item either have been, or will be, communicated with scheme ratepayers through their respective Scheme Liaison Committee and / or Annual Catchment Community Meetings. As necessary, other issues will be the subject of media releases. 5. SIGNIFICANT BUSINESS RISK IMPACT 5.1. There are no significant risks inherent in the adoption of recommendations contained in this report. As previously reported there is a risk of the drawdown of an excessive proportion of individual scheme emergency reserve funds for the purpose of flood damage reinstatement relating to the June 2015 event. These Committees have worked incredibly well for many many years and continue to work well in parts of our community. However recently in Bulls and Marton we have had meetings that were unable to proceed through a lack of a quorum. At those meetings it was intended that a new Chair would be appointed and unfortunately this was unable to happen. These committees are important and I am asking for public interest in being part of these. By attending one of the meetings does not mean that you will be roped in as a new Chair. As a Committee Member you would attend approximately 6 meetings a year in an early evening for around one and a half hours, every two months. The Community Committees also control local budgets that can be used independent of Council. Local budgets in the past have been used for placemaking, for recommendations around where public toilets should be located and to provide frequent feedback to Council over anything to do with their towns. New playground's Grand Opening I personally feel that the roles of these Community Committees could be expanded in the Led by The Marton Development Group, the re-development of the Marton Memorial Hall future however we need them in place now.

    Wai 2180, #A48 Maori and Economic Development in the Taihape Inquiry District 1860-2013 Philip Cleaver August 2016 Author Philip Cleaver holds a Master of Arts in history from Victoria University of Wellington. Since 1999 he has mostly worked as a commissioned researcher for the Waitangi Tribunal. In addition to projects undertaken for the Taihape district inquiry, he has prepared research reports for the Hauraki, Gisborne, Urewera, Wairarapa ki Tararua, Whanganui, and Rohe Potae inquiries. He has appeared before the Tribunal as a technical witness on a number of occasions.
