    POLICY PAPER European issues n°420 European Parliament: 7th February 2017 redistribution of political balance Charles de Marcilly François Frigot At the mid-term of the 8th legislature, the European Parliament, in office since the elections of May 2014, is implementing a traditional “distribution” of posts of responsibility. Article 19 of the internal regulation stipulates that the Chairs of the parliamentary committees, the Deputy-Chairs, as well as the questeurs, hold their mandates for a renewable 2 and a-half year period. Moreover, internal elections within the political groups have supported their Chairs, whilst we note that there has been some slight rebalancing in terms of the coordinators’ posts. Although Italian citizens draw specific attention with the two main candidates in the battle for the top post, we should note other appointments if we are to understand the careful balance between nationalities, political groups and individual experience of the European members of Parliament. A TUMULTUOUS PRESIDENTIAL provide collective impetus to potential hesitations on the part of the Member States. I was very pleased to chair the UR- BAN Intergroup over the last five years. I think that we should be proud of what we have achieved together during this half a decade. All along this term, we welcomed in our Intergroup MEPs from most of EU Mem- ber States, all political groups and almost all committees. We also got support from new partners – culminating at 83 – from local, regional, national and European level that represent the interests of Europe’s town and cities or work in the domain relevant for urban development.” Jan Olbrycht President of the URBAN Intergroup ver the past five years, we organised no less than 27 conferences and over 30 “Omeetings, concerning issues such as transports, housing, biodiversity, culture, sustainable development or urban planning. Members of the URBAN Intergroup fol- lowed closely what was happening in their respective committees in the European Parliament. They reported on latest developments and defended urban related issues in various fields. Moreover, our members and partners were deeply involved in the negotiations of the EU post 2013 cohesion policy, especially concerning the urban ele- ments in the structural funds’ regulations. Finally, we are very proud to have initiated two preparatory actions: “RURBAN”, which aimed at improving urban-rural partner- ships, and “World cities: EU-third countries cooperation on urban development”, cur- rently still under preparation. We also followed closely the symbolic change of name of the Directorate-General for Regional Policy (DG REGIO) and welcomed the addition of “Urban Policy”.

Land issues axe obviously one of the key dimensions of the decade-old internal conflict in Colombia and therefore deserve close attention on the part of the EU. This is the reason why the EU has been devoting considerable financial resources to funding projects aimed at helping displaced people, at facilitating their return and reintegration and at supporting people at risk in the framework of the land restitution process. Moreover, the EU is also directly contributing to the implementation of the law on victims and land restitution through a project funded in the framework of the instrument for stability. At political level, the issues related to the implementation of the law are also discussed regularly in the framework of the various dialogue fora between the EU and Colombia, including the EU-Coiombia Dialogue on Human Rights. The EU is also engaged in exchanges with the Colombian authorities about mining and natural resources, which have an obvious relation with land use and occupation issues. The EU is hopeful that the current negotiations between the FARC and the Colombian authorities should, if they are successful, contribute to reducing tensions about land in Colombia. We have also been informed that the Colombian institute for Rural Development (INCODER), in charge of the formalisation of land titles, has launched a number of enquiries into a number of cases of alleged undue accumulation of agricultural family units (IJAF), including in the region to which your correspondence refers.

As these topographic databases were designed for a broad range of applications, they model geographic reality in terms of single objects such as houses, streets, and lawns. However, many applications require specific higher order geographic phenomena that are not available in these general purpose databases, such as the extent of a city centre. Hence methods are needed to abstract these higher order geographic phenomena from the detailed representations of topographic databases. The ambition of this research is to automate abstractions from the detailed concepts offered by topographic datasets to produce higher order geographic phenomena by means of cartographic pattern recognition. Up to now, cartographic pattern recognition was mainly employed for optimising visual appearance. It can be argued, however, that it is primarily a task of modelling geographical content. The rationale of this research is to develop and evaluate an approach to cartographic pattern recognition that explicitly models semantic assumptions behind higher order geographic phenomena. With respect to this overall rationale, the research pursues the following three objectives: 1) Methods for knowledge acquisition to inform cartographic pattern recognition shall be explored; 2) instruments to model knowledge and compile the data enrichment process from semantically rich descriptions shall be developed; and 3) the role of uncertainty in the proposed approach shall be investigated.

Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels.

Lippold (Offenbach), Renate Blank, Hubert Deittert, Enak Ferlemann, Dr. Michael Fuchs, Peter Götz, Klaus Hofbauer, Volker Kauder, Norbert Königshofen, Werner Kuhn (Zingst), Eduard Lintner, Klaus Minkel, Gero Storjohann, Volkmar Uwe Vogel, Gerhard Wächter und der Fraktion der CDU/CSU Planungen der Bahngesellschaften Deutschlands, Frankreichs und der Schweiz in der „Trinationalen Plattform Basiliensis“ In ihrem im Februar 2003 vorgelegten Memorandum „Trinationale Plattform Basiliensis“ haben die Bahngesellschaften Frankreichs (SNCF/RFF), Deutsch- lands (Deutsche Bahn AG – DB AG) und der Schweiz (SBB) ihre gemeinsame strategische Gesamtplanung für den Zeitraum 2003 bis 2030 zur Schieneninfra- strukturentwicklung im Bereich Basel zusammengefasst. Hintergrund der Planungen der Bahngesellschaften ist die durch die Studie „Verkehrsführung im Raum Basel“ vom Juni 2002 getroffene Prognose, dass die bestehenden Schie- nenwege im Raum Basel einem zu erwartenden Zuwachs des Bahnverkehrs in den kommenden Jahrzehnten nicht mehr gewachsen sind. Kernstück der „Best- variante“ der Studie „Verkehrsführung im Raum Basel“, die in der trinationalen „Plattform Basiliensis“ dargestellt wird und für die die Bahngesellschaften be- reits eine Planungsstudie in Auftrag gegeben haben, ist deshalb die Schaffung alternativer Strecken für den Güterverkehr unter Umgehung des Bereiches Ba- sel SBB entlang des Ober- und Hochrheines auf deutscher Seite. Im Zuge des so genannten Bypasses sollen Güterzüge zwischen Frankreich und der Schweiz über die Strecken Mulhouse–Neuenburg–Müllheim (Baden) und Straßburg– Kehl–Appenweier auf die deutsche Rheinseite überführt werden, um dann in Richtung Lötschberg über den Rangierbahnhof Muttenz bzw.
