Present was Mayor Michael Donohue. Deputy Mayor Mike Quilty, Councillors Robert Dick, Kevin Legris and Bob Hall participated electronically. Staff members present electronically were Clerk/Treasurer Allison Vereyken, Deputy Clerk-Treasurer Mitchell Ferguson and Public Works Superintendent Chris Kunopaski. Mayor Donohue then called the meeting to order at 7:34 pm followed with a moment of silence. Resolution No. 07/06/20 Moved by: Mike Quilty, seconded by Robert Dick BE IT RESOLVED that Council approve the agenda as amended this date to add the Action Tracking List under Old Business, to remove item 7a and to replace item 9c with amended documents. “Carried” The June 4th, 2020 minutes were provided to Council for approval and the following resolution was passed: Resolution No. 08/06/20 Moved by: Mike Quilty, seconded by Robert Dick BE IT RESOLVED that Council accept the minutes of the regular council meeting held June 4th, 2020. “Carried” Planning and Economic Development Committee - Chair Bob Hall, Committee Member Kevin LeGris The building and sewage report for May 2020 was reviewed. Resolution No. 09/06/20 Moved by: Bob Hall, seconded by Kevin Legris BE IT RESOLVED that Council accepts this report as information. “Carried” Community Service Committee Chair Kevin LeGris, Committee Member Bob Hall There was nothing to discuss at this time. Operations Committee Chair Robert Dick, All of Council The Roads payment voucher was reviewed by the Roads Superintendent. Resolution No. 10/06/20 Moved by: Robert Dick, seconded by Mike Quilty BE IT RESOLVED that Council approves the Roads Payment Voucher to June 12, 2020 in the amount of $102,794.57. “Carried” The Clerk/Treasurer provided a verbal update to Council in relation to the ICIP- Kennelly Road project description change request. Staff noted that there was still no word on approval from the Federal government. The Clerk/Treasurer provided Council with information in relation to the changed formatting for the Roads Job Cost Expenditure Report. The Roads Superintendent reviewed the costs with Council. This was presented as information. Staff provided Council with information of other organizations that were also unsuccessful in the ICIP Green Funding initiative. Waste Management Committee - Chair Kevin LeGris, All of Council There was nothing to present at this time. Finance and Administration Committee - Chair Michael Donohue, All of Council 11a. Unfunded Costs – 2020 Budget The Deputy/Clerk Treasurer presented the report to Council. Resolution No. 11/06/20 Moved by Bob Hall, seconded by Kevin Legris BE IT RESOLVED that Council accepts the Unfunded Costs for the 2020 Budget as required by Ontario Regulation 281/09 as information. “Carried” 11b. Re-Opening of Office-Pandemic The Clerk/Treasurer presented the documents to Council. Resolution No. 12/06/20 Moved by Mike Quilty, seconded by Robert Dick BE IT RESOLVED THAT Council approve the closure of the office remain in effect until June 30, 2020 with the Pandemic Response Committee to bring forward a recommendation to extend if warranted; AND BE IT RESOLVED THAT Council accept the procedures and documents attached to this report in relation to the re-opening of the Township office. “Carried” 11c. Summer Council Meeting Schedule The Clerk/Treasurer provided a request to Council to reject the recommendation of cancelling of the second meeting in July due to a planning meeting that will be required to be held that day. It was discussed that staff will bring back another report to discuss the potential to cancel the first or second meeting in August. Resolution No. 13/06/20 Moved by Kevin Legris, seconded by Mike Quilty BE IT RESOLVED that the July 16th, 2020 Council meeting be cancelled and that Staff prepare a Notice to be advertised in our local papers and on the Township website and social media sites. “Defeated” 11d. Budgetary Control Report The Deputy/Clerk Treasurer presented the highlighted variances of the budgetary control report to Council. Resolution No. 14/06/20 Moved by Mike Quilty, seconded by Kevin Legris BE IT RESOLVED that Council accepts the Budgetary Control Report presented as information. “Carried” 11e. Farm Tax Credit Update The Clerk/Treasurer provided to Council a verbal update indicating that the Township along with the Townships of Whitewater Region, North Algona Wilberforce and Bonnechere Valley were working together on a delegation for the 2021 AMO Conference. 11f. Potential Loan Options The Clerk/Treasurer provided a detailed review of the information provided in the report to Council. Resolution No. 15/06/20 Moved by Robert Dick, seconded by Kevin Legris WHEREAS Staff has completed a review of the financing options of the Township; BE IT RESOLVED THAT Council approve staff to proceed with Option 1 as presented; AND BE IT RESOLVED THAT Council direct staff to bring forward the appropriate resolutions for the borrowing and use of reserves that vary from the approved 2020 budget. “Carried” 11g. General Voucher The Deputy/Clerk Treasurer provided a brief overview of the voucher. Resolution No. 16/06/20 Moved by Bob Hall, seconded by Mike Quilty BE IT RESOLVED that Council accepts the General Vouchers dated May 16, 2020 to June 12, 2020 in the amount of $93,944.23. “Carried” Protective Services - Chair Mike Quilty, Committee Member Robert Dick Deputy Mayor Quilty provided a quick update noting that there has not been any meeting for the Police Service Board during the pandemic. Council briefly discussed the letter from the Solicitor General in relation to the OPP invoices. County of Renfrew - Mayor Michael Donohue There was nothing noted at this time. By-Laws None. FCM Asset Management Funding Resolution Old Business The Action Tracking List was presented to Council for the first time and noted that this would be a recurring item on the agenda moving forward. New Business None. At that time it was noted that staff would bring back a recommendation to Council. Discussion: The Township of Bonnechere Valley as well as the Township of Horton has passed the presented resolution recommendation in relation to the Official Plan Amendment No. 25. Financial Implications: None at this time.
