VICTOR DIAMOND PROJECT Comprehensive Study Report 1.0 INTRODUCTION 1.1 Project Overview and Background De Beers Canada Inc. (De Beers, or the Proponent) has identified a diamond resource, approximately 90 km west of the First Nation community of Attawapiskat, within the James Bay Lowlands of Ontario, (Figure 1-1). The resource consists of two kimberlite (diamond bearing ore) pipes, referred to as Victor Main and Victor Southwest. The proposed development is called the Victor Diamond Project. Appendix A is a corporate profile of De Beers, provided by the Proponent. Advanced exploration activities were carried out at the Victor site during 2000 and 2001, during which time approximately 10,000 tonnes of kimberlite were recovered from surface trenching and large diameter drilling, for on-site testing. An 80-person camp was established, along with a sample processing plant, and a winter airstrip to support the program. Desktop (2001), Prefeasibility (2002) and Feasibility (2003) engineering studies have been carried out, indicating to De Beers that the Victor Diamond Project (VDP) is technically feasible and economically viable. The resource is valued at 28.5 Mt, containing an estimated 6.5 million carats of diamonds. De Beers’ current mineral claims in the vicinity of the Victor site are shown on Figure 1-2. The Proponent’s project plan provides for the development of an open pit mine with on-site ore processing. Mining and processing will be carried out at an approximate ore throughput of 2.5 million tonnes/year (2.5 Mt/a), or about 7,000 tonnes/day. Associated project infrastructure linking the Victor site to Attawapiskat include the existing south winter road and a proposed 115 kV transmission line, and possibly a small barge landing area to be constructed in Attawapiskat for use during the project construction phase. -

A hydrologic budget approach was used to assess precipitation, streamflow, baseflow, and potential and actual evapotranspiration in seven major basins in the study area on a monthly, annual and long-term basis. The report is intended to provide basic information that can be used for the wise management of the groundwater resources in the study area. Toronto, July 2002. Alternatively, the Center requests that the USFWS define and list distinct population segments of lake sturgeon in the U.S. as threatened or endangered. Lake sturgeon populations in Minnesota, Lake Superior, Missouri River, Ohio River, Arkansas-White River and lower Mississippi River may warrant endangered status. Lake sturgeon populations in Lake Michigan and the upper Mississippi River basin may warrant threatened status. Lake sturgeon in the central and eastern Great Lakes (Lake Huron, Lake Erie, Lake Ontario and the St. Lawrence River basin) seem to be part of a larger population that is more widespread. -

For each facility, the operating regime is provided, listing the benefits, conflicts and Outstanding Information Gaps. Also provided is a target curve for each operating regime to graphically represent the operating plan. These operating plans are legally enforceable under the Lakes and Rivers Improvement Act (LRIA). Although the minimum elevation of 319.00 m remains the absolute minimum to be used if necessary, the new drawdown target will generally result in higher water levels drawdown minimum. -

This project report documents the background research and fieldwork involved in this assessment, and presents conclusions and recommendations pertaining to archaeological concerns within the project lands. The Stage 1 and 2 archaeological assessments were conducted in November 2011 under Ministry of Tourism and Culture licence #P007, PIF #P007-378-2011, and were governed by the Standards and Guidelines for Consultant Archaeologists (MTC 2011). The assessments were completed in advance of a Renewable Energy Approval application, in compliance with the requirements set out in Section 22 of Ontario Regulation 359/09 made under the Environmental Protection Act. -

Memo To Dave Simms, Simon Gautrey File no TC81525 From Jacob Zaidel cc Dave Bucar, Peter Andrews Tel (Goldcorp) Fax Date September 2010 Subject Estimating Pumping Rates Required for the Dewatering of Mine Workings at the Hollinger-McIntire Mine Sites in Support of the Hollinger PTTW Application Introduction The following memo describes the approach used to estimate pumping rates required to dewater the Hollinger-McIntire mine workings. The following two water inflow components were taken into account in these estimates: (1) water released from storage in the existing mine workings; and (2) groundwater seepage into the workings. Computation of both components is discussed below. Note that potential water inflows into the mine workings associated with short term surface run-off and direct precipitation events were not taken into account in these calculations. Groundwater seepage rates do, however, take into account average annual precipitation rates as input into the groundwater regime. Water Released from Storage The amount of water released from storage in the existing mine workings due to their dewatering was calculated based on stage-storage curves (Figure 1). These curves were developed using the 3D block model data provided by Goldcorp to AMEC in 2007. This block model includes information on the spatial distribution and volume of the existing mine workings from an elevation of 350 mASL down to the -248 mASL level. According to these data the total void space of the mine workings (excluding backfill) located within this elevation interval is 40,573,862 m3. The following additional assumptions were utilized in the calculations: Total backfill volume was assumed to be 673,946,364 ft3 (18,870,498 m3) based on the information provided by Golder (1997). -

aria - . ~ La Of Statement of Conservation Interest Whitefish River Sandy Till Conservation Reserve (C1596) November 2004 Kirkland Lake District Ministry of Natural Resources • WHITEFISH RIVER SANDY TILL CONSERVATION RESERVE STATEMENT OF CONSERVATION INTEREST Kirkland Lake District Ministry of Natural Resources - APPROVAL STATEMENT I am pleased to approve this Statement of Conservation Interest (SCI) for the Whitefish • River Sandy Till Conservation Reserve. Direction for establishing, planning and managing conservation reserves is defined • under the Public Lands Act and current policy. "Ontario's network of natural heritage areas has been established to protect and conserve areas representative of the diversity of the natural regions of the province, including species, habitats, features, and • ecological systems which comprise that natural diversity." (Policy 3.03.05, MNR 1997). The specific direction for managing this Conservation Reserve is in the form of a basic SCI, which defines the area to which the plan applies, provides the purpose for which the Conservation Reserve has been proposed, and outlines the Ministry of Natural Resources' management intent for the protected area. This SCI has been created with input from program specialists within the Kirkland Lake District. • This SCI will provide guidance for the management of the conservation reserve and the basis for the ongoing monitoring of activities. More detailed direction at this time is not anticipated. Should significant facility development be considered, or complex issues arise requiring additional studies, more defined management direction, or special protection measures, a more detailed Conservation Reserve Management Plan will be prepared with full public consultation. • The public was consulted on this site prior to its regulation during the planning for Ontario's Living Legacy (MNR, 1999).
